Three drill-blast cycles of 3.1 m advance achieved in one working shift of 7.5 hours at the Holsfjorden Tunnel project in Norway. The tunnel, 5235 m long, with a cross section of 8.6 m2, was completed several months ahead of schedule. This remarkable performance was achieved by a crew of 16 men, using machines specially designed for small tunnel excavation. The integration of drilling and charging into one unit, mucking and transport in another, reduced non-productive time considerably. The average cycle time of 140 min made it possible to complete three rounds in one 7.5 hours shift.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

The National Institute for Occupational Safety and Health (NIOSH) uses light-scattering dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer, was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

Many different types of mobile equipment used in surface coal mining utilize enclosed cabs to protect equipment operators. The overburden removal process is extremely dusty and can cause excessive exposure to respirable dust, especially crystalline silica. After equipment is used for years, many components of the enclosure deteriorate and its effectiveness is greatly reduced. This report discusses a cooperative research study performed on an Ingersoll Rand DM45E surface drill, retrofitted with a new Sigma pressurization and filtration system. Respirable dust concentrations were substantially reduced from 0.64 mg/m3 during pre-testing to 0.05 mg/m3 during post-testing with the new system, representing a 92% reduction in dust levels in the drill cab. This new system appears to be a very well-built and sturdy device, well-suited for the mining industry.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

Komatsu America International has introduced two new hydraulic excavators. They can work in congested and confined areas. The tight tail swing radius of the PC128US-2 and PC22-8USLC-2 enables the excavators to minimize the work space. The units can operate in confined work settings that are inaccessible or counterproductive to traditional machines. Even the door is designed for tight working conditions. A convex door slides open along the exterior curve of the cab, rather than swinging out on hinges past tracks. And the excavators’ tight tail swing design allows them to load within the track width of the machine.

For research and test data to serve a useful purpose, it is essential that it be derived from some known standard test procedure that allows for comparative analysis as well as independent replication and verification. Fan performance data provided by manufacturers is not absolute, and is influenced by the geometry of the test installation. For these reasons, fan test standards have been prepared in order to establish a clearly defined test procedure that allows for comparison of different fan designs, and also allows for the independent verification of test data. Internationally recognized Standards such as BS848, ISO5801, and AMCA 210 etc. are highly prescriptive, and precisely specify test duct configurations, measurement procedures, measurement planes and instrumentation to be used. Provided the laboratory tests are conducted strictly in accordance with the relevant Standard, the performance data will accurately reflect fan performance within the appropriate tolerances for efficiency, pressure and flow when tested in the defined configuration. Major differences in performance exist between a fan tested in accordance with a Fan Test Standard, and an identical fan installed in a mine ventilation system. The aerodynamic performance of any fan will be influenced by the quality of the fan manufacture, the flow system within which it is operating, the location of measurement planes, and the system stability. The flow distributions present in a standardized Laboratory test are unlikely to be repeated in mine ventilation systems, and this will also disadvantage fan performance. Unless the fan supplier takes all of these influences into account, there will an inevitable reduction in fan aerodynamic performance, and the end user will experience a shortfall in expected flow through the mine. The effect on fan performance can range from minor inconvenience to catastrophic fan failure resulting in major rectification costs and significant loss of mine production.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration's CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. SUMMARY Commitment by all parties to partnering goals established early in the contract aided Affholder, Inc. in constructing 2,360m (7,700') of soft ground tunnel in Rancho Cordova, CA. Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

Newmont Mining Corporation and Barrick Goldstrike Mines, Inc. concluded an exchange of land and reserves in an agreement signed May 3, 1999.This exchange of assets allowed Newmont to develop the Deep Post underground mine from within Barrick’s Betze-Post open pit, thus reducing capital expenditures, lowering operating costs, and advancing the production schedule by nearly three years. Based on previous experience, Newmont is confident that the Deep Post underground mine can be successfully developed and operated within a large, active, open pit mine. The project also faces difficult geotechnical conditions including weak ground, scattered pockets of groundwater, and elevated rock temperatures.

This paper illustrates the application of geostatistics to a roll front type uranium deposit located in Wyoming. The steps involved in calculation of experimental variograms, variogram modeling and verification of the resulting models are described in detail. The resulting spherical variogram models for grade thickness and thickness show strong geometrical anisotropies. The major axis of anisotropy for both variables is approximately parallel to the axis of the roll front and the minor axis perpendicular to the roll. This model confirms the technique of drilling "fences" across the roll front, where the drilling is much closer together than the fences along the roll.

The silicate slag and copper matte that are the byproducts of smelting copper in a reverberatory furnace contain SiO2, FeO, Fe3O4, CaO and Al2O3, and Cu, Fe and S, respectively. These components influence the oxide (Cuox), sulfide (Cusul) and total (Cutotal) copper content lost in the waste slag. This paper uses multiple linear regression analysis (MLRA) to determine the degree of influence. The results of calculations obtained using MLRA were compared to actual measured results and found to have a large degree of correspondence, with the coefficient of determination R2 = 0.975. These results indicate that slag composition and copper content in the matte influence the copper losses in the waste slag with a probability of above 97%. It was determined that, of the total copper content of the slag, 74% is in sulfide and 26% in oxide form, and that this ratio is not dependent on the slag or matte composition.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues that may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Min¬ing Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff cooperation across the country. MEA has also commenced some international teaching initiatives that are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual univer¬sity programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

Weak rock mass and poor flow of material can cause excessive ore loss and dilution in sublevel caving. This paper proposes a method to establish design parameters for an inclined deposit within a weak rock mass and evaluates its effectiveness through a case study. In order to solve the problem of low production capacity and poor safety conditions of sublevel caving mining at the Yingfangzi silver mine in China and to ensure a smooth production from the refractory ore body, it is necessary to select appropriate stope structure parameters. Based on random medium theory of gravity flow and the improved equation of ore discharge in random medium, an end wall drawing experiment is carried out to determine the optimum design and flow parameters. It was observed from the experiment that, due to the influence of the randomness of particle movement, there is a mismatch in the flow parameter measurement. The flow characteristics and distribution of the marker particles are different from that of the tested particles resulting in large drawbody shape distortion. The study finds that the flow parameters obtained by the new method are more practical and account for drawpoint width and recommends that the new method for determining the sublevel stope height is used when the drawbody is a non-standard ellipsoid. The outcomes have shown a significant reduction in the dilution and improvement in the recovery rates, and the safety and efficiency of mining have been greatly improved.

