The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. The Flat Gap Mine is on Copper Ridge in the Appalachian Valley of East Tennessee, Large zinc orebodies occupy zones of solution and collapse breccias in lower Ordovician Kingsport limestone and dolomite, The principal ore mineral is sphalerite and the principal gangue is dolomite, The orebearing horizons are considerably more than 95% covered by thick residual clay, and geochemical prospecting under these conditions is an effective exploration technique which played an important role in the discovery and exploration of the Flat Gap Mine, The residual nature of the over-burden at Flat Gap is emphasized, Background heavy metals (mainly zinc) range from 50 to 200 ppm, and the anomalies range to 3000 ppm and more, About 80% to 9W0 of the soil zinc is in relatively insoluble form in solid solution with the hydrous iron oxides and in the crystal lattice of the clay minerals. Quite discrete zones in the soil with sharply contrasting metal value boundaries mark vestiges of bedrock mineralization, and such anomalous soil areas are often contiguous with partially weathered ore. It has not been possible on the basis of chemical criteria to distinguish between an anomaly formed from non-commercial mineralization and one formed from ore.

INTRODUCTION The heavy risk inherent in all underground construction projects contributes significantly to the high cost of transportation tunnels. First, the knowledge of this risk leads the engineer to design conservatively. Second, the cost overruns are still common with a high proportion of them originating from corrective measures needed when unforeseen problems develop during excavation. These unforeseen problems includes - encountering unexpected objects, materials and water conditions - experiencing an unforeseen behavior of the materials - damaging property beyond the expected range of influence of the tunnel construction. To minimize these expenses, more emphasis is being placed on well planned and interpreted site investigation programs in the final design and planning stages of the project. It is well known that the cost of a planned excavation is less than the cost of dealing with the same conditions when they are encountered unexpectedly. Therefore, the objective of site investigation is to provide a complete set of reliable data for designers and contractors that is continuous along the projected tunnel alignment. Two alternatives axe available to achieve this objective; - for shallow tunnels, it is often feasible to generate continuous data by drilling appropriately spaced, vertical bore holes and applying sensing techniques for interpolation (1, 8). - for deep tunnels, or certain urban tunnels under existing structures, closely spaced, vertical bore holes are not feasible except for narrow zones at the portals. In such cases direct horizontal penetration may be required that may be complemented by radial sensing to extend the range of information.

The grinding of coals for coal preparation has been studied extensively by previous investigators, but no similar work has been done on coal lithotypes (l-4). However, the different natural breakage characteristics of coal lithotypes have been recognized and utilized by the coal industry (5,6) to develop the Longway Burstlein process (7) for the concentration of macerals(8). The specific objective of this research was to determine the relative grindability of lithotypes, obtained from both anthracite and bituminous coals. An attempt was made to relate the findings, wherever possible, to the chemical and physical properties of the tested lithotypes. Another aspect of this research was to ascertain the size distribution and grindability of lithotypes ground at a various number of revolutions in a Hardgrove mill.

The U. S. Bureau of Mines conducted a multi-faceted geomechanics research project at a bump-prone longwall coal mine in eastern Kentucky. This mine presented a unique opportunity to study coal mine bumps in that the problem appeared to be confined to areas beneath a sandstone channel of limited areal extent. The Bureau's research plan sought to exploit the uniqueness of the site by monitoring strata behavior and longwall support reactions as the longwall face approached and passed beneath a sandstone channel. The study incorporated static pillar stress and strata deformation measurements, shield support leg pressure measurements, and microseismic monitoring as well as geologic mapping and the collection of observational data. Data collection was underway when a major coal bump occurred on the longwall face at the mine. Pillar behavior (load and deformation), shield loading, and microseismic activity were monitored prior to, during, and after the bump. Observations in the tailgate indicated that these pillars were failing prior to and after the face bump. Shield load data which were evaluated in an effort to identify trends which could be used to forecast coal bumps appear to provide a measure of the effectiveness of destressing operations conducted on the face (e.g. shot firing). Analyses of microseismic data revealed anomalous values associated with microseismic "energy" prior to the face bump. In addition, microseismic source location data and underground observations provided some insight as to the sequence of pillar and face bumps.

