Nevertheless, a practitioner knows that there is a broader context in which the practice of sampling takes place. This broader context, being less well defined than the theory of correct sampling, receives correspondingly less exposure which this commentary??prompted by? BG?seeks to rectify. ?Correctness? of a sampler is the central concern of BG, where it is presented as a sharp ?black-and-white ?distinction. The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

High pressure grinding technology has gained further interest in various industries. So far in the mining industry, machines are in operation in diamond mines and iron ore applications. In gold and copper ore processing, test work has been conducted showing considerable operational and process benefits. Similar benefits can be expected from HPGR applications in the platinum industry due to the preferred ore breakage along grain boundaries, thus liberating the PGE particles. This paper will provide an update on the state of high pressure grinding roll technology. Developments in the design of high pressure grinding rolls, for minimized maintenance requirements and availability just as high as conventional mills, will be presented. Plant flow sheets and concepts will be discussed, which allow for a reduction of capital and operating cost in comparison to existing two-stage milling circuits.

Paper written on project work carried out in partial fulfilment of BSc (Eng.) Metallurgy and Materials Engineering Small and large welded aluminium specimens were tested in fatigue and the results compared with design curves for aluminium in specification BS8118. Metallurgical tests were also performed on the specimens in order to correlate microscopic and macroscopic phenomena. The small-scale fatigue test results were in reasonable agreement with results in BS8118, whereas the large-scale fatigue tests showed that BS8118 is conservative.

This study reviews the concept of squeezing (large time-dependent deformation) in rock and investigates the possibility of this phenomenon becoming more pronounced in the planned ultra-deep mines of the South African gold mining industry. Although squeezing behaviour is not commonly found at the current depths of the gold mining industry, it is observed at Hartebeestfontein Mine due to a combination of weak rock and high stresses. Calculations based on the average strength of the Witwatersrand quartzites and the competency factor used to identify squeezing conditions in civil engineering tunnels, indicate that there is an increased risk of squeezing behaviour in ultra-deep mines. This will adversely affect the profitability of these mines and highlights the need for further research into the time-dependent behaviour of rock. Finally, the current support strategies in squeezing conditions are reviewed.

Geotechnical models developed during the planning stages of open pit mines are three-dimensional so as to capture the spatial variation in lithological, structural, hydrogeological, and geomechanical conditions. Geological models that describe the lithological and structural (faulting and folding) characteristics of a deposit are always 3D. Likewise, boreholes and piezometers used to develop geomechanical properties and groundwater models are drilled at spatial offsets across the deposit to understand the lateral and vertical characteristics. Yet when geotechnical analysis is completed, often the three-dimensional geological, hydrogeological, and structural models as well as geometrically complex 3D mine designs for optimizing economic mineral recovery and overburden removal are simplified to two-dimensional sections. In this paper we demonstrate that this simplification can lead to the wrong failure mechanism being identified, analysed, and/or a conservative factor of safety being calculated and hence an over-estimation of slope stability. Through case studies we show how three-dimensional analysis methods are more suited to rock slopes, particularly those with anisotropic material strength, when singularities such as geological faults are present, and nonlinear slope geometry. When the same slopes are analysed in two dimensions, the failure mechanism calculated is often fundamentally incorrect. The case studies further reveal that the factor of safety calculated in three dimensions is not always higher than the two-dimensional factor of safety.

