Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. In 1994, Goldstrike initiated a research program to investigate processing options for treating what was then the small amount of carbonaceous ore identified in the reserves. The focus of the research was on developing a process which incorporated the autoclave technology already utilized at Goldstrike. Over the next two years, Barrick pursued the development of an ammonium thiosulfate leaching (ATS) process. During the period in which the ATS research was being conducted the amount of carbonaceous ore in Goldstrike's reserves increased substantially and continued growth was projected. By 1996, significant advancement was made on the development of the ATS process. The work culminated in a series of integrated pilot plant runs incorporating autoclaving, ATS leaching, resin in leach, stripping and cementation. Several questions about the process chemistry remained unanswered, preventing commercial development. Barrick was committed to producing gold from the carbonaceous ore reserves by 2000. A due diligence review of carbonaceous ore processing options was initiated during the second half of 1996. Processes considered in addition to ATS were fine grinding/autoclaving, as practiced then by Santa Fe, and whole ore roasting as practiced by Independence Mining and Newmont. The objective by year-end was to recommend the most robust and economical process for Goldstrike's carbonaceous resources. In the fall of 1996, a detailed review of roasting as a processing alternative for Goldstrike was initiated. Throughout the ATS development period, whole ore roasting was used as the benchmark. All the ATS metallurgical and financial results were compared to roasting bench top test results. It was clear this data was too imprecise for use in due diligence study, a more definitive recovery value was needed to complete the carbonaceous ore review. The primary goal of the roasting review was to conduct pilot plant roast tests to gain a more thorough understanding of Goldstrike's carbonaceous ore's response to roasting and its effects on gold recovery. Using the test facility at Hazen Research, four pilot plant campaigns were conducted to determine optimum roast conditions and further define metallurgical design parameters. Conventional two-stage fluid bed technology based on Freeport­McMoRan's roasting patent was the specific process basis for testing. The ore's response to roasting exceeded expectations. In January 1997, a preliminary economic evaluation comparing ATS and roasting was presented, and the outcome was approval to proceed with a roasting prefeasibility study. In July 1997, approval for Goldstrike's Roaster facility was received and basic engineering started immediately thereafter. Detailed engineering _began in January 1998 and plant construction commenced in October 1998,t, Goldstrike's Roaster facility is designed to treat 12,000 tpd of a refractory gold ore, which contains both pyrite and organic carbon. Circuits in the facility include primary and secondary crushing, dry grinding, roasting, gas handling, neutralization, thickening and standard CIL. Gold desorbtion and recovery is carried out at Goldstrike's existing refinery. Plant start-up of the first dry grinding and roasting train is scheduled for March 2000, with the second train coming online in May 2000.

Wet bituminous coal fines from active and abandoned slurry impoundments are currently being examined as a recoverable feedstock for the production of coal water slurry fuel (CWSF). Preliminary analysis indicates that these coal fines can be converted into low solids, low viscosity CWSF with acceptable stability without the use of viscosity modifiers (dispersants) or stabilizers. Efforts are now underway to determine if the impounded coal fines can be economically cleaned by froth flotation to an ash level of < 12 wt. % and a total sulfur content of 1.2 wt. %.

Dewatering of the fine clean coal fraction, - 28 mesh (595 microns) represents one of the most difficult and costly separations in typical plant circuits. Since 1969, the Screen Bowl Centrifuge has offered an economical alternative to filtration/thermal dryer combinations. The performance of Screen Bowl Centrifuges has been continuously modified and improved to dewater not only coarser coals, but also today&apos;s variety of ultrafine material. Actual test comparisons with alternative methods show the Screen Bowl Centrifuge to be most cost effective and efficient when all factors are considered.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith&apos;s remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. M.S. Azun The article unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that kriging (linear kriging) is superior to other methods such as polygon. This is not the case. The deterministic methods (referring to polygon, ID, IDS, etc.) should not be compared with the statistical methods (linear kriging, disjunctive kriging, etc.) because they differ not only in their assumptions, but also their tools used in estimation. Thus, they give different results. By comparing the results of deterministic methods and linear kriging, the authors conclude that polygon, IDS, and linear kriging give an average thickness close to the value obtained from realizations. Besides, they argue that linear kriging gives less variance than the others (Fig. 2). The first conclusion is expected, due to the well-known central limit theorem. The second is the result of the statistical properties of different estimators. Thus, the comparison presented in the paper is rather meaningless because the authors have failed to follow basic statistical procedures. The numerical results of different approaches to an estimation problem cannot be generalized. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous. Reply by E.Y. Baafi and Y.C. Kim The two key contentions made by M.S. Azun regarding the paper are: deterministic methods should not be compared with statistical methods and, hence, the results are erroneous; and the paper does not make a meaningful contribution. The first contention is an academic one. Most practitioners in ore reserve estimation could care less whether the tool they are using falls under a deterministic or a probabilistic method, so long as it gives the desired answers. It is probably for this reason that, whenever any new tool such as linear kriging is introduced to practioners in the mining industry, they would like to see a comparison test performed between the existing and the more familiar tools with a new and "strange" tool. Only when a new tool passes such a test, the generally conservative mining community would begin to utilize the new tool to its advantage. The second contention, is a subjective one. The final judgment should be left up to the readers within the mining community. If kriging is accepted more among practitioners, partly due to the paper, then the paper makes a practical contribution to the state-of-the art in ore reserve estimation. Finally, M.S. Azun entirely missed two main points in the paper. The first is that any comparative study of kriging vs. Polygonal or IDS should be performed for local estimation and not for global estimation. In the past, kriging was frequently compared with other existing tools in its performance on global estimation. Such results were nearly identical due to the central limit theorem effect, which further prevented the acceptance of kriging by practitioners. The second point is that a single case study using an existing property, as it was frequently performed in the past, is not sufficient because results depend not only on the tool itself, but also on the nature of the mineralization.

