The solution to the problem expressed in the title of this paper might well be condensed into one word, AUTOMATON, But if I were to stop there, even though most of you might applaud, I am afraid that a one-word paper might not justify my coming to this meeting, So let?s explore the matter and try to learn if and to what extent the science of automaton can be applied to the problem of coal cleaning. In taking this approach we must, of course, by-pass the fact that plants In this Country and aborad have been automated to a greater or lesser extent. We will explore the matter from the beginning and not merely take the approach that because others have done it we can do it also. First, let us see just what is meant by automaton.

"In most copper mines and concentrators, mill water is continuously recovered and reused, with fresh water added to make up for losses. When mixed, these water chemistries can lead to severe scaling, especially in pipes, tanks and pumps on the mill water supply side, reducing flows and causing significant production losses.At KGHM Robinson Nevada Mining Company, increases in the fresh water addition ratios resulted in severe scaling problems and premature pump failures thereby jeopardizing plant production. What initially appeared to be a few isolated scaling events eventually unfolded into a recurring pattern of water supply-related production losses with increasing severity. Through completion of detailed root cause analysis, chemistry modeling, laboratory work, in-plant testing and system engineering, the mechanisms of scaling were identified and addressed.Advancements in fresh water addition practices and antiscalant application methods resulted in a stepwise reduction of the mill water scaling. Cost savings and production benefits were significant to the plant’s financial metrics.IntroductionThe production of mineral and metal concentrates using the flotation process requires large quantities of water. Flotation is utilized as the primary means for beneficiation with sulfide ores. Mined ores are crushed and ground into a slurry of 20-55% solids. For each ton of ore, 400-900 gallons of water1 are needed to supply the grinding mill. Additional water is needed in the flotation circuit as well. With many modern mills operating at2 11,000-165,000 tons/day, water supply volumes can be upwards of 3,000 gpm to 100,000 gpm of flow.For plants operating at or above capacity, disruptions and restrictions in water supply flow can have a direct impact on the production and recovery of the metal. Water supply flow can be limited for a wide variety of reasons but of interest are those limitations that are due to mineral scaling. Mineral scaling is the selective point precipitation of inorganic species above saturation concentrations. Precipitated species form flow-restricting deposits in the mill water system (tanks, pumps, pipe and valves), that will eventually impact water supply to the concentrator."

