I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Extensive gravel deposits exist within a six-county area in the mountains surrounding the Salt Lake Valley, and in the mountain ranges to the west. The six-county area includes Davis, Salt Lake, Summit, Tooele, Utah, and Wasatch Counties. The majority of these are beach deposits from prehistoric Lake Bonneville. However, real estate development associated with a projected population increase of 54 percent over the next 20 years is expected to remove most gravel deposits in Salt Lake County from consideration for mining, forcing gravel operations to relocate from eastern Salt Lake Valley to the Oquirrh and Stansbury Mountains farther west. The gravels in these ranges are of lower quality and require additional processing to manufacture asphalt and concrete. Replacing gravel resources along the Wasatch Front with resources in the Oquirrh and Stansbury Mountains over the next 20 years has the potential to increase construction costs by nearly $1 billion. The majority of this cost (82 percent) is the result of increased transportation costs due to longer distances to market. The remainder of the cost is attributable to lower quality gravels that will require additional processing in the manufacture of asphalt and concrete. The following analysis and discussion does not take into consideration the amount of crushed stone that is currently being used in the construction industry in northern Utah, its use as a substitute for lower quality gravels, or as a factor in the base case projection.

Mineral sands mining for ilmenite, rutile, and zircon will disturb over 2,500 ha of prime agricultural farmland in Virginia and North Carolina (USA) over the next 20 years. Mining of the Virginia deposit was initiated in 1997 and approximately 750 ha have been disturbed to date with approximately 150 ha reclaimed to support a mix of agricultural post-mining land uses. While considerable university research and corporate effort were devoted to developing environmental management systems and reclamation protocols for these lands, specific indicators of sustainability and restoration success were lacking. By 2003, it became apparent to the mining operator (Iluka Resources), local land-owners/farmers, local government, and the regulatory authority that testable indicators of reclamation success were essential for long-term sustainability. Virginia Tech worked cooperatively with all stakeholders to review the pre-existing research base and to propose reasonable expectations of post-mining soil productivity levels. The state regulatory authority reinforced its position on a number of associated issues including necessity of topsoil return and specific comparative crop yield targets. Virginia Tech, Iluka Resources, and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45-ha research demonstration farm where the effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Corn and wheat yields in 2005 and 2006 were significantly above county average yields (regulatory target level) and approximately 75% of undisturbed adjacent prime farmlands. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. The application of computers for control purposes in hydrometallurgical processes is not as well-established as in mineral processing plants. This is not only due to the comparatively new development of large-scale application of hydrometallurgy and the relatively small number of operating plants, but also due to some of the basic dynamic characteristics of hydro- metallurgical processes., Basically there is little difference in the development and application of digital control techniques in hydrometallurgical plants from those techniques widely in use throughout the chemical process industry and in nonslurry applications; particularly for those cases involving liquid streams only, the primary sensing elements are essentially the same. On-stream X-ray fluorescence analysis is a well-established method for determination of metal content in the process streams, and standard equipment is used for the measurement and control of pH, flow, density, temperature, pressure, and other variables. Nevertheless, the high proportion of corrosive slurry streams at elevated temperature and pressure poses a challenge to the instrument engineer concerned with developing long-life, reliable instrumentation. One major difference and potential problem area in developing control systems for hydro- metallurgical processes is related to the very long time constants which are common in the larger plant. In these circumstances, it is important to define the overall control objectives very carefully and be prepared to allow for considerable drift in intermediate variables. In larger projects with many control loops the general advantage of lower costs compared to conventional analog instrumentation can be confidently expected. Also in most cases, the process analysis necessary to design and specify a comprehensive computer control system and the increased operator involvement in implementing digital control systems yield additional benefits due to the increased understanding of the dynamic characteristics of the process.

The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for con¬tinued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. . The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950; the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. The extensive use of heavy-duty diesel engines in underground mines has raised concerns about the potential adverse health effects to miners exposed to diesel particulate matter (DPM) which contains mutagenic and carcinogenic organic compounds. The purpose of this study was to compare the levels of DPM, biological activity, and polynuclear aromatic hydrocarbons (PAH) attributable to diesel engines in underground coal mines and similar data collected in engine laboratory facilities to assess whether laboratory data could be used to predict in-mine levels of diesel emissions. Mean in-mine DPM and SOF concentrations varied from 0.90 to 1.9 mg/m3 and 0.08 to 0.40 mg/m3, respectively. DPM-associated mutagenicity (mean) levels at two of the mines varied from 400 to 970 revertants/m3. Concentations of three PAH differed by up to four-fold between two of the mines, largely reflecting differences in DPM and SOF levels. The laboratory raw exhaust data were divided by 100 to obtain expected or predicted values for in-mine concentrations. The predicted DPM, SOF, mutagenicity, and PAH values based on laboratory samples were not significantly different from many of the in-mine values. Using a potential in-mine dilution ratio range of 20 to 200:1, virtually all in-mine data fell within the predicted range. Therefore, an estimate of in-mine concentrations can be determined by evaluating laboratory data. This will allow for extrapolations from laboratory tests with particulate emission control devices to assess potential health-related benefits due to their in-mine use.