Introduction Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind backfilling process has been successful for stabilizing ground over abandoned and inaccessible underground coal mines. This article describes the systematic evaluation of potential monitoring systems that would improve backfill monitoring technology. It also details field proof-of-concept tests that were conducted on two systems and the difficulties encountered in implementing them. Ground subsidence over abandoned mines can have devastating effects on overlying urban areas decades after the closing of room-and-pillar mines. The result may be cracked foundations, ruptured gas and water lines, broken sewers, distortion or cracking in superstructures, and sinks and potholes in the ground surface. About 32,000 km2 (8 million acres) of land in the US has been undermined for coal. According to the US General Accounting Office, 8,100 km2 (2 million acres) have undergone subsidence and another 8,100 km2 (2 million acres) are expected to subside by the year 2000. Actual figures on land affected or threatened by subsidence are probably much higher, since these estimates were based on late 1960s studies. For more than two decades, the US Bureau of Mines has been engaged in stabilizing ground in urban areas having high risk potential for subsidence costing millions of dollars. Thousands of acres have been stabilized, protecting property worth hundreds of millions of dollars. In earlier years, backfilling was by in-mine stowing in accessible mines or by gravity-feed sluicing methods in inaccessible mines. Pumped-slurry methods have been used extensively in the past 10 years. More slurry can be injected for fill from fewer injection holes over extensive areas in abandoned mines. Since this method requires fewer boreholes, there is less disruption of surface facilities. An investigation was conducted to determine the feasibility of using advanced, remote sensing or monitoring technology for application in monitoring fill placement. Specifically, the objective was to develop conceptual systems for blind backfill monitoring that require fewer boreholes and give better definition than is now possible. Blind Backfilling Methods Blind backfilling operations are conducted from the surface and do not require personnel and equipment underground. These methods are applicable to abandoned, inaccessible workings. Two categories of blind back-filling are point support, practiced by civil engineers to protect individual structures or surface facilities, and areal backfilling methods, used to protect large areas against subsidence. Point Support Methods Point support methods are usually gravity-feed systems. In general, point support methods use small volumes of expensive fill material and require a large number of boreholes within a constructed site. Because of the processed material used for back-filling and the close spacing of the injection boreholes, control and monitoring often may be accomplished by borehole cameras. Areal Backfilling Areal backfilling is conducted mainly by the pumped-slurry injection process (Fig. 1). In eastern and interior coalfields, material used is often mine refuse or flyash, both being undesirable on the surface and costly to dispose of in an environmentally acceptable manner. "The purpose of this study is to investigate the effect of the dosage of sodium hypochlorite as activator on the flotations of depressed marmatite and depressed chalcopyrite, with a focus on activation-flotation kinetics. Four flotation kinetic models were applied to test data using 1stOpt statistical analysis software to estimate the relationships between the maximum flotation recovery rates for the depressed marmatite and depressed chalcopyrite, the flotation rate constants and the sodium hypochlorite dosages. Within the range investigated, the highest flotation performances of depressed marmatite and depressed chalcopyrite were obtained at 2.5 mL/L sodium hypochlorite with zinc recovery rate of 93.8 percent and 3 mL/L sodium hypochlorite with copper recovery rate of 94.6 percent, respectively, after four minutes of flotation. A second-order model with rectangular distribution of flotabilities gave the best fit to test data collected at various sodium hypochlorite dosages. For the highest flotation performances of depressed marmatite and depressed chalcopyrite, the respective equations of their flotation models were derived and presented.IntroductionCyanidation tailings are the solid residues generated by gold plants that use cyanide to extract gold (Lv, Ding and Qian, 2015; Zhang, Li and Yu, 2013). Because of increasing demand for gold, the Chinese gold industry has developed rapidly, with production amounting to 451.799 tons in 2014, an increase of 5.5 percent from 2013. Chinese gold production has been the highest in the world for eight consecutive years. As a result, more than 2.45 million tons of cyanidation tailings are estimated to be discharged into tailings ponds every year (Li et al., 2010; Lv, Ding and Qian et al., 2015; Wang et al., 2015; Zhang, Li and Yu, 2013; Zhang, Li and Yu, 2012), and approximately 300 million tons of cyanide tailings are stockpiled in China, with the potential to cause serious environmental pollution as well as death to wildlife (Adams and Lloyd, 2008; Donato et al., 2007; Hewitt, Breuer and Jeffery, 2012; Velasquez-Lopez et al., 2011; Stephen et al., 2009; Zagury, Oudjehani and Deschenes, 2004). Concerns over cyanidation tailings are not exclusively environmental but also economic, as tailings occupy considerable land area, and tailings storage facilities increase the production costs of gold enterprises (Donato et al., 2007). Tailings often contain other valuable metals such as zinc, lead and copper. For example, the cyanidation tailings of Gaoyao Hetai Gold Plant in Guangdong Province contain 2.5 percent copper (Cu), 0.31 percent lead (Pb), 0.23 percent zinc (Zn) and 15.36 percent iron (Fe) (Shi, 2008), and the tailings of Tianshui Gold Plant in Gansu Province contain 1.94 percent Cu, 5.96 percent Pb, 0.27 percent Zn and 24.62 percent Fe. Cyanidation tailings have therefore been increasingly viewed as a secondary resource rather than waste."

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence&apos;s position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. With high expectations and promises, computers were introduced to the mining industry in the late 1950s and 1960s. Applications spread in the 1970s when capabilities began to catch up to early promises, and people within the industry began to see the benefits of using computers in business and engineering. The 1980s have seen a wide acceptance of computers, both large and small, and the use of computers is accelerating throughout the industry. Computers have changed dramatically over the last 25 years. The power of some microcomputers matches the capabilities of main frame computers from less than 10 years ago. The variety of software on these micros exceeds what is available on many larger computers today. Changes over the next 10 years are likely to be greater than those of the last 10 years. Making use of available computer technology while trying to cope with the rapid changes in this industry will take much effort within mining. To take advantage of existing computers, consider and evaluate: project needs and applications; professional, administrative, and support personnel; computer software and technology; and computer and related hardware. Note that this list is in the order of decreasing importance. These categories are also presented in the order for which organization and solutions should be provided to get the most out of computers. To start with a computer and go up the list has cost many mining companies needless expenditures, wear and tear on personnel, and frustration. It is assumed for this article that the need for computer tools is self evident. You can do without a computer by using the appropriate techniques (manual methods) with any required shortcuts plus a lot of personnel time. Indeed, several companies are doing that as a "solution" to what to do with their excess engineering personnel in these lean times. However, the future may be better served if some of these people could be prepared to handle the applications and technology presently available. People and Problems To present the factors related to turning the computer into a productivity aide, it may be enlightening to examine some common people problems that reduce productivity. The most valuable resource any mining company has is its mining professionals. And, particularly with computers, people either make the successes or create the barriers, not the machines. The following list of people problems (syndromes and complexes) has been amply observed during some 23 years of the author&apos;s experience with computers and their applications in mining. Home Grown Syndrome - "Nobody else can really understand my problem or provide `exactly&apos; what I need to solve it." While there may be some truth to this syndrome, it would be an unusual project that cannot be handled with existing solutions for at least 75-80% of the needs. Having a base to build on will also speed the development of any remaining needs. It does not seem justified to start all over for a new application, even if "our problem is unique." Not Invented Here Syndrome - This "justification" for the continued existence and budgets of some groups has various forms: "It wasn&apos;t done here so it obviously can&apos;t do the project the way I think it should be done"; and, "If it wasn&apos;t invented here, it obviously

