Through-the-Earth (TTE) communication systems were developed to provide post-accident communication in underground mines. Unlike primary tracking systems, they do not require any major infrastructure installations underground. Instead, they use the Earth’s overburden as the medium or channel for the transmission of electromagnetic waves between surface and underground. Under ideal conditions, TTE communication systems should be able to provide full-duplex, two-way voice, text and data communication. However, this will depend on the design and optimization of the different types of TTE communication systems (that is, antenna and electrodes), and understanding of the rock properties and their influence on the transmission of signals. This can help simulate and model the transmission efficiencies and predict the possible range and data rates. Being able to optimize the performances of these systems can enhance rescue missions, improving the chances of saving trapped miners, and ultimately reduce fatality rates across the mining industry.

The 2014 George A. Fox Conference at the Graduate Center, City University of New York in New York City was presented under the theme, ?21st Century Challenges for the Tunneling Industry. Bruce Grewcock, chief executive officer and president of Peter Kiewit Sons? Inc., opened the conference with a keynote address in which he set the tone for the rest of the day by touching on the many challenges the industry is facing, which are plentiful and complex. Covering the breadth of the industry, he spoke about everything from the technical challenges that come from working beneath the streets of some of the most densely populated regions in the world to the challenges that come from working with the people who live in those areas. ?My observation is that we, as an industry, are being asked to put structures in places where they are needed, but are complex environments to work in,? said Grewcock. ?We work in an industry that relies on some of the most technically challenging engineering in the world, and when we are done with a project, we cover it up and no one ever sees it.? Despite these issues, Grewcock said that, in his opinion, the biggest challenge the industry is facing is that of people; more precisely, where to find the next batch of people. Looking out at the conference-record crowd of more than 400 registered attendees, Grewcock quipped that he saw plenty of gray beards and asked aloud, ?Where will we find, educate and train the people to tackle the issues that this industry will face in the future??

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

During initial mining operations at the Colosseum gold mine, discrepancies between the average blasthole grades and mill-head grades were quite large. In December 1987, mill-head grades averaged 39% lower than corre¬sponding estimates from the blastholes. The correlation between average blasthole grade and mill-head grade had an r-value of 0.015. The magnitude of the discrepancy and the lack of correspondence between estimated and actual grades led to a series of investigations of the sampling system, the effect of blast movement of the ore, and the estimation methodology. The discrepancy between blasthole grades and mill-head grades had been reduced by about half on a percentage basis at the conclusion of these studies. Ongoing studies have produced changes that reduced this discrepancy to its present level of less than 10%. Geology The Colosseum mine is within the Clark Mountain mining district about 68 km (42 miles) southwest of Las Vegas, NV in San Bernardino County, CA. Gold mineralization at the deposit is hosted in two 152 m x 213 m (500 ft x 700 ft) interconnected, rhyolitic intrusive breccia pipes that intruded Pre¬cambrian crystalline basement rocks and overlying Paleozoic marine sedimentary rocks. Subsequent erosion (deroofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system). Lithologies exhibited within the breccia pipe complexes include rhyolitic felsite, and breccias of felsite and wall/ country rock. Breccia types grade from felsite plus Precambrian granite-gneiss fragments in an aphanitic felsite matrix to crosscutting breccias of felsite, Precambrian granite-gneiss, and Paleozoic sedimentary rocks in a matrix of finely comminuted material of the same composition. All the lithologies in and around the breccia pipes exhibit moderate to intense quartz-sericite-pyrite alteration, with sericite and pyrite the dominant visual alteration minerals. Gold at the Colosseum mine is generally submicroscopic and associated with sulfide mineralization, chiefly pyrite. It occurs as free gold, with minor alloyed silver. It is primarily in contact with pyrite in fractures or along pyrite grain edges. Secondarily, it appears as isolated particles in quartz and other gangue minerals but spatially always close to pyrite, and rarely as particles encased in euhedral pyrite. The pyrite mineralization and minor base metal sulfides occur in three distinct styles: as disseminations, as open space or vein/fracture filling, and in breccia clasts replacing dolomite. The pyrite megascopically ranges from absent to 30% of rock volume within the breccia pipes. Although the gold at Colosseum is apparently spatially and geochemically associated with pyrite, there is only a general proportional relationship between pyrite content and gold content. Sometimes, a high volume percentage of pyrite has only geochemically anomalous gold. This makes visual pyrite only a general grade control tool and not a specific tool. This further makes the ore control process at Colosseum all the more difficult. Initial grade control procedure Initial grade control was based on blasthole samples collected in two stages by an "automatic" sample collection device (rocket sampler). A sample was collected for the top 3 m (10 ft) in a hole. The bag was then changed so that a sample was collected for the lower 3 m (10 ft). Each sample was prepared and fire assayed to determine the grade. Large discrepancies were sometimes noted in the assays of top and bottom samples. J.R. Sturgul Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modern versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." In a continuing effort to improve plant efficiency, United States Steel's Atlantic City Ore Operations completed the rubber lining of its balling drums in late 1982. This resulted in benefits of reduced bentonite consumption, reduced maintenance costs, improved production rates, and lower power consumption. These advantages far outweigh the disadvantages of increased oversize production and increased surging on the roll screen sizing devices. Certain operating characteristics and variables are discussed herein.