The paper presents background information including data on diesel exhaust pollutants, amounts produced and standards, a desscription of mine characteristics that affect air monitoring techniques and a review of portable measurement techniques and instruments for gas and particulate matter sampling. A general review of the laboratory and field research being conducted at Michigan Technological University in the area of diesel emissions is presented. The facilities involved with this research are also described. These are the Experimental Mine, the diesel dilution tunnel test cell, the Mine Air Monitoring Lab (MAML), the portable instruments and the production mines used.

GENERAL DESCRIPTION Block caving is a distinct caving method applied mostly to large, massive, ore bodies because of its in¬herent low cost and high production capabilities. Areas of sufficient size are removed by undercutting so that the mass above will cave naturally. Drawing of the caved ore at the bottom of the ore column causes the caving action to continue upward until all of the ore above the undercut level is broken into sizes suitable for handling. When properly applied, block caving results in a lower mining cost per ton than any other under¬ground method. There are three distinct forms: (1) dividing the horizontal area into rectangular or preferably square or nearly square blocks, drawing evenly over the entire area to maintain an approximately horizontal plane of con¬tact between broken ore and caved capping; (2) divid¬ing the horizontal area into panels across the ore body, retreating by undercutting manageable areas from one end of the panel to the other and maintaining an in¬clined plane of contact between the broken ore and caved capping (thus the name panel caving); and (3) no division of horizontal area of the ore body into defi¬nite blocks or panels (this is termed mass caving). Undercutting may be from wall to wall, retreating from one end of the ore body to the other, maintaining an inclined plane of contact between the broken ore and caved capping. The total active caved area is deter¬mined by the size of block that will not produce undue stress on workings below the undercutting level and by total production requirements. This type of operation is also referred to as panel caving at some properties. SUITABLE ORE BODIES Block caving in its various forms is applicable to deposits of various shapes and ores of various strengths. Its success is governed by rigid requirements and limi¬tations. In unsuitable deposits or where improperly em¬ployed, the loss of ore may exceed that of any other mining method. Good planning, systematic work pro¬cedures, careful supervision, and good judgment con¬tribute to its success. Ore Characteristics Included as a necessary characteristic in an ore body suited to a successful block-caving operation is a proper fracture pattern. Ore hardness should be another gov¬erning factor, and the toughness or softness of the ore should be considered. There must be sufficient horizon¬tal area available for expansion of the undercut, if neces¬sary, to start the caving process. Large, massive, ore bodies usually meet these conditions. Veinlike deposits must be wide and dip rather steeply to conform to the block-caving limitations. The capping must be of such a nature as to cave when the underlying ore is being removed since the weight of the overburden aids in crushing the ore. The most favorable capping character¬istic is that it breaks into coarse pieces and resists attrition as the block is drawn. Soft capping, by breaking into fine pieces and sifting into the ore or channeling through the ore to the drawpoints, can seriously dilute the ore and hinder the extraction of clean ore from the blocks. Types of Ore In block caving, a fairly uniform distribution of val¬ues in the ore is necessary. Grade values may range from low grade to high grade, but most often the sys¬tem is applied to low-grade ores. Wide veins, thick beds, or massive deposits of homogeneous ore overlain by ground which will cave constitute suitable ore bodies. The ore must be such that it can be supported while blocks are being developed and undercut but breaks up readily when caved. Some applications include porphyry copper, disseminated molybdenite, hematite in the Lake Superior iron district, limonite deposits in northern Spain, the diamond mines of South Africa, asbestos and nickel in Canada, and massive magnetite in Pennsylvania. Size and Shape Outline of the ore body should be fairly regular, and the sides of the ore body should dip steeply. It may not be economical to mine small portions of ore extending into the walls of the deposit, and low-grade inclusions in the ore cannot be left unmined. Some dilution of the ore, as mining progresses, by low-grade or barren cap¬ping is inevitable and, unavoidably, some clean ore is left between drawpoints. Determining Cavability The use of rock mechanics is sometimes advantageous in helping to determine the cavability of an ore deposit. The US Bureau of Mines has information and testing ability which can assist in determining the cavability of ore types. Several competent consulting orga¬nizations knowledgeable in rock mechanics can also as¬sist in evaluating the cavability of an ore body. Some recent work has been done to better define the cavability index of various ore bodies; an example of how this was determined is discussed by McMahon and Kendrick (1969). The intensity of the fracture pattern is a critical parameter to be analyzed. The question to be answered is, "How intense must the fracture pattern be?" Table 1 is a tabulation of the size of rock fragments that appear at the drawpoint of various block-cave mines around the world. These are indicative of the fracture-pattern spac¬ing and, as can be seen, they vary substantially from the almost sandy material at the Mather mine to fairly sizable blocks at the Grace mine. Several sets of fractures are essential to promote good caving. Ideally, two vertical sets at nearly right angles to each other and a third set nearly horizontal are required to insure a good caving ore body. Since initial caving of an ore mass is almost always by the action of gravity acting on these planes of weakness, it is doubtful
