INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

California was a major talc-producing State until the late 1980s when production from the deposits in the Death Valley area ceased because of a number of factors which included pressure to discontinue mining in and around Death Valley National Monument, and health concerns affecting markets for tremolitic talc. The states of Montana and Texas now account for slightly more than half of U.S. talc production. Deposits in an area encompassing southern Death Valley and extending east into the Kingston Range were formed by contact metamorphism of carbonate beds in the Precambrian Crystal Spring Formation next to Precambrian diabase sills. These deposits contain ore ranging from high-purity, fine-grained talc to platy, tremolitic talc with high brightness. Deposits of tremolitic talc and talc schist in the Silver Lake District in San Bernardino County resulted from metamorphism of Precambrian carbonate beds intruded by granitic plutons. Northeast in Esmeralda County, Nevada hydrothermal alteration related to Late Jurassic plutons caused talc replacement of Precambrian to Early Cambrian dolomite. A hydrothermal origin is also indicated for talc deposits in the lnyo Range just north of the Death Valley District where bodies of unusually pure talc occur in Paleozoic lime- stone near Jurassic granitic plutons. Talc is now mined from a deposit in the foothills of the Sierra Nevada Range southeast of Sacramento where quartz-mica schist of the Permian Calaveras Formation has been hydrothermally altered to talc. Replacement of magnesite of the Precambrian Allamoore Formation produced talc deposits mined in the Allamoore District of west Texas. This dark-gray talc of low iron content with carbon- aceous material and dolomite is ideally suited for use in ceramics where it makes a white product when fired. Small bodies of platy light-pink to white talc suitable for use as an extender in paint are also mined in this district. In the Llano District of central Texas talc has replaced impure carbonate rocks and serpentinite. All Montana talc production is from deposits in the southwestern part of the State that formed by Precambrian hydrothermal alteration of dolomitic marble. This alteration produced material with high purity that ranges from very fine-grained, massive talc to coarser grained, foliated talc. Markets include pitch control in paper, paint, cosmetics, ceramics, rubber and plastics. In southwestern and northeastern Oregon, talc has replaced serpentinite in the vicinity of Mesozoic plutons. Soapstone for carving is mined from a southwestern Oregon deposit. Deposits of similar origin occur in central and northwestern Washington.

Introduction Treatment of ores to recover metal and mineral values results in waste materials usually in the form of dilute slurries. The US Bureau of Mines (USBM) investigated a technique for dewatering phosphatic clay waste by flocculating with polyethylene oxide (PEO) and dewatering the resulting floes on a static screen and/or trommel screen (Schemer et al., 1985). In the investigation, it was determined that PEO was far superior to polyacrylamide polymers for this type of dewatering. This paper discusses reasons for this superior performance. Comparison of PEO with polyacrylamides Dewatering experiments were conducted by adding PEO solution from a burette to a stirred clay slurry. The dewatering endpoint was characterized by rotation of the floc mass as a unit, a clear supernate, a maximum floc size, and a minimum floc volume. Additional water was removed from the floes by hand squeezing (Schemer et al., 1985). The clays investigated were sodium, potassium, magnesium, calcium, and aluminum exchanged montmorillonite and attapulgite. Nine commercially available (Superfloc) polyacrylamides were compared with PEO at two polymer concentrations. Results are summarized in Table 1. The solids content of the dewatered clays ranged between 24% and 33% and was highest for PEO-treated material. These results and the data in Table 1 indicate that PEO is superior to polyacrylamide in terms of polymer dosage required. Superflocs 16 through 128, like PEO, are nonionic and should give similar results to those for PEO if the flocculation mechanism is the same for both type polymers. Superflocs 204 through 214 are anionic with increasing anionic character from 204 to 214. Generally, the anionic polymers gave the best results for the polyacrylamides tested, but in terms of dosage they were not as good as PEO. Correlation between flocculation and dewaterability of waste slurries The overall mechanism for mechanically induced clay dewatering is not completely known, but certain observations can be made. For instance, when a polymer is adsorbed on a clay such as montmorillonite, the polymer desorbs interlayer water. Polymer adsorption is driven