"PROJECT OVERVIEWThe Liantang/Heung Yuen Wai Boundary Control Point (BCP) and Associated Works will be the seventhland crossing between Shenzhen and the Hong Kong Special Administrative Region (HKSAR) of China.The project includes site formation of about 23 hectares of land for the development of the BCP and anapproximately 11-kilometre (km) long dual two-lane trunk road (the “Connecting Road”), connecting theBCP with the existing Fanling Highway. The route alignment is within a relatively rural area of HongKong, with very limited similar infrastructure works carried out nearby. It passes beneath bothmountainous terrain, and alluvial plains, and falls within an area of several major regional faults andassociated metamorphism, resulting in a complex variety of ground conditions.ALIGNMENTThe Civil Engineering and Development Department of the Government of the Hong Kong SpecialAdministrative Region carried out extensive public engagement in selecting the alignment of theConnecting Road. Over 70 consultation forums with public bodies, including the District Councils, RuralCommittees, local representatives, etc. were held during the alignment design process. In order toalleviate the concerns of various nearby villages, and to minimize land clearance and environmentalproblems, the original alignment of 10 km long (3.5 km of tunnels and 6.5 km of viaducts) was revised toits final alignment of 11 km long which comprises 5.7 km of tunnels, 4.3 km of viaducts and 1.0 km of atgrade roads.The finally adopted alignment commences at the southern end with an interchange with the existingFanling Highway, part of Route 9, which is a dual three lane expressway currently being widened to dual4 lane. Alongside the expressway is the main rail connection to the mainland of China, and theinterchange viaducts connecting to the southern portal of the Lung Shan tunnel must cross over thisrailway. The southern portal is located in the foothills of Lung Shan, and the 4.8km long tunnel is alignedin a north-northeasterly direction. The southern half passes under mountainous terrain of Lung Shan,and then crosses a valley containing the Kwan Tei river. The northern section comprises low hillsseparated by an alluvial plain and Tan Chuk Hang village area. At the northern end, the tunnel turns tothe north-west to connect with Sha Tau Kok road, an existing single carriageway road, with a newroundabout interchange. Mid-way along this tunnel there will be a ventilation building, connected to the main tunnel by a 330m long ventilation adit. To the north-western side of this interchange is the900m long Cheung Shan tunnel, and after this the remaining 4.3km of the highway connecting with theBoundary Control Point is to be constructed as an elevated viaduct. Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. "Frac sand is industrial silica sand much like glass, foundry, filtration and blast sand. The sand must meet certain specifications set forth by the industry that consumes the product. The production and consumption of frac sand has experienced record growth in the last 10 years because of new oil and gas drilling, new horizontal well drilling, multi-stage fracturing and the stimulation of older wells that have little or no production. Frac sand is needed to “prop open” the fractures in the rock reservoirs to allow oil and gas to flow out more freely.According to the U.S. Geological Survey (USGS), the estimated production of frac sand in 2015 was 71 percent of the total production of industrial silica sand or 67.4 Mt (74.3 million st). This is a decrease of about 12 percent from 2014. However, the silica sand industry and other industry sources estimate only 50 Mt (55 million st) of frac sand were produced in 2015. In recent years both the USGS and industry studies have been very close in estimating the production of frac sand but with the recent downturn in frac sand production, perhaps, reporting to the USGS was not as accurate. These discrepancies may be that the USGS statistics are based on voluntary reporting by the industry and some companies report their approximate production, others may not. It is always difficult to obtain accurate production figures of any industrial mineral or construction aggregate operation as most companies tend to keep those figures somewhat confidential. It is certainly accurate to report that the production of frac sand had decreased since the last quarter of 2014 and through 2015. The oversupply of oil and natural gas has led to this decline in frac sand usage. Oversupply has idled drilling rigs and well completion activities. World Oil Magazine reports that 2015 was the worst year for rigs in a quarter century. The only wells being completed are those that have contract agreements to do so, others have been capped. Very few new wells are being drilled. Since about 98 percent of well completion is sand and water, the sand supply has caught up with the demand. There are some bright spots in the “oil patch” as the Permian Basin in Texas and the Woodford Shale in Oklahoma have kept pace somewhat with drilling and completion. It has been reported that the frac sand producers in the Brady-Voca, TX area are producing to nearly capacity. The northern frac sand producers like those in Wisconsin, Illinois and Minnesota are feeling the downturn because of the cost of shipping sand to these moderately active basins and plays. The “rule of thumb” is that freight is 2/3 and sand is 1/3 the cost."

Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

Construction of the AA Pad reclamation was completed in the fall of 2000. Seeding of the ET cover began in the late fall of 2000 and continued through May of 2001. On Saturday afternoon, June 1, 2002, a large, very localized thunderstorm struck the reclaimed AA Pad site. Eyewitnesses present at the time described a dark storm cloud parked above the site for less than half an hour. Average rainfall intensity was measured to be 122 mm (4.8 inches) per hour and peak rainfall intensity was estimated to be 213 mm (8.4 inches) to 259 mm(10.2 inches) per hour. At the time of the storm, the construction was less than two (2) years old and the vegetation had only a single season of growth. The entire period from the end of construction until the date of the storm was a drought period with below normal precipitation. Other than a few small snowmelt events, there was no precipitation event large enough to produce any significant flow in the channel network. Therefore, the very first significant runoff event was the extreme event of June 1, 2002. The storm essentially represents a large-scale field test of the design concepts used at the AA Pad site. Shortly after the storm, data was collected and analyzed with the intent of learning as much as possible about the performance of the cover system design with the expectation that the newly acquired knowledge might be utilized in future designs to further improve the performance of similar cover systems during extreme events.

Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

Many underground stone mines in the United States operate on multiple mining levels. The effects of interburden thickness, pillar offset between mining levels at various depths of cover, and in situ stress conditions are poorly understood. Pillar offset is the degree to which pillars are not columnized or stacked. In this study, calibrated numerical models are used to examine limestone pillar stability in these conditions. Also, the critical interburden thickness required to minimize the interaction between mining levels is explored. The model results show that there is interaction between numerous factors that control the stability of stone pillars in multiple-level conditions. The highest degree of local pillar instability occurs when pillar overlap ranges between 10 and 70 percent. The highest degree of stability occurs when pillars are stacked.

This paper analyzes the explosion hazard resulting from the formation of methane-air mixtures in the mined-out gobs of underground longwall coal mines. Although direct examinations of the gob atmosphere are difficult due to the inaccessibility of these gobs, evidence from methane drainage practices and investigations of numerous mine explosions suggests that explosive methane zones can form within longwall gobs. Explosions and fires resulting from these methane accumulations have led to severe and fatal injuries to the miners. Most recently, this was demonstrated in the explosion of the Upper Big Branch Mine in West Virginia, where 29 miners lost their lives.The paper also reviews current research on numerical modeling of gas flows in longwall gobs and outlines how targeted injection of nitrogen into gobs can effectively reduce the volume of such explosive methane zones. The paper concludes that comprehensive monitoring of gas compositions, along the accessible fringes of the gobs along with inertization, improved ventilation schemes and further research are necessary to control this explosion hazard and make mining operations safe.

The level of automation employed in flotation production is relatively low. In an actual concentrator, operators use their judgment to adjust the production state based on the visual characteristics of the flotation froth surface. There are shortcomings, such as strong subjectivity and lagging process operation, that easily cause the waste of manpower and material resources. Machine vision technology is introduced to replace human visualization, achieving a quantitative description of the visual characteristics of the froth surface. The state variable parameters are provided for the identification of the flotation conditions.

INTRODUCTION At some point in the design and development stage of a mineral venture, the assay laboratory building, its interior layout, and major pieces of analytical equipment must be specified for construction or purchase. Even the most experienced chemist would have difficulty in proposing useful specifications without a good deal of investigation into the kinds of analytical tasks that the laboratory will be expected to address, the probable workload, and the operating time constraints. This chapter will provide a logical approach to laboratory design that starts with such an investigation. Specific examples throughout the chapter are drawn from the author's tenure as Chief Chemist at Barrick Mercur Gold Mines, Mercur, Utah, from 1982 to 1985. It is necessary to understand the nature of a modern production laboratory, and to recognize that its operations bear more resemblance to its parent processing plant than to a research, teaching, or custom analytical laboratory. The assay lab is a processing facility unto itself, where samples and reagents are the raw materials, and assay results are the final product. Its most efficient operating mode is as an assembly line, treating samples in a nearly continuous flow. Nevertheless , there are important differences between the lab and the process plant. The products - assays - are individually unknown quantities until they are "produced.' This can vastly complicate quality control compared to the process plant. Capital costs are general 1 y small compared to the plant, but the ratio of operating costs to capital costs for a laboratory is often very much higher than for the plant. This is due to the labor intensive nature of analytical work. For instance, during Fiscal Year 1984 at Barrick Mercur Gold Mines, labor costs for the laboratory staff represented about five percent of the total labor budget, while the laboratory building and equipment represented only about six-tenths of one percent of the original start-up capital. Failure to recognize both the similarities and differences between laboratory and plant operations is the foremost cause of difficulty encountered in designing a laboratory. The

The Barrick Bullfrog underground mine was established as an afterthought to the main open pit. As open pit ore dwindles, the underground mining becomes increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines, and there is a strong move towards underground mining in the United States today. There are inherent problems in starting and operating underground mines in the shadow of any open pit operation, and at the Bullfrog there were several attempts at productive increases that were both successful and unsuccessful.