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. Introduction This article discusses the unique range of properties of platinum and its applications as a high technology metal. World reserves of this strategic and precious metal are confined mostly to South Africa and, to a far lesser extent, the Soviet Union. An analysis is given of past trends in world platinum output. The timepath is computed for the world platinum output rate, covering a period of more than 350 years. This is based on the postulate that the industrial conversion of a virgin resource progresses according to a Sigmoid curve. This computation is performed by means of a nonlinear, three-stage optimization model employing a multiform Sigmoid function. Finally, the price dynamics are examined. Platinum is the most important of the group of the platinum metals to which it gives its name. Other platinum group metals are iridium, osmium, palladium, rhodium, and rhutenium. The metals occur in nature in close association and are chemically very similar to each other. Three members of the group - platinum, iridium, and osmium - are the heaviest metals known to man. Platinum&apos;s density is 11% heavier than gold and about twice the weight of the same volume of silver or lead. Properties Platinum is a typical grayish-white metal. Its special properties were known 1000 years ago to the American Indian craftsmen of what is now Ecuador and Colombia. From those distant beginnings, platinum is now firmly established as the most precious and distinctive metallic element known to mankind. It is shown in Table 1, platinum has a unique wide range of physical, chemical, and mechanical properties including high melting point, resistance to chemical attack, high catalytic activity, mechanical strength, and malleability. These properties make it indispensable for use in many industries. Application Platinum is first and foremost a high technology metal. During the last few decades, fertile scientific minds searched for and developed widespread cost-effective uses for this precious metal. Its unique properties render it irreplaceable in many key industrial processes. Important major fields of application include: • protection of man&apos;s natural environment (pollution control), • defense, • fuel production, • fertilizer manufacture, • glass and glass fiber manufacture, • pollution-free energy generation - replacement of nuclear and fuel operated power plants, • electronics, • dentistry, • medicine, and • jewelry. Besides these industrial markets, platinum is increasingly finding a place in investment portfolios around the world as investors switch from gold and silver holdings to this relatively scarce and strategic commodity. Platinum has a growing popularity among private investors. This is being accelerated by the predicted "big crash" of the US dollar and its associated weak currencies, which American financial analysts are expecting towards the end of the decade. Figure 1 shows the demand for platinum in various applications throughout the western world in 1986. The total demand amounted to 88.6 t (97.6 st) of which autocatalyst usage accounted for 32.8 t (36 st) or 37%, the biggest share. Catalytic converter technology is increasingly centered on rhodium-platinum three-way catalysts. These catalysts are able to deal with all three pollutants - carbon monoxide, hydrocarbons, and nitrogen oxides - in a single catalytic unit. INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

