The ability to process complex precious metal sulfide concentrates containing antimony and arsenic in an economic and environmentally safe manner is an important problem facing the mining industry in the United States. Preliminary experiments have been performed to evaluate the possibility of treating a complex sulfide concentrate to recover antimony and precious metals while fixing the arsenic and sulfur as calcium arsenate and calcium sulfate. The process involves: • the oxidation of the antimony and arsenic minerals in the presence of soda ash (to collect the sulfur dioxide and to keep the antimony and arsenic from forming volatile compounds), •the selective leaching of the arsenic from the roast calcine with a heated caustic solution, •the precipitation of the arsenic and sulfate with calcium hydroxide and/or calcium chloride, •the reduction of the residual antimony (collecting the precious metals), •fuming of the metal to form a marketable antimony oxide, and •crucible reduction of the residue to obtain a gold and silver dore. Batch experiments, using synthetic concentrates of stibnite and arsenopyrite, were performed to evaluate the first stage of this process. Variables studied included mixture weight fractions, temperature, gas flow rate, oxygen partial pressure, and time. All of the off gas dust and sulfur containing gases were collected and analyzed. The roast solid residues were subjected to arsenic leach tests, and the leach solutions were subjected to arsenic and sulfate precipitation tests. Introduction The ability to treat a precious metal ore containing appreciable amounts of antimony and arsenic is dependent upon the characteristics of the ore. For some ores, selective flotation can be used to separate the antimony and arsenic minerals, which are then treated separately. Unfortunately, many ores are not treatable in this way, and the concentrates obtained may contain appreciable contamination (which limits the ability to make acceptable grade antimony products). If we consider the added value of the precious metals in the concentrate, then it is worthwhile to evaluate the potential for new methods to treat these types of concentrates. In addition, the environmental difficulties associated with arsenic disposal must be taken into account in any proposed process. If there is appreciable arsenic present, then it must be either recovered as a marketable product or placed in an insoluble form. The problem addressed in this research program has become increasingly important as the precious metals mining industry is encountering more ores of this type. A large deposit of this type exists in Idaho where the antimony occurs primarily as stibnite, with minor amounts of kermesite and tetrahedrite (Cooper, 1951). The gold appears in association with arsenopyrite with minor amounts of other arsenic minerals. Flotation has been used to obtain an antimony concentrate. The concentrate, however, is contaminated with appreciable amounts of arsenic and also contains precious metals. If the ore or concentrate contains appreciable amounts of base metals, then the recovery process becomes much more difficult. There are a number of other known deposits of this type in Alaska, Canada, Montana and elsewhere. The objective of this research program was to develop a fundamental understanding of the oxidation and leaching chemistry of the arsenic and antimony minerals so that technology may be developed to treat these ores in an economic and environmentally safe manner. Wendt (1949) and Koster and Royer (1940) discussed the possibilities of oxidative roasting of stibnite concentrates containing arsenic. Wendt describes a process used at a smelter in Czechoslovakia (in the 1930s) where roasting was carried out in rotary furnaces at 723° K (500° C). Most of the arsenic was removed as fume, as well as 25% of the antimony. No sulfur dioxide containment was described. The oxide fume from the furnace went to a heated caustic water leach, where the arsenic was preferentially dissolved and then precipitated with calcium chloride as calcium arsenate following solid-liquid separation. The antimony oxide was sold, and the solid oxide discharge from the rotary furnace was sent to a blast furnace where the antimony metal, containing the precious metals, was recovered. INTRODUCTION Cross, et al. (1974), produced a retrospective study of standard setting for underground miners. This report had two distinct components; i) criteria of importance for the protection of the miners, and ii) economic considerations for standard setting. The methods for setting radiation safety standards reviewed were: dose calculations and consensus methods; epidemiology; pathology; bioassay; animal experiments; sputum cytology; chromosome aberrations; and, the Mantel-Bryan Model. By looking back, the authors intended to enable officials to look ahead in making future decisions based on reasonable