Calls for transformation in the mining sector are legislated. Whilst the composition of boards in terms of gender diversity and equal representation has improved, little is known on how women directors experience boardrooms. This research investigated the experiences of South African women in male-dominated mining boards. It questions why women remain marginalised in boardrooms, even when they are qualified as the men in their respective fields. The experiences of South African women on male-dominated mining boards were investigated by means of a multiple case study using a qualitative research methodology. Interviews were conducted with 16 women and 12 men serving across six JSE-listed South African mining companies. The findings show that irrespective of their qualification and experience, women,s, contributions are often ignored, and they are assigned to more social roles. Regardless of race, all women experienced gender stereotyping. Strategies are required to ensure that board cultures embrace female talent, where women can effectively contribute to decision-making and maximize their talent. It is argued that gender and identity should be studied in relation to post-colonial history in African countries. Women have multiple, varying identities, and their experiences require a unique investigation that would enable strategies to overcome barriers, through the implementation of an appropriate diversity management programme.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts. Alkaline combustion byproducts are gaining increased usage for acid mine drainage mitigation and abatement as research leads to a better understanding of their beneficial applications. Since January of 1997, Mettiki Coal Corporation has been injecting alkaline flue gas desulphurization byproducts from Virginia Electric?s Mt. Storm Unit #3 wet limestone scrubber into abandoned portions of the active Mettiki mine. This paper provides an overview of the key design, transportation, regulatory, and environmental issues faced in the project.

This study was undertaken to generate a locally relevant guideline for the socio-economic aspects of mine closure for South African closure practitioners and decision makers. It should also represent a resource for interested and involved stakeholders. Mine closure, and its related post-closure social, environmental and economic characteristics, is part of the lifecycle of mining operations, given the finite nature of the ore resource. Many coal mines are anticipated to close in the next ten to fifteen years in Mpumalanga, as the epicentre of the industry shifts towards the Waterberg. Social aspects of mine closure have been historically underplayed, and under researched. Coaltech thus commissioned two studies, the first of which examined the closure dynamics of 36 mines in Mpumalanga and KwaZulu-Natal in 2006. A follow-up study (July 2007) focusing on Mpumalanga3,4 confirmed some of the results of the first study. It also contained broad guidelines for mine closure covering social and labour planning, job creation, the use of mine infrastructure, developmental incentives, and environmental rehabilitation.

Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

The Global Industry Standard on Tailings Management (GISTM) requires mining companies to make four key appointments as part of their tailings management structure. These four positions are an Accountable Executive with policymaking responsibilities, a Responsible Tailings Facility Engineer with operational responsibility, an Engineer of Record to ensure facilities are designed, operated, and closed safely, and an Independent Tailings Review Board to assess safety drivers regularly. Little guidance on the traits of these individuals is available in a South African context. Consequently, the tailings community of practice was surveyed to develop a table of ideal competencies and establish the flexibility in meeting these traits.

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

Traditionally, iron ore has been reduced with coke in a blast furnace and the hot-metal product of the blast furnace containing carbon, manganese, silicon, sulphur and phosphorous, was subsequently refined in a steelmaking furnace. During iron making as well as during steelmaking, significant amounts of slag are produced. Two decades ago, more than 13 m tonne of blast furnace slag and 4 m tonne of steelmaking slag per annum were produced in the USA alone. It is, therefore, not surprising that many attempts have been made to re-use iron and steelmaking slags. However, these slags are not merely metallurgical waste products but, on the contrary, their compositions and physical properties are judiciously designed to optimize the operations in the respective metallurgical reactors. The variation in composition and properties of blast furnaces lags are largely determined by the gangue in the ore and ash in the coke and much progress has been made in the re-use of such slag. With respect to steelmaking slag, emphasis has in recent years been placed on hot-metal treatment before refining and ladle treatment after decarburization. The bulk removal of silicon, phosphorous and sulphur from the hot-metal product of the blast furnace by specially designed slags prior to refining in a basic oxygen furnace, has reduced tap-to-tap time, lowered cost and produced steel of much higher quality. The use of synthetic slags in ladle refining techniques subsequent to decarburization in the basic oxygen furnace has resulted in reduced hydrogen and nitrogen contents and reduced solute impurities. Moreover, inclusion shape and composition control, again by the use of specially designed slags has led to the achievement of much improved mechanical properties of the steel. In these revised process routes, slag of different compositions are produced in the variety of unit processes and hence the re-use of steelmaking slags has become much more complex. Clearly, a thorough understanding of the design and use of these different slags is a pre-requisite to the development of re-use strategies. Japanese steelmakers have spearheaded attempts to reduce slag volumes in the individual unit processes and to strive towards ‘slagless steelmaking’ by recycling slags internally. Steelmaking slag volumes have been reduced on commercial scale from about 140 kg/tonne steel to 60kg/tonne steel. Moreover, model predictions have shown that, in principle, all slag can be recycled and the phosphorous extracted to produce fertilizer. This development is of particular significance since the supply of low-phosphorous iron ores is diminishing at an ever increasing rate. Keywords: slag, environment, iron, steel,