by favorable entropy changes associated with this water desorption. It is also known that the -CH2-CH2- links of the PEO chain are sufficiently hydrophobic to lead to physical adsorption of the polymer (Theng, 1979). For montmorillonite slurries, the sheet-like fundamental particles, called tactoids, consist of a small, variable number of aluminosilicate layers together with interlayer water and exchange ions. The flocculation process consists of adsorption of polymer on the tactoid. Loops and tails of polymer that extend into solution then adsorb on another tactoid, forming a bridge. Mechanical action, induced by hand squeezing or in a trammel, joins the bridged tactoids face-to-face and edge-to-edge to form regions of high density. Similar orientation effects are observed for the needle-like attapulgite crystals (Schemer et al., 1985). Proposed flocculation model Generally, statements concerning flocculation and dewaterability apply to both PEO and the polyacrylamides. However, PEO has additional interaction with the clay material when compared with polyacrylamides. PEO is a polymer with repeating -CH2-CH2-O- groups and interacts with montmorillonite through a water bridge whose strength is greatly influenced by the exchange ion. INTRODUCTION The County of Cornwall is situated in the South Western extremity of England, see Fig. 1, and has for hundreds of years been an historical centre of mining activity. In the last century many thousands of Cornish miners emigrated to Canada, U.S.A., Australia and numerous other countries throughout the world to form the nucleii of mining industries in those lands. At present there are four active underground mines within the county, all mining tin, together with a relatively large china clay industry. All the operations are directly or indirectly associated with the three main granite intrusions, namely the Land's End Granite, the Carnmenellis Granite and the Bodmin Moor Granite. The report which follows relates to two mines, owned by the South Crafty Group of Companies, namely the South Crofty Mine itself and its smaller subsidiary, Wheal Pendarves. Both these mines are adjacent to the Carn Brea Granite ridge, see Fig. 2, which is an off-shoot of the main Carnmenellis Granite mass. The Carn Brea Granite has provided one of the most intensive areas of copper and tin mineralisation anywhere in the world. Many of the mines worked during the last two centuries and the early part of this century were situated close to the metamorphic aureole surrounding the granite intrusion. Both South Crofty and Wheal Pendarves have their shafts collared in the overlying slate, locally known as killas, but the major part of their workings are in the granite beneath. The ore bodies, or lodes, of both mines are generally steeply dipping and approximately one to four metres in width. They have been, and continue to be, worked by either back or under-hand stoping with the major level interval being approximately 37 metres. A feature of both stoping systems is that they require no back filling and in many cases the completed working areas have remained open for many years due to the competent wall rock conditions. The stoping operation necessitates having box-holes or draw points at regular intervals along the strike length at 4 to 7 metres centres; thus a stope some 50 metres long may typically have ten box-holes or draw points through which air can percolate into the empty stopes above. The granite country rock contains traces of uranium minerals, namely pitchblende or uraninite, and it is the decay of this uranium mineral which leads to the formation of the mobile radon gas which, together with its short lived daughters, may create a hazard. The presence of uranium minerals has long been known, but the quantities being so minute, it was not appreciated until some ten to fifteen years ago that these might present a hazard. The Mines and Quarries Inspectorate approached Management approximately ten years ago with a view to taking samples in areas of the mine that they felt might contain the highest concentrations of radon. Samples were thus taken in several areas of both mines, normally well away from working areas and where there was no through ventilation. The results of these initial tests were published by the National Radiological Protection Board in a paper entitled "Radon and Its Daughters in Various British Mines". The results of the initial surveys made it apparent that improved ventilation was the most important factor in reducing radon daughter concentrations within the mine atmosphere, with increased flow rates having three beneficial functions, viz. (1) To dilute radon daughter concentrations. (2) To prevent radon and its daughters reaching a state of equilibrium. It is not uncommon for radon and its daughters to have a disequilibrium factor of 1,000 in some uranium mines.

INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

Introduction Many gold and silver ores are refractory to conventional processing technologies. Thus, precious metals recovery is uneconomic. These resources can consist of ores, flotation concentrates, mill tailings, and other reserves. The refractory nature of these materials can be ascribed to such components as iron sulfide minerals, silica minerals, tellurides, organic compounds, and sulfosalts. Precious metals locked within iron sulfide minerals account for a large number of refractory gold ores. These minerals consist principally of pyrite or arsenopyrite. They must be oxidized to liberate the encapsulated precious metal and allow its contact with the leaching agent. Carbonaceous gold ores represent a unique class of refractory precious metal ores in general. Not only does gold encapsulation by iron sulfide minerals occur (Hausen, 1985), but these ores also contain organic matter that interferes with gold recovery by cyanidation. Direct interference can be attributed to either occlusion of gold within organic matter or formation of a stable gold-carbon complex. The magnitude of this problem is debatable. Wells and Mullens (1973) examined two carbonaceous gold ores and found no association between the gold and carbonaceous material. A more common problem is indirect interference, whereby the aurocyanide complex formed during cyanidation is sorbed by the native organic matter and is not available for recovery. This phenomenon is referred to as "preg robbing" (Osseo-Asare et al., 1984; Hausen and Bucknam, 1984). Guay (1981) summarized various methods that can reduce preg robbing during processing of carbonaceous gold ores. However, some are not applicable to carbonaceous ores that have significant amounts of gold locked in iron sulfide minerals. Several methods exist for oxidizing iron sulfide minerals and rendering refractory precious metal ore amenable to conventional recovery processes. These include various embodiments of roasting (Jha and Kramer, 1984; Brown, 1984; Arriagada and Os-seo-Asare, 1984; Smith, 1986), pressure oxidation (Muir et al., 1984; Beattie et al., 1985; Thompson, 1986; Weir et al., 1986; Argall, 1986), and chemical oxidation (Scheiner, 1971; Jackson, 1983; Van Weert et al., 1986). Each process has been successfully used for refractory precious metal ores. In many instances, however, their use is precluded by capital and operating costs relative to the value of the ore. An alternative to these methods is microbial pretreatment - a biological process whereby iron sulfide minerals are degraded and the liberated precious metal values can be recovered by conventional technologies. Bioleaching refractory precious metal ores is a relatively new concept compared to roasting and chemical oxidation. It is rapidly becoming established as a viable pretreatment alternative. Numerous studies have been conducted in the laboratory and on a pilot scale (Yudina et al., 1979; Lawrence and Bruynesteyn, 1983; Pol 'kin et al., 1985; Marchant, 1985; Livesey-Goldblatt, 1985; Gibbs et al., 1986). Comparative tests have demonstrated that bioleaching can be equal to or better than roasting or pressure oxidation in terms of product recovery and process economics (Fridman and Savari, 1983; Livesy-Goldblatt et al., 1983; Karavaiko et al., 1985; Gilbert et al., 1986; Hackl et al., 1986). Bioleaching's main drawback is that pretreatment requires days rather than hours. This can lead to excessive operating costs for difficult-to-treat ores. INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. "Dust pollution is very serious in coal mining process, which is a great threat to the underground staff health and equipment and facilities safety. Coal seam water injection in mining process is an effective way to reduce coal mine dust concentration at the source. However, the effectiveness of water injection is limited in high-pressure and low-porosity coal seam. To improve the moisture content of coal seam, expand the wetting range and enhance the effect of dust reduction by water injection, the injectability and influencing factors of coal water injection are analyzed by numerical simulation method, and the sealing technology under high-pressure condition is studied. Then, according to the practical conditions of Tangkou coal mine, the parameters and process system of process system are designed, the effect of high-pressure water injection in coal seam was determined by testing water injection quantity, water increment and dust concentration. It is showed that the dust-removal rate of the high dust concentration operation such as falling coal and moving frame is 63.49% and 59.72%, the maximum dust-removal rate of multi-processes is 53%, which achieve a high level of application. The research results in this paper is of important theoretical and practical value to improve the water injection effect of high-pressure and low-porosity coal seam