INTRODUCTION The accomplishment of a well engineered design, and the realization of efficient plant operation cannot be achieved without weaving a web of safety consciousness from the beginning of the project. When the plant becomes operational, and throughout its life, responsibility safety will rest with the client or operator. Recognition of this understanding does not reduce the importance of the engineering and construction contractor's role, but merely puts the responsibility where it belongs. A project which has had little or no operator input during the early stages of design is almost certain to have serious work place safety, health, and environmental problems in spite of the fact that all MSHA and OSHA design requirements were met and the engineering was performed using accepted practices. DEFINITIONS The author has a personal preference in safety definitions that begins and ends with simplicity. If the safety criteria, program, and rules are confusing or complex, the results will soon become obvious. Confusing and complex are the key elements in the avoidance of responsibility and if punitive is added to the list, a brew exists which breeds accidents, illness, and poor performance. A safely designed and operated plant is one that a worker can journey to each day; leaving that person and his or her family with the above average expectation that the person will return healthy, emotionally intact, and hopefully a little wealthier. This is a description of the efforts of a research project intended to demonstrate methods of alleviating pollution from coal mine refuse piles and slurry lagoons. These are mainly derelict barren sites. Some are burning and some are vulnerable to wind erosion which causes air pollution. Some occupy valuable land near metropolitan areas. They are an integral part of the landscape of the Appalachian and Midwestern Coal Fields. They are important in the light of growing civic awareness of the great general problem of waste disposal and environmental improvement. In the V-shaped valleys of the Pocahontas Region, they continue to be piled higher and higher. In flatter topography, they tend to form broad, flat ridges. Some contain more metal forms than others and some have a minimum of metal, but weather to a fine talc, which chokes streams with a fine particle suspension. Most are burning or have burned, but burning or weathering, most all are sources of pollution to the atmosphere and to adjacent waterways. This demonstration project is being carried out at an abandoned mine near the town of Du Quoin in southern Illinois. It is jointly sponsored by the Truax-Traer Division of Consolidation Coal Company and by the Federal Water Pollution Control Administration of the Department of the Interior. The site area is a refuse pile and slurry lagoon, each of fifty acres. It is hoped that basic data from this study will be generally applicable to other sites and will provide a basis for rational and efficient engineering design of future reclamation projects. Most refuse piles have extremely long term capabilities to produce highly potent acidogenic oxidation products typifying the more serious aspects of acid mine drainage contamination. Numerous sites remain where the abandoned mine no longer discharges acid waters, but its associated refuse pile continues to generate significant quantities of acid and other oxidation products even after many years.

Ore reserve estimation at the Syncrude Canada Ltd. open-pit oil sands mine in Northern Alberta has evolved since the project's inception. Early techniques followed a conventional petroleum reservoir analysis format, with relatively widely-spaced drill holes and semiquantitative grade data. Experience has developed a more standard mining approach, including classification of geological materials by both lithology and sedimentary origin, timely and multi-purpose drill holes, precise analytical data, empirical recovery factors, a computerized geological data base, and an ore body block model. Future efforts will involve enhancement of existing techniques, use of geostatistical algorithms, quantification of confidence limits, and improved control of the ore model by geological parameters.

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

Underground instrumentation and observations at longwall panels have demonstrated that the growth of main roof causes an extremely high roof weighting on the shields. It can sometimes result in catastrophic effects on the support when the roof weighting intensity far exceeds the support capacity. In this paper, a comprehensive study was conducted on characteristics of main roof breakage and its effects on shields at different locations, based on the monitored shield data, theoretical analysis, and finite element analysis. With the help of theoretical analysis and numerical modeling, stress distribution and redistribution in the main roof were analyzed in detail to define main roof failure modes and understand the maximum roof weighting intensity imposed on the shields. From this study, it was found that the effects of main roof breakage on shields are chiefly related to the shield initial setting condition and the final failure mode of the main roof.

