In the beginning of the third millennium, the world mining industry has to cope with many challenges; the continuous need for mineral resource deposits and the mostly unsolved economic efforts should be accompanied with ecologic measures mankind has to take in order to avoid self-destruction. The present paper analyses the possibilities of using underground mining spaces in Romania for storing dangerous waste and suggests viable solutions. The characteristics of dangerous wastes and their disposal in suitable underground spaces are analyzed. Also, some methods for deactivating dangerous solid wastes as well as the importance of monitoring underground spaces in order to eliminate environmental impact risks are presented.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. The continuous flow, horizontal drum blender has dynamic properties which may be described by the same type of equations which often arise in electrical filter analysis. Furthermore, the equations may be readily solved by the same techniques used in electrical control analysis. For this reason the blender model developed is termed an "Electric Analog", although strictly speaking it is a mathematical model. Presentation of the dynamic performance of the blender as an electrical (or mathematical) model is desirable for several reasons. The model can be of assistance in correlating performance data with equipment design parameters. The model 'can be used with other process equipment models for simulation of an entire plant operation or in stability studies. In addition, the model may be useful in providing insight into the actual blending mechanism, or it may suggest a similar method of analysis for other closely allied equipment.

The mining industry of the World, and particularly of the United States, has made a complete reversal from underground to surface mining methods since the turn of the 20th Century. This has occurred even as average ore grades were decreasing and strip ratios rising. In the early 1900's there were over 100 underground mines producing from the three iron ranges of Minnesota -- today there are hone. Practically all of our coal prior to 1930 was mined underground; today over one-third is from surface operations and that percentage is increasing. Although world mining has hot changed to surface techniques as rapidly as has the U. S. Industry, the shift is escalating and will approach our figures shortly. A comparison of World and U. S. production figures are shown in Table 1, taken from the AIME Surface Mining volume, and the trend rates for the U. S. are depicted in Fig. 1.

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

As the trend to deeper mines, producing from marginal ore bodies, continues, mine hoists and their associated equipment will become more sophisticated, complex, large and expensive. Over the past two decades, mine hoisting equipment and systems have moved from steam engines to static rectification of ac to dc, and electronic controls are the standard. It is the intent of this section to present what is currently available in the field of mine hoisting equipment and systems. Because the present engineer has been exposed longer and more intensively to such things as computers, electronic devices, and machine design, no attempt has been made to make this a layman's article. Contributions from the electrical design and application engineer, gearing and hearing design engineers and other specialists have been incorporated. Some material will be devoted to electrical drive systems, rectifiers and gearing design among others. These items are inherent in the design of a mine hoisting system and the subsequent selection of the correct, most reliable and most economic system. The mine hoist can be a bottleneck between the underground mine and the surface mill. Correct selection of the right type of hoist is imperative. In this vital link between mine and mill, crude estimates of hoist capacity are not good enough, and the mining engineer must design and select the right hoisting system to meet the design specifications. 15.1-MINE HOIST TYPES There are two basic types of mine hoists available anywhere in the world today: the drum hoist on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe), which merely passes the rope over the wheel during the hoisting process. Drum and friction hoists are "generic" terms which describe the two basic categories. Within each category are variations, as below. 15.1.1-DRUM HOISTS Drum hoists, as noted, actually store the hoist rope on the drum much the same as line on a fishing reel. To accomplish this task, the drums are so designed to store, in one or more layers, the footage of wire rope equal to the total maximum hoisting distance plus sufficient rope for cutting and inspection at regular intervals and for holding to the drum (see Fig. 15-1). Usual practice in hoist drum design is to allow three turns of hoist rope for holding on the drum and three turns for inspection cuttings. 1. Single-Drum Hoists-Fig. 15-2 shows a typical single-drum hoist as manufactured by most U.S. heavy-mining-equipment companies. With the exception of some very minor features, this design configuration is standard throughout the U.S.A. Fig. 15-3 is a plan view of a typical single-drum mine hoist. This particular hoist has a single-motor drive and a double-reduction set of gearing.

The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

Kaiser Steel Corporation's Eagle Mountain operations are located in Southern California at a distance of about 130 miles east of the Corporation's steel plant at Fontana, California, and at a distance of about 225 miles from the nearest harbors which are located at Long Beach and Los Angeles, California Although the Eagle Mountain ore bodies are strategically located with respect to the steel plant and the harbor facilities, they are not of a very high grade and 'the geologic nature of the deposit makes it very difficult to mine and to concentrate. The iron ores occur as partial replacement of older zones mainly within dolomites and to a lesser extent within quartzites and quartz monzonites. The alteration was extremely variable and generally resulted in the formation of pyritic magnetic which, in part of the ore body, was leached to remove the pyrite and change the magnetite to hematite. Although the overall ore body is large, a major portion of it contains sulfur in the range of 1.0% to 5.0%. Obviously, this is too high a sulfur content for direct use in blast furnace feed.

Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

The raise bore method of shaft construction has been success-fully used in the mining and construction industries for over thirty years. In the mid 1990’s, Twentymile Coal Company (“TCC”), now affiliated with RAG American Coal Company, used this method for a moderately deep small diameter shaft and the raise bore and slash method for a shallow larger diameter shaft. In late 2001, TCC contracted to raise bore a 431-meter deep, 6.2-meter diameter shaft. During the raise bore and shaft lining processes, regional horizontal stress fields resulted in extensive elliptical caving beyond the original design diameter. This paper discusses the engineering approaches and procedures used to safely complete construction of the raise bore shaft.

Rico is a small town in an old zinc mining district in a mountain valley of southeastern Colorado. Mine waste rock and mill “tailings” remained after over 100 years of mining in the area, leaving associated surface water and groundwater impacts. Atlantic Richfield Company is proposing an innovative approach, which uses lime precipitation and wetland ponds (semi-natural system, also called treatment lagoon in a wetland setting) to treat adit water in the Rico area. Besides using a non-conventional treatment approach, a non-conventional (non-Superfund) regulatory/administrative approach is being proposed. This paper will focus on the water treatment issues and solutions, as well as describing the innovative “watershed” regulatory process.

"Instrumentation and monitoring of ground deformations in tunneling is a principal means for selecting and controlling the excavation and support methods among those foreseen in the design, for ensuring safety during tunnel construction (including personnel safety inside the tunnel and safety of structures located at ground surface) and, finally, for ensuring construction quality management. In this paper, the effect of Hakim Tunnel excavation on the behavior of the surrounding ground was investigated based on the geotechnical instrumentation. This tunnel with 1080 m length, 18 m width and 12.6 m height is being constructed using the SEM/NATM along the Hakim Highway in Tehran. The results which are obtained from recorded displacements by geodetic pins (on the tunnel wall and roof), extensometers and settlements pins (at the ground surface) demonstrate the tunnel stability during the various stages of excavation. However, it is concluded that the rate of excavation in different sequences could have a major role on stability of tunnel. In this case the surface and underground openings were monitored as well as needed for controlling the face probably collapse. INTRODUCTION Tunneling is increasingly being used world-wide to provide the infrastructure required for sustainable urban areas. The high demand for space and the disturbance of existing infrastructures by construction measures increasingly forces future infrastructure projects to be conducted underground. One of the important purposes of tunneling projects in urban area is not only to minimize displacements but also to control them during the construction (Pourhashemi et al., 2015). Normal method of tunnel stability analysis is not able to evaluate the real rock and soil mass behavior. Hence, instrumentation is a practical method to monitor displacements, to evaluate the stability of underground openings, and also to determine the rock and soil mass properties (Dehghan et al., 2012. Dehghan, 2013). Rocks and soils are materials with properties that can change instantly and significantly from one point to the next. Some complications may often happen due to uncertainties in the loads that the new facility must withstand during construction and operation. Instrumentation and monitoring provide quantitative information on actual behavior of ground and adjacent structures. A lot of deformation monitoring studies for determining and analyzing different kinds of engineering structures such as tunnels, bridges, high-rise buildings and dams are implemented. Airborne geochemistry became a reality with the advent of a high-sensitivity airborne gamma ray spectrometer with large volume NaI (TI) crystal detectors. Small variations in the concentration of potassium (as K40), thorium (as T1208) and uranium (as B1214) along the flight lines can be determined by measuring the gamma radiation with a sensitive airborne spectrometer. Small volume crystal spectrometers are useful only for detection of major surface uranium (Bi214) variations, but the large crystal volume system is an airborne geochemical exploration method capable of locating hydrothermal mineral deposits. Radioactivity as a guide to ore has been discussed in the literature by Damon (1950), Gross (1952) and others. The theoretical basis is that potassium, thorium, and uranium are concentrated in late stage solutions during magmatic crystallization. Thorium and uranium are concentrated in late stage liquids because their large atomic radius and high ionic charge prevent them from entering into the crystal lattice of common rock-forming minerals (Rankama and Sahama, 1950). Potassium, which has a large ionic radius and small charge, also can be concentrated in the high water content late stage fluids (Heier and Adams, 1964). A large proportion of uranium and thorium in rocks occurs around grain boundaries of the essential rock-forming minerals (Hurley, 1950). Uranium and thorium substitute for zirconium in zircon, a comparatively early forming mineral. However, most of the thorium and uranium is concentrated in residuals where they can be fractionated and incorporated into allanite, monazite, xenotime, and other minerals.

In this section the chemical, physical, and mechanical principles of hydrometallurgical processes are developed and reviewed. Plant practice is not discussed other than to note the metals which are processed using the various systems that are available. These notations will permit the reader to refer to the appropriate section in Part II of the Handbook for specific details on a particular metal or mineral. The equipment used to accomplish the desired unit operation is de¬scribed. Comparative data are presented to illustrate performance characteristics of unit operations, process, and equipment. The economic efficiency of individual processes is outlined. Some of the chapters contain material that is covered in detail in other sections of the Handbook Such chapters are developed only sufficiently to indicate the specific application of the techniques to hydrometallurgical processes. In this section considerable cross-referencing to the other related sections has been done.

The electrokinetic and flotation behavior of the green alga Chlorella vulgaris was studied in the absence and presence of Pb(II), Al (III) and flotation collectors. It was found that the presence of Al (III) is necessary for good flotation of the organism whether or not Pb(II) is present when dodecylammonium chloride or sodium dodecylsulfate is used as collector. Best flotation using dodecylamine is at about pH 8 and best flotation when using sodium dodecylsulfate is at about pH 4. It appears because of the small size of the organisms that the Al (III) is necessary for flocculation to enhance bubble-cell contact and C. vulgaris removal from water. When N-dodecyl-2-aminoproprionic acid is used as collector good flotation occurs at about pH 4 without the addition of Al (III).

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

Flotation recovery of molybdenite particles finer than 15 micrones sharpy decreases with decreasing size. A totally hydrophobic latex agglomerant (UBC-1), which was previously reported to be very efficient in agglomerating hydrophobic fine coal, has been found to agglomerate fine molybdenite particles. The agglomeration takes place only in the presence of MIBC which is commonly used as a frother in molybdenite flotation. Adsorption tests confirmed that MIBC is adsorbed onto molybdenite. The effect of the agglomeration on flotation has been studied by floating fine molybdenite from mixtures with quartz using the UBC-l agglomerant and the MIBC frother. A significant improvement in the flotation of fine molybdenite has been observed in the presence of the UBC-l agglomerant. The best results have been obtained around pH 5.5 which corresponds to the iso-electric-point of molybdenite.

The Republic of México is the world's largest producer of celestite/strontium carbonate and natural sodium sulfate. It is also a significant producer of flourspar, barite, graphite, sulfur, feldspar, salt and gypsum. New production may be brought on stream for borates, wollastonite, garnet, calcium carbonate and others. The country covers a geographic area of approximately 2 million square kilometers (760,000 square miles), and is divided into seven geological/geomorphological provinces. Less than 20 percent has been explored in detail for either nonmetallic or metallic minerals. This leaves large areas available for the discovery of world-class industrial mineral deposits. In addition to new deposits of those minerals currently being produced, there is exploration and development potential for borates, magnesite, rare earths, nepheline syenite, heavy mineral sands and numerous others.

In recent years, there has been a dramatic increase in the number of machine driven soft ground tunnelling projects. This increase is largely due to the technological development of slurry and EPB Shield systems. A new generation of soft ground tunnelling machines, markedly different from those of five years ago, now overcomes ground conditions that until now were too costly and impractical to undertake. The paper reviews the latest soft ground tunnelling machine developments in material transport, guidance and control, seismic surveying, soil conditioning, settlement control, cutting tool applications and variable mode operating systems. Specific projects where this technology has been applied will be highlighted.
