INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

Safety and health are fundamental values at Barrick Goldstrike. An effective safety and health program protects employees, controls costs and increases productivity. Barrick Goldstrike believes that all occupational injuries and illnesses can be prevented and that safety must be the responsibility of every employee on the property. Safety and health must be thoroughly integrated with the company's efforts to maximize production at the lowest reasonable cost. The goals of safety and production are not mutually exclusive. They must work together to achieve safe production. Barrick Goldstrike began to mine the Betze deposit in 1987. From 1987 to 1992, Barrick employed a traditional safety system using safety specialists on each crew. These specialists were responsible for ensuring that the work areas were safe and that employees were properly protected and trained in safe work procedures. As the work force increased, it became apparent that this system was not the most effective method of ensuring safe production. In 1992, Barrick Goldstrike implemented a loss control program. It was modeled after the International Loss Control Institutes's (ILCI) International Mine Safety Rating System. This program was based on the philosophy that safety is a management responsibility. It can be managed in the same manner that production and cost issues are managed. Under the loss control system, safety needs are identified and evaluated. Programs with performance standards are developed and implemented and the activities and results are regularly monitored. Between 1992 and 1996, Barrick Goldstrike worked at developing and improving its safety management systems. These efforts had a positive return. The incident rates began to decline as these improved systems were implemented. Studies were undertaken in early 1996 to evaluate the effectiveness of the safety and loss control programs in reducing accidents. The studies showed a strong correlation between the implementation of the loss control programs and the resulting reduction in all accidents. Studies in the process division revealed that Barrick had experienced reductions in personal injury accidents from the projected number that could have been expected had no changes been instituted. These reductions ranged from 39% in 1993 to 59% in 1995. These reductions from the projected rates held true for all types of accidents; personal injury, property damage and Mine Safety and Health Administration (MSHA) reportable.

The world's largest hydraulic excavator was recently introduced at Syncrude's North Mine at Fort McMurray, Alberta, in Canada. O&K's 826t (910-st) behemoth RH400, with a 42-m3 (55-cu yd) bucket, is capable of loading 72.5 t (80 st) in one pass. Syncrude's Alberta operation is the nation's largest single source of crude oil. It is also the world's largest producer of oil from oil sands. Syncrude produces 205,000 bbl/day, expects to increase production to 225,000 bbl/day by 1999 and to 320,000 bbl/day by 2005. That translates to 73.5 million bbl of Syncrude Sweet Blend (SSB) produced in 1996, 82 million bbl in 1999 and 114 million bbl in 2005. The North Mine is a new development that will replace the current East Mine, to be depleted of oil sand by the end of 1999. The North Mine will feature hydrotransport, a new and unique method of transporting oil sand from the pit to the process plant. Oil sand from the truck-and-shovel operation will be processed through a double-roll crusher and placed in a cyclofeeder where it mixes with hot water. The material is then screened and transported by pipeline to the extraction plant. Hydrotransport will replace conventional conveyor transport for moving raw product from the pit. Mine development will also use two 290-t (320-st) haul trucks to compliment the fleet of existing 218-t (240-st) trucks.

The segregation process has been known for many years and applied industrially for the treatment of various refractory copper ores. The principles of the process are briefly reviewed; the process was tested in the laboratory on two copper-cobalt oxide ores from Gecamines, Shaba Province, Zaire. Various parameters of the process, such as segregation temperature, dosage of reducing and chloridizing agents and flotation conditions were inyestigated. Experimental results have shown that the segregation of copper could proceed satisfactorily at low temperature (1000° K) but that of cobalt required higher temperature and higher additions of reducing and chloridizing agents.

Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

INTRODUCTION The requirements of mine ventilation demand the constant attention of the mine operator. Just as the physical mine structure changes with time, the ventilation requirements of a particular mine change considerably from season to season and even from day to day. No ventilation system can remain adequate indefinitely; and all systems require monitoring and adjustments to achieve proper ventilation. Instead of being given fore- thought and planning, mine-ventilation systems too of- ten are erected hastily, merely to correct an already un- healthy situation. The usual result is an inefficient and costly system that, in some instances, may prove in- effective in providing fresh air to the point of need. The ventilation of mines is a combination of both art and science. The fluid that must be moved is in- visible; its properties change drastically with temperature, barometric pressure, and humidity; and the methods of measurement are not precise. In part, ventilation engineering must rely upon the art of good industrial ventilation experience and sometimes even the trial-and- error method. However, the properties of air can be determined with relatively inexpensive equipment; with some care, measurement accuracies within 5% of the actual values can be obtained. Thus the art of ventilation gradually is being supplanted by improved engineering practices. Although the direction of flow and the volume may not be predicted correctly by airflow equations in every situation, it is better to try to predict the behavior of a given ventilation before installation than to proceed blindly with a system design. When used with the discretion that comes from education and experience, the basic laws of ventilation can provide sub-stantial insight into the design of an air-handling system; and they can prevent wasteful or even dangerous designs from being installed. Since the mine operators who read this text will have varying amounts of exposure to ventilation theory, the basic laws of airflow and of mechanical ventilation are presented in the first section. The emphasis has been placed on the interpretation and use of fan characteristic curves that are supplied by fan manufacturers. Considerable information can be obtained from these fan curves, particularly when they are used with a graphic model of the mine, drift, or duct in which the fan or fans are to be installed. A few minutes spent comparing the various characteristic curves can help the designer obtain the correct fan for the job. However, the under- standing of a few fundamentals is necessary; and this text has been prepared to provide ample and understandable information in a "how-to" style. In subsequent sections of this text, more down-to- earth subjects will be covered, including the problems of air recirculation, relative merits of installing fans in series or in parallel, expected maintenance requirements (vibration, lubrication intervals, etc.), fan noise and some remedies, effect of an inlet bell on the fan per- formance, basic air-measurement techniques and equipment, and similar miscellaneous items. Although this text is not intended to be a comprehensive bible of mine ventilation, it has been prepared as a guide that provides some useful information to individuals responsible for the quality of the underground environment. Every person working underground is en- titled to the safest environment that can be provided within the limitations of existing technology and at a reasonable cost. Utah's abundant industrial rock-and-mineral resources support a relatively small but important sector of the State's economy. In 1983, six of the top 10 nonfuel mineral commodities (by value) were industrial commodities. Portland cement was ranked fourth, potash fifth, halite sixth, phosphate seventh, construction sand and gravel eighth, and lime tenth. Portland cement was produced by three operators, principally from the Jurassic Twin Creek Limestone. Potash was produced by three companies from Pennsylvanian beds in the Paradox Basin, surface brine of the Great Salt Lake, and subsurface brines of the Great Salt Lake Desert. Halite was produced by eight operators, primarily from surface brine of the Great Salt Lake. Additional production came from salt beds in the Jurassic Arapien Shale, solution mining of the Pennsylvanian Paradox Formation of the Hermosa Group, and subsurface brines of the Paradox Basin. Phosphate was mined by one company from the Permian Meade Peak Phosphatic Shale Member of the Park City Formation. Construction sand and gravel were produced by dozens of operators, primarily from Quaternary Lake Bonneville beach and nearshore deposits. Lime was produced by four operators from Paleozoic formations in the Basin and Range physiographic province of Utah. The future production of these and other industrial commodities, though individually uncertain, is expected to increase gradually as a group. Factors favorable for the future of the industrial commodities industry in Utah include large to almost unlimited resources for the major commodities, a healthy projected population growth, an abundant local supply of relatively inexpensive energy from coal and natural gas, and a favorable corporate tax structure and business climate.

INTRODUCTION Column-type supports are used to prevent roof falls in underground excavations. The first individual column supports were made from timber that was cut to fit the irregular heights of mine seams. Because the seam height of the material removed varied throughout the mine, timber posts generally could be used only once. During the I 920s, steel friction props began to appear in British and European mines, and, by the 1950s, thousands of these props were being used. However, the steel friction props were heavy, difficult to install, and difficult to recover. Furthermore, the friction props could not be preloaded, and their yielding behavior was rather erratic. In 1946, hydraulic props were introduced in En¬gland, and, within a few years, they replaced friction props throughout Europe. The first application of hy¬draulic props in the United States occurred in the 1950s, during early experiments with longwall mining. Modern technology and high-production mining procedures have combined to make the use of hydraulic props a very acceptable method of providing temporary heavy-duty support for production areas. In areas such as development headings, where only modest roof loads are expected, lighter-duty jackscrews, ratchet jacks, and light hydraulic props are used. ADVANTAGES OF HYDRAULIC SUPPORTS The acceptance of hydraulic supports has been wide¬spread during the past 25 years, proving their reliability and effectiveness in preventing roof falls. Some of the advantages provided by hydraulic supports are: 1) Individual hydraulic props can be installed within 30 sec, resulting in a minimum exposure of per¬sonnel and equipment to an unsupported roof. 2) Hydraulic props can be preloaded to more than 4.5 t (5.0 st), increasing the frictional resistance between the rock strata. Thus, the roof is kept tight, improving the behavior of the unsupported ground. 3) If gradual roof sagging or bottom heaving im¬poses an irresistible force, the hydraulic prop yields gradually and continues to support the ground. 4) The support capacities of the hydraulic props most widely used range between 10 and 20 t (11 and 22 st). Their support capacities are maintained during yielding to an irresistible force. 5) Hydraulic props can be recovered rapidly. Where no other supports are provided for the roof, as in pillar¬ing operations, the hydraulic props can be recovered by remote means. 6) The length of hydraulic props is readily adjust¬able allowing them to be reused in seams where roof height varies. 7) Studies of mining operations indicate that the use of hydraulic props increases both personnel safety and mine productivity. INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

This paper addresses the effects of using jet fans as booster fans in mine ventilation networks. A method was developed to determine the pressure generated by jet fans using the momentum theory. The influence of a reduction cone and other ventilation parameters on the jet fan pressure was analyzed. Verification experiments conducted in the Waldo Mine are described. Examples are given to demonstrate the conditions for the effective use of jet fans.

Retech's Plasma Arc Centrifugal Treatment (PACT) system is a thermal technology that uses heat generated by a plasma torch to treat hazardous waste containing metals and/or organics. Metal bearing solids and soil are melted by the process, and organic contaminants are thermally destroyed. The molten material forms a hard, glass-like leach resistant mass after cooling in a mold. This paper discusses plasma processing in general and presents some results of treating mineral processing wastes using the plasma arc centrifugal treatment process.

With increased levels of automation, capitalization, and empowerment of citizens, the traditional axis of labour versus capital or national government versus capital, upon which the allocation of benefits from a mining project was traditionally based, has shifted primarily to a capital versus community axis. In light of this paradigm shift, it is critical for the sustainability of mining that economic indicators be considered at the pre-feasibility, feasibility, and permitting stages of a project. Such indicators should emphasize the ?ripple effect? of the economic impact of a capital-intensive mining investment on a region due to outsourcing, as well as the diversified spin-off opportunities and the technological advances that can be exploited by local communities.

Steel-fiber-reinforced-shotcrete (SFRS) methods of testing and the wording of specifications vary from country to country. In the USA ASTM C1018 is widely used. The Canadians have taken a close look at C1018 and point out that exact determination of the first crack is very subjective, and they propose a method of design that eliminates this variable. The Europeans (EFNARC) have taken the principles of testing a step further than ASTM C1018, and have added a new step in measuring the effectiveness of SFRS. EFNARC uses an "energy absorption" of a plate loaded in its center, in addition to the principles of C1018. The principles of SFRS design are also used in Japan, Norway and elsewhere.