Safety reasons render necessary the advanced calculation of the amount of methane degassing from a longwall in the scope of the ventilation planning of mines. Today empirical methods, which are based on observations of operational procedures, are used for the calculation of the amount of methane. Despite of constant improvement those calculations are not always sufficient. In particular calculations which are based on operational facts but not proved by experience are not reliable. Most of all these calculation procedures lack physical-analytical descriptions of the procedure itself, presenting only the effects on important parameters such as the distance between seams in the roof or floor or gas pressure. Tschersich [Tschersich 961 developed an analytical model for an advanced calculation by analysing the degassing of seams in the roof and floor and the physical parameters of gasflow. This model might correct the lacks of existing procedures and improve the precision and reliability of additional calculations. The model simulates the emission record in seams of the roof and the floor. It takes into account not only a multitude of parameters such as the distance to adjacent seams and gas pressure but also the depth of seams, gas content, rank of carbonification, rock temperature, face advance rate, initial and succeeding mining and the face length. In order to comprehend and to verify those correlations we extended the model of Tschersich and programmed this enlarged model using the computer language C++. Aim of this research is to guarantee a much higher accuracy in calculating methane emission caused by mining. The improved planning is expected to result in more safety and better prevention of high methane con- tent in ventilation as well as in a better use of the capacity of the mining equipment. The application [Drijver, lnderst 961 of the ex- tended model will also be very useful in the course of research projects as it allows computer simulation, i.e. in-situ research can be extensively limited or even replaced.

INTRODUCTION During the last few years, several new ventilation developments have attracted the interest of mining engi¬neers. Some of these developments are applicable pri¬marily to hard-rock mining, while others are more applicable to coal mining. STOPPINGS Parachute Stopping The parachute stopping is a new type of quick-erect stopping that is intended for temporary use in hard-rock mines (Kissell, Thimons, and Vinson, 1975). As shown in Fig. 1, the stopping is shaped very much like an ordinary parachute, with a canopy of impermeable fabric that is sewn to regularly spaced straps running to a common point. To erect the stopping, the straps are attached to a fixed anchor point such as a roof bolt, and the edge of the canopy is lifted into the moving air¬stream. The airstream pops the parachute canopy into place, and the differential air pressure across the stop¬ping holds it in place, forcing the fabric against the walls, roof, and floor of the mine opening. The principal advantage of the parachute stopping is that it requires only a few minutes to install, making it a great time-saver for emergency use or for day-to¬day changes in ventilation during the production cycle. However, the parachute stopping does require some minimum air velocity to lift it and some minimum differential pressure to hold it in place. For a fabric weighing 0.27 kg/ m2 (8.0 oz per sq yd), the minimum air velocity is about 0.5 m/s (100 fpm), and the mini¬mum differential pressure is about 0.05 kPa [0.2 in. water gage (WG) ]. There is always some air leakage around the stop¬ping, mainly depending upon the extent to which pipes or other obstructions encumber the airway and prevent good sealing. Leakage of a few cubic meters per second (a few thousand cubic feet per minute) can be expected, unless foam is used to improve the seal at the edges of the canopy. Quick-Fix Blowout Stopping The quick-fix blowout stopping is a variation of the parachute stopping (Thimons and Kissell, 1976), and it is used in the proximity of blasting operations. This type of stopping is designed to be blown out easily by the blast forces, and it may be reinstalled quickly and easily. The long high-strength straps of the parachute stopping are replaced by groups of short straps that tear easily. These straps are attached at six equally spaced locations around the perimeter of the canopy. To erect the stopping, one strap of each of the six groups is fastened to the mine wall, roof, and floor by using spads, by setting pins with a powder-actuated gun, or by tying the straps to some firm anchor point. Once the straps have been attached, the differential air pressure across the stopping, which must be at least 0.025 kPa (0.1 in. WG), forces the stopping perimeter against the mine walls, thus creating the air seal. It is the self-sealing feature of this stopping that makes it a significant time-saver. Only a few attachment points are needed; in many cases, four attachment points are sufficient, since the stopping naturally tends to form a seal with the airway surfaces. When nearby produc¬tion blasting exerts excessive forces on the stopping, one or more of the straps tears away from its attachment point, protecting the stronger canopy from damage. Damage-Resistant Brattice The damage-resistant brattice is a stopping that is designed for use in mines such as salt and limestone mines where the differential pressures are low and the roof is relatively flat. As shown in Fig. 2, the damage-resistant brattice consists of a series of brattice panels that are hung vertically and joined by Velcro® connections. When the brattice is subjected to strong blast forces, the Velcro® connection peels apart and allows the panels to open without incurring damage. The Velcro® connections can be resealed by hand within a matter of minutes. Such damage-resistant brattices have withstood the blast effects of 318 kg (700 lb) of ammonium nitrate-fuel oil (ANFO) explosive detonated as close as 91 m (300 ft) from the brattice. Ordinary brattice cloth is used for the panels, with a 51-mm (2-in.) wide strip of Velcro® hooks sewn along one edge of the length, and a 51-mm (2-in.) wide strip of Velcro® pile sewn along the other edge. Both the hooks and the pile are sewn onto the same side of the brattice cloth. The resulting Velcro® seal formed be¬tween adjacent panels is perpendicular to the brattice itself, and the leading edge of the seal can be directed either toward or away from the blast forces; the brattice works equally well in either case. To hang the brattice, panels of brattice cloth about 0.9 m (3 ft) longer than the height of the airway are cut from a 1.8-m (6-ft) wide roll. The additional 0.9 m (3 ft) of brattice cloth allows 0.3 m (1 ft) for attachment to the roof by means of a board, with 0.6 m (2 ft) for forming a good air seal at the floor. Each brattice panel is wrapped once or twice around a 51 X 102 mm (2 X 4 in.) or 25 X 76 mm (1 X 3 in.) mounting board that is 254 to 305 mm (10 to 12 in.) shorter than the width of the panel. Due to the relatively remote location of the St. Anthony Mine, the high cost of transportation and milling, plus the low grade nature of the deposit, the United Nuclear Corporation began investigating methods of mechanical upgrading approximately eighteen moths ago. This investigation culminated in the installation of Model 17 and Model 18 ore sorting machines. The machines are marketed in the United States and Canada by Ore Sorters of Canada (Ltd.). The installation of this advanced technology will enable United Nuclear Corporation to fully realize the residual potential of St. Anthony.

