"IntroductionDURING the past half century, the economy of Western Canada was largely centred on agriculture. However, the impact of World War II has led to an acceleration in the development of a variety of natural resources so that, today, Western Canada is experiencing great industrial development. Consequently, the availability •of low-cost energy assumes prime importance. In the final analysis, industrial growth and expansion are intimately linked to the energy resources.Coal ReservesHas Western Canada adequate coal reserves to meet the present accelerating demand for power in the days that lie ahead? This question must be answered before detailed consideration can be given to the probable patterns •by which various energy sources in Western Canada may be expected to meet the expanding demand. Figure 1 indicates the extent and distribution of the Canadian coal reserves, the data having been prepared by Dr. B. R. MacKay for the Royal Commission on Coal in 1946 (1). The amount of readily recoverable coal is listed as one-half the quantities shown on the chart. It is interesting-to note that upwards of 90 per cent •of the Canadian coal reserves .are located in the three most westerly Canadian provinces. It has been estimated that the coal reserves, at the present rate of mining, would be adequate for about 3,000 years. Consequently, it may be concluded that the coal •reserves in Western Canada •are indeed adequate to meet tremendous energy demands for many centuries. When the oil and natural gas have been exhausted, the great coal reserves will still be available."

"Laterite ore processed by the Ambatovy joint venture in Madagascar is primarily limonitic in nature, containing approximately 40–45 wt.% Fe and 1.1 wt.% Ni. The process selected for treatment of this ore considered the behaviour and deportment of iron in each step of the commercial flowsheet. Such considerations included nickel and cobalt recoveries, reagent consumptions, liquid-solid separation characteristics, and intermediate and final product purities. In this paper, the results for the first three years of commercial operation at Ambatovy are compared with the design parameters, with emphasis on the behaviour of iron.RÉSUMÉ Le minerai latéritique traité par l’entreprise commune Ambatovy au Madagascar contient principalement de la limonite, composée de 40–45 % en poids (wt%) de fer (Fe) et de 1,1 wt% de nickel (Ni). Le procédé choisi pour le traitement de ce minerai tenait compte du comportement et du maintien du fer à chaque étape du schéma de traitement commercial. Parmi les facteurs pris en compte figuraient les récupérations de nickel et de cobalt, les consommations d’agents réactifs, les caractéristiques de séparation des liquides-solides ainsi que la pureté des produits semi-fini et final. Cet article compare les résultats des trois premières années d’exploitation commerciale à Ambatovy aux paramètres d’étude, en insistant notamment sur le comportement du fer.INTRODUCTIONThe main component of nickeliferous laterite ore is iron, and the Ambatovy deposit in Madagascar is no exception. Ambatovy ore is primarily limonitic in nature, containing approximately 40–45 wt.% Fe and 1.1 wt.% Ni. The nickel content of the ore is approximately 1/40th that of the iron content by weight; therefore, successful recovery of nickel depends on close control of the behaviour of iron in the selected process.The Ambatovy area is located 80 km east of Antananarivo, the capital of Madagascar. Exploration dates back to 1960, when the Malagasy Service Géologique carried out a limited pitting and auger-drilling program. Phelps Dodge Corporation (now Freeport-McMoRan Copper & Gold, Inc.) was granted the mining rights to the property in 1995 and carried out significant resource definition, environmental assessment, and engineering studies between 1995 and 2001 (Chou, Rooke, Williams, & Hanks, 2000). In 2003, Dynatec Corporation, which was formed in 1997 by the merger of Dynatec International Ltd. and Sherritt International Consultants Inc., signed a joint venture agreement with subsidiaries of Phelps Dodge to evaluate the Ambatovy nickel project. Dynatec became extensively involved in the development of the project, including process selection and pilot plant testing in Fort Saskatchewan, Alberta (Collins et al., 2004, 2005; Collins & Vardill, 2005; Collins, Buban, Holloway, Masters, & Raudsepp, 2009). Dynatec acquired 100% of the project in 2005 and a joint venture between Dynatec, Sumitomo Corporation, Korea Resources Corporation (KORES), and SNC-Lavalin Inc. (SLI) was formed shortly thereafter to provide funding for further development. SLI was responsible for engineering, procurement, and construction management of the commercial facilities. Sherritt International Corporation reacquired Dynatec Corporation, including 40% ownership in the Ambatovy nickel project, in 2007. The current Ambatovy joint venture consists of an integrated nickel and cobalt mining, processing, refining, and marketing enterprise between subsidiaries of Sherritt (40% owner and mine and plant operator), Sumitomo Corporation (32.5% owner), and KORES (27.5% owner)."

