The two calcium sulfate minerals, gypsum and anhydrite, occur in many parts of the world, and gypsum has long been of economic importance in the family of industrial minerals. Gypsum, the dihydrate form of calcium sulfate (CaSO, . 2H20) and anhydrite, the anhydrous form (CaSO,) are frequently found in close association, and it is seldom that a calcium sulfate deposit will consist exclusively of one mineral or the other. Although known gypsum deposits are extensive, anhydrite makes up the larger part of total calcium sulfate resources. Although it has very minor economic use, it is important to the understanding of gypsum deposits and is referred to frequently in the following discussion. Calcium sulfate is one of the principal constituents of evaporite deposits, and when pure, has the following composition: [ ] Deposits of pure gypsum or of pure anhydrite which are large enough to be considered commercial have not yet been found because of both the metastable relationship between the two minerals, and the presence of impurities such as calcium or magnesium carbonates, chlorides, other sulfate minerals, clay minerals, or silica. Most gypsum produced ranges from 80 to 95% pure and beneficiation is normally limited to selective mining or quarrying or upgrading by crushing and screening during mill processing. END USES The largest use for gypsum is based upon the unique property which calcium sulfate has of readily giving up, or taking on, water of crystallization. With the application of a moderate amount of heat in a process known as calcining, gypsum is converted to plaster of paris, the hemihydrate of calcium sulfate (CaSO4 ½ H2O), which when mixed with water will set or harden as the calcium sulfate returns to the stable dihydrate form. This semifinished product, usually called stucco, is then manufactured into a large variety of plasters, wallboard, and block for construction use, or into plasters for industrial applications. About 75% of the gypsum used in the United States is calcined for these purposes. Uses of uncalcined gypsum are principally as a retarder for portland cement, as a soil conditioner, as a mineral filler, and other minor industrial applications. About 25% of the gypsum mined in the United States goes into these markets; however, in other countries with building practices different from those in the United States and Canada, relative usage varies widely. Calcium sulfate deposits are the world's largest sulfur resources; minor quantities of gypsum and anhydrite have been used to produce sulfur or sulfur compounds. This use is accompanied by a unique site-specific set of economics because sulfur is generally available from non-gypsum sources at lower cost.

INTRODUCTION In 1982 and 1983, as part of the mine design program for a New Brunswick potash mine, series of laboratory tests were conducted on potash and salt samples obtained during the mine exploration program. Concurrently, two rock mechanics monitoring programs were initiated in-situ the short term test at site A, and the long term test at site B (figures 1 and 2). SHORT TERM TEST (FIGURE 1) The purpose of this test was to obtain a quick confirmation of laboratory data and comparison of the rock response to excavation with the data available from Saskatchewan potash mines. Instrumentation in the main drift was installed on Day 4 after excavation, and the pressure cells were pressurized on Day 33. The packer type cells in the east crosscut were pressurized on Day 25. Excavation of the west cross-cut was begun on Day 71. This "mine by" test has provided important information required for calibration of laboratory tests, as will be shown later. The test data recorded are shown in a series of diagrams: a. initial room closures, main drift-figure 3; b. convergence graphs, main drift-figure 4; c. stresses recorded, main drift-figures 5 to 8 and, d. stresses recorded, east crosscut - figure15 Three types of instruments were used in this test. In the main drift. Saskatchewan Research Council water type hydraulic inclusions. encapsulated in potash, were used to measure lateral and vertical stresses. In the east crosscut a home-made packer type hydraulic inclusion was used to record radial stresses. The convergence stations consisted of end-grouted bars of reinforcing steel. LONG TERM TEST (FIGURE 2) The purpose of the long term test was to study the steady-state behaviour of a single opening in potash. Site B was placed in a remote area of the mine, well away from any anticipated early mining activities. To assure homogeneity of rock mass, the site was placed within a 30 meter thick vertical limb of a syncline-shaped ore body contained within a 360 metre thick vertical section of salt rocks. It was excavated mechanically as close as possible to the designed square cross-section for the entire length of the room. The square cross- section was chosen in order to achieve a comparable geometry in vertical and horizontal directions; that is, to eliminate any undesired effects of geometry interaction with lithostratigraphy which might have generated non-homogeneous behaviour. The site was extensively instrumented. As in site A, the convergence stations consisted of end-grouted bars of reinforcing steel. However, in order to avoid any measurement inaccuracies which would be associated with the brittle yield zone in the opening walls, bars were placed to the same depth in opposite sides of the opening. This allowed the convergence measurement to be obtained as the absolute convergence between two points, rather than the convergence of a single point with respect to a potentially unstable reference. For stress measurements the Saskatchewan Research Council cells were placed vertically, laterally and radially. Unfortunately, due to cost considerations, it was decided to use a compacted sand, rather than grout, to encapsulate the cells in the boreholes. Due to the extremely small strain rates, only radial ly placed cells could be adequately pressurized. The rest of the cells did not perform adequately, and are currently being replaced.

Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

The purity of rare earth products depends on the ability of the reagents used to selectively promote the precipitation of the rare earth elements (REE) from impurities present in sulfuric liquors. The present study aims at investigating the conditions required to precipitate REE, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with a low Al3+ and UO2 2+ and a very high Ca2+, Mg2+, Mn2+, and SO4 2− impurity content. The rare earth sulfuric liquor was obtained in a previous study by the reaction of a rare earth ore with sulfuric acid, pyrolysis at 700 °C/2 h, cooling at 20 °C, and water leaching. The impurities such as Fe3+, Th4+, and PO4 3− were completely removed from the liquor in two consecutive neutralization steps. In order to recover the REE, the purified rare earth liquor was then treated with oxalic acid and sodium carbonate. Rare earth oxides (REO) precipitated with oxalic acid displayed a very high purity (99.2% w/w) and low impurity content. In contrast, the rare earth carbonates precipitated with sodium carbonate presented a comparatively lower REO content (68.5% w/w) and 94.2% of purity, but with a higher content of impurities. Better precipitating conditions were achieved at 60 °C, compared with 20 °C, and under stoichiometric reagent consumption, with REE precipitation efficiencies higher than 96%. The dosage above the stoichiometric condition caused the precipitation of calcium oxalates and co-precipitation of rare earth sulfates when oxalic acid is used, and precipitation of calcium, manganese, and uranium carbonates and also a co-precipitation of rare earth sulfate when sodium carbonate were used. An integrated flowsheet to produce a high-quality rare earth product from rare earth sulfuric liquor containing some impurities is proposed.

The simultaneous use of two or more families of collectors can sometimes improve one or more key flotation performance indicators, especially if the ore under consideration contains several minerals bearing the same metal. The maximum amount of collectors that can be used is limited by the need to maintain a high concentrate grade and selectivity. Therefore, when more than one collector is required, an experimental design that allows variations of both the proportions and the amounts with respect to other process factors has to be selected to find the optimum dosage. This type of design is known as "process factors in mixture amount experiment". It is a powerful design suitable for discovering the existence and evaluating the magnitude of the interactive effects between various flotation parameters. This paper elaborates the principles on which such a design is based, and demonstrates its usefulness with a case study.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