"As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for mine designs to better reflect site-specific conditions, measurements, and observations with respect to ground control safety and stability. During the past 20 years, the National Institute for Occupational Safety and Health (NIOSH) has developed, validated and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) specifically aimed at providing the industry with ground control design tools for the evaluation of underground stability in coal mines. While these programs were initially developed as stand-alone software packages where all data reside on an individual or workgroup computer, modern day web applications have begun to migrate toward a “multiple-tier” architecture, allowing multiple users to access an application by means of an Internet connection.This article introduces a new Web-based platform for ground control software applications, webGroundControl (webGC). webGC provides users with a platform through which one can access NIOSH and other ground control design software utilizing a Webbased, multiple-tier architecture. This provides users with easy access to ground control designs, the ability to perform on-demand calculations, as well as increase online collaboration between operational personnel and engineers through a web server. The basic framework and, more specifically, the user-interface of webGC are defined and outlined within this paper. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. Platform architectureAs Web-based computing technologies continue to advance and cloud computing gains momentum, web-based platforms for software applications are growing in popularity across all industries due to ease of product accessibility and distribution as well as data security. With the expansion of Internet connectivity on the surface and underground, there is an industry need to develop Internet-based applications for mine and ground control design (Barczak et al., 2016). Cloud-based products are already available for many industries and are slowly being developed for the mining and geotechnical industry. A notable example is the drillysis package, which is a cloud-based borehole logging database (Geosysta, 2017) or the Dynonobel package for on the fly blasting calculations (Dyno Nobel, 2013)."

Introduction Belt conveyors usually run in a straight line. The correct alignment is a major criterion for reliable functioning and optimum running properties. Any misalignment of the conveyor, especially mistracking of the belt, can have many negative effects. As a consequence of this, damage can occur on the belt and conveyor, some material can he thrown off at the edges and serious running problems can arise. In the worst case the belt can come off its supporting structure so that operations are brought to a halt. The absolutely straight alignment of a belt conveyor is actually impossible so that on closer observation every belt conveyor contains more or less sharp curves. Whereas on non-movable conveyors the deviations from the straight can he kept within the range of practical measuring accuracy by careful installation, movable conveyors in surface mining or belt systems in difficult terrain often contain curves that are easy to see with the naked eye. Below ground, too, alignment cannot always achieved to a desirable extent or is changed by geological faults over the years. Despite these unwanted curves, most belt conveyors perform their function reliably. In view of the belt tension, the belt tends to take the easiest path. This in general is the shortest distance between the pulleys on which the belt is tensioned and bent. This means for example that for a curve radius of 10,000 m over a flight of 100 m the greatest deviation from the ideal line is as much as 12 cm. And a figure of this magnitude cannot normally he accepted. In such cases, use is made of guide devices to properly train the belt if it doesn't center itself anyway. If it's possible to control the belt position over such unwanted curves. it can also he expected that the belt tends to follow the desired curved path within certain limits. I'd now like to cite a few examples to illustrate the ways and means of guiding a belt conveyor in curves. Cost-effectiveness The advantages of belt conveyors, in particular for longer conveying distances and mass flows have been known and undisputed for some time. However, there are often obstacles standing in the way of the concept of straight routing. If a belt conveyor is to bypass elevations or existing buildings or to follow the seam of underground deposits or a predetermined path, then substantially tighter radii and longer curves are desirable or necessary.

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The
