A new hydrometallurgical process has been developed to recover copper from sulfide ores. Copper is leached in a staged reactor system utilizing nitric and sulfuric acids at 105°C. Iron is removed from the pregnant liquor as a jarosite and cathode copper is electrowon directly from the purified pregnant liquor. The spent electrolyte is recycled. Nitrogen oxides evolved from the leach are reconverted to nitric acid and are also recycled. Sulfur is rejected as S°, jarosite and gypsum. The process is highly versatile and can recover precious metals, molybdenum and zinc, when these elements are present. Continuous, integrated, semi-pilot plant operations using chalcopyrite ores demonstrated 99% copper leaching and production of cathode grade copper. Economic evaluation shows that the process is competitive with pyrometallurgical and other hydrometallurgical processes.

Siderite ore with high phosphorus content was reduced isothermally at 1,050° C with pulverized coal and different dosages of sodium carbonate. X-ray diffraction (XRD), scanning electron microscopy (SEM) and energydispersive analysis of X-rays (EDAX) were used to characterize the samples. The influence of sodium carbonate on the carbothermic reduction process was investigated. Sodium carbonate and its dosage played a considerable role in the carbothermic reduction. The iron particle size in the reduced ore was below 20 µm, and fayalite was abundant without sodium carbonate additive. With a mass ratio of Na2CO3-to-ore of 5% additive, the iron particle size in the reduced ore was generally above 50 µm, and the diffraction intensity associated with metallic iron in the XRD pattern increased. The effect of sodium carbonate on the phase transformation of fluorapatite during carbothermic reduction was also addressed via thermodynamic calculations and aqueous leaching experiments. The results showed that the fluorapatite was not reduced to P2 at 1,050° C, and a portion of the fluorapatite was converted to soluble phosphate. The reduction of siderite can be catalyzed by adding an appropriate amount of sodium carbonate. This catalytic activity was caused by an increase in the reducing reaction activity of FeO and the acceleration of the carbon gasification reactions. The decrease in phosphorous content in the iron concentrate was attributed to an improvement in the separation of the iron phase from the slag phase when sodium carbonate was added and with the formation of soluble phosphate.

This paper examines the relevant theory, experience, and past practices relating to development mining near gas or oil wells. It addresses setback distance for both coal and stone room-and-pillar mining. This study also involved a review of accident reports involving well interceptions and downhole well surveys. It provides technical considerations for decisions regarding safe setback distances for development mining throughout the United States. The study’s scope is limited to mining near active or inactive (i.e., non-producing, abandoned or inadequately plugged) wells with known surface locations.

This paper describes uses of sodium sulfide in the flotation of oxide and sulfide minerals of copper, lead, and zinc. The activation and depression effects of sodium sulfide are of particular importance because of their applications with oxidized lead and copper ores. In spite of its industrial importance; however, the nature of the heterogenious reactions between sulfide ions in solution and the surface of oxidized minerals has not been fully understood. Hence, proposed mechanisms of the sulfide action in flotation, methods of measuring and monitoring of sodium sulfide in flotation pulps, and variables influencing the sulfide addition are analyzed. A review of recent studies shows that sodium sulfide addition to flotation pulps can be monitored and hence the optimum dosage controlled using the platinum and/or sulfide specific ion electrodes. The use of these electrodes for improved reproducibility of bench-scale experimental data and plant implementation of laboratory results is described.

