As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. Knowledge of the behaviour of flotation machines had developed and increased considerably over the last few years. Although much work remains to be done on the study of the fundamental processes that influence the collection of hydrophobic particles at an air-water interface, there is enough information to permit the building of realistic models of the gross flotation behaviour of various ores. These models serve as an ideal base for the development of simulation techniques for the steady-state behaviour of entire flotation plants that consist of a large number of individual flotation machines. Simulation techniques have a very real role to play in assisting with the design of new plants and in improving the operation of exisiting plants. Recently, highly efficient data-logging systems have been introduced on flotation plants. These systems are based on the on-line measurement of volumetric flowrate, pulp densities, and metal contents, and they generate enormous quantities of information regarding the operation of the plant. Unfortunately, this information is largely wasted at the present time because efficient data-reduction techniques, although available10 are not in common use. Simulation techniques play a central role in such data reduction because they form the essential link between the fundamental kinetic flotation processes on the one hand and the plant data on the other.

Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

A number of previous publications have attempted to provide the practicing ventilation engineer with simple guidelines on the optimal velocity to be used in mine openings. Some of these velocities were meant to be used in metal mining operations and some were meant for coal mining. A careful review of these publications reveals that the optimal velocities were determined based upon assumptions that are not existent today. As a result, they are not suitable for use in a modern coal mine. This paper takes a new look at this problem and determines a statistical relationship for optimal velocity that can be applied under both current and future conditions. The analysis performed here is based upon the determination of the optimal velocity for coal mine entries under variations in power cost, mining cost differential, airway friction factor, time value of money, airway lifespan, and quantity of air carried. A total of 8400 different conditions were analyzed for optimal velocity using computer calculation of the capital and operating cost values. Using the individual values of the optimal velocity derived in the calculations, a linear regression equation was fitted to the data to relate the optimal velocity to the other six variables outlined above. This regression relationship allows the ventilation engineer to make an easy, rapid determination of the optimal velocity.

Surface tension and its control are important in the concentration of ores by froth flotation, both in terms of producing the proper bubble size distribution and to render the ore surface of interest hydrophobic such that adhesion to a bubble will take place. The influence a substance has on surface tension has traditionally been measured using static, equilibrium techniques. Yet many applications such as flotation involve rate-related effects of surface tension where equilibrium values are not reached. In the time frame of 1 - 300 seconds, aging effects have been noted for bubbles formed in dodecylamine acetate solutions; a slow decrease in surface tension occurs until an equilibrium value is reached, as studied by Finch and Smith (1972). Since stationary bubbles do not exist in flotation cells because of the turbulence generated by agitation and aeration, it is more likely that the chemical composition of the bubble is determined during its formation, under dynamic conditions. The chemical composition is extremely important because the induction time required for a particle-bubble entity to collide and adhere to each other is augmented by favorable surface tension (wetting) proper- ties between the surface of the particle and the bubble air-water interface or envelope, as considered by Mackenzie and Matheson (1963). Finch and Lyman (1976) have established that the probability of a "permanent" attachment taking place during this contact time is aided by the ability of an oil droplet (viz. bubble) to relieve non- equilibrium surface tension effects which are involved in the water-thinning process. This Maragoni effect, or surface elasticity, can be considered in the context of particle agglomeration addressed by Kao and coworkers (1975). Water drainage leads to the formation of a collector-frother meniscus appearing between the colliding entities, arising from their combined partial immiscibility in the water phase and promoted by hydrophobic bonding within the interface. Together they constitute a liquid bridge whose force of attraction drawing the particles together is proportional to the interfacial tension existing between the water phase and liquid bridge. This adhesive force shows an approximate linear decrease with separation distance until rupture occurs, that is, FX = Fmax (1 ? X/Xr) (1) for a distance of separation X and rupture distance G. The greater the surface elasticity of the bubble, the greater will be the rupture distance and the better will be the force of adhesion. "Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Mobile RAs have a limited ability to dissipate heat, and heat buildup can lead to a life-threatening condition as the RA internal air temperature and relative humidity increase. The National Institute for Occupational Safety and Health Office of Mine Safety and Health Research performed heat testing on a 10-person tent-type training RA and contracted ThermoAnalytics, Inc. to develop a validated thermal simulation model (TSM) of the tested RA. The TSM was used to examine the effects of the constant mine strata temperature assumption, initial mine air temperature (MAT), initial mine strata surface temperature (MSST), initial mine strata temperature at depth (MSTD), and mine strata thermal behavior on RA internal air temperature using 117 W of sensible heat input per simulated miner. For the studied RA, when the mine strata temperature was treated as a constant, the final predicted RA internal air temperature was 12.8°F lower than it was when the mine strata thermal behavior was included in the model. A 10°F increase in the initial MSST resulted in a 7.1°F increase in the final RA internal air temperature, whereas a 10°F increase in the initial MSTD yielded a 2.5°F increase in the final RA internal air temperature. INTRODUCTION Since 2008, the Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (1). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. NIOSH recommended an apparent temperature limit of 95°F in its 2007 report to Congress (2). In 30 CFR 7.504, MSHA has specified a maximum apparent temperature of 95°F inside an occupied RA (3). The apparent temperature is calculated using both air temperature and relative humidity (4). Calculations could be used to determine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, in order to simplify the problem, the mine temperature could be assumed to remain constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. OMSHR research has shown that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (5). Thus, calculations performed with the assumption that the mine temperature is constant would under-predict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, research has not been used to confirm that the mine air temperature is the appropriate basis."

FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

Each year hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s implementation of an IoT-based intelligent machine monitoring system to improve safety during operation and maintenance at a concrete batch plant. INTRODUCTION Of the hundreds of machinery-related accidents occurring every year in the mining industry, incidents involving stationary machinery at surface mines continue to be amongst the most frequent [1]. A National Institute for Occupational Safety and Health (NIOSH) study showed that the majority of fatal accidents involving stationary machinery at surface mines occurred at sand and gravel (38%) and stone (26%) operations. Of these accidents, entanglement in conveyor components were the most common cause of fatal accidents (48%) [2]. The same study stated that one-third of these accidents involved improper lockout/tagout (LOTO) procedures as a contributing factor. The U.S. Mine Safety and Health Administration (MSHA) acknowledged this problem, stating in a recent request for information (RFI) [3]: “Since 2007, there have been 17 fatalities related to working near or around belt conveyors, of which 76 percent were related to miners becoming entangled in belt drives, belt rollers, and discharge points. Factors that contribute to entanglement hazards include inadequate or missing guards, inadequate or an insufficient number of crossovers in strategic locations, and/or inappropriate lock out/tag out procedures. Systems that can sense a miner's presence in hazardous locations; ensure that machine guards are properly secured in place; and/or ensure machines are properly locked out and tagged out during maintenance would reduce fatalities [3].” In response to this problem, NIOSH’s Spokane Mining Research Division (SMRD) is exploring the potential application of Internet of Things (IoT) technologies to provide cost-effective intelligent machine monitoring systems for improved worker safety [4, 5]. SMRD partnered with Central Pre-mix CRH Company (Central Pre-mix) to develop and install a proof-of-concept wireless IoT solution to monitor machinery and conveyors during operation and maintenance. Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No.4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10-20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove grindabilities all appear to change linearly with temperature within the 275" C to 325" C range.

The Goldstrike Mine is in Eureka County, Nevada, U.S.A., approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora Mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike sub-district of the Carlin Trend, a northwest alignment of sediment hosted, disseminated gold deposits. The Carlin Trend includes over 15 major gold deposits with production, reserves and geological resources of approximately 65 million ounces of gold (Figure 1). In the Bluestar/Goldstrike sub-district, there are seven major deposits: Betze, Lower Post, Post, Genesis, Bluestar, Purple Vein and Deep Star, plus numerous smaller deposits (Figure 2). Production, reserves and resources for the sub-district are approximately 40 million ounces. Betze and Purple Vein are located on property controlled by Barrick Goldstrike Mines and Bluestar and Genesis on Newmont Gold property. Post, Lower Post and Deep Star occur both on Barrick and Newmont property.

