The story now unfolding on the Mesabi Range is more than just another chapter in the continuing history of iron mining. It is an epic of foresight, research and pioneering instinct just now culminating in the rapid growth of a new industry hardly more than ten years old. And that growth has been impressive. In the decade that has passed since Reserve Mining Co. blazed a trail as the first successful large- scale commercial taconite operation, the number of plants now existing or soon to be operating has grown to six. From Reserve's initial capacity of 3 million tons of pellets per year, total production capacity on the Range has surged to 31.5 million tons while capital investment has leaped from $300 million in 1955 to almost $1 billion today. During the past year alone, more than $500 million has been committed to these projects, an amount probably greater than that going into any other single mining area in the world. There is more yet to come.

This project describes the design and testing of large face ventilation systems for oil shale mining. A design data base was generated by reviewing general industry practice, oil shale industry planning, and technical literature. Conceptual designs for seven different systems were developed and evaluated for suitability. A large, free-standing, jet fan and reversible fan with rigid duct were selected for fabrication and testing. The two systems were field tested in a dead-end heading 55 ft wide by 30 ft high and 320 ft long. System performance was optimized using measurements of air flow direction and air velocity. Total system performance was then measured using SF6 tracer gas released to simulate blast fumes, hot diesel exhaust, methane layering and methane from a blasted muckpile. Field testing indicated that both systems delivered similar performance. The jet fan offered some clear advantages because of its mobility, ease of oper-ation and lower power requirement. It also offered some functional advantages in ventilating for methane because of it high average velocity.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. "The JKMRC researchers have been redeveloping the suite of breakage testing techniques to more realistically align with the breakage environment in comminution equipment. Computational modelling, especially with the DEM, has highlighted the modes of impact and contact, along with the energies of these interactions in a wide range of equipment. This has driven the need to match these modes in laboratory ore characterisation tests. The objective has been to build a continuum of breakage tests and associated models that span the required range of breakage forces and environments. The ore sample is subjected to a sequence of tests covering: abrasion (surface breakage) of angular through to smoothed particles; single particle impact from high energy single impact breakage down to low energy; incremental breakage covering 60 mm down to 50 µm particles; particle strength distribution; and bed breakage over a range of compression and energy input. These tests are suited to multi-component ores with a distribution of strengths. A modelling technique is also being developed to utilise primary breakage for modelling breakage under different types of confinement. This paper draws together these techniques, previously published by the authors, into a coherent whole. The suite of tests is approaching the point where a fixed set of tests can be used to model the performance of a full range of equipment, removing the need to conduct repeat ore characterisation tests for each different piece of equipment incorporated in a circuit design. This path should open up the application of different circuit configurations and novel equipment in comminution circuit design.1 INTRODUCTION Comminution modelling utilizes a wide range of ore characterisation techniques and methods to deal with the range of comminution equipment available for production use. In general, the tests have been designed to correlate with specific pieces of equipment, using calibration factors to provide the link between the small-scale test and industrial-scale performance. The majority of tests focus on estimating the power requirement of process equipment to achieve a desired throughput and grind size. Overall, this approach has achieved acceptable outcomes in the past, but the reality is that equipment sizing suffers from considerable uncertainty, in excess of ±20% is not uncommon. This uncertainty is covered by safety margins and automatic scaling factors in equipment selection. In striving to improve reliability, the industry tends to add more adjustment factors to the tests, and design margin rather than question the basic validity of the testing process. As the tests are often correlated to production equipment via carefully guarded databases, they are also locked into historic operating inefficiency, not providing direction or revealing opportunities to improve production efficiency in comminution equipment or circuits. Safe in the knowledge that they are achieving the expected production based on test work predictions, a site is unlikely to set their sights on reducing specific energy consumption by 10%."

In the past two decades, high horizontal stress has been attributed to many ground control failures. Most believe that entries parallel to the high horizontal stress is most stable and least stable when perpendicular to it. Entry stability decreases when the angle between entry and horizontal stress increases. The concept of 2-D stress shadow has been proposed for selection of proper panel orientation, often with mixed results. In this paper 3-D finite element modeling was used to analyze the stress distribution at the headgate of a longwall panel subject to high horizontal stress at various angles. It was found that the directions of induced principal stresses at the longwall face and headgate are independent of the panel orientation. The induced principal stresses concentrate or relief at headgate based on the panel orientation with respect to the directions of the induced principal stresses. Accordingly, only 3-D modeling can fully account for the effects of high horizontal stress on panel orientation. The paper illustrates in details the changes in orientation and magnitude of all three principal stresses around the longwall face and T-junction area as panel orientation changes.

"This paper will initially outline the specific types of copper castings used in blast furnace iron production. Tuyeres, tuyere coolers and stack cooling plates will be discussed in some depth, with particular reference to their dimensional configuration and purpose.Following this, the failure of such cooling members will be discussed, with special focus on tuyeres. Tuyeres are the most common casting which often requires replacement. Reasons for failure and its effect on operations will also be included.The latter sections of the paper will deal with the strict specifications demanded by ironmakers regarding copper castings. The justification for such rigid demands will be explained through the material presented earlier in the paper.IntroductionThe modern 5000-tpd blast furnace, worth millions, is a large capital investment to be sitting idle. Consequently, ironmakers strive to minimize the loss in iron production and revenue from furnace downtime. Two major causes of downtime are furnace relines and shutdowns to replace damaged tuyeresor tuyere coolers. Copper ancillaries are important items in the production of iron. They are consumable items, therefore they contribute to the campaign life or to the downtime in blast furnace production.Several combinations of lining and cooling systems have been used with varying degrees of success. Blast furnace refractories have evolved from ceramic to carbonaceous linings. The Russians and Japanese have successfully introduced stave-cooled furnaces that may have several forms, such as evaporative cooling. Stelco has two furnaces which use the Russian-designed cast iron system. However, this paper will be confined to the use of copper cast cooling members in a conventional internally cooled furnace.Figure 1 is a schematic cross section of the E blast furnace. The three major sections of a blast furnace-the stack, bosh and hearth-are identified. Further, the locations of the various copper members are indicated. This furnace produces an average of 5300 tons of hot metal per day."

A comprehensive survey of mine seismicity and rock bursting during development of two sublevels at the Lucky Friday Mine, Mullan, ID, USA, was conducted to better define rock failure mechanisms and sources of ground control hazards. Survey data included rock burst damage reports, seismic event locations and magnitudes and, for the most energetic events, first-motion information. Several subsets of this database, including large seismic events, rock bursts, and microseismic activity near the face, were analyzed. Elements of the large-event and rock burst data sets were nearly independent. That is, there was no relationship between the risk posed by a seismic event and its energy, although such a relationship is well established for the mine as a whole. All data sets showed that certain geologic features appear to control the spatial distribution of events and the spatial distribution of rock burst risk. The data also suggest that, within the scope of this study. the greatest risk of injury occurs when a pocket of heightened rock burst risk is first encountered and that this risk is controlled when miners adapt their practices to these conditions. Recognition of the role of particular geologic features in the spatial distribution of rock burst hazards provides an opportunity for anticipating, rather than only reacting to, a changing level of rock burst hazard- However, much work will he required to make good on this promise.

The Bureau of Mines equipped a longwall shearer with a water-jet-assisted mechanical cutting system to determine the effect of the high-pressure sprays on machine performance, airborne dust levels generated, and size of particles formed. Testing was conducted on a simu-lated coal block (coalcrete) while cutting at a water pressure of 190 psi and at water-jet-assisted pressures ranging from 1,000 to 6,000 psi. The shearer motor energy used by the shearer while cutting coalcrete was determined for each cutting condition. Results indicate that the motor energy required by the shearer for each ton of material cut did not vary significantly as the water pressure was increased. Results of dust measurements recorded near the cutting drum indicate that at water pressures above 3,000 psi, dust reductions up to 85 pct were achieved com-pared with cutting with conventional sprays. Analysis of the particle size distribution during cutting showed that increasing the water pres-sure resulted in increased median particle size. In light of these results, various mechanisms for water-jet-assisted cutting are discussed.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. "INTRODUCTION The need for an accurate and precise analytical method for determining moisture in coals of high water content has been recognized by the coal industry as well as the fuel technologist. Interest in this particular phase of coal technology extends back to the early work of German investigators on the brown coals of Central Europe. Studies by these workers led to the establishment of a direct immiscible liquid-distillation method 4/ as the accepted moisture determining technique in European laboratories. Direct moisture determining methods, those methods that utilize various techniques to drive off the water from a given sample of coal and either collect the water in a calibrated receiver or selectively trap the water driven off in a suitable absorber, have found little favor in the United States. They have been treated merely as research tools.5/ The problem of moisture determination in low-rank coals of the United States has not been given much consideration because such coals contribute only about 2 percent of the total United States production. With renewed activity in low-temperature carbonization and with the growth of interest in coal and coal-tar hydrogenation, the American coals of lover rank containing 20 to 40 percent bed moisture will be subjected to extensive investigation. If the low-rank coals of the United States are to be accurately appraised, the need for qualitative and quantitative analytical proceeded becomes more pronounced. These coals, especially the lignites of Texas and North Dakota, are highly susceptible to oxidation, a process that proceeds to a greater or less extort when low-rank, high-moisture coals are treated by oven-drying methods. The extent of this atmospheric oxidation has been described and evaluated by numerous workers. 7/In many respects, the problem of moisture