In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies, including a fire or explosion, a massive roof collapse, mine inundations or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training.

This paper presents the results of an investigation into the effect of pore pressure regime on the factor of safety (FS) and the anticipated critical failure mechanism for a fly ash storage facility. In this study, pore pressure measurements from standpipe piezometers and pore pressure estimated from seepage analysis were used for a comparison of the estimated FS for a fly ash slope. This comparison was applied for static and seismic scenarios. To account for the uncertainties resulting from the limited data available and support a qualitative risk assessment evaluation, a probabilistic analysis was performed. The slope stability analysis was conducted in 2D and 3D, adopting the limit equilibrium analysis approach, and a finite element seepage analysis. The results suggest consistency of failure surfaces for 2D and 3D and an increase in FS values of 5 percent for the 3D approach, limitations of standpipe piezometers. The study demonstrated the sensitivity of the FS value, and the implication of adopting representative material properties, and water table levels, especially in cases where limited data are available, and assumptions need to be made to assess the long-term stability of a fly ash dam facility.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

At the 25th Peruvian Mining Convention, the start-up of Antamina was called ?the mining event of the year.? Antamina, one of the largestcopper-zinc mines in the world, began operations in May 2001.Augusto Baertl is Executive Chairman of Compañía Minera Antamina, the operating company. He said in a convention address that Antamina would be in full production in 2002. ?I would like to stress that Antamina is, in every respect, a highly stringent operation, as it intends to be the Peruvianmine of the future,? Baertl said. ?Antamina has set the target of being, and remaining throughout time, a model mine as to technology, environmental practices and social responsibility.? [ ] In the areas of technology and operations, Baertl noted that ?we have incorporated the best engineering design available and state-of-the art technology for mining, grinding and transportation processes, among others.? In the environmental area, he said that ?we have carried out careful environ-mental impact studies and have incorporated modern technologies and methods to control and minimize any environmental impact.? In the social field, Baertl noted that ?our relationship with neighboring communities is being developed under the premises of the social responsibility philosophy.? These include popular consultation processes, environmental committees and conciliation discussion committees. The purpose, he said, is to encourage communities located within the area of influence of the project to find and lead by themselves their path toward sustainable development, beyond the life of the operation itself.?

When Caterpillar announced that it had purchased Bucyrus for $8.8 billion, it was billed as the next great chapter in the history of mining. Surely, when the history books are written, it will be remembered as a deal that changed the face of the mining equipment sector, and it could well be a major milestone in the path toward autonomous mining in the future. In the short term, the deal is a clear indication that the world?s largest equipment maker is bullish on the mining sector. The purchase of Bucyrus allows Caterpillar to expand its mining interest to six product segments (underground, surface extraction, large mining trucks, surface material handling, hauling products and growth markets) with 16 product lines to serve the mining industry. But the commitment doesn?t end there. According to Steve Wunning, president of Caterpillar?s resource industries group, which includes Cat?s global mining division, the commitment to mining goes far beyond the acquisition of Bucyrus.

Productive and beneficial use of reclaimed surface-mined land is a concern of industry, government, and the general public. An investigation was conducted of current mined-land planning practices to aid in the development of a procedure for evaluating postmining land use potentials. This investigation considered both the industry and public planning approach to mined-land planning and was based primarily upon three case studies conducted in various regions of the United States. The site planning process that was developed during the investigation is iterative in nature and has been designed specifically for the mining industry. It centers around preliminary studies and data collection, development of land use alternatives, and the evaluation of alternatives. Use of this process facilitates the evaluation of economic, environ- mental, and social impacts of postmining land use alternatives. In this paper, the process is presented along with a description of its development, application, and significance.

In comparison to many mineral commodities, barite has a low unit value. It is mined and sold in low volumes in high-grade (90-98% BaSO4) forms to basically one industry that uses approximately 75% of the free world production. Based upon the above criteria, all factors must be considered in determining if a barite deposit is economical; such as, the type of deposit, mining and milling methods required, transportation to the markets, tariffs, local political conditions, etc. In other words, barite mines are made--not found. The length of this paper precludes any indepth discussion of geology, mining and metallurgy of barite. Most of this information can be found in data already published, such as D. A. Brobst's bulletin1 on the Barite Resources of the United States.