The EKATI"" Diamond Mine commenced operation in October 1998. It is operated by BHP Diamonds Inc., which is a part of the Non-Ferrous and Industrial Materials Division of BHP Minerals, a business unit of BHP Company Ltd. of Melbourne, Australia. The EKATI"" Diamond Mine is a joint venture of BHP Diamonds Inc. (51%), Dia Met Minerals Ltd. (29%), Charles E. Fipke (10%) and Dr. Stewart L. Blusson (10%). In December 1993, an office was opened in Yellowknife, Northwest Territories specifically for the then Northwest Territories Diamonds Project (EKATI"" Diamond Mine) development. EKATI"" Diamond Mine is located 300 kilometres northeast of Yellowknife and 200 kilometres south of the Arctic Circle in the Northwest Territories of Canada (Figure 1 ). The site is located in a remote tundra area of continuous permafrost, north of the tree line, which is part of the Canadian Shield. Wekweti (Snare Lake), a Dogrib community approximately 180 kilometres southwest of the project, is the closest neighbour. The mining area and facilities lie within the 10 960 hectares land leases held by the joint venture. The total claim block (core zone and buffer zone joint ventures) covers 344 000 hectares. To date, more than one hundred kimberlite pipes have been identified within the claims. Five of these provide the basis for the present mine plan. Total capital investment in the project is over C$700 million. At full production employment will be about 600, including employees and long-term contractors, with over 33% being Aboriginal from the Northwest Territories.

Among the investigations that the Bureau of Mines is conducting witha view to increasing efficiency in the utilization of fuels belonging to or for the use of the Government is an investigation of the processesthat take place in a foundry cupola during a melt. Some observations on the results of cupola tests of cokes at the Government fuel-testing plant in St. Louis, Mo., the coke being fromcoal from many coal fields of the United States, have been stated in a previous bulletin.s Especial attention was given to the meltinglosses that resulted from the use of different grades of coke, light and porous or heavy and dense. These losses amounted in one instance to 52.5 per cent of the iron charged and showed, in convincing manner, the need of exact information in regard to conditions in the fuelbed of the cupola.b Melting losses of iron have been fully appreciated but little under-- stood. The fact that these losses were possible with either light or heavy coke led to the belief that by using small charges 80 placed that. melting would take place in that zone of the cupola where the highest heat and the smallest percentage of oxygen prevailed and by confiningall melting to this zone these losses would be eliminated and the economical use of practically any coke produced for metallurgical purposes would become possible. This widening of the field from whichcoke might be drawn for foundry purposes would serve to place the foundryman in an independent position as regards his source of supply, and would tend to conserve the better grades of coking coals, which are being rapidly exhausted, by making the poorer grades available for mixing with them. In order to investigate conditions within a cupola, the Bureau of Mines as a first step decided to install a commercial cupola, to sample the gases during their travel from the tuy~res upward, and to determine the temperature of the fuel bed.

The location, features, qualities, and extent of iron occurrences and the associated resources--limestone and dolomite, bentonite, coal-lignite, petroleum and natural gas, power, and water--are evaluated. The results of pioneer beneficiation tests on South Dakota taconite are discussed. In addition, pertinent features of taconite development, cost factors, the Western and Central United States trade area and markets are reported. The State's production of iron ores until 1963 has been small and for purposes other than the manufacture of iron. This investigation disclosed the probability of large resources of taconite in Pennington and Lawrence Counties. The average iron content is 29 percent, and a 65-percent or better iron concentrate might be produced. Ample resources are available for mining and processing taconite. An investment of at least $26 million would be required for a plant capable of turning out 1 million tons of agglomerated iron concentrate per year. The feasibility of such an enterprise is indicated, but intensive investigation and research must be completed to justify such an investment.