The extraction and recovery of gold from copper electrorefining slimes by leaching and solvent extraction using dibutyl carbitol (DBC) has been practiced for several decades. Yet, the deportment of some common elements in this process has not been reported. The focus of this paper is to report the behavior of copper, bismuth, silver and selenium during the processing of industrial solutions by batch and continuous extraction on the laboratory scale. It was found that DBC, while an excellent extractor of gold from a highly oxidative chloride leach solution, also loads significant quantities of Cu, Bi, and Se. Silver was not present in significant quantities in the leach solution nor did it load appreciably. The deportment of gold and impurities are reported for batch and continuous operations of a two-stage extraction process using distribution ratios and separation factors.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

Deep-sea manganese nodules are considered to be potential ores of manganese, nickel, cobalt, and copper. Considerable time, effort, and funds have been applied to the study of Se distribution of nodules on the sea floor and the location of economically important areas, but little effort has been spent in understanding the origin of nodules. Most theories that have been proposed to explain the origin of manganese nodules have been based on inorganic physicochemical processes. It is not by coincidence, however, that the area considered to be most economically feasible is in the zone of high biological productivity in the eastern equatorial Pacific Ocean and underlain by siliceous biogenic sediment. The genesis of manganese nodules and the concentration of many trace elements are intimately associated with biological processes.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. "In recent years the gold mining industry has been challenged by declining metal prices as well as having to treat ores that have low grades and are refractory in nature. Many factors must be considered when metallurgical studies are designed to develop process design criteria for these type of ores. These factors are mostly related to the mineralogical and chemical compositions of the ores, the geological setting of the deposit and how the ore/waste will be mined, such as whether openpit or underground, the mine schedule, and the mine fleet type and capacity. The purpose of this paper is to provide an experience-based practical approach to how to select and characterize test samples as well as devise process development metallurgical studies for both oxide and refractory gold ores, and to provide insight into some of the matters that might go wrong during the course of the studies. This paper is intended as both a guide for someone new to the field and also as a reminder for those familiar with the field. IntroductionThe recent decline in ore grades and metal prices have challenged mining companies to reduce capital and operating costs associated with developing new mineral resources. In some cases, metallurgical studies have been sacrificed to prevent cost overruns resulting in inadequate mineralogical, chemical and metallurgical characterization. Consequences have included longer construction schedules, higher initial and working capital, higher operating costs and less than desirable plant performance (Whincup, 2010; Torres, Chaves and Meech, 1999).Mineralogy, geology, mining type and sequence, and the metallurgy of an orebody will determine the process development metallurgical study requirements and eventual process plant design. Therefore, once the geologist has an early indication of a prospective orebody, geologists, metallurgists, mining engineers, and social and environmental responsibility scientists should convene and devise a plan on how to exploit the orebody economically (Lunt, Ritchie and Fleay, 1997).Geologists may find a prospective orebody solely based on grade. However, if the orebody cannot be mined and processed economically, then it is deemed not to be a deposit. An example of this could be a refractory gold deposit, either sulfidic, carbonaceous or siliceous refractory or any combination of those, that may not be mined and processed economically due to reasons such as the physical location of the deposit, depth of the ore lode, or social and environmental concerns. Therefore, an early collaboration between all disciplines must be established.Each orebody may have its own unique mineralogical, geological and chemical characteristics (Guresin et al., 2012). These unique characteristics should be effectively sampled to reduce risks associated with process design and engineering efforts for the process development metallurgical studies. If the sample or samples are not representative of these unique characteristics, then the studies performed will be pointless. The project metallurgist in charge of conducting metallurgical studies should also possess general geology, mineralogy and mine engineering knowledge. Recommended readings are a book on understanding mineral deposits by Misra (2000) and articles on heap leach development by Scheffel (2014a and 2014b)."
