Biology opens a new frontier for the mining industry. With rising environmental concerns, the need to couple conventional chemical and physical technologies with sustainable approaches is pressing. At Allonnia, we harness microbial processes to create innovative and environmentally responsible technologies with broad applications. The native microbial community (microbiome) remains largely unexplored at most mining sites, unlike the geochemical environment. The exploration of complex biological reactions that could transform mining technology is just starting and holds vast possibilities, spanning bio-cementation, carbon sequestration, ore beneficiation, water mitigation, bioleaching, metals recovery, and more. Allonnia has collected samples from mine sites in Australia, Africa, and North America to characterize the microbiome and uncover the genetic potential present in mineral-rich environments. We are evaluating microbial metabolites that selectively solubilize gangue from various ores. In addition, biological reactions hold promise as tailings stabilizers. Our early efforts illustrate exciting prospects for harnessing biology’s potential in mining.

There is considerable interest in the iron and steel industry in the development of technologies that can reduce carbon dioxide emissions, as the iron and steel industry is the third largest producer of carbon emissions in the world, after automobiles and the power generation industry. The E-Iron Iron Nugget Making Process, invented by Dr. Komar Kawatra and Dr. Tim Eisele, provided a major breakthrough in the iron making process as the process uses biomass in the form of hard wood or soft wood as the reductant in the place of coal. Dr. Kawatra recognized that biomass is rich in both carbon monoxide and hydrogen, two important reducing agents. This resulted in initial experiments conducted by Dr. Kawatra and Dr. Eisele in the laboratories of the Chemical Engineering Department of Michigan Technological University (Michigan Tech) that prepared self-reducing pellets with wheat flour as the reductant and limestone/dolomite as the flux. Initial results were encouraging so they extended their work to include hardwood, which is in huge supply in the forests of Michigan and Minnesota, as the reductant. Dr. Kawatra has also applied the E-Iron Technology to other iron bearing minerals to produce pig iron grade iron nuggets. He used the E-Iron Process to convert red mud, a high iron waste product of the aluminum industry, into pig iron nuggets with the rare earth elements reporting to the slag. This work resulted in a patent with Dr. Kawatra and Dr. Michael Archambeau named as the inventors. Dr. Kawatra then extracted the rare earth elements as a separate high value bi-product using oxalic acid, which he produced from carbon dioxide. Dr. Kawatra also conducted a test program that produced pig iron nuggets from New Zealand beach sands. The vanadium in the beach sands was retained in the iron nuggets, recoverable as a valuable bi- product in a separate process. The titanium dioxide in the beach sands reported to the slag. This demonstrates the potential use of the E-Iron Process to convert the large ilmenite reserves in Northern Minnesota into pig iron and titanium dioxide. Another use of the E-Iron Process discovered by Dr. Kawatra was its ability to produce iron nuggets from manganiferous ores. Dr. Kawatra was able to direct the manganese into either the metal or slag by adjusting process temperature. The above discoveries are included in several patents that were assigned to Carbontec Energy. This presentation will only address the use of the E-Iron Process to produce pig iron nuggets from steel mill waste and un-pelletized, mid-grade iron ore. Carbontec Energy Corporation agreed to sponsor additional research directed at improving this new technology that would later be trade named, The E-Iron Process. Carbontec Energy conducted further work that proved that the E-Iron technology could also convert steel mill waste into metallurgically acceptable iron nuggets. Carbontec also collaborated with the Lawrence Livermore National Laboratory and Purdue University Northwest to conduct a Department of Energy (DOE) sponsored program that would use their high performance computer capability to both verify and model the E-Iron Process. Purdue University Northwest reported that the E-Iron Process can produce pig iron nuggets with 85% less carbon emissions than a blast furnace. The E-Iron Process is similar to the ITmK3 process, developed by Kobe Steel, that also produces iron nuggets but uses coal as the reductant.

The Upper Hidden Basin Diversion (UHBD) tunnel was driven approximately 1.2 miles by the drill-and-blast method primarily through massive granite bedrock geology for the Kodiak Electric Association, Inc. (KEA) in Kodiak, Alaska. The tunnel was driven from both portals with a constant 11-ft straight-leg horseshoe cross-section. The design and construction of the tunnel was driven by logistics and weather conditions due to its remote location and the rugged terrain of the project setting. This paper will discuss the successful completion of a challenging project over a ve-year period from preliminary planning through the design and construction phases.

An 8-foot tall horseshoe adit tunnel located within an abutment of the Mount Morris Dam in Mount Morris, NY required repair of a failed reinforced concrete liner. The adit tunnel is entirely founded within highly weathered shale bedrock units, which induced unloading stress on the original tunnel liner. An epoxy-impregnated carbon fiber fabric wrap manufactured by Sika was chosen to repair the failed adit tunnel liner. Kilduff Underground Engineering completed the design of the tunnel repair utilizing both empirical and numerical methods. Merco Engineering Contractors completed the injection of chemical grout and repair liner installation.