and improve the efficiency of dust removal in coal mining process.Introduction With the increasing of the depth and mechanization of coal mining, coal dust, the impact of ground pressure, ground temperature and other natural disasters continue to upgrade the harm degree (Wang 2011, Wu et al 2012), disaster incidents occur frequently, which seriouslythreaten the safe and efficient mining and the physical and mental health of underground staff. Coal seam water injection can effectively reduce the coal dust when coal crushing, prevent the impact of mine pressure, coal and gas outburst disasters, by increasing the thermal conductivity of coal, reduce coal temperature, and prevent spontaneous combustion of coal. In addition, coal seam water can soften the hard coal, so that speed up the recovery rate, improve coal production and efficiency (Wu et al 2008, Nie et al 2007). However, the coal seam in many mining area is with high-pressure and low-porosity feature, Coal joint cracks are not developed and relatively hard, water injection is difficult in these coal seams, then the desired disaster prevention effect cannot be achieved (Jin et al 2001, Zhao et al 2000). In this paper, the numerical simulation and field test methods are used to design the high-pressure and low-porosity coal seam water injection technology, so as to solve the difficult problem of coal dust control in high-pressure and low-porosity in deep well mining process."

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

INTRODUCTION The gathering arm loader was patented by Joseph Joy in 1916. This unique machine motion became the standard of the industry and is used on underground loaders and continuous miners throughout the world. Figs. 1 and 2 show two types of gathering arm loaders. The gathering arm loader is a crawler-mounted ma¬chine primarily used for loading coal in a conventional mining system. Other uses also have been found for this machine in noncoal mines and other industries. MECHANICAL ASSEMBLIES The front or loading end of the machine, commonly called the head, consists of a tapered structural frame, hinged at the rear to the chassis and riding the ground at the front. Two bevel-gear cases are mounted in the head. They are connected by a timing shaft, which also acts as a conveyor drive shaft on most models. An eccentric disk attached to each gear case drives the gathering arms. The rear of the arms are attached to a swivel assembly. The motion derived from this arrange¬ment gathers loose material from the ground directly in front of the machine and loads it into the conveyor. Power for this drive is provided by two electric motors mounted under the gathering head. A speed reducer attached to each motor provides a gathering arm speed of approximately 5.2 rad/s (50 rpm). A torque limiting clutch is provided on each reducer to guard the system against sudden impact loading and continual overloading of the motors. The conveyor consists of an open box section through which a universal-type chain carries the ma¬terial to the rear of the machine, where it is discharged into the haulage vehicle. The chain is driven by a sprocket located on the timing shaft between the two gathering-head bevel-gear cases. On some large loader designs, primarily for noncoal applications, the chain is driven by a separate gear motor at the discharge end of the conveyor. However, the system driven by the timing shaft is used most widely. The conveyor frame is hinged just to the rear of the gathering head. It can be raised or lowered by hydraulic cylinders to the desired discharge height. The conveyor frame also is designed to pivot 0.79 rad (45°) either side of the center, just to the rear of the chassis. This feature increases the maneuverability of the ma¬chine and makes it possible to discharge material into the haulage system when in tight quarters such as when turning a crosscut. This function also is controlled by a hydraulic cylinder. The chassis of the loader consists of two crawler frames and cross members, holding the frames in position. The frames are either welded or cast as¬semblies. Replaceable wear runners are provided on the frames to take the wear generated by the crawler chain. An adjustable take-up idler keeps the crawler chain in proper adjustment for maximum life. The drive system for the crawler chains varies with the manufacturer, but it generally is one of two basic designs. One system provides a traction motor for each side of the machine, coupled to a speed reducer. A spur and bevel-gear train transfers power to the sprocket, which drives the crawler chain. Methane drainage on a mine-wide scale is a relatively new technology to South African coal mines. Shallow seams and apparently low methane contents have been assumed to result in less methane problems than experienced in other countries. The introduction of deeper mines however, has now resulted in methane drainage taking on a higher priority. Methane contents