INTRODUCTION In a bed of fine coal, water can be found in the interstices created by the particle surfaces and in the pores within the coal particles. The extent of the interstices voidage is obviously a function of the particle sizes and morphologies, as shown by the fact that the bulk density of coarse coal is greater than that of fine coal. After drainage, the voids can be completely or partially filled. By increasing the suction pressure across the bed, as is done in vacuum filtering, the quantity of water in the voids can be reduced. But eventually the increased suction pressure has little influence on the moisture reduction. In addition, the moisture in the pore structure of the coal is unaffected by the mechanical removal of the moisture in the interstices. When this condition is reached, the total moisture content of the coal can only be reduced further by evaporating the water. Evaporative drying is done for one or more of the following reasons: 1. To avoid freezing difficulties and to facilitate handling during shipment, storage, and transfer to the points of utilization. 2. To reduce the heat loss due to evaporation of the moisture from the coal during the combustion process, thus increasing heating efficiency. 3. To decrease transportation costs. The heating value of coal is equally improved for each percentage point reduction in the noncombustibles in coal. It is estimated that a reduction of 1%22 in the total moisture in the coal increases the thermal efficiency of the heat-raising process by about 0. Some coal buyers consider 1 % moisture content to be the equivalent of a 4% ash content.23 It is important to avoid drying the coal to too low a moisture level, since the complete removal of surface moisture to produce a bone dry product can result in a serious dust, wind lost, and safety problem. Surface moisture con- tents of 3% or less for shipped coal are not uncommon. However, the evaporatively dried coal may be lower, Y, to 1%, since the mechanically dewatered coal may be higher. Evaporatively dried coal can be treated (sprayed) with chemicals in order to control the dustiness and any freezing difficulties, thereby providing the producer with more operational flexibility. The evaporative drying of coal is essentially a process of simultaneous transfer of energy, usually in the form of heat, and water, in the form of vapor, from the coal. In order to remove the undesired moisture, it is necessary to raise the temperature of the water from the entering temperature of the feed stream, TF, to the boiling point of the water (usually taken as 212"F), vaporize

We will bet you that, without prior programming within 10 minutes, we can design and simulate a 10,000 unit operation separation circuit. We will even do it at your place. We do it all the time. [ ] There are no tricks; we do it in a spreadsheet. We do it in those user friendly spreadsheet such as Quattro Pro. Spreadsheets must be user friendly. Accountants use them as do managers, business men, lawyers, doctors and salesmen. What these users seldom realize, is how powerful a mathematical tool a spreadsheet is. Among their other capabilities, spreadsheets can do a finite element analysis. That is why they are useful for accounting. That is also why they are more useful to engineers in the mineral industry. Spreadsheets are ideally suited for the engineering problems in the mineral industry. We have used then for solving problems in: a) mine ventilation; b) circuit design and optimization of dense media, flotation and sizing; c) comminution circuit design; d) shaking tables; e) Humphrey spirals; f) sluice ways and channel flow; g) lock particle and liberation problems; h) tunnel and shaft stress problems; i) cascadograph simulation; j) complex heat transfer problems; k) flow in porous media; and sheet flotation (Figure 1). Mineral industry problems presented on or with a spreadsheet are an excellent teaching instrument, problem statement and solution tools and sales devices. Spreadsheets answer easily, quickly and reliably many mineral industry engineering problems. What makes spreadsheets so useful to the mineral industry. The short answer is: they are easy to use; mineral industry problems fit the spreadsheet format. Those reasons are part of the answer. The real answer lies with the structure of the spreadsheet itself. Essentially, a spreadsheet is a "finite element analysis" form of computer software. Many mineral industry problems are readily solved by finite element analysis techniques. While some in the mineral industry may think they have never heard of finite element analysis, most use it weekly if not daily. Any profit and loss statement is essentially a finite element instrument. In fact, any array of numbers where one number is related to another may be construed as a finite element analysis product. Finite element analysis is a common daily activity. To get an appreciation of a finite element analysis, think of a monthly sales forecast for the next year. For each product and for each month, there exists a dollar figure for the forecasted amount of sales. In the forecast statement, for a given product in a given month, there is a "box" where the forecasted figure is presented. The forecast figure in that box was arrived at through some type of formula. The formula probably required some information from other neighboring boxes in the master forecast statement. Voila, one has a finite element analysis. Today the analysis would be done in a spreadsheet. A typical mineral industry problem is ventilation in an underground mine. Think of a rectangular room and pillar mining operation. Each room has air entering at a given pressure and velocity and air leaving at another pressure and velocity. During steady state, the air entering and leaving the room is determined by conditions in the adjacent rooms. One can readily model the room and pillar mine layout in a spreadsheet, and then find the flow in and out of each room at steady state. Change the flow by moving a brattice cloth or blocking off a path way and one gets a new air flow profile. Change the numbers on the spreadsheet that reflect

