One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

The development of the Cyprus Thompson Creek Molybdenum Deposit near Challis, Idaho, began in 1967 when the first mining claims were staked on the intrusive rock outcrop. Exploration drilling continued for the next 14 years. During 1978, a decision was made to develop the deposit. In December, 1980, approval of the Environmental Impact Statement was received and construction of facilities and waste rock removal began. By the middle of 1983, 126 M metric tons of rock had been removed and all facilities were completed. The high work ethic of Cyprus Thompson Creek employees combined with innovation has made the mine one of the most efficient in the United States today.

Progress, future challenges, and the continual search for more efficient and rapid methods of excavating underground openings and shafts were main themes at the 1983 Rapid Excavation and Tunneling Conference (RETC) held June 12-16 in Chicago, IL. The event, jointly sponsored by the Society of Mining Engineers, the American Society of Civil Engineers, the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada, offered a diverse program for both civil and mining engineering disciplines. Although all papers given at the three-day conference were noteworthy contributions, and each is included in the conference proceedings currently available from SME, there were a few sessions that had particular mining-related interest. Research, Acceptance Needed for Water-Jet Technology Water-jet-assisted rock excavation is seen by some as a technology moving from the prototype phase to a fully developed, accepted system within the next decade. For an industry that is traditionally fairly slow in accepting significant changes, this development appears especially noteworthy. However, speakers at the water-jet technology session generally agreed that many large US manufacturers are not viewing water-jet-assisted equipment as viable replacements for all-mechanical systems. This, they fear, may mean some US manufacturers will lose a significant share of certain equipment markets to foreign competitors who are moving aggressively ahead in this area. Despite the advantages of increased cutting rates, reduced power requirements, less dust, prolonged bit life, and reduced sparking in many cutting situations, water-jet technology applied to mining is apparently having some acceptance problems in the US. R. J. Evans, professor of industrial engineering at the University of Pittsburgh, noted that there are several perceptual barriers to water-jet coal cutting; such as uncertainties concerning the fu¬ture demand for coal and the reliability of equipment, apprehensions that jet-assisted equipment will make the mine operator dependent on specific types of hard-to-obtain equipment, and fears about accessibility of the equipment for repairs. Evans also said numerous parameters need defining before taking advantage of water-jet-assisted cutting systems in under-ground coal mining in the US. For the cutting head, information must be obtained on optimum bit geometry and spacing, and maximum and minimum torque requirements. For a complete US water-jet cutting system, Evans added, research is needed to establish optimum jet pressures, jet powers, number of jets per bit, and location of jets relative to the bit. Introduction The need to develop accurate predictive hydraulic fracturing simulators arises from the consideration of vertical containment for the fracture. Fracture height growth from a pay zone into adjacent layers has been shown (see Cleary [I]) to depend on three sets of parameters for the different strata: - elastic properties, - closure stress variations, and, -fracturing fluid leak off, and poro-elastic stresses. Qualitative analysis of the effects of these parameters has been reported in the literature. The first effects were described by Van Eekelen, using simple elasticity considerations [2]. The effect of stress variations was described numerically by Simonson and a1. [3] and experimentally by Thiercelin [4]. Effects of back stresses induced by fluid invasion on fracture propagation were considered by Cleary [5]. In order to couple these effects, a numerical code al- lowing the simulation of three dimensional growth of a hydraulically induced fracture has been developed with the ability of representing the effects of heterogeneities on fracture lateral and vertical extension. The model is based on a new variational formulation of the boundary integral representation of three-dimensional elasticity. The fluid flow and elasticity equations are solved using a moving mesh representation which offers enough flexibility to enable the simulation of any closure stress distribution. Simpler models representing fracture height growth (P3DH models) have been developed [6] [7] that approximate the fracture by a series of one dimensional segments, and the limitation of such approaches is examined in this paper. 1 Description of the model 1.1 Fracture Geometry Hydraulic fracturing simulations involve the coupling of solutions to elastic deformations, fluid flow in the fracture, and fluid leak off into the formation. Since the use of direct solution techniques (i,e,,3D finite elements) is prohibitive, the method used in this study is baaed on a boundary integral representation of the 3D elasticity equations. 1.2 3D Models The classical representation of the problem of a fracture in an infinite medium by boundary integrals is [8]: [ ] where u is the unknown displacement field, r n is the traction operator, I? is the fracture surface, and K is the Kelvin tensor of fundamental solutions to the elasticity operator. The Golden Jubilee Mine in South Africa is the first mine in the Western World to introduce resin-in­pulp technology for the recovery of gold from a cyanide-leached slurry. Located in the Eastern Transvaal region of the country, the plant processes approximately 375 metric tons• of ore per day, of which over 90 per cent is mined in an open pit adjacent to the metaflurgical plant, while the remaining 5 to 10 per cent is trucl<ed in from two small high-grade deposits, located about 10 kilometers from the plant. The gold grade in the open pit is about 1 git, while the values m the two high-grade deposits range between 5 and 15 git. At the current treatment rate, the proven reserves m the three locations will last about another 10 years. Early testwork indicated that the ore was not well suited to conventional filtration processing or to heap leaching because of its high cfay content, and that carbon-m-pulp (CIP) would probably prove to be the most viable metallurgical route. Tcstwork to establish the feasibility of CIP for this application was carried out at Mintek in 1985. This worl<, which was based on batch-leaching and carbon-loading tests, indicated that CIP was technically feasible, but that both the rate of gold loading and the gold-loading capacity of the carbon were inferior to those obtained with Witwatersrand ores. The poor adsorption characteristics of the carbon were attributed to the abnormally high concentration of natural organic compounds (humates and fulvates) in the ore. Batch tests were therefore also carried out with strong-base resins, since resins are known (1] to be far less susceptible to organic fouling than is activated carbon. The results were very promising, and pointed to fast kinetics and a high loading capacity. (Fig. 1 ). Notwithstanding these findings, it was decided to recover gold with activated carbon at Golden Jubilee Mine because the CIP process was, by then, well established in South Africa and elsewhere in the world, whereas resin-in-pulp (RIP) was unproven technology. The r>lant was commissioned in September 1986 and, for 18 months, operated in a carbon-in-leach (CIL) configuration, i.e. with a total of . six leach tanks, the last four of which contained activated carbon. As could have been predicted from the laboratory results, the performance of the CIL plant was generally poor, low gold loadings on the carbon (less than 1500 git) and high losses of soluble gold (0.2 to 0.3 p.p.m.) bemg characteristic of the operation. The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man&apos;s environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