This paper shares the experience of the Alberta Energy and Utilities Board (EUB) Field Surveillance Branch over the past few years in building relationships with Aboriginal communities. Our goal is to provide and encourage best practices that may benefit you and your organization and result in strong, mutually beneficial relationships with a focus on Aboriginal communities. Historical information provides insight that aids in establishing effective working relationships with Aboriginal communities. An important component is appreciation of the perspective of these communities, which is achieved through awareness training. The use of local Aboriginal resource people as part of the training is recommended. A plan that is supported by management and staff is essential and lays the foundation for successful relationships. However, the plan must be flexible enough to change as circumstances warrant. The concept of having local people in communities address local issues is essential. This ?grass roots? approach, combined with the goal of exceeding a community?s expectations with respect to addressing issues, will go a long way to establish trust and credibility. Measuring the effectiveness of this work is the final building block to complete the picture.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

"Guests and Members of the Rocky Mountain Coal Mining Institute: "It gives me a great deal of pleasure to call the Fifty-Second regular meeting to order this morning. "I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. Many authorities tell us that real competition from these sources is a long way off and that the atomic energy program will consume far more coal than is displaced by nuclear power. "I do not mean to infer that we coal people are out of the woods by a long way' so far as holding and regaining markets, for our coal. Location The Frood ore-body is expressed on surface as a prominent gossan ridge, with a total length of approximately two miles. The original Frood (the old No. 3 mine of the Canadian Copper Company) is at the southwest end of this gossan; adjoining it on the northeast is the Frood Extension (until 1929 the property of i:he Mond Nickel Company), while at the extreme northeast end is the Stobie mine. The first two of these divisions of the ridge form the Frood mine as it is known today.? This lies in lots 6 and 7 of the sixth concession, township of McKim, and is two and a half miles north of the city of Sudbury. The general elevation is 1,000 feet above sea level. The Ore-Body The Frood-Stobie parallel offset(l), as its name implies, has no connection in the field with the main mass of the Sudbury nickel eruptive-a norite. It lies one mile to the southeast of that body, and, in general, parallels it in strike. The ore occurs as a more or less tabular structure in what is known locally as the Sudbury series. They are the oldest rocks of the district, and have been placed by Collins(2) as earlier than the lower Huronian, of pre-Cambrian time. The series is comprised of sediments, volcanics (both acid and basic flows), tuffs, agglomerates, breccias, and basic intrusives, all highly metamorphosed, yet all forming a more or less regular picture. The controlling feature of the area has been the attitude of the sedimentary strata, from which has arisen the present sill-like character of the flow rocks, the basic intrusives, and the ore-body itself.

This paper, describing the concentration methods and costs of Witherbee, Sherman and Company at Mineville, N. Y., is one of the series of papers on milling methods and costs being prepared by the United States Bureau of Mines. It deals principally with the production of high-grade concentrate. Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The many unique aspects of the project are given special attention, particularly in the light of the first year of full-capacity operation. The marketing of the products in a highly competitive world market is reviewed, with special emphasis on product evaluation, quality control and the shipping of high-quality products to consumers throughout the world. "Once all the hullabaloo about Finance Minister Wilson's April 27 budget died down (or was it an April 26 budget?), the pain of the budget papers began to sink in. Individuals and corporations will have to dig deeper and pay more taxes - and government will continue to dig deeper and spend more. The irony of the situation is that higher tax rates actually make flow-through shares more attractive as a tax-deferral investment - a bittersweet ""bravo"" for the mining industry.INTRODUCTIONFor the first time in Canadian history, a major budget address has taken two days to deliver. Of course, it's not a case of long-windedness, but rather a case of a hastily called press announcement on April 26 in response to a budget leak, followed by a formal budget speech on April 27.The general reaction of the business community to the budget was to the effect that the tax hikes are acceptable, but the government's failure to curb spending is less than acceptable. Mr. Wilson's reported response indicated that the government had never promised to cut spending, and that increased government spending would actually benefit the country. That age-old debate will doubtlessly continue for generations.In any event, three noteworthy components of the budget papers are:• Personal income tax rates increase effective July I, 1989;• A ""large corporations tax"" (in effect 'a corporate ""minimum tax"") is effective July I, 1989; and• Federal sales tax increases are effective from June 30, 1989, to be replaced by a national sales tax in 1991.A brief overview of these and other budget proposals follows."