The “Teaching Kids” project is an educational initiative for young people and children from elementary schools. It is carried out by Mining, Geological, and Environmental Engineering students from the SME Student Chapter of the Universidad Nacional de Colombia, Medellin. The primary purpose of the Teaching Kids project is to share knowledge about geosciences and mineral resources in a didactic and attractive way, emphasizing the importance of identifying the use of minerals in daily life and responsible and sustainable mining in our society. Furthermore, this project aims to promote the importance of pursuing geoscience majors in the new generations and improve the mining industry’s public perception. Different methodologies related to early childhood education are implemented, such as gamification, in which the dynamics of games are adapted during the development of workshops to teach and learn in an active and motivated environment. Furthermore, the Montessori Method is used. It implements textbooks, sensory mineral boxes, and presentations to allow learning through experimentation itself (Montessori 2003). The implementation of this methodology has been successful; it has shown high engagement, participation, and retention of the basic concept of geoscience and mining.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? For this paper, blending is conceived as a linear process that takes a proportion from one stockpile or location and mixes it with another proportion from another stockpile or location, with the aim of obtaining a set of attributes in the final combination that satisfies a given quality standard. A blending class is the combination of ore attributes and grade limits that should be stockpiled in order to achieve the target quality for the process Plant. Current literature considers the number of blending classes in the Open Pit Scheduling Problem as fixed; however, this paper shows how to define specific blending classes for a given deposit so that the schedule can be solved with Sequential Linear Programming. Finally, a practical application in a Peruvian copper mine is shown, involving four ore attributes: alteration code, arsenic, oxide content and copper grade. INTRODUCTION In copper ore deposits, blending for quality has not been a typical issue as it was for coal and iron ore; however, current copper deposits in the world are becoming geologically and chemically more complex than in the past and is not uncommon to have quality standards involving up to four attributes, introducing an additional complexity to the mine scheduling process [1]. In order to solve the Open Pit Scheduling Problem with multiple ore quality constraints, two assumptions are necessary [2]: - Grade constraints are defined only by specifying an upper and lower limit; - Ore attributes in stockpiles are pre-determined, i.e., the upper and/or lower grade limits defining each stockpile are already known at the time of setting the schedule. Assuming each ore attribute is classified as high, medium or low, and there are four attributes to be controlled in the target ore quality, the number of possible blending classes would be 3^4 = 81. This number is impractical to manage in Operations, and increases the complexity at the time of running the schedule; therefore, a more efficient way of classifying ore is required. Note that in practice, one blending class can be split into more than one stockpile location due to physical capacity constraints. Therefore, the number of stockpiles could even be more than 81. BLENDING CLASSES DETERMINATION For a given set of ore grades with lower and upper limits to be achieved, one has to find all feasible ore classes such that when blended, their grades will lie within those limits.

Calcium carbonate is one of the highest volume industrial mineral products in North America. It is used in filler and extender applications, roofing products, floor tile, glass manufacture, etc. Calcium carbonate has over a dozen major filler and extender applications plus a host of minor uses. North American consumption of calcium carbonate fillers and extenders in 1991 is estimated at over 5,000,000 tons valued in excess of $400,000,000. There were five major suppliers of calcium carbonate fillers in the Middle Atlantic region in 1988 :?Bestone, Genstar, National Gypsum, Thomasville Stone and Lime, and White Pigment. With the exception of Genstar's Maryland operation, all of these operations are within a few miles of York, Pennsylvania. The Millington Group (TMG) purchased the assets of Bestone Corporation in February of 1989. TMG then seized the opportunity to strengthen its business position by acquiring National Gypsum's and White Pigment's Pennsylvania filler businesses in December, 1989 and July, 1990, respectively. By July of 1990 TMG's filler business acquisitions included six quarries and one underground mine, totaling over 1,200 acres and three processing facilities. The assets were restructured into two new companies - Delta Carbonate, Inc. and Penroc, Inc. (hereafter collectively referred to as Delta). Delta identified the assets of the three predecessor companies as undervalued from the outset. The initial phase of Delta's turnaround strategy was to reassess the combined mineral. mining, processing, transportation and marketing assets. The second phase was to effectively integrate these resources in order to exploit their inherent synergy.