conclusions. Now it may be time to consider underground miners' protection from another perspective: are there miners who may be especially susceptible to toxic environments?; and if so, are there any biomedical assays that might be indicative of exceptional sensitivities to toxic substances? The human population is genetically very heterogeneous. The data of Saccomanno, et al. (1973), reveal great variability in individual response to radon daughter exposure and only a small portion of the miner population subject to toxic inhalants develop squamous cell metaplasia (Saccomanno, et al., 1970). The majority of the miner population is either not susceptible or is resistant to the toxic agents. This information suggests the existence of a small subpopulation with increased sensitivity or reduced resistance and underscores the need for indicators from biomedical assays that might prove of value for the detection of such individuals. The heightened awareness of the contribution of pollutants in the environment for the potential induction of mutations and carcinogenesis lead to a profusion of short-term bioassays to circumvent the high cost and time-consuming large toxicity animal studies. Over 100 bioassays across taxa from microbes to man are at various stages of use or development (Hollstein, et al., 1979). Less than a dozen tests currently offer early promise for application to[ in vivo] effect studies of man. Many are still in early development, lack the sensitivity needed for a retrospective or prospective study at current permissible exposures, are impractical to conduct in the field, or are not cost effective. The purpose of this paper is to review some of the bioassays that may now, or in the near term, prove applicable for the detection of individual underground miners with increased susceptibility to toxic agents. Throughout this statement, it is assumed that any single test may give false negatives or false positives and, therefore, a tier of tests should be investigated. The possible tests are in various stages of development; some tests better proven than others with a firmer data base and, therefore, with greater probability of usefulness. Some of the less proven assays are not ruled out if they have practical or theoretical promise as indicators. Table I summarizes the assays critiqued for their potential to monitor the effects of [in vivo] exposure to genotoxic substances. POTENTIAL INDICATORS OF HIGHLY SENSITIVE MINERS Assays of Body Fluids It is desirable to have data on the agent(s) to which subjects are exposed when humans are monitored by biomedical effects. Obviously, to varying intensity, the underground mining environments are monitored for radon daughters and it is recognized that the miners are also exposed to other pollutants, most notably, uranium ore dust and diesel fumes. Further testing for the metabolites of the pollutants can be done on body fluid, urine. [High Performance Liquid Chromatography (HPLC)]: This is a very sensitive method for the detection of mutagenic metabolites in urine. The urine is treated with the enzyme sulfatase and beta-glucuronidase to permit identification of substances that are made nonmutagenic by conjugation as glucuronides. The sample is then passed through an XAD-2 resin column and the absorbed organic molecules eluted with acetone. The sample is then split and evaporated to 1 ml and used for direct chemical analysis using HPLC. One drawback to the test is the inability to measure cumulative exposure, but multiple samples can be obtained and comparison to baseline (control) and exposure samples can reveal qualitative differences as a consequence of exposure to mutagens. [The Ames/Salmonella Microbiological Assay]: The Ames/Salmonella microbiological mutagen test is the most extensively used short-term bioassay, with over 2,600 chemicals having undergone testing by this method (Hollstein, et al., 1979). The method, thoroughly worked out and tested for 10 years, consists of taking the second split urine sample from the HPLC preparation, evaporating to dryness and dissolving in dimethylsulfoxide (DMSO). Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

Demand by precious metals explorationists for cost effective means to target subsurface geologic structures worthy of evaluation by means of drilling has led to the use of the predictor-correlator technique. To locate polarizable targets, the predictor-a localized inhomogeneity in electrical properties-is placed at various locations in the computer-simulated subsurface region, and correlated with the potential distribution observed in the field. The correlation coefficient obtained is assigned to the subsurface location. IP targets are extracted by calculating a second correlation section based on higher-frequency illumination and subtracting it from the first. The locations of correlation difference correspond to the locations of polarizable mineralization.

However, history has shown that technology applied with correct logistics and strategy makes a significant difference. Never has the minerals industry faced such daunting challenges and been in such need of a step change. Application of autonomous systems has been steadily increasing in the minerals industry. Automation technology has changed the mining value chain from exploration to mineral processing and refining. The future state will only see additional in-roads of automation into more processes and the whole system design. To better understand the near-future potential of automation, it is useful to explore and review the current state of automation in minerals development. A review of the state of automation research is given. The review will consider three critical areas: automation technology, system’s engineering and management processes around automation, and the role of human factors engineering in automated and semi-automated systems. The review ends with a discussion on the social and political risks of automation in terms of shared value and sustainable development.

INTRODUCTION Coal is geologically a sedimentary rock with distinct bedding planes containing a mixture of petrographic constituents. Yet. because of its chemical nature, it also has some of the characteristics of a polymeric material. In addition, it is extensively precracked to give a macropore structure and also has a substantial internal volume of microporosity. Add to this the mineral constituents dispersed in the coal in a variety of forms and sizes. and it can be readily appreciated that coal is a complex and heterogeneous material. It has to date not been possible to predict the particle size distributions produced by breakage of coals from a priori application of the principles of fracture mechanics. However, there is a substantial body of data resulting from empirical observation of size distributions produced under various conditions, primarily from grinding mills. It is the function of this review to outline how this empirical information can be used to predict product size distributions for those systems which have been studied systematically, and to suggest future avenues of research using similar methodology. FRACTURE THEORY APPLIED TO COAL It is, of course, possible to devise experiments for slow crack propagation in a coal. However, the evidence is that coal breaks by brittle fracture in the mills and mining machines of industrial importance and therefore the theory of brittle fracture is sufficient to illustrate the important features of the fracture of coal. In order to produce size reduction a solid must be stressed by the application of force. The force can be a tensile (stretching), compressive, or shear force, and the three dimensional stress pattern in the solid represents the tensile, compressive, and shear forces per unit area acting in any direction through any point in the solid. As an illustration consider the case of a simple one-dimensional tensile stress: then stress is defined as a=F/A where F is the force. A is the cross-sectional area of the solid normal to F and strain. E, is defined as the fractional change in the length of the solid. so that E= x/L where x is the extension of an original length of L. Coal behaves as an elastic material over short times (although viscoelastic creep can occur if the stress is maintained over long times) and if it is not stretched too far the coal returns to its original shape when the stress is removed; otherwise catastrophic failure occurs and the coal fractures at a stress termed the tensile strength. The failure under stress of an elastic material is termed brittle fracture. Elastic material fails at small stain and the stress-stain relation to where brittle fracture occurs is the empirical Hooke's law. a= YE, where Y is Young's modulus. The work done on the solid to take the solid from zero external stress to a stressed state by slowly increasing F up to a final stress u is the integral of the stress times the strain. This reversible strain energy is stored in the solid and. using Hooke's law. is u /2Y per unit volume of solid. If the solid is immediately loaded to u the work done is [EAuL] which Is a2 /Y per unit volume, that is, twice the reversible work.