Discussion by G.E. Agar In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to he done, wet or dry or a combination? On top of that uncertainty the author refers to a simplified "Anaconda" test. No reference is provided for this procedure and in the text the results of the technique are referred to "Denver wet ball mill" results and say nothing of Anaconda results. Reply by H. Nematollahi I think that the method proposed to determine the Bond Work Index in this paper is clearly described in the paper as follows: •The method of grinding is dry (Ref. paragraph I, subject Method description); •The size of ball mill, the quantity and size of balls are noted (Ref. paragraph 1, subject Test equipment); and The test procedure is described in detail (Ref. paragraphs 1, 2 and 3, subject Test procedure). As it is noted in the paper, the test has been worked out under the same condition as Standard Bond Test with ball mill, so dry (screening should be dry also), but using a smaller ball mill and a smaller quantity of sample. Considering the above mentioned points, I believe that the method has been fully and clearly described and it ought to be repeatable as well. The Anaconda test is a method for determination of Work Index and could be done by any types of laboratory wet ball mill (Yan, R.F., et al., cf. References). I applied this method using a laboratory Denver ball mill (Ref. paragraph I subject Determining the Bond Work Index). So the results referred to Denver wet ball mill can be equated the same as Anaconda method.

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe&apos;s newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature&apos;s environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

Meramec Mining Company, a joint venture by Bethlehem Steel Corporation and St. Joe Minerals Corporation, is engaged in the mining, concentrating, and pelletizing of iron ore from the Pea Ridge Mine located near Sullivan, Missouri, about 70 miles southwest of St. Louis. The orebody was delineated in the mid-1950&apos;s by St. Joe during an exploration program to discover new lead orebodies. An airborne magnetometer survey which was run by the U. S. Geological Survey, the Missouri Geological Survey, and several min¬ing companies was published in 1950 and showed an anomaly in the Pea Ridge area. Test holes drilled in 1953 and 1954 revealed the presence of a large orebody of probable commercial significance; additional drilling in 1956 and 1957 provided confirmation of this. Meramec Mining Company was incorporated in 1957 and shaft sinking began in the latter part of that year. The Pea Ridge orebody lies under about 1300 feet of sediments. It is tabular, about 2600 feet long and up to 600 feet thick, and lies in an approximate east-west delineation. The orebody dips about 800S and is of unknown depth. The ore is primarily high grade magnetite with smaller zones of specular hematite, The Pre-cambrian wall rock is rhyolite porphyry. The American Concrete Institute defines "shotcrete" as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity unto a surface." This definition thus includes what is traditionally known as "gunite," which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this paper. In 1914, following the invention of the mortar gun in 1907, the then Chief Engineer of the U.S. Bureau of Mines, George Rice, developed the guntie process for underground test work at the bureau facility at Bruceton, Pennsylvania. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto Tunnel in California. The greatest development was In Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Intially, shotcrete was used to reduce manpower requirements for forming; and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately niter the opening had been made. The incorporation of wire mesh into the shotcrete led to the New Austrian Tunnel Method, or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the U.S. reliance on wood or steel supports in main line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to the new and seemingly unrealistic lighter shotcrete support.

This paper presents research on the environmental impact of digging and loading equipment used in surface coal mining. Environmental impact was assessed through the measurement of equipment exhaust and dust emissions, and sound level. In this study, exhaust emission refers to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx) and volatile organic compounds (VOCs). Dust generation refers to fine particles (PM2.5), inhalable particles (PM10) and total suspended particulate matter (TSP). Sound level refers to the sound pressure level at different distances from the equipment. Modeling of the environmental impact of digging and loading equipment was conducted using the Microsoft Visual Studio.NET software package. This research was a part of a broader project involving the development of a software system for the selection of productive, cost-efficient and ecofriendly mining systems, sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). This research may assist mining professionals in quantifying the environmental impact of digging and loading equipment, and developing strategies for reducing the overall impact of such equipment in surface mining.