Brockway Glass Company, Inc., manufactures glass containers at fourteen plants located in nine states. The relatively high place value of the major glass batch components dictates that raw material supplies be obtained from numerous sources in the United States and Canada. One objective of our central composition control program is to arrive at a glass composition with similar physical properties at each of our plant locations. This requires that adjustments be made in the batch compositions to compensate for chemical variations from one raw material source to another. Minor chemical variations will occur in sand, limestone, and dolomite from one source to another. Major variations are present in the alumina sources because of the diverse rock types utilized.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. Rock thermophysical properties, i.e. heat conductivity and thermal diffusivity, were obtained for reference values at the Waldo Test Mine for mine fire simulation purposes. An in situ measurement method was chosen since it could include the effect of rock fractures. The REKA method (Rapid Evaluation of k and alpha) was used because it can measure conductivity (k) and diffusivity (alpha) simultaneously within an eight-hour measurement period. A total of six measurements were taken in three different holes, and at two different depths from the collar of the hole. Each measurement provided an averaged conductivity and diffusivity for a volume of rock of approximately one cubic meter. The boreholes were driven into the upper and lower limestone, two at right angles to and one parallel to, the stratification of the rock. Significant representative conductivity and diffusivity values were obtained for the whole mine by averaging the six measurement results. The thermal properties for the band of shale in between the two limestones were not measured in situ, but only in the laboratory. Problems were encountered in the evaluation because of unexpected heat conduction on one side of the symmetrically built probe. A modification was made to the previously developed evaluation method together with further testing and correction, before the final results were obtained. As expected, the in situ and lab- oratory measured values of k and alpha compared favorably, since the in situ rock was dry and relatively unstressed.

Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. The most widely used machines for grinding coal to the sizes prescribed for the pulverized coal firing of furnaces, boilers, and kilns are the vertical ball-race, roller-race and roller-bowl types of mills. However, the increased use of coal has led to an increased use of tumbling ball mills for coal grinding. Specifically, air-swept ball mills are now a part of many dry pulverized coal firing systems, offering the advantages over vertical mills of lower maintenance costs and the ability to handle strong or abrasive (high ash) coals. The current use of wet ball mills is to prepare coal-water slurries for direct combustion, although in time they may also find routine application for preparing slurry feed for coal gasifiers. In either application, wet ball mills ofer the advantages that coal grinding and wetting can be accomplished in a single step, and that the mills are readily used with fine wet screens to assure top size control in the slurry product. The simulation of tumbling ball mills with mathematical models has reached a fairly advanced stage, but the concepts have been applied only recently to coal grinding. As this paper will demonstrate, however, significant progress has been made in the use of models in ball mill circuit design for coal grinding. Included is a description of the techniques used for simulation, recommended parameter estimation methods, and demonstrations of process engineering calculations for large scale coal grinding circuits.

The Kamyr countercurrent tower leach process consists of a true countercurrent leach ?with a flocculated ore and fibre mixture entering the top of the tower and a cyanide solution or alternative lixiviant as well as a barren wash solution entering the bottom of the tower. It offers the possibility of including the entire leaching, solid-liquid separation and clarification processes into one unit or tower as opposed to the multiple leach tanks, filtration and clarification sections required in a conventional leach and precipitation plant. The tower process has been demonstrated in the laboratory and found to be effective for leaching gold, silver and other amenable ores. Based on laboratory results, Gencor and Kamyr have jointly constructed a 200 ton per day pilot plant in order to prove the process on a larger semi-production plant scale.

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

This paper compiles the research work conducted by the Spokane Research Laboratories in the investigation of shotcrete within underground mines to the applied design of ground support for the operator. It looks at the design methodology in terms of employing shotcrete as a fabric to confine the rock mass between the individual bolts as dictated by empirical charts. The failure mechanism in terms of its implication on design is presented with respect to the design of 6m wide tunnels for temporary and permanent openings within weak rock masses. This is reflected by field observations that relate laboratory tests to the onset of failure for the operator in order to provide guidelines for design and monitoring. This is coupled with guidelines for safe entry in terms of cure times as well as the understanding of the behaviour of the shotcrete in terms of fibres and the overall strengths that result with respect to the design of the mine openings. This enables the operator to better understand his workplace thereby provide a safer work environment.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral-property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive-industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM's MICA subdivision organized the VALMIN `01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN '01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB were expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 1/4 to 1/2 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.

Placer Dome Canada owns and operates the Campbell Mine at Balmertown, in the Northwestern corner of the Province of Ontario, Canada. The mine operates at 1500 stpd and produces in excess of 300,000 oz of gold annually. Recent changes to the gravity concentration circuit have resulted in a 10-15 % increase in gravity recovery. The circuit changes responsible for these improvements will be the focus of this paper.

The theoretical model based on fluid mechanics, in conjunction with the laser-Doppler velocimetry (LDV) measurements, elucidate the size-classification mechanisms in an industrial hydrocyclone. The model has no adjustable parameters and involves solving the Navier-Stokes equations to predict the liquid-phase velocities. The spatial-concentration gradients were determined considering the particle phase in the Lagrangian frame and the classification curve was determined by balancing the forces acting on the particle. The force balance requires liquid velocities, which in turn depend on the local volumetric concentration of the particles. Hence, complete modeling work involves coupling both the concentration and liquid-phase velocity calculations until convergence is reached. Finally, the experimental and predicted classification curves were presented for 250-mm hydrocyclone operating at high-percent solids.