The Relief Canyon gold deposit is located approximately twenty- four kilometers east of the town of Lovelock in Northwestern Nevada. At Relief Canyon, the Late Triassic Grass Valley Formation has been thrust over the Late Triassic Natchez Pass Formation. The lower plate Natchez Pass Formation is composed of massive gray dolomitic limestone which is locally silty and sandy. The upper plate Grass Valley Formation is composed of shale, siltstone, argillite and quartzite. Gold mineralization at Relief Canyon occurs along the highly brecciated thrust contact between these two formations. Weak gold mineralization often occurs above the thrust in the Grass Valley Formation, however, most of the ore grade mineralization is present below the thrust in the brecciated Natchez Pass Formation or where the two formations are mixed as a result of movement along the thrust. Several types of gold mineralization have been recognized at Relief Canyon. A large amount of the ore is present as a jasperoid breccia, however, significant amounts of ore occur as a mixed breccia composed of upper plate rock, fresh limestone, clay and jasperoid breccia. Gold ore also occurs in a fresh limestone breccia which contains a large amount of clay. Below masses of jasperoid, jasperoid stringers containing gold extend into the fresh limestone. Gold mineralization at Relief Canyon appears to be truly disseminated and has the typically associated trace elements of arsenic, antimony, mercury and fluorine. The Relief Canyon deposit can be classified as a structurally controlled disseminated gold deposit. Other deposits that fit this classification are the Pinson and Dee gold mines.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The purpose of this paper is to describe a stochastic simulation program used to assess several dispatching rules applicable to small scale computerized systems for optimizing truck/shovel productivity. The system studied is semi-automated with a dispatcher communicating instructions by two-way radio. The simulation program is structured on an advance clock approach which enables the insertion of dispatching rules at various points in the haulage net- work. The rules tested include minimize shovel idle time, maximizing immediate truck use and assigning trucks to shovels to meet specific production objectives. A variation of the traditional "Match Factor" is implemented to maintain fleet balance throughout the shift. A mine case study demonstrates how the dispatching rules increase productivity of such semi-automated dispatching systems. Practical problems involved in the implementation of small computerized dispatching systems are also discussed.

New Nedre Fiskumfoss is a construction project in North Trøndelag, Namsen River. The purpose of the contract is construction of a new hydropower plant, that will phase out the existing power plant in the same waterfall. The contract consists of a tunnel system with cross sections from 16 m2 to 150 m2, powerhouse and transformer in rock caverns, 6 shafts and major works with inlet and outlet below river level. Technical challenges consist of demanding design on rock extraction, cofferdams, solid constructions with challenging design and demanding rebar work, as well as restrictions and unpredictable water flow in a national salmon river.

Loss of visibility due to the occurrence of atmospheric fogging in underground mine airways can lead to a reduction in travel times and loss of production efficiency, an increase in the frequency of vehicular and foot traffic accidents and difficulty in checking rock surfaces for instability and loose material. Where hot and humid surface air meets colder underground air, conditions for fog formation nay be present. Further, suspended particulate matter from diesel exhausts or stoping operations together with slow movement of air along passageways nay contribute to formation. The study describes an investigation being undertaken with the cooperation of Kennecott's Ozark Lead Company to identify causes of the problem.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

This paper describes the vibration transmissibility characteristics of mining vehicle seats under dynamic conditions in an opencast iron ore mine. Magnitude and frequency contents of vibration signals on the seat floor as well as on top of the seats were measured to record the change during transmission. The conventional rigid seats were found to resonate at about 4 Hz, which coincides with the resonance of the human spine. The pneumatic suspension seats also proved to be more efficient in attenuating the overall vibration energy transmitted from the vehicle chassis to the human body.

For practical purposes, the terms "natural frequency," "resonance" and "critical speed" are synonymous. A part passing though its "critical" or "critical speed" may also be said to be "resonant" or "resonating." The vibrations of a precisely balanced part can be magnified by the structure in which it is assembled. Anyone who has driven an automobile knows that it will vibrate more at a certain speed than at others. According to the formula for centrifugal force, vibration should increase steadily with a rise in rpm. What happens instead is that the vibration not only in- creases with r m. but suddenly rises at a much higher rate through the critical speed, and then apparently smooths out as the rpm passes beyond it. To visualize what happens, consider a simple flat spring with a weight mounted at one end. When the spring is deflected by pulling down on the weight and then letting it go, the spring will oscillate, and the spring-and-weight system will vibrate at its natural frequency. If the timing or direction bf the impulses imparted to the spring did not coincide with its natural frequency, the result would be an irregular vibration that would not build up. If, on the other hand, the timing and direction of the impulses did coincide with the spring's natural frequency, the result would be a larger and larger amplitude. If the impulses were continued indefinitely, the amplitude of the spring's vibrations would go on rising [while its frequency stayed the same] until the spring broke or the amplitude of the vibrations reached an equilibrium [because frictional or other forces would tend to damp it]. Resonance magnifies the amplitude of vibrations in a relatively undamped system between 100 to 200 times over that of nonresonant vibrations. Frictional or viscous damping often reduces the magnification [from 10 to 20 times], but even with this reduction the amplitude would still be large enough to cause excessive wear, and sometimes even fractures. For example, a blower might show only 0.001 in. of vibration on the manufacturer's test stand. Installed, the blower could pass into its critical speed [the speed at which the frequency of the vibrations caused by the rotor coincides with the supporting structure's natural frequency], and the 0.001 in. of vibration could be resonated to 0.010 in., or as much as 0.020 in. The cure for such a condition would not be to lower the vibration of the blower by further balancing or better alignment but to separate the two frequencies by at least 20 to 30%.

"A carefully planned laboratory test program is the foundation for the successful development of a sulfide flotation process. In this paper, the development of a copper-molybdenum flotation process is described. However, the concepts discussed can be applied to most sulfide flotation systems and to many industrial minerals projects as well. Each step is examined, beginning with sample procurement and covering sample preparation, flotation test preparation grinding, scoping flotation tests for reagent scheme selection, rougher flotation parameter evaluation and cleaner circuit evaluation, through to locked-cycle testing and pilot plant design and operation. Ore variability and modeling to determine the response of various ore types to the optimum conditions established is also examined.IntroductionA carefully planned laboratory test program is essential for the successful development of any sulfide flotation process. These programs usually begin with a series of batch tests on several ore type composites to evaluate appropriate reagent schemes and delineate optimum rougher flotation conditions, such as primary grind size, flotation pulp density, flotation pulp pH and retention time. Cleaner parameters such as regrind size requirements, cleaner pH, pulp density and number of stages are then defined. Semicontinuous locked-cycle tests are performed using the parameters established in the batch tests to determine the effect of middling streams recirculation on flotation performance. The data generated and the experience gained in the locked-cycle tests may be used to design and operate a continuous pilot plant if relatively large amounts of concentrate are required for further process development, such as optimization of byproduct molybdenum production from bulk copper-molybdenum concentrate.A comprehensive ore variability program is undertaken to determine the response of various ore types to the optimum conditions established. These ore variability programs often test hundreds of samples in standardized batch rougher and cleaner tests to ensure that the orebody is well understood.This article describes the development of a copper-molybdenum flotation process, but the concepts discussed can be applied to most sulfide flotation systems and many industrial minerals projects. Since the beginnings of, the human struggle for survival and improvement, mining has been one of the basic endeavors of life. Until relatively recent times it was classed as an art. Now we are at work trying to, raise mining to the level of an engineering science where it belongs if we are to prosper. It should be self-evident that this goal can be attained only through industrial progress: based on education and research. It is true that our industry, left to itself, will develop a few new ideas and techniques through the years. However, we mining' engineers are relatively few in number compared to the other disciplines, and the rate of our improvement by such "accidental" discoveries is simply tooslow to keep pace with the rest of our technical civilization. It will be evident in the remarks that follow, that the rapid development of mining education, research, and the industry are extremely interdependent, and will be largely controlled by the amount of cooperation, support, and cross-fertilization that can be developed among all three.

New global industry standards and regulatory changes regarding mining tailings management are driving installation of tailings filtration plants to decommission existing tailings dams and implement dry stacking. Target of this project was to reduce ultrafine slime tailings deposition. Previous investigation at Samarco concentrator has showed a 35% decrease in tailings filtration throughput when feeding a mix of 95% flotation tailings with 5% slime tailings (compared with 100% flotation tailings), also worsening geotechnical aspects such as material workability during dry staking. Industrial trials using a proper filter aid at tailings filtration plant feeding a mix of 94% flotation tailing and 6% slime tailing (equivalent to 30% of total slime generation) have provided filtration performance maintenance (throughput and cake moisture), and dry stacking the dewatered material. Results achieved will enable life expansion of existing slime disposal structures, as well as potential life of mining extension. Furthermore, reagent chemistry influence is discussed by the light of geotechnical aspects, which has been showing improved KPIs, such as workability, compressibility and permeability.