A new loading apparatus was fabricated and used to conduct true-triaxial compression tests on KTB amphibolite, a crystalline basement rock. Tests in dry jacketed samples reveal that the intermediate principal stress has a significant effect on the onset of dilatancy and on rock strength, contrary to the implicit assumption made by Mohr-type failure criteria. Failure is induced through a shear fracture that dips steeply in the direction of the least principal stress. Experimental results lead to a new generalized strength criterion in terms of all three principal stresses. Unjacketed KTB amphibolite specimens, exposed to confining fluid, are considerably weaker than the jacketed ones, despite the negligible porosity and permeability. Failure is facilitated by several closely spaced subparallel tensile cracks normal to the least stress direction. SEM analysis suggests that microcracks developed upon dilatancy onset are penetrated and extended by the confining fluid, bringing about the unexpected rock failure mechanism at reduced stress levels. Les essais effectués sur échantillons enveloppés et secs révèlent que les contraintes principales intermédiaires affectent considérablement le début de la dilatance et la résistance de la roche, contrairement à la supposition fondée sur le critère de rupture de Mohr. La rupture est produite grâce à une cassure de cisaillement très incliner en direction où la contrainte principale est moindre. Ces résultats expérimentaux indiquent un nouveau critère de rupture général en fonction des trois contraintes principales. Les échantillons de KTB amphibolites sans enveloppe, exposés à un liquide confiné, sont considérablement plus faibles que ceux enveloppés, malgré la porosité et la perméabilité négligeable. La rupture est facilitée par plusieurs fissures de traction adjacentes et sub-parallèles, normales à la plus petite contrainte principale. L’analyse SEM suggère que les micro-fissures développent suivant le début de la dilatance, elles sont pénétrées et agrandies par le liquide confiné, produisant un mécanisme de rupture de roche inattendu, ceci à un niveau de contrainte réduit. Ein neuer Ladungsapparat wurde hergestellt um real - triaxiale Druckfestigkeitsversuche in KTB Amphibolit, einem kristallinen Grundgebirgsgestein, durchzuführen. Messungen in trockenen, bedeckten Proben zeigen that die mittlere Hauptspannung eine bedeutende Wirkung auf das Einsetzen von Dilatanz und auf die Stärke des Gesteins hat, im Gegensatz zu der impliciten Annahme auf Grund von Mohr-ähnlichen Versagungskriterien. Versagen ist induziert durch eine Scherfraktur die sich steil in die Richtung der geringsten Haupspannung nach unten senkt. Messergebnisse führen zu einem neuen, verallgemeinerten Stärke Kriterium dass auf alle drei Hauptspannungen basiert ist. Unbedeckte KTB Amphibolit Proben, die unmittelbar den umgebenden Fluiden ausgesetzt sind, sind wesentlich schwächer als bedeckte, trotz geringfügiger Permeabilität und Porosität. Versagen wird gefördert durch mehrere, nebeneinander liegende, sub-parallele Spannungsbrüche, normal zu der geringsten Spannungsrichtung. SEM Analyse lässt vermuten dass Mikrobrüche, die sich beim Überschreiten der Dilatanzschwelle entwickeln, durch die umgebenden Fluiden fortgepflanzt und weiter verbreitet werden, und unerwartet, auf Grund der reduzierten Spannungswerte, den Versagungsmechanismus des Gesteins einleiten