Swelling clay soils have been problematic to many types of infrastructure in the United States. However, their impact on underground construction is often misunderstood. The use of swell pressures in design of initial tunnel and shaft support lacks proper guidance and is often mis-interpreted. This paper provides insight and guidance on how to implement a geotechnical investigation program to determine if swelling soil exists at a site and how it impacts the design of temporary support systems for underground projects. An example is provided for how swell pressures were incorporated into the design of an initial support system for a rib and lagging tunnel system and problems that occurred.

Respirable coal dust has been long recognized as a leading cause of multiple lung diseases. Efforts aimed at reducing dust concentration in underground mines have been made, but increases in coal workers’ pneumoconiosis incidence rates over the last 20 years among U.S. miners are concerning. Dust deposition and water spray suppression are two types of dust removal mechanisms in underground mining activities. In this study, laboratory tests were conducted to investigate the respirable dust decay characteristics during deposition and suppression processes in a confined dust chamber. Dust concentration and size distribution were monitored continuously throughout each 60-minute test. A number-basis particle size distribution was used for analysis to capture the changes of smaller size fractions within the investigated dust sample. This study found that around 62.1% of respirable dust particles were deposited at the end of the deposition test. In addition, the final deposition rate for very fine particles can be less than 20%. The results from the suppression test indicate that larger particles were removed quickly; however, sub-micron particles remain suspended through the 60- minute water spray, and particles under 0.5 µm can be considered irremovable dust under single-spray operation conditions. This study also observed the resuspension of a significant amount of sub-micron particles by the water spray. The results of this study provide basic information for improving dust control strategies and can be utilized to improve the water spray performance for reducing airborne dust levels.

The Illinois State Geological Survey&apos;s program in industrial minerals is twofold-the gathering of information on mineral raw materials and the generation of data on the use of these materials. The first function is carried out by the Industrial Minerals Section and the Clay Resources and Clay Mineral Technology Section of the Geological Group, and the second is the responsibility of the Chemical Engineering Section of the Chemical Group. Gathering in formation on raw materials includes both mapping of resources and fundamental geological research. Recent and current research projects include studies relating lithologies of limestones to their physical properties, investigation of sulfur dioxide reactivity of various types of limestone, lithostratigraphic studies of limestones of Mississippian age, investigations of heavy minerals in Cretaceous, Tertiary, and Pleistocene sands, studies of the environments of clay deposition, electron microscope studies of clays and limestones, and investigation of long-term expansion in ceramic products. A relatively recent development that relates more to dissemination of information than to research is environmental geology. This affects the Survey&apos;s industrial minerals program chiefly by stimulating the study of rock and mineral resources in metropolitan areas and reporting the results for the land- use planner as well as the engineer or mineral producer. The Survey&apos;s program of research on the use of industrial minerals was expanded and diversified in 1966. Incorporating a minerals beneficiation lab, the program is designed to develop new uses for existing mineral resources and to assist producers in implementing these ideas: Projects of the minerals engineering program have included the separation of a feldspar concentrate from certain glacial outwash and river sands, recovery of kaolinite from the waste from silica sand operations, development of the use of an Illinois clay as a binder for pellets, and investigations into the use of fly ash and fluorspar mine tailings.

The support of intersections in coal mines remains an important safety issue, mainly because the large diagonal span compromises the stability of the roof. This structural weakness is further exacerbated if the intersection is developed incorrectly, the pillar corners fail or the crosscuts are angled (not perpendicular). This report details the current support systems used and investigates unplanned falls of ground in intersections in coal mines throughout the United States. A possible failure mechanism is proposed and some suggestions are made to improve the effectiveness of the support in these vital areas.

Falconbridge, Ltd. operates six mines (the strathcona, Fraser, Lockerby, Onaping, East and Kidd Creek) in the Sudbury and Timmins districts of northern Ontario (Fig. 1). These mines vary in depth to approximately 1500m and experience a wide variety of ground conditions. Problems of greatest concern include rockbursting, backfill pillar stability, wall and pillar stability, and the use of cable anchors. A study was initiated approximately two years ago to identify how numerical models could aid in the examination and possible understanding or solution of these problems. This paper discusses the use of numerical models at Falconbridge and describes a case history of their use in examination of rockbursting at the Strathcona Mine.

To accommodate the immediate and long term growth of the Hunter Valley, one of Australia&apos;s major coal producing regions, a third coal terminal was required in the Port of Newcastle, N.S.W. The initial capacity required was 15 million tons per annum, made up of 40 different blends, to be expanded to 50 million tons of 100 different blends, made up from 70 grades. Coal arrives in 3,200 ton unit trains, a total of 16,000 trains in a year.