Kerr-McGee Coal Corporation has used diesel face haulage and support equipment at its dual-seam Galatia Mine in Southern Illinois since production activities commenced in 1983. The mine began production from its lower seam, the Harrisburg No. 5 coal seam, in October 1983 and from the upper Herrin No.6 coal seam in April 1985. Before production began, the company developed a program designed to make use of the flexibility offered by diesel equipment. While productivity was an important goal, the top priority of the program was to provide a safe and healthy work environment for the miners. Management believed that high productivity would naturally follow. History has proven this belief to be true.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

Mine gob has long been a safety concern in the coal industry due to the air flowing through the gob area. Therefore, knowledge of the airflow distribution and locations of hazard zones in longwall gob is important to prevent and control these hazards. Due to the inaccessibility of mine gob, many numerical studies have been performed to simulate gob air leakage using computational fluid dynamics (CFD) programs, but most of the studies isolated the gob from the mine ventilation network (MVN) with only predefined pressure boundary conditions. The MVN is, in fact, not static in a dynamic longwall mining process, and it consequently changes the boundary conditions and the gob flow field (GFF). Therefore, the MVN should be incorporated in the CFD model to prescribe the transient boundaries. However, it is very challenging to couple the 1D MVN and the 2D/3D GFF to make the mine ventilation simulation realistic. This research uses a proposed novel finite tube method (FTM) to couple the MVN and GFF. In the FTM, the GFF is discretized into a finite number of flow tubes, each of which is formed by two adjacent streamlines. These tubes connect the MVN into a new coupling network. Based on the FTM, a model for gas migration in gob is established for delineating the hazard zones of explosive methane concentration and spontaneous combustion.

In this study, the vibration exposure of excavator operators working regularly in 25 different natural-stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10 to 25.95 percent. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone’s physical-mechanical properties, such as uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity were determined to be more than 70 percent. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81 percent risk of hand-arm vibration. To increase awareness of the danger of vibration exposure for natural-stone miners, training programs should be provided, and technical and operational changes should be implemented.

IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.

"The McCook Main Tunnel system consists of a 10-m (33-ft) finished diameter, 490-m (1,600-ft) long, hard rock tunnel constructed from a 27.5-m (90- ft) diameter and 92-m (300-ft) deep main gate and tunnel construction access shaft. The gate shaft houses six, high-head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steellined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir.The construction of the tunnel system has been divided into two contracts. The gate and construction access shaft was completed in August 2011. The tunnel excavation and concrete and steel lining was completed in September 2014. The remaining and undergoing construction include the tunnel connections to the reservoir and the Mainstream Tunnel and installation of gates and hydraulic cylinders. This article focuses on the live connection of the McCook Main Tunnel to the Mainstream Tunnel that was initiated in November 2014 and will continue through the seasonal drier weather conditions in Chicago approximately from October through April. Chicago TARP systemThe MWRD has been addressing combined sewer overflows (CSO) and flooding in Chicagoland since the late 1960s and formally adopted the tunnel and reservoir plan in 1972 to protect the region’s most precious drinking water supply, Lake Michigan. Phase I of TARP, which included construction of 175 km (109 miles) of deep storage and conveyance tunnels with diameters up to 10 m (33 ft), was completed in 2006. In addition to protection of Lake Michigan from CSO discharges, Phase I resulted in substantial improvements in surface water quality as well as the quality of life for lake and riverfront communities in Chicago. Water quality improvements and flooding mitigation will be further enhanced as Phase II reservoirs are placed in service, including the three large reservoir systems, McCook, Thornton and Majewski (Fig. 1).The McCook Reservoir is the largest reservoir in the TARP system. Once completed, this $700-million reservoir facility will receive 38 billion L (10 billion gal) of CSO and flood water via the McCook Main Tunnel, which connects the TARP Mainstream Tunnel to the McCook Reservoir, and from distribution and Des Plaines inflow tunnels which will bring flow from the Des Plaines Tunnel of TARP."

"The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

Speed and torque control of standard A.C. induction motors can be accomplished using a variety of devices ranging from mechanical, hydraulic, and electrical. Also, the motor can be specified as an A.C. wound rotor or D.C. motor using the associated controls. Normally, any one of these drive types can be adequately used to provide the torque control necessary to accelerate a conveyor belt system. The selection will depend on the economics, experience, and preference of the designer or end user. These drive types will be presented from a functional and performance viewpoint to assist in the understanding of the available technology.

With the depletion of mineral resources and the growing demand for metal resources from industrial development, the recovery of metal resources from secondary resources has attracted increased attention. Among all secondary resources, spent catalyst is one of the most important as it contains valuable metals such as vanadium, nickel, molybdenum, cobalt, and aluminum. Compared with the extraction of metals from minerals, the recovery of valuable metals from spent catalysts has the advantages of a simple process, a short production cycle, lower investment cost, and less environmental impact.

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.