Introduction A number of processes for deriving more convenient liquid and gaseous fuels from coal are commercially available or in final stages of development. Generally, synfuels from coal processes have efficiencies ranging from 50 to 70%. Considerable engineering design and development work are necessary to bring forth commercial plants using the various technologies-but technological breakthroughs are not expected or needed. Gasification While a variety of solids handling, gas contacting, and gas quality upgrading techniques may be employed in the various gasification processes, the primary goal is the same-to convert a sulfur-containing solid to an essentially sulfur-free gaseous product. The gaseous product may be a mixture of hydrogen and carbon monoxide with nitrogen. Definitions are not rigorous, but high-Btu gas is generally over 900 Btu/scf(33 534 kJ/m3) and low-Btu gas is generally below 350 Btu/scf(13 041 kJ/m3). Medium or intermediate gas falls between these values. High-Btu production is more difficult, as it requires additional upgrading of a low- or intermediate-Btu gas stream to produce a commercially acceptable product. The carbon/ hydrogen ratio is adjusted either by rejecting a portion of the carbon, increasing the hydrogen, or a combination of both. The chemical processing steps include production processing gas containing carbon oxides and hydrogen by the reaction of carbon and steam (gasification); reaction of hydrogen and coal to form methane (a hydrogasification process); reaction of hydrogen and carbon monoxide to produce methane (methanation); and the removal of impurities. The gasification processes share a number of common techniques. The coal received at the plant site must be further cleaned and crushed or ground before it can enter the gasifier. Conventional cleaning methods are used to remove extraneous materials such as metal, rocks, etc. For some processes the coal must be finely ground so it may be fluidized or entrained in a flowing gas stream. For other processes crushing and sizing only are required. Agglomerating coals may be pretreated by heating, mild oxidation with air, or other procedures to assure smooth gasifier operation and to avoid reactor plugging. Nonagglomerating coals Such as lignite and subbituminous coal normally do not require pretreatment. Feeding a solid material such as coal to a higher pressure reactor is a difficult task. Dry feeders using a series of pressurized lock hoppers, or wet systems in which a slurry is pumped into the reactor, are used. The gasification step is the heart of the process. Here, the solid feed material is contacted with synthesis gas (carbon monoxide and hydrogen). The coal is devolatilized and a portion of the fixed carbon converted to methane. The gas-solids contacting methods used include fixed beds, fluidized beds, moving beds, entrained beds, and free-fall systems. The gasification process, overall, is endothermic and the heat required to maintain reaction rates is usually supplied by burning a portion of the coal feed. External heat sources such as electric resistance heating, molten salt or solid heat carriers, and the introduction of a hot hydrogen stream also have been tested. Following the gasification step the particulate materials and heavy hydrocarbons contained in the reactor effluent are removed by a water quench and solids separation system. If low-Btu gas or synthesis gas is the desired product, the raw gas is scrubbed to remove carbon dioxide and sulfur compounds and then is used directly. The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

However, public officials, business leaders, and local citizens are taking positive steps to ease the problems relating to housing, schools, medical services, and recreational facilities. What Is Soda Ash? Soda ash is one of the most widely used chemicals in the world. It is an important raw material in the manufacture of glass, paper, soap, petroleum products, metals, chemicals, pharmaceuticals, plastics, and a host of other items essential to every day living. In ancient times, soda ash was obtained from water solutions of various desert earths. Later, it was produced by leaching the ashes of wood and seaweed. For the past 100 years, it has been manufactured by the ammonia-soda process, which employs large quantities of salt, limestone, and coal as raw materials.

In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.

Why would a company in its right management mind risk a fuel conversion program on a fuel that can&apos;t burn if it&apos;s too wet or too dry, too hot or too cold, too coarse or too fine, or doesn&apos;t have enough Btu&apos;s to supplement good combustion? On December 23, 1981, two months ago, we finished our first ten years of burning lignite -- this unconventional coal. It is from that experience that I am qualified to address you today. As some of you here probably already know, my company, Texas Utilities Generating Company, has pioneered the utilization of Texas lignite for electric power generation on a large scale, and I think it is fair to say that we have done this pioneering work largely on our own. Some of us feel like Noah did when he built the arc! I have titled this presentation "The First Lignite Decision" because our company was the first to make this major decision in Texas in the mid-1960&apos;s. It was a big decision, and at the time, perhaps a bold one. When you look at the conditions that existed in the mid-1960&apos;s, you can see why.

During the 1970&apos;s geostatisticians were often accused of not paying sufficient attention to geologic features in the computerised generation of ore reserves. Unfortunately this charge was all -too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerised reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984, Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of ore bodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metal s deposits. Problems Typical problems that have been experienced by ourselves and which we have learned to guard against and watch for are: ? "smearing" at geologic contacts ? confusion caused by disparate "selective mining unit sizes" and block sizes ? conflicting estimates generated by field staff using various versions of the polygonal method ? problems in generating meaningful variograms