There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. Hydrophobic particles with diameters between 1 and 3 mm are poorly recovered by conventional flotation techniques. A novel reverse flotation technique is described whereby coarse particles with surfaces rendered highly hydrophobic, repel the bubble films in a froth and thus drop through the froth under gravity, to be recovered as a sink product. Conversely, gangue or hydrophilic particles are supported by the bubble films in the froth and are therefore recovered as a floating product. Tracer tests were conducted in the cell in order to study the dynamic behaviour of solid particles in the froth. The effects of hydrophobicity, density, particle size and particle shape were investigated experimentally. The higher the hydrophobicity of the particles, the lower the recovery of particles as a floating product, while the recovery of particles as a sink product increases with an increase in particle density. Furthermore, a decrease in particle size results in an increase recovery of hydrophobic particles as a floating product. When treating particles of the same mass-to-surface-area ratio in the froth, flat particles would be recovered as a floating product in preference to cubic, disc-shaped, cylindrical and spherical particles, in that order.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the present major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. To realize that this concern will continue in the future, one need only observe the daily news media. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century, and the projected needs for the remainder of the century are indica¬tions that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious techno-logical and environmental problems are associated with the develop¬ment and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can be solved within a reasonable time framework. Certainly our national well-being and continued survival, as a free nation within the world community, automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some 2,000 years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today, more mineral commodities are mined in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions. Old industries are generally considered stodgy with mature and stagnant technologies. Costs tend not to decline as in newer industries, and may even increase with real wages. Costs are particularly expected to rise in the case of mining as the best mineral deposits are depleted. Thus, mining is often thought of as a sunset industry, destined to decline over time as the resource base is depleted. These perceptions have several important implications. They argue against economic policies that rely too heavily on mining and mineral processing to foster growth and development. The best and the brightest young people, along with society's other valuable resources, should be encouraged to enter newer industries. There the technological opportunities and the prospects for growth are more promising. These perceptions also suggest that the ability to compete in the mining industry depends largely on the quality of a company's or country's mineral deposits. Mining will take place first in countries with the lowest-cost deposits. Once these are exhausted, mining will shift to countries with the next best deposits. From time to time, new discoveries may also produce a shift in the location of mining, [ ] and may even for a time keep the costs and prices of mineral products from rising. Over the longer term, however, rising costs and prices are inevitable, as the world is forced to exploit poorer mineral deposits.

Electronic systems have been increasingly used in underground mines to improve mine safety. These electronic systems emit electromagnetic (EM) energy which can adversely impact the performance of other electronic systems nearby and thus should be characterized. Researchers at the National Institute for Occupational Safety and Health (NIOSH) characterized the magnetic fields emitted from devices that can potentially interfere with the performance of proximity detection systems (PDSs) and compared the emission levels of these devices to the susceptibility of PDSs. In this paper, we present our measurement results pertaining to this effort. Particularly, magnetic fields emitted from the different orientations of a powered air purifying respirator (PAPR) and two lite trackers are evaluated based on the RE101 protocol specified in the MIL-STD-461G standard. The results show that both devices emit strong magnetic fields which strongly depend on the orientation of the devices. At some frequencies, the maximum emission levels from the two devices exceed both the emission limit given in MIL-STD-461G and the maximum magnetic fields that a PDS can withstand without a failure. The results and findings in this paper can help the mining industry better understand electromagnetic interference (EMI) underground and provide critical scientific data that support mining-specific recommendations to address EMI-related challenges.

Using new ecological-natural-organic depressant for gangue and pyrite with antibacterial properties (control of acid mine drainage) with new improved xanthate collectors using rheology additive not chemical reacting with xanthate resulted in better sulfide flotation. Rougher-scavenger lead flotation tests were conducted increasing the concentrate grade from 7.07% Pb to 13.44% Pb, enhancing selectivity. Lead recovery increased from 64.08% to 79.38% and 80.40% using only the new depressant, and improved xanthate Z-11 and Z-4, respectively. The results demonstrated that the new depressant was selective and efficient, and the new improved xanthates stronger more selective collectors.

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

A laboratory-scale investigation of the effect of milling operation and catalyst addition ( K2CO3) on the partial reduction of low-grade pyrolusite ore pellets was carried out using coke as a reductant. Thermogravimetric analysis was used to understand the correlation between milling and catalyst addition parameters with the reduction temperatures. DTG analysis of pyrolusite pellet reduction showed three distinctive peaks associated with a three-step reduction mechanism (i.e., MnO2→ Mn2O3→Mn3O4→MnO). The results showed that the grinding and addition of the catalyst have a significant effect on lowering the MnO2 reduction temperature independently. But maximum reduction temperature drop is obtained when combining grinding and catalyst addition in this work. By 3 h milling and 10 wt% catalyst addition, the reduction temperatures were reduced by more than 200 °C compared to the raw ore pellets. These results obtained from the DTG analysis were further supported by XRD analysis of the reduced samples.