in the region of 12 m3\t have resulted in one colliery introducing drainage as a ventilation support. Although a low seam permeability initially indicated reduced potential for drainage, early borehole flows of 90 m3\m\year have since increased to 450 m3\m\year. Rapid inflow of methane into goafs and sealed areas from seams surrounding the main production seam at another colliery have warranted extensive evaluation of the methane properties of these seams with the projected introduction of predrainage from surface. Methane pressures in excess of 1000 kPa and contents in the region of 10 m3\t again give methane volumes suitable for drainage. Coal seam drainage ahead of mining is becoming more significant and is likely to see an increase in the near future. INTRODUCTION Methane gas is an everpresent hazard associated with underground coal mining. Safe working levels of methane in the mine atmosphere are normally maintained by ventilation practises, ensuring sufficient dilution of the gas. However in some cases the ventilation must be assisted by methane drainage, either from the mined seam, or from adjacent seams and strata, or from goafed areas. South African collieries have practised only limited methane drainage until now. Relatively shallow mining depths, and apparently low in-seam methane contents have been assumed to result in fewer problems with methane than are the normal for other countries. This is now being shown to not necessarily be the situation. Work carried out by the Coal Mining division of COMRO (Cook and Erwee, 1991) indicates South African production coal seams have very similar methane retention properties to those of coals in other countries, with seam gas contents of up to 12 m3/t. This awareness, as well as greater mining depths, and higher degrees of mechanisation, has resulted in higher priority being given to methane emission problems throughout the industry. Increased levels of safety, as well as possible commercial applications, are the main reasons for the interest now being shown in methane drainage. Not only is there possible applications in the present production coalfields, but South Africa has vast areas of coal reserves which are presently non-mineable, now being seen as possible alternative energy sources. Limited methane drainage is practised within the industry, but only on collieries that have identified specific methane problems that can be alleviated by drainage. Historically this has been restricted to surface drainage of longwall goafs, reducing emissions onto the faces. More recently, horizontal in-seam holes have been drilled, until now for bord and pillar sections, but the results are being evaluated for later application to shortwall faces. Adjacent seams pose problems at some sites and vertical and cross measure boreholes are now being considered.

INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

The primary objective of dosimetric modelling for the inhalation of radon daughters is the evaluation of the dose distribution and of the mean dose to sensitive cells or target tissues in the respiratory tract which are assumed to be responsible for the initiation of lung cancer. The results of such dosimetric models are influencing the practice of radiation protection in a twofold manner: Firstly, they enable us to identify appropriate operational quantities for air monitoring and for the surveillance of individual exposures to radon daughters. Secondly, they can be used to derive secondary and operational limits for these radionuclides from the basic dose limits. The dose to target tissues in the lung from inhaled radon daughters depends on various physical and biological parameters: The unattached fraction of daughter atoms, the AMAD of the carrier aerosol for attached atoms, the geometry of the respiratory airways, the breathing conditions, the parameters for the retention and translocation of daughter atoms in the different lung regions, and the location of the target cells or target tissues, respectively. Therefore, dosimetric modelling for radon daughters has to include a sensitivity analysis showing the influence of these parameters. To meet these objectives we have recently described in a comprehensive report an improved dosimetric model for the inhalation of 222Rn, 22ORn and their short lived daughters (Jacobi and Eisfeld, 1980). In the following this model is shortly described and the main results are summarized. DOSIMETRIC MODEL [Model Structure]. For the geometry of the bronchial airways the model A of Weibel (1963) was used. Each bronchial generation i (i =0.1 .... 