By using a computer application to monitor all aspects of the daily production as well as the maintenance, a company can immediately effect a cost reduction by studying the down-time and delay trends on an everyday basis. This paper will outline how a company can use a program to not only put a stop to the increasing supply and maintenance costs but start trimming each of these cost centers while actually increasing the efficiency and productivity of the current work force.

Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture re-absorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid fuel.

Iran possesses very large copper resources, estimated to contain around 4-5% of the world's known copper inventory. There are several small private sector copper mining operating in the country, but Iran's copper industry is dominated by the state-owned National Iranian Copper Industries Company, which operates the world-class Sar-Cheshmeh open-pit Mine. This mine was developed in 1970s before the 1979 Islamic Revelation by the Atlantic Richfield Company (ARCO), the former Anaconda Copper Mining Company. Current Iran?s copper cathode production is about 250,000 mtpa and recently it is targeted to reach to 700.000 t by 2014. The required finance for this target is estimated US $2.25 -b, i.e. US $5000 for each tonne capacity. The copper content of the mineable reserves of the country is estimated about 19 Mt. It is not unlikely this amount increases in close future. Currently, almost 30 projects consist of mine, concentrator, smelter, refinery, acid plant, leaching, bio-leaching are underway. Once mining compromises the stability of a rock mass, the dangerous task of roof bolting begins. Many attempts have been made to automate this process, but there are still many refinements that need to be made. In the past, roof bolting modules were designed around the abilities of a human operator. Currently, researchers are taking a new approach that focuses on designing modules that can utilize bolting methods that are easily automated. A non-rotating anchor that is locked into position by a linear force (as opposed to a rotational force) was designed by researchers at the U.S. Bureau of Mines. Once the bolt is secured in the bolt-hole by the anchor, the bolt is tensioned and a collet is used to secure the other end of the bolt. This process replaces the traditional bolt-nut fastening method. This program is part of an effort at the U.S. Bureau of Mines to automate the coal mining process.

"The city of Denver, CO has experienced extreme growth in the past decade, with the population of the city topping more than 700,000 people in 2018. The current storm water drainage system was put in place in the early 1900s and has not been able to keep up with the growth of the city.When it rains north and east of the city, the runoff goes toward the South Platte River. With the dense population and sometimes severe thunderstorms in the summer, the city has experienced significant flooding that not only endangers lives of residents, but some of the storms have caused millions of dollars of property damage.The Platte to Park Hill Project is a $298-million nearterm, four-phase solution to the flooding that includes the Globeville landing outfall; an open drainage project in the Cole neighborhood in north Denver; an area for temporary water detention and another temporary water detention in Park Hill.The largest and most complex phase of the project is the Globeville landing outfall — a $70-million box culvert project that includes a pair of 157-m (515-ft) long, 243-cm (96-in.) diameter storm water tunnels that pass beneath a busy rail yard with 17 tracks for the Union Pacific Railroad (UPRR) and two Regional Transportation District (RTD) commuter rail tracks. The tunnels, which were installed parallel to a pair of existing 243-cm (96-in.) tunnels, were designed by Brierley & Associates as a client of Merrick & Company for the City & County of Denver, and Bradshaw Construction constructed the one-pass tunnels.From the start, it was evident that the tunneling portion of the project would be the most challenging because of the rail yards.“It’s a little bit more complicated because the railroads have such tight restrictions for settlement,” said Rebecca Brock, Brierley’s project manager. “We had a lot of meetings with Union Pacific and RTD to figure out what are prescribed versus tolerable settlements.”“The portion extending beyond the UPRR under the RTD rails was challenging, as RTD is new to tunnel installations under its tracks,” said Lester Bradshaw, president of Bradshaw Construction. “The RTD tracks employed a unique foundation of continuous concrete with integral raised concrete ties on rubber bushings. Minimizing settlement to these tracks was a critical requirement.”"

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall
