Early in 1944 the Chilean Government expressed a desire for assistance from the Bureau of Mines in a study of the coal deposits, coal-mining methods, and preparation and benefication of coals in Chile. A Memorandum of Understanding setting forth the purpose of the work was executed by the United States Government and the Government of Chile. Parts of this agreement are quoted: On February 4, 1944, the Ambassador of Chile in Washington expressed the interest of his Government in obtaining the loan of a mission of experts to assist in the conduct of a survey looking toward the utilization of the low-grade coals of Chile and the application of such technology as may be developed for the distillation of these coals and the use of oil shales. The matter has since been the subject of correspondence between the Secretary of State and the United States Department of the Interior, and the latter Department has agreed to cooperate with the Government of Chile, through the Bureau of Mines, subject to the following understanding:

AS the end of the collegiate year approaches, the problem of student employment again becomes acute. This subject divides itself into two phases: (1) employment prior to graduation and (2) employment following graduation. "Experience is the best teacher," according to the old adage, and the student needs all that he can get. He is afforded every opportunity to reap from his books the theories and principles of scientific and engineering practice, and occasionally he is privileged to make field trips to observe the practical side of the subject. But it is not enough for one to know the theory and to observe its application; it is also desirable for the student to get the feel of the tools during his training Such opportunities can only be afforded the student if the major companies cooperate with the universities in giving the student part-time and vacation work.

In the operation of the coal mines in Utah few adverse conditions confront us. Physical conditions for the economical extraction of the coal are as near perfect as it is possible for them to be. Still several obstacles are encountered to keep up our interest and prevent us from getting in a rut. Of these I shall speak only of Burning, Wants, and Sluffing of Ribs. Should one travel the outcrop from Ivy Creek in Emery county to the Utah-Colorado line, there would be one outstanding feature indelible impressed upon one's mind. That feature is the omnipresent indications of burning in place. Viewing the eastern escarpment of the Wasatch Plateau from a distance, many splotches of dark red are plainly seen always lying above the coal floor. This stratum is a felspathic sandstone, appearing as a white line running the full length of the above escarpment and about midway between the floor of the valley and the top of the plateau. The coal bearing complex consists of shales, sandstones and coal. This complex varies from two hundred to eleven hundred feet in thickness. The number of coal seams are exceedingly variable. As a rule the argilutites form the bulk of this complex. This material is baked by the burning of the coal and the iron present is oxidized to the ferric state, coloring the shale to a dark red. This baked material forms a shingle tales that in places cover the entire complex. It is natural to expect that the most extensive burning is in the canyons facing to the south and east and on the south slopes of the ridges running to the east or west. Such, indeed, is the case. Still in this arid region many crop fires have existed upon the north slopes, especially in those canyons that face to the east. In fact today, instances are not rare where grassy north slopes, heavily timbered with balsam and fir that have attained a diameter of 14 to 24 inches, are found growing upon the disintegrated baked shingle and later development proves that the coal has been burned at least 500 feet back from the outcrop. Still these conditions are not normal. In this arid climate the south and east exposures are steep and barren, except for the scrub pine, cedar, mahogany and kindred semixerophytes. Bunch grass is also a lover of such exposures. There is very little soil found in such places; it is either blown away as fast as formed or washed away by the rare torrential rains, or the rapidly melting snow. Thus we see that the physical conditions are favorable for the starting and maintainence of outcrop fires. This brings us to the probable origin of this phenomenon. There are four probable ways' that such fires, could be started, namely:

The Bureau of Mines has compiled coal reserve data for the United States as of January I, 1974, for bituminous and anthracite coalbeds 28 inches or more in thickness to a maximum depth of 1,000 feet and for Lignite beds 40 inches thick or greater. These data were organized by State, county, coalbed, and rank. To evaluate the reserve by sulfur content, the reserve and analytical data from the Bureau of Mines energy data bank were synthesized using computer techniques. The reserve base in the Eastern States was determined to be 202.3 billion tons. Bituminous coal accounts for the greatest reserve base: 161.5 billion tons of deep-minable coal, and 32.5 billion tons of strip-minable coal. Virtually all of the anthracite reserve base, 7.3 billion tons, is minable by underground methods. All of the lignite, 1 billion tons, is strip minable. Subbituminous coal is not significant in the Eastern United States, About 14 percent of the bituminous coal reserve base, 26.5 billion tons, contains 1.0 percent or less sulfur. About 87 percent of the anthracite reserve base, 6.3 billion tons, is low-sulfur coal.

Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. R. L. LOOFBOUROW 26.1-WATER FLOW, USE, EFFECTS, CONTROL Sec. 4 discusses ground water as a mineral resource. This section deals wits its control. 26.1.1-IMPORTANCE Flows of water have an important effect on the cost and progress of many deep excavations. The existence of water limits the methods which can be used in some and presents hazards in others. Lowering the water table may reduce the flow of springs and wells, with legal liability. Some mine water is used directly, some must he treated before discharge, and some contains dissolved solids which can be recovered profitably. Loss of life, property and production from flooding is grim, yet scores of mines have worked safely for generations under ground-water reservoirs, lakes and even the sea. The need for better control of mine water is measured by the severity of recent floodings, concern with the quality of the effluent, and direct and indirect costs of working wet ground. There are improvements in freezing in shaft sinking. pumps and their controls, treatment of mine water before it is pumped, bulkhead construction and certain efforts to reduce inflow. 26.1.2-PUMPING COST VS. COST OF WET WORK Direct operating and capital costs of pumping are more evident than indirect items, such as provision of extra standby power and maintenance facilities, The total of all these items is the cost of pumping water from an excavation. This is only a part of the extra cost of working wet as compared to dry ground. Less productive methods, less efficient equipment and more expensive explosives may have to he used in wet work. Wet rock plugs certain equipment. Maintenance is higher and labor less efficient. The cost of any means of keeping work drier should he weighed against the higher cost of working wet. The true difference in the cost of working wet ground, compared with dry, probably is known at only a few places (see checklist of cost items. Sec. 26.4.13). An extreme comparison of mining wet and dry ore is available from Ambrosia Lake, N.M. (Fig. 26-1). Between 1963 and 1967, a wet and a dry mine were worked by the same company under conditions otherwise comparable. Average operating cost at the wet mine, pumping 1,600 to 1,800 gpm. was $16.06 per ton of ore. The comparable figure for the dry mine was $7.50. Principal differences included the fact that the wet mine was worked from drainage levels below the, ore with rail haulage, the dry mine in the ore with off-track equipment loading and hauling to the shaft. In the wet mine, ore packed in chutes, cars and skips and froze in surface bins, stockpiles and trucks. Wet-mine costs included drilling drain holes, building and maintaining ditches and pumping water containing abrasive solids.

This report is the result of a series of coal-cleaning tests using a dense-medium cone-type washer. Detailed results are given for 2 tests using a magnetite medium and 4 tests using a pulverized-refuse medium. Approximately 120 float-and-sink tests and over 500 separate chemical analyses were made in conjunction with these tests. In these tests higher recovery efficiencies and sharper separations were obtained when using a magnetite medium, especially on coal sizes below one-half inch. When sizes above 1 inch at low specific gravities of separation are cleaned, the pulverized refuse medium compared favorably with the magnetite medium.

MOLYBDENUM, one of the more versatile alloying elements in modern metallurgy, was first isolated by Hjelm in 1782. The pure metal is silvery white and softer than steel. It melts at a higher temperature than all other metals except rhenium, tungsten, and tantalum. Molybdenum, a member of group V of the periodic table, chemically exhibits valences in stable compounds of 2, 3, 4, 5, and 6. It is a strong carbide-forming element, and much of its alloying effect in steel is imparted through the formation of carbides. Molybdenum occurs in nature only in combination with other elements. The most common occurence is molybdenite (MoS2), which is widely distributed throughout the world; the few known commercial deposits are the major sources of molybdenun1. The other commercially important mineral, wulfenite (PbMo04), was a major source of molybdenum in the United States during the early part of the 20th century, but with exploration and development of the world-famous Climax molybdenite deposit during the World War of 1914-18, molybdenite soon became the world's major source of molybdenum. In recent years, virtually no wulfenite has been mined. Many copper deposits contain minute percentages of molybdenite; and, since the inauguration during the early 1930's of the recovery of molybdenite as a byproduct of these deposits, they have been an important source of molybdenum.

An investigation was made of the distances over which sympathetic detonation of ammonium nitrate (AN) and ammonium nitrate-fuel oil (AN-FO) might be expected. Large-scale gap tests used two types of AN-FO donor charges in three sizes with AN, both at ambient and elevated temperatures, and AN-FO acceptor charges. Donor sizes were varied to test the validity of a scaling law commonly used in quantity distance tables. The up-and-down experimental design was chosen to determine the 50-percent initiation point efficiently. The acceptor charges were instrumented to indicate initiation and to determine detonation velocity. Other electronic techniques for measuring the rate of growth, stability of detonation, and detonation pressures were employed. Air shock and fragment velocities between charges were measured by electronic and photographic methods, and determination of side-on air-blast pressures and impulse duration were made for about half the shots. Separation distances between donor and acceptor were found to be larger than anticipated both for the AN and the AN-FO. With AN-FO acceptors and a 16-gage steel faced donor, one initiation occurred at a separation of 53 feet or nearly 16-charge diameters; with AN, initiation occurred at 4 to 5-1/2- charge diameters.

Physical modelling of liquid-phase oxygen mass transfer in a water model of part of a proposed new polymetallic smelter has been achieved. A study of solute mass transfer caused by multiple, subsonic air jets contacting superoxygenated water flowing in a channel model of the smelter converting hearth has been carried out. For a wide range of channel flow rates the rate of mass transfer was found to be independent of water velocity. The water model has been used to compare mass transfer for both open-packed and close-packed multiple-lance arrays with circular nozzles of diameters 2.26, 4.95, 10.95 and 24.40 mm. It was found that with fewer of the larger-diameter nozzles a reduction of up to 58% in liquid-phase mass transfer occurred, especially for the close-packed lance configurations. This restriction of liquid-phase mass transfer would result in reduced metal losses in the analogous smelting situation. The larger nozzles, however, exhibited more jet-jet and jet-channel wall interference effects than their smaller counterparts, resulting in an effective reduction in the momentum fluxes of the impinging jets

The Stillwater Mining Company operates an integrated mines, mill, smelter and base metals refinery complex in Montana, USA for the production of a high-grade platinum group metals (PGM) bearing concentrate, nickel sulphate crystal and cathode copper from the PGM-containing nickel-copper converter matte. The complex was constructed in stages over several years, starting with the mine and the mill, followed by the smelter and finally, a base metals refinery, which was commissioned in 1996. Due to the relatively small quantity of matte production, a straightforward refinery process was initially selected to extract the base metals, which reported to a mixed nickel-copper solution for further treatment off-site, and yielded a high-grade PGM concentrate suitable for treatment in a PGM refinery elsewhere. Subsequently, as a result of increased matte production, the process was modified to separate the nickel and copper, and to produce a nickel sulphate salt and cathode copper. This paper describes the design and operation of the original and the modified processes utilized in the base metals refinery (BMR).

Central to any business is its Asset Management Plan which encapsulates the business context and key organisational objectives such as profitability, safety and environmental standards. Life Cycle Planning (LCP) is a key component of an overall Asset Management Plan. A comprehensive approach to Life Cycle Planning forecasts the financial expenditure required to support the performance of the asset over the business life. It incorporates capital, maintenance and operational expenditure along with an estimation of economic life. Within its body the LCP provides the detail of the maintenance plan and method of its execution. Once optimised the LCP becomes the overarching plan executed through the application of several elements of the Asset Management Plan to ensure the return on investment from the assets is optimal. Each of the elements of the LCP is bound by a set of loops that provide information based on the analysis of outcomes. These loops drive the continuous improvement of performance and cost over the life of the asset. In this way we ensure that the LCP is a dynamic plan responsive to the changing business environment. The paper being presented today will describe the process undertaken and the outcomes derived when this approach was applied to a $600 M+ coal handling and preparation plant in QueenslandÆs Bowen Basin. It will also delve into the difficulties encountered from both technical and cultural aspects; the latter proving to be the most difficult to manage. It will describe the hurdles and barriers that hampered progress including the human influences and the natural desire to revert to what has been done in the past when things became a bit difficult. In the end the results are there to show that the upfront expenditure and investment in time was time and money well spent and the outcome has the operation well placed to manage the assets in a manner designed to deliver the optimal business outcome.

This paper provides a simple guiding framework for grinding circuit optimisation, focussing on common themes in past optimisation success stories, the conditions for success and techniques that can be employed to identify and define opportunities. Many significant grinding circuit improvements have been reported for operating plants, based on recurring themes such as the optimisation of mill feed size, mill liner design, process control, critical size, grinding media and classification. This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

From the inception of flotation in the late 1800s, coarse particle recovery has been a challenge to practitioners. By the early 1900s, flotation processes included oil flotation, skin flotation, agglomeration flotation, and froth flotation, and for each there was a proliferation of flotation equipment. Ensuring good coarse particle recovery included desliming of the feed and proper conditioning were required. Froth flotation was at first used mainly to treat finer materials from grinding circuits. The maximum size for coarse particles was from 3.18 to 4.78 mm. In froth flotation, large particles with high specific gravity tend not to be recovered. Coal and minerals of low specific gravity and flaky minerals such as graphite, mica, and talc can be floated in larger sizes. In the early 1960s, the phosphate industry began using column cells to recover coarse particle by froth flotation, but early columns suffered from poor bubble generation and sanding at the flat base of the column. Recently, improved coarse particle recovery has been the object of new cell designs—the Eriez HydroFloat™, the Jord NovaCell™, the FLS coarseAir™ cell, and the Cidra P29 integrated system. The paper will follow the development of coarse particle flotation with a focus on the development, laboratory assessment, and operation of the new flotation equipment and technology designed to recover coarse particles.

Westman-Besides decreasing the diamond size, there appear to be two other approaches open to overcome excessive diamond loss and, more particularly, the rapid diamond polish that took place in this quartz-feldspar rock. First, however, a short discussion of the diamond characteristics should be made in order to discuss the situation more clearly. The West African diamonds which we can assume were used. for this drilling have two disadvantages when drilling hard, exceptionally fine-grained rocks. These are rapid polishing and, if .the bit isn't "drilled in" carefully, a tendency to damage, resulting in excessive diamond loss. The normal wear resistance of any diamond is inversely proportional to the compressive strength of the diamond, therefore only the highest grade, of diamonds free from insipient fractures should be employed. Using upwards of 90 diamonds per carat instead of the20 to 30 per carat not only decreases the total projected area of the cutting points but increases the stress per point which, in turn, causes greater depth of penetration into the rock. Considering this depth of penetration, therefore, suggests an approach other than increasing the, number of diamonds per carat and that is to decrease the actual number of diamond points (also the carat weight per bit) so that the penetrating force on an individual diamond is increased. This penetration increases the chipping or rock shearing action.