INTRODUCTION This work is a continuation of the preparatory study by Rustan and Stöckel 1979 (3) and (4) of the possibilities to introduce automatic mine ventilation in Swedish mines and construction works. The preparatory study has been financed by the Swedish Board of Technical Development. In the study it was recommended that an automatic step by step control of the fans near the working place due to diesel exhaust emission would be the best solution. A more advanced alternative would be to regulate the fresh air continuously in proportion to the contamination. The latter alternative has been studied by Boliden Mineral Co in the Udden mine. In this study it was found that the air supply could be regulated continuously but it was very important where the sensors feeling the contamination were placed. An intense study of the environment underground is now being planned by our division together with specialists from the National Board of Health and Safety, The Swedish Work Environment Fund, LKAB and the local Governmental Inspection of the Workers Safety. Different gases, radon, dust, airspeed, moisture temperature and pressure is planned to be measured continuously and correlation between the parameters is going to be established to decide the best measurement parameters for regulating the system. The best situation of sensors is also going to be studied. Despite this work hasn't been done yet this paper covers some of the problems which could be encounted with continuous regulation. In this report the environment has been studied during the test with step by step regulation of fans by radio. Diesel vehicles are the largest polluters under ground in Swedish mines and we have therefore suggested that the large diesel vehicles should regulate the fans. The goal of this study has therefore been to find how active diesel vehicles should be able to start and stop gallery fans at both intake and return air. In this paper different methods for activating fans are discussed. Then the best methods are chosen and tested in the mine. In this study we have found that changes of temperature is a cheap and effective method to start and stop cross cut fans in sublevel caving and radio signals seem to be an attractive system for start and stop of gallery fans. This work has been done in close collaboration between LKAB in Kiruna and the University of Luleå - Division of Electronics and Division of Mining and Rock Excavation. A reference group for the project has been established with ventilation experts from the mines, representatives for the local mine worker's unions and authorities from the local Governmental Inspection of the Workers Safety. VENTILATION SYSTEM STUDIED In the project the ventilation system at LKAB in Kiruna has been studied. The mining method used is sublevel caving with 9-13 m slice height. The air is heated winter time over ground by hot water heat exchanger. The main fans are pushing air down to a main distribution level along the 4000 m long and about 100 m wide orebody. From the distribution level, air is taken through shafts down to the sublevels, where it is pushed through the levels by local gallery fans on both intake and return side, see fig 1. The air ( ~ 8 m3/s) is moving freely through the gallery head. The cross cuts are ventilated with smaller fans, diameter 500 mm, and flexible duct, see fig 2. The aim of this study has been to study how to start and stop gallery- and cross fans and examine the environment when the fans are stopped . In Sweden there are no regulations telling that a minimum of air amount must be supplied. Instead the hygienic limits must be fullfilled.

Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.

Introduction A prime goal in the design and operation of uranium milling waste or tailing disposal systems is to mitigate adverse effects of tailing liquid on the adjacent groundwater. Adverse effects are often defined as modifying the groundwater quality in such a manner as to have detrimental health effects on downstream users. To accomplish this goal, the following three types of systems are employed with regard to the seepage and groundwater aspects of waste disposal: Type I Systems Seepage is allowed to occur unabated from the tailing disposal facility. Detrimental radionuclides and chemical elements are prevented from causing adverse downstream effects by natural purification actions in the subgrade geologic materials and the near zone groundwater. Monitoring is required to assure the predicted natural purification is occurring. The consequences of seepage loss is minimal since the m be predicted with current investigation and analytical techniques and can be evaluated as to effectiveness during operations. Type II Systems Seepage is partially retained in a waste impoundment or leakage from a designed retention system is anticipated. Natural purification is relied on for controlling migration of detrimental radionuclides or chemical elements, or contingency planning is employed to collect and return the tailing liquid to the impoundment. Installation efforts and concern for escape of tailing liquid are greater than for Type I systems, but extra precautions to preclude all seepage are not implemented. Monitoring is required to detect leakage and/or assure the natural purification of escaping tailing fluid. The consequence for accidential excusions are moderate, and will be excessive only if massive system failure occurs. I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. INTRODUCTION FMC's Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950's. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll's surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll's surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll's surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll's surface, it discharges rapidly to the grounded surface and is thrown free from the roll's surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco's Jacksonville, Florida, location. Introduction During the past decade a major objective of the process industry has been to use digital computer technology to improve plant operating efficiencies. This objective implied some form of optimization, a concept that has various interpretations depending on the view of the prospective user. For the purpose of this paper, optimization of a process plant is defined as the establishment and setting of plant operating conditions that maximize some mathematical yield function, i.e. maximum profit, minimum residue, etc. Analysis of these objectives and the available design and implementation techniques led to the conclusion that digital computer and optimization techniques are not the stumbling blocks, but rather the development and derivation of the mathematical models of the unit operations and process plants to be optimized. Such models should not only describe the optimized (steady-state) objective, but also how one steers to this state (control algorithm). Due to the multidisciplinary nature of the skills associated with the design and operation of process plants, the development of suitable models by a single discipline, such as the process control engineer, was found to be not only difficult but often impossible, due to budget and human resource limitations. To over-come these limitations, a computer aided design (CAD) tool has been developed. It aims to provide a productivity tool to the various disciplines, at the same time coordinating the technical input from each. The system described is but the starting point in an evolutionary development of a tool that, with use, is becoming more efficient and cost effective to use. Development has become an application engineering activity rather than the preserve of the computer specialist. Project phasing The development of a mathematical description of a process plant requires coordination of information from conceptual design to operation management. The activities required to build and operate a process plant are divided into four basic chronological activities or phases. These activities are often undertaken by different organizations and disciplines. As a result, continuity is often lost with the resultant loss of critical design data. The major activities are considered to be: conceptual and flowsheeting; detailing around the P & ID; building and commissioning; and plant operation. The CAD system described provides a design tool to be used for each of these activities, as well as providing continuity between the activities and the disciplines involved. The heart of the system is the dynamic simulation of the flowsheet. Each of the activities will be discussed, leading to two simple examples that demonstrate the use of the simulator. Figure 1 shows a schematic format of the various activities and the path followed by the dynamic flowsheet simulator in the life of a project. Flowsheet development The prime requirements in the design and develop¬ment of a process flowsheet are • selection of the correct unit operations to achieve the most economic (capital and operating) beneficiation of the specified reserve ; • the sizing of the unit operations to achieve the desired results, as a function of the projected feed rates etc., to handle the time related (dynamics) of the process; and • the production of a set of engineering documents showing the drawn and labeled flowsheet with an equipment list and process specification for each of the unit operations. The question may well be asked at this stage why dynamic flowsheet simulation should be considered when steady state modeling has been found to be adequate to date. With the increases encountered in the cost of capital, one often cannot afford the luxury of designing around the compounding worst case technique. Further, a more accurate design of the control surges can be achieved. No information is lost in that the steady state solution is in fact a subset of the dynamic model. In generalized state space modeling, the differential equations describing the process dynamics are illustrated in the following matrix notation: XDOT=A.X+B.U(1) Y =C.X+D.U(2) where XDOT describes the set of first order derivatives of the system state Vector, and X- is the system state Vector; A - is the system matrix operator which in the general nonlinear case is both a function of X and time ; U- is the process input vector; B - is the input mapping matrix; Y - is the set of observations; C - is the output mapping matrix which maps X - onto Y; and D- maps the input onto the observations. Thus, by time integration of the system dynamic equations, described in (1), the dynamic trajectory away from any set of initial conditions can be deter¬mined. Further, by finding the conditions at which XDOT = 0, the steady state solution can be determined.

This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. [Technique of Localization] (6) Following a careful rhinolaryngeal examina examined and then the lower respiratory tract is examined. This is all performed under general anaesthesia. The response of 174 domestic water supplies to longwall mining of the Pittsburgh coal seam was compared to various physical parameters. Sixty-four percent of domestic water supplies returned to service without the need for intervention, while thirty six percent required intervention to reestablish a suitable water supply. Domestic well response is strongly correlated with the topographic setting. Valley wells showed the least effect while hilltop wells showed the greatest effect. Well response was also found to be correlated to the location of the well above the mining with greater effects observed in zones of surface tension and compression, and fewer effects in zones which are stress neutral. Ground water supplies remained unaffected or were re¬established at 149 of 150 sites, indicating that ground water resources remain available to domestic wells after mining. Results of this study support the stress-relief model of ground water flow in the Northern Appalachian Basin. Longwall mining's effect on this system is to locally increase fracture connectivity in the near surface zone. This may shift the zones of saturated fractures to greater depths beneath hilltops and hillsides, and increase recharge and storage in valleys. General trends in well response are predict¬able utilizing the stress relief conceptual model, the topographic setting of the water sources, and their location over the mine.

Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Thereafter, each case was dealt with on an individual basis, being based upon whether or not the tumour was of the oat cell type, a cumulative exposure in excess of 120 WLM; latency periods in excess of 10 years, commencement of mining prior to