The win theme of this session is Unique Material Handing Systems. The theme was selected because of two major factors. 1. Accomplishments of unique character manage to attract interest regardless of their age. 2. There is much to be learned from pioneering efforts of the past as they are the stepping stones to technological development. Thus, 2-1/2 years after completion, the engineering feat of Oroville Dam still looms large let us take a close look at this project to see what made it unique. To begin with, it established a number of firsts: At 770 feet it was the highest earth fill dam in the world. At $121 million dollars, it was the largest ever United States construction project (Civil). At 80 million cubic yards it had the largest earth volume of any dam in the world. The extensive use of belt conveyors for this application had never before been tried. The use of a high capacity bucket wheel-excavator with shiftable belt conveyors had never before been utilized as a con¬tractor's tool. The principal of the "integral train" was applied most effectively whereby up to 220,000 tons of material-was transported daily some 14 miles. To achieve optimum economics a number of technical breakthroughs were necessary. The suppliers of major commercial components worked hand-in-hand with system engineers to develop new machinery necessary for the highly mobile characteristics of the systems, viz., single pulley drives delivering 2000 horsepower, 1000 horsepower right-angle shaft-mounted reducers, across the line starting of 1000 horsepower squirrel cage motors, 10 miles of steel chord conveyor belts with belt tensions up to 150,000 pounds, aircraft-type disc brakes, hydraulic take-ups, train loading at a rate of 25,000 tons per hour, automatic train indexing for rotary dumping at 10,000 tons per hour, roll-over car dumping without uncoupling cars, shifting 7500 ft. long conveyors up to 300 feet laterally without disassembly. These are some of the superlatives that have made the Oroville Dam project unique. The measure of its success is demonstrated by the results.

This work is a first-order study to assess the suitability of an organic acid lixiviant to extract rare earth elements (REE) from coal preparation fines refuse sourced from a Pennsylvania mine with a total REE of ~ 300 ppm. The extraction of REE using an organic acid, in this case 0.1Mcitric acid and 0.5Mtrisodium citrate solution, is compared against 0.5M(NH4)2SO4, 1MHCl, 1.2MH2SO4, and 0.5Methylenediaminetetraacetic acid (EDTA). Ashing the coal waste material prior to leaching tests with the citrate solution nominally improved REE extraction. Buffered citrate solution recovered 7% of the total REE in the as-received Isabella Fines as compared to 11% in ashed samples, whereas (NH4)2SO4 extracted 5–6%, respectively. EDTA recovered up to 33%of the total REE, most likely due to the higher coordination chelate bond. Mineral acids, however, outperformed the organic acids on ashed material (16–52%REE recovery), suggesting that organic acids may not be a suitable competitive option for REE extraction from these types of feedstocks.

Inexpensive and effective means of delivering courses to mining engineers who live at remote and scattered locations remains to be a challenging issue. Computer-based instructorless but interactive multimedia delivery is a good substitute to traditional short courses and one-way broadcasts. Such a system, enhanced with a wide area network, is an inexpensive alternative to two-way broadcasts and even to a traditional university. Course material can either be delivered on compact disks (CDs) or on-line from the host servers over the phone lines using a personal computer and a modem. Although technically not feasible using ordinary telephone service lines at the present time without further modification, advances in this field indicate that this up and coming medium may dominate the competition in the future. This paper investigates the present and the future of this technology and discusses the experiences gained in creating and disseminating a prototype multimedia CD which was created at the Rock Mechanics and Explosives Research Institute of the University of Missouri-Rolla to teach a portion of a course in Ground Control. The hardware and software used in creating the audio, 3-0 graphics, animation dips, video clips, and movies are listed. The structure of the program and the way how interactivity was achieved is explained in detail.