16) was considered as a separate compartment i, for which the following transfer pathways for radon daughter atoms were taken into account (see fig. 1): (1) the uptake by deposition (deposition probability wi); (2) the translocation by ciliary clearance (rate constant [A]i); (3) the transfer to blood by diffusion through the bronchial epithelium (rate constant [A]b). To distinguish between attached (Index a) and free (index f) daughter atoms each bronchial generation was divided in two subcompartments (i.a and if) with a transfer rate constant [a]s (ia- if) characterizing the desorption or dissolution rate of attached atoms in the mucus fluid. Thus for daughter atoms primarily deposited in attached form the transfer to blood is a twostep process with the rate constants [a]s and [A]b which were assumed to be independent of the generation number i. [Deposition]. The deposition probabilities wi in each bronchial generation were calculated on the basis of the laminar diffusion model of Gormley et al. (1949); however the deposition in the upper airways was corrected for turbulent air flow, taking into account the results of our deposition experiments (Martin et al., 1972). Figure 2 shows the resulting deposition probabilities per unit surface area of the bronchial generations for nose breathing at a rate of 20 1/min. The values for attached daughter atoms refer to an AMAD of 0.2 - 0.3 µm ([O]g =3) for the carrier aerosol; the deposition values for free atoms were derived with a diffusion coefficient of 0.05 cm2/s, assuming a prefiltration of 50% in the naseopharyngeal region.

Introduction The impact of computers on individuals and businesses increases each day. And the mining industry is no exception. The growing number of short courses, symposia, and feature articles in journals on the subject of computers is indicative of the developments and interest in their application to mining. Given this interest and the growing importance of computers, a legitimate concern is the computing background of graduating mining engineers. Based on a sample survey, this paper presents the current status of computer education in Accreditation Board for Engineering Technology (ABET)-accredited mining engineering programs in the US. Specific topics addressed include hardware and software available to students, integration of computers into curricula, concerns of mining educators, and historical and anticipated trends in computing education. Methodology Nine of the 19 ABET accredited mining engineering schools (as published in the SME-AIME Guide to Minerals Schools) were surveyed. Interviews consisting of open-ended questions were conducted with a knowledgeable faculty member from each of these schools. This was done to obtain an overall view of computing in mining engineering programs. The intent was not to evaluate nor compare individual schools, so a complete census was deemed unnecessary. The minimal deviations between the responses to the subjective questions reinforces the credibility of the sample as being representative. Results Hardware Most of the mining engineering schools polled had access to hardware on three scales - mainframe computers available university wide, minicomputers available in the college or department, and microcomputers available at all three levels. Without exception, each school had access to mainframe and microcomputers. Minicomputers, however, were not available at every school. The mainframe computers have been in place the longest. The predominant mainframe currently on campuses is the IBM model. Mainframes were once the essence of all applications. But the improved availability and capabilities of smaller machines have afforded users a viable alternative. The increasing practice in education of assessing charges for time used on the mainframe - as opposed to no charge for time on the mini- and microcomputers - makes use of the smaller machines attractive. Conversely, much of the mining engineering software is only operational on mainframes. Sometimes this restriction exists because the requisite speed or storage inherent in the software can only be met by the mainframe. More often, however, it is because the software was developed when mainframes were the only machines available, and it has not yet been adapted to run on a smaller machine. At the schools polled, many mining engineering problems that are well suited to microcomputers are being solved on mainframes simply because microcomputer software is not available. Minicomputers are available at the department or college level in many mining programs. DEC is the most popular make. Often, the minicomputers were installed to alleviate the inconveniences of attempting to access and use an overcrowded mainframe, to avoid being charged for time used on the mainframe, and to meet the needs of a specific research project. The minicomputers are currently used much more for research than for teaching applications. Therefore, minis are seldom used by undergraduate students. Microcomputers have become extremely popular at mining schools within the last five years. Generally, some form of computing policy or strategy was established near the time the first microcomputers were purchased. This was formulated in part to ensure consistency, or at least compatibility, in the type of machines acquired.