"I HAVE BEEN looking forward to addressing this particular audience about Trans-Canada Pipe Lines because you men, more than most, understand the problems of the pioneer. Trans-Canada Pipe Lines qualifies as a pioneer on two counts: it is certainly pioneering a completely new industry in Canada -the long-distance transmission of natural gas -and it has at least a few of the problems that are expected and normal to any pioneering venture.This morning, I’m going to try to give you a sketchy picture of our project and a brief report on its current status and our progress to date; and then a broad picture of Canadian markets for natural gas.The physical characteristics of the Trans-Canada Pipe Lines project have been discussed so often that I am not going to take the time today to quote a lot of statistics on pipe sizes, miles, tons of steel, etc. Suffice it to say that this project, estimated to cost approximately $350,000,000, will be the longest large-diameter gas pipe-line ever built anywhere.Let me try to paint a broad picture of this great national project, using only a few basic 'round' figures.First, it involves exploration for and development of the natural gas fields in Alberta and other provinces -the cost of which will run into hundreds of millions of dollars.Then comes the gathering, stripping, and cleaning of the gas before it can be delivered to Trans-Canada. This will cost close to $100 million.Next we have the Trans-Canada Pipe Lines project for transmission of the gas to Eastern markets -estimated to cost $350,000,000 during the first three to four years and making natural gas economically available to one-half the population of Canada."

"The Search Minerals Foxtrot project in Labrador represents a significant Canadian resource of rare earth elements rich in the sought after heavy rare earth elements (19.8% HREE/TREE). A preliminary economic assessment of the project indicated that the project is technically feasible and economically attractive. A variety of metallurgical test programs have been undertaken which have led to significant streamlining and simplification of the process flowsheet. The improved flowsheet should allow Search to reach production earlier and will use conventional processing equipment. The results of these test programs are presented and discussed in this paper INTRODUCTIONSearch Minerals Inc. (Search) is exploring and developing a number of deposits for rare earth element (REE) recovery in Labrador, Canada. The Port Hope Simpson District is in the southeast of Labrador and is highly prospective for heavy and light rare earth elements. The Foxtrot deposit sits within the Port Hope Simpson REE District (Figure 1), which is 70 km long by up to 10 km wide. The infrastructure available at Foxtrot is excellent; a deep-water port, air strip, and road and power infrastructure are pre-existing at St. Lewis. The three communities of Port Hope Simpson, St. Lewis and Mary’s Harbour are in close proximity to the site."

The Bureau of Mines compared the feasibility of mining deep phosphate deposits by a borehole mining system with mining by proven conventional techniques. An economic comparison of the borehole mining system with conventional dragline and bucket wheel excavator mining systems was completed at various mining depths and production rates. Hypothetical phosphate deposits, with various overburden thicknesses and reserve tonnages, were defined. Geologic conditions necessary for the application of the borehole system were identified. Discounted cash flow analyses based on derived capital and operating costs were used to generate rates of return and product prices. Borehole mining was found to be more economical where overburden thickness was 150 ft or greater; however, at 50- and 100-ft thicknesses, conventional surface mining was more economical. Overburden thickness has a great effect on the economic feasiblity of the conventional mining systems but less effect on the economics of borehole mining. Economies of scale are only realized in conventional mining, since larger equipment is employed to achieve greater production, whereas increased production from borehole mining is achieved using additional equipment units. A comparison of the environmental effects of borehole and conventional surface mining systems showed that borehole mining is environmentally more desirable.

The U.S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 20 or 30 ampere leak, would represent such a fault or illegitimate load and a substantial fire risk.

Our ability to generate information and transport it about the planet on super highways of optical fibre is about to change the way in which we communicate, work and live. There is not a single aspect of our future that will go untouched by the communication and computing revolution that Is now upon us. The change we are about to witness will overshadow the impact of the printed word, industrial revolution and physical transport. The next major wave of information technology (TT) development will focus on the delivery of information and experience on demand, in the right form, at the right time, at the right price, to fixed or mobile terminals anywhere, over networks of optical fibre, radio, satellite and optical wireless. Bandwidth, distance and time will no longer be significant cost elements as service and access become dominant.

The introduction, identical in both reports, summarizes research progress in 1954 under the entire Synthetic Liquid Fuels program.