"Civil design has changed in many ways using BIM (Building Information Modelling) technology in its most recent form. Such a technological breakthrough has not been successful so far in traditional oriented Engineering Geology, except in the Mining and oil exploration markets with budgets on much different scales. The fact is that paper, pencil and hand drawn sketches are still state of the art and a perfectly acceptable way of producing subjective geological interpretations.Using the technology available, we have developed a set of procedures and techniques to combine the latest surveying and remote sensing technology, GIS based tools to manage large data sets and BIM modelling techniques in a 3D geological environment.To demonstrate the concept, the forthcoming Karavanke tunnel project (Slovenia) has been chosen for testing techniques. The project, with its rich documentation from previous phases and new data available, represented a good basis for testing the possibility of digitizing geological data while communicating with Leapfrog Geo 3D modelling algorithms. This type of procedure would then allow engineers at the construction site to use the 3D model for prognosis and evaluation, while upgrading it daily with new information.INTRODUCTIONThe Karavanke tunnel crosses the mountain range on the border between Slovenia and Austria. As the geology is very complex due to its imbricate fan structure, a series of geological – geotechnical and hydrogeological investigations have been performed since the 1970s, resulting in extensive project documentation. The construction of the 7864 m long single-tube two-lane tunnel took place in the late 1980s. Currently, the tunnel represents a critical point on Pan-European Transport Corridor X (Salzburg, Austria – Thessaloniki, Greece), with insufficient safety measures. The need for improved traffic flow and enhanced road safety led the Slovenian government in 2013 to a decision to continue with activities regarding the construction of the second tunnel tube 70 m east of the existing tunnel.The extensive project documentation from previous investigation phases and construction of a new tunnel tube presented a good base for a pilot project, in order to test the emerging new technologies for data acquisition, processing and analysis in a 3D environment. Several products are available on the market for data acquisition and 3D geological modelling, but only a few can be applied in the civil design, as well. Developing a standard format and procedure for implementing the 3D geological model using new remote sensing techniques, 3D geological modelling tools, such as Leapfrog Geo and BIM (Building Information Modelling) modelling techniques would move the Engineering Geology, Geotechnics and Tunneling to a more advanced level. 3D modelling tools would therefore not only be used as a visualization tool, but would also contribute to in a more efficient communication and workflow between the professionals involved in the project."

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. Continued expansion of United States energy requirements has focused ever increasing attention on this tremendous resource, particularly as efficiency in mining and transporting of coal, as well as in electrical energy generation and transmission have improved and as hydrogenation and gasification of coal approach economic feasibility. This "total energy" concept for coal includes all of the energy uses that coal offers and has resulted in mergers of oil and coal companies and acquisition of coal re- serves by oil companies, as well as by coal companies and others. There is no doubt that these coals are entering an exciting new era of exploration and development that will result in greatly increased production. As a matter of fact, increased consumption for energy generation is well under way and recognition of the economic feasibility of high-Btu pipeline gas and synthetic petroleum products from coal is imminent. As coal is gradually displaced in steam electric generation by the more exotic fuels and processes, it will be increasingly used as raw material for the synthetic petro-chemical industry and the organic chemical industry.

"The McCook Main Tunnel connects Chicago’s Tunnel and Reservoir Plan (TARP) Mainstream Tunnel to the McCook Reservoir. The tunnel system consists of a 10 m (33 ft) finished diameter and 490-m (1,600-ft) long hard-rock tunnel constructed from a 27.5-m (90-ft) diameter and 92 m (300 ft) deep main gate shaft. The gate shaft houses six high-head 4.4 x 9 m (14.5 x 29.5 ft) wheel gates installed in the bifurcated and steel-lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir. Construction of the McCook Main Tunnel in live flow conditions was a challenging task for the McCook Main Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch and contractor Kiewit Infrastructure Co. (Kiewit). Once completed in two stages in 2017 and 2029, the McCook Reservoir will hold 38 billion L (10 billion gal) of combined sewer overflows (CSO) and flood waters from the city of Chicago and 36 surrounding communities in Cook County, IL The construction of the tunnel system was divided into two contracts. The first contract for the gate and construction access shaft was completed in August 2011. The second contract included tunnel excavation and concrete and steel lining that was completed in September 2014; installation of gates and hydraulic cylinders that was completed in June 2017; and the last major construction activity was the removal of a temporary concrete plug (bulkhead) and lining that tunnel section to bring the overall tunnel and gates system online before Dec. 31, 2017.This article focuses on the installation, testing and commissioning of the high head wheel gates. Live tunnel connection details to TARP Mainstream Tunnel were addressed in a previous paper submitted at the World Tunneling Conference in 2016."

The International Tunneling Association (ITA) Working Group (WG) 22 “Information Modelling in Tunneling” has developed a guideline for the implementation of Building Information Modeling (BIM) concepts for Bored Tunneling Projects. The guideline primarily covers the use of BIM during the conceptual and delivery phases of a project. It provides Owners with an introduction to BIM, an overview of the current capabilities of BIM, and a guide for implementation for a Bored Tunnel. The document will be officially published at the World Tunnel Congress (WTC) in Copenhagen in 2022. This paper describes the need for the guideline and provides a preview of its contents.

The Foothill Tunnel is a remote 16-mile-long untreated drinking water tunnel in the San Francisco Public Utilities Commission’s (SFPUC) Hetch Hetchy Water and Power (HHWP) system. The 14-foot horseshoe shaped tunnel, constructed in the 1920s, is lined intermittently with concrete over approximately 53% of its length, with the balance being unlined rock. After detailed planning, in January of 2020 Mott MacDonald and HHWP staff completed a visual inspection and documented the condition of the tunnel with electronic data collection, photographs, and video with audio recording. The result was a comprehensive condition assessment that identified key areas of the tunnel to monitor.

Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry as a predictive tool for planning and monitoring and can assist with a well breach scenario over a large mining area. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

"By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

The Amtrak East River Tunnels include four tunnels, Line 1 to Line 4, which extend from New York Penn Station in Manhattan, under the East River to Sunnyside Yard in Long Island City. Since fall 2015, Amtrak has initiated a program to repair and reconstruct the century-old tunnels, including structural repairs of all the tunnels and reconstruction of the Line 1 and Line 2 tunnels. The reconstruction includes bench wall demolition and replacing and installing the following elements in the tunnels: direct fixation track, traction power, signal, communication, and tunnel fire/life/safety components. This paper provides design and site investigation challenges and knowledge gained from this program.

The PMott MacDonaldlane Train Tunnel West Extension (PTTWE) Project at HartsfieldJackson Atlanta International Airport includes the extension of the existing automated people mover system and terminal renovations at the baggage claim station. To assist with design, pricing, and assessment of risk on this progressive design-build project, 3D design models were prepared to increase visibility into realities of construction. This paper will focus on the original intent of the models and explore the additional, unforeseen value they provided throughout the design and construction process.

This study was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to better understand rock-mass behavior in longwall coal mines in highly stressed, bump-prone ground. The floor-heave and nofloor- heave phenomena at a western US coal mine could not be properly simulated in numerical models using conventional shear-dominant failure criteria (i.e., Mohr–Coulomb or Hoek–Brown failure criterion). The previous numerical study demonstrated these phenomena using a user-defined model of the s-shaped brittle failure criterion in conjunction with a spalling process in the FLAC3D numerical modeling software. The results of the FLAC3D modeling agreed with the observations of the relative amounts of heave from each gate-road system. However, the FLAC3D model adopted many assumptions and simplifications that were not very realistic from a physical or mechanical perspective. To overcome the limitations of the FLAC3D model, 3DEC modeling in conjunction with the discrete fracture network (DFN) technique was performed to better understand the true behavior of floor heave associated with underground mining in an anisotropic stress field. The effect of stress rotation in the mining-induced stress field was considered by using a different geometry of rock fractures in the coal seam. The heterogeneity of the engineering properties (i.e., cohesion and tensile strength) were also considered by using Monte Carlo simulations. Consequently, the 3DEC models using the DFN technique resulted in predictions of floor heave that agreed with observations of the relative amounts of heave from each gate-road system, but the cause of heave was mainly related to the degree of anisotropy instead of the size of the pillar.

The Mining Engineering Handbook is written primarily for persons interested in the economic extraction of minerals. Not everyone referring to this book will be knowledgeable about mining and, therefore, this section is intended to explain to interested persons the scope of mining as well as fulfilling the title of "Mining's Place and Contribution" among the industries of society. 1.1-MINERALS, ROCKS AND ORE In the year 1971, the number of known elements amounted to 104. Fifteen of these have been made only in the laboratory, others may have persisted from the primitive atmosphere, but, by and large, elements originated from magmas or igneous rocks of the outer rocky shell of the earth. Only eight elements constitute 98% by weight of the earth's crust. These are oxygen, 47%; silicon. 28%; aluminum, 8%; iron, 5%; and sodium, magnesium, potassium and calcium, less than 4% each. These common elements and the other less common ones are the building blocks of minerals, of which there are over 2,000 varieties. According to Webster: "A mineral is an inorganic substance occul.ring natura!ly in the earth and having a consistent and distinctive set of physical properties and a composition that can be expressed by a chemical formula. The term is sometimes applied to organic substances, such as coal." Thus, minerals are precise combinations of elements. Rocks, as distinct from minerals, are composed of assemblages of minerals. When minerals are found in sufficient concentration to warrant extraction by mining, the mineralized area is considered an ore deposit. The definition of ore is mineral that can be extracted from the ground at a profit. The economic connotation is implicit in the word ore. Since most of the useful elements compose such a small percentage of the earth's crust, the occurrence of ore deposits as we know them would not have transpired had not geologic processes concentrated the elements (see Sec. 4). 1.2-DEFINITIONS OF MINING TERMS Extensive coverage of the many descriptive terms used in mining may be found in a good mining glossary, such as is available from the Superintendent of Documents (see Sec. 35), but for convenience a number of the more common definitions are given here. Mining may be defined, as by A. B. Cummins, as the act, process or work of extracting minerals or coal from their natural environment and transporting them to the point of processing or use. Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson's ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. Typically, peak resistance is only reached after a finite amount of subcritical crack growth. The

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining's reward Tabor traveled west in the 1859 Pike's Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne's Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season's end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district's best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor's by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor's silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County's wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The