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

INTRODUCTION Production of chrysotile asbestos from the northern Appalachians has been going on for 100 years and, on the basis of known reserves and the present rates of mining, appears assured of continued production for at least another 25 to 30 years. In spite of this, mining companies and government agencies are showing an increasing interest in exploring for chrysotile asbestos throughout this region and elsewhere in the world, implying that increases in the rate of consumption are envisioned. This chapter describes the geologic and tectonic settings surrounding these important chrysotile deposits, with emphasis on those in southern Quebec that yield about 90% of the total production from the northern Appala- chians. Detailed descriptions of a few individual deposits are also given, along with exploration guidelines aimed at facilitating the discovery of additional chrysotile deposits. One section of this chapter deals with the origin and mode of formation of the chrysotile deposits in the light of modern day concepts of plate tectonics. The objectives of this chapter are to give a brief description of the geologic and tectonic settings of the ultramafic rocks in which the numerous chrysotile deposits of the northern Appalachians are found; to describe a few of the individual deposits; to give a few exploration guidelines for those interested in exploring for new asbestos deposits in similar geologic environments; and to propose a new model for asbestos genesis in light of the recently developed theories of global tectonics. As this chapter is based almost entirely on field and laboratory observations, rather than on the study of experimental laboratory models, most of our deductions and suggestions are empirical in nature and may be interpreted in more than one way. The interpretations we have selected seem to offer, we feel, the best explanation of observed geological phenomena (Lamarche and Wicks, 1975). This region had a production capability in 1979 of close to p.5 Mt of chrysotile asbestos with 92% of this tonnage being derived from the deposits of the Eastern Townships of Quebec. With known resources, which now stand at between 36 and 40 Mt of fibers, this production capability seems assured for the next few decades. In spite of all known reserves of chrysotile asbestos, which now stand at between 36 and 40 Mt of fiber in this region alone, mining companies and government agencies are still showing a good deal of interest in exploring for new sources throughout the world. GEOLOGICAL SETTING The asbestos deposits at Baie Verte in eastern Newfoundland, Thetford Mines, Black Lake, Asbestos in southern Quebec, and Belvidere Mountain in Vermont, all occur in partly serpentinized ultramafic rocks that are part of the Lower Paleozoic ophiolite complexes of the northern Appalachians [Cady, Albee, Chidester, 1963, Chidester, Albee, Cady, 1978, Lamarche, 1972,1973, Laurent, 1973,1975, Williams, Hibbard, Bursnall, 1977, Norman and Strong, 1975). The deposits to the northeast of Thetford Mines, on the other hand, are found in a more highly serpentinized ultramafic body known as the Pennington dike, whose spatial, genetic, and chronological links with the ophiolite masses proper have not as yet been adequately resolved. The Appalachian ophiolites are part of an ultramafic belt (or belts), that extends from northwestern Newfoundland, through Quebec and Vermont. Fig. 1, and southwestward as far as the

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. This study showed increases up to 40 percent in radon for slushing in the exhaust drift. The radon remained high and very eratic during slushing, as can

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

"INTRODUCTION The existing Baltimore and Potomac (B&P) Tunnel accommodates Amtrak (National Railroad Passenger Corporation) and MARC (Maryland Rail Corporation) service between Baltimore, MD and Washington, DC and occasional local freight service. The Baltimore and Potomac Tunnel Replacement Project proposes new tunnel construction through Baltimore, Maryland along the Northeast Corridor (NEC) that maintains connections to Baltimore Pennsylvania Station. After the Replacement Project is constructed and operational, the disposition of the existing tunnel must be determined. The tunnel could be abandoned; however, considering its location in a congested downtown, alternative uses have been considered to take advantage of this unique piece of infrastructure by repurposing it. Alternative uses for the existing 140-year-old B&P Tunnel may end up being cost effective and should be considered, as the tunnel can be made accessible to construction crews for extended periods of time that will allow for efficient work activities unlike when it is fully operational. Possible alternatives include conversion for non-rail use, rehabilitation, or complete modernization for continued rail traffic. The following paper describes the four potential fates of the conceptual designs for the existing B&P Tunnel. The four concepts include: • No Build – rehabilitate to keep the tunnel operational. • Abandonment – complete or partial sealing of the tunnel. • Adaptive Re-Use –repurpose the tunnel with sustainable building practice. • Full Rehabilitation and Modernization – bring to current fire-life safety aspects. Of the four concepts, only the no build addresses maintaining the tunnel while it is under traffic. The remaining fates address the existing tunnel after the new tunnel is operational and railroad traffic has been diverted to it. Development of these conceptual designs were provided in a concept design study (Parsons Brinckerhoff/Parsons, 2015) that supports the National Environmental Policy Act (NEPA) review process for the Project, which includes evaluation of possible alternative uses of the existing B&P Tunnel."

Acid mine drainage (AMD) is a common water pollution problem on active and abandoned coal mine sites in the eastern United States. AMD forms when surface mining brings unweathered pyrite-containing rocks to the surface or when deep mining allows oxygen to contact buried pyritic strata. In the absence of neutralizing compounds, the drainage that results can be extremely acidic and contaminated with dissolved iron, manganese, and sulfate. Drainages with pH < 3.0 and concentrations of sulfate greater than 1,000 mg/L, iron greater than 50 mg/L, and manganese greater than 10 mg/L are common. Where water flows through alkaline materials (such as limestone) before surfacing, the drainage is less acidic and occasionally circumneutral, but it can still contain high concentrations of sulfate and metals. Current water quality standards in the United States require that mine discharges have a pH between 6 and 9, total iron concentration less than 3.0 mg/L, and manganese less than 2.0 mg/L. At thousands of active and inactive mine sites, drainage does not meet these standards and is being treated before discharge by the mining company. At thousands of other sites, which were abandoned prior to the enactment of water pollution laws or were operated by companies that have gone bankrupt, untreated AMD is polluting receiving water systems. The standard mine drainage treatment system involves the addition of a1 kal ine chemicals to the water, which raises the pH and cause metals to precipitate in a settling pond. These systems are expensive, often costing tens or hundreds of thousands of dollars per year for chemicals, operation, maintenance, and disposal of the metal- laden sludge. Because the drainage on many sites will likely be contaminated for decades, there is financial incentive to find alternative water treatment systems. In the last five years, many mining companies and engineering firms have experimented with the construction of wetland treatment systems. Very few of the several hundred wetland systems that have been built are performing well enough to justify total abandonment of chemical treatment. Nonetheless, systems continue to be built because the mining companies have found that wetlands can reduce their AMD treatment costs. It is also their hope that further research and development will eventually result in systems that will completely rep1 ace chemical treatment and offer long term performance at minimal cost. The Bureau of Mines has been actively involved, from a research perspective, with this approach to AMD treatment since its inception. In this paper, the status of constructed wetland technology is discussed with respect to the construction and performance of systems, chemical and biological processes that affect AMD chemistry within constructed wetlands, and the future of this technology as perceived by the Bureau of Mines. ORIGINAL OBSERVATIONS The constructed wetland concept has its roots in observations of natural Sphaqnum peat wetlands that received acid mine drainage and, instead of being adversely affected, appeared to cause an amelioration of the polluted water (Huntsman et al. 1978; Wieder and Lang 1982). These observations instigated the idea that wet1 and systems might be used for the intentional treatment of mine drainage. Because the discharge of AMD into a natural wetland is prohibited in the U.S. by several laws, it has been necessary to construct wetlands which act solely as water treatment systems. Initially, most wetland research and construction efforts mimicked the original observations by utilizing Sphaqnum moss and peat. Despite promising laboratory results (Kleinmann et al. 1983; Tarleton et al. 1984; Burris et al. 1984; Gerber et al. 1985), virtually all field tests of Sphasnum-dominated constructed wetlands failed to provide sufficient water treatment for more than several months. INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"&apos;, manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral investigation of about 85,470 acres of the Diablo Mountain Wilderness Study Area, to determine mineral resources and mineral resource potential. The study area is in Lake County Oregon, about 45 miles northwest of Lakeview. Fieldwork was conducted in 1986, 1988, and 1989. Geologically, the study area lies on the northwest edge of the Basin and Range physiographic province, a region of fault block-formed mountains and basins characterized by interior drainage. Consolidated rocks are mostly Tertiary basalt and tuffaceous sedimentary rocks. Low-lying areas are covered by Quaternary alluvial-fan, sand-dune, playa, lacustrine, and landslide deposits. The principal structural features are normal faults that have large vertical offsets; these faults are typically concentrated at the margins of large horst and graben. The 34,310-acre "additional," or western part of the area was mainly studied in 1988 and borders the east shore of saline Summer Lake. In this portion of the study area there is potential for undiscovered resources of soda ash, boron compounds, and sodium sulfate as well as by-products, which include magnesium compounds, salts, potash, bromine, lithium, and tungsten associated with brines. No energy or mineral resources were identified in the study area, but brines within lake and playa sediments contain concentrations of chemical components suitable for the production of soda ash, boron compounds, and sodium sulfate. Possible by-products include potash, salts, bromine, lithium, magnesium compounds, and tungsten. Limestone from the study area could be used in the recovery process of brine components or agricultural uses. The study area includes thermal springs and lies within 2 miles of the Summer Lake Known Geothermal Resource Area. Local production of geothermal power by the binary process may be economically feasible. Soda ash, soda ash products, and boric acid are widely used in fluxing metals, and have important applications and markets in the aluminum industry in the northwest and the developing Chinese counterpart. Evaporite commodities are essential to many "backbone" industries, and to many new applications and advanced materials. Markets for brine mineral products appear to be undergoing steady and strong growth, especially in the Pacific Northwest and in Pacific Rim countries. Soda ash produced near the study area would be 55 percent closer by rail to marine export at Portland, Oregon, than trona deposits of the Green River District (Wyoming). Soda ash and a daughter product, caustic soda, and sodium borohydride will receive increased application in the bleaching of paper pulp for environmental reasons. Caustic soda, used in many industrial processes, is more environmentally friendly when derived from soda ash than when produced from sodium chloride salt, because of the absence of a chlorine by-product. Producing soda ash from brines, a type of in situ" mining, can be done with minimal environmental degradation, and mining natural soda ash is environmentally as well as economically preferable to synthetic soda ash production.

Feldspar is the earth&apos;s most abundant mineral group. The feldspars are aluminum silicate minerals belonging to the tectosilicate class. Feldspars are the most widespread of any mineral group and are estimated to constitute 60% of the earth&apos;s crust. They make up a large percentage of the exposed rocks as well as soils, clays, and other unconsolidated sediments. Feldspars are widely used in the glass and ceramic industry and are principal components in rock classification schemes. Feldspar minerals and their production are important contributors to the domestic and world economies and standard of living. In 1990, the United States produced 630 kt of feldspar minerals, and world production was estimated to be more than 5 Mt. Feldspar mineral production in the United States has a long and interesting history (Feitler, 1967, Rogers Jr. et al., 1983). The first commercial production in the United States occurred in about 1825 and came from pegmatite bodies located in Connecticut, where feldspar was mined, hand sorted, and shipped to England. Feldspar production grew during the 19th and 20th centuries with important developments in production location, integrated mine and processing facilities, and the development of the flotation process for feldspar by the US Bureau of Mines and the feldspar industry. The first commercial feldspar flotation plant began operations-in Kona, NC, in 1946, some six years after this process had been developed. In 1990, the domestic feldspar industry consisted of 12 operating companies with mines and processing plants located throughout the United States (see Table 1). During the last 25 years, the domestic feldspar industry has been dynamic, marked by new plant construction and capacity expansion at older plants. The industry has also seen plant closures, changes in ownership of existing operations, the consolidation of the Canadian nepheline syenite industry, and the increase of imported feldspar products. The industry has been affected by contractions in its major end-use markets brought about by economic cycles, product substitution, and environmental effects, such as recycling, land-use controversy, and air and water pollution. Despite problems, the industry remains mature and highly competitive. GEOLOGY Mineralogy The common feldspar group of minerals form a single crystalline phase or solid solution series of minerals. Fig. 1 is a ternary phase diagram that shows the feldspar mineralogy-KAlSi,O8, NaAlSi3O8, and CaAl2Si2O8. The end-member compositions are also referred to as potassium, sodium, and calcium feldspar. The feldspars whose chemistry ranges between the potassium and sodium end-members are known as alkali feldspars, while those between the sodium and calcium end-members are plagioclase feldspars. These feldspar groups can be further subdivided based on structural and compositional features within the alkali or plagioclase feldspar series. The distinction between and the proportion of members of the two feldspar groups are important to the classification of igneous rocks (Deer et al., 1966). Perthites are the exsolution product of an initially homogeneous potassium-sodium feldspar solid solution which forms (in an environment of decreasing temperature) a heterogeneous intergrowth of sodium-rich feldspar lamellae in a host crystal of potassium feldspar. Antiperthites are exsolution products in which the host mineral is sodium-rich plagioclase feldspar and the intergrowths are potassium-rich feldspar.

Asamera Minerals Cannan Mine has been producing a 170 g gold/tonne (5 oz gold/ton) siliciaus flotation concentrate since July 1985. Flotation concentrate is shipped to a smelter for gold recovery. Numerous processes have been investigated to economically produce bullion on site. This paper describes the laboratory and pilot plant test results of a bacterial assisted oxidation of the refractory minerals. Economic comparisons with autoclaving and roasting processes are included.

The apatite deposits in east-central Bahia, Brazil, are about 50 km east of Serra do Jacobina, between lat. 11° and 12° S. and long. 39°40&apos; and 40° W. Apatite was found and examined at 15 localities in a mineralized belt that strikes about N.25° - 30 W. over a distance of about 100 km, but the size of the deposits has not yet been determined. Rocks of the region consist of a sequence of Precambrian migmatites and quartz feldspar paragneisses containing units of pyroxene-rich rocks, lenses of sillimanite-bearing quartzite, amphibolite zones, and calc-silicate marble lenses. Pegmatites and granites of probable anatectic origin (anatexite) are abundant. Faults are numerous. Clastic sediments of Tertiary and Quaternary ages cover most of the area; thus, outcrops of the Precambrian rocks are sparse. Trenches and pits have exposed mineralized zones as much as 10 m wide at some localities within the region. A layer of apatite at least 1 ½ m thick is exposed in a trench at Lagoa do Mel. At Rio do Peixe, vertical shafts have penetrated a mineralized zone, to a depth of as much as 13 m, of which about 25 percent is apatite. Apatite is massive or forms minute crystals, stringers, and disseminated grains in alkalic host rocks. At Apolinario, euhedral crystals of apatite are as much as 50 cm long and 30 cm in diameter. Associated minerals include vermiculite, biotite, scapolite, opal, chalcedony, epidote, montmorillonite, chlorite, kaolinite, sericite, magnetite, and limonite. Apatite is everywhere intimately associated with pyroxene-rich rocks, alkalic syenite pegmatites, and alkalic granite pegmatites. At Panelas-Retiro, apatite is associated with pegmatites, crystalline calcite (vein calcite), vermiculite, and pyroxene-bearing rocks. Analyses of samples show that the apatite is radioactive and rare-earth-bearing. Traces of vanadium and titanium were detected by spectroscopic analysis. The apatite was probably derived from phosphatic zones in the original Precambrian sedimentary rocks and has been crystallized and some mobilized by high-temperature regional metamorphism (higher amphibolite facies) into veins, pegmatites, and along certain preferred beds and fractures. Radiometric and geophysical surveys, in addition to conventional geological investigations, are planned to further investigate the nature and economic potential of the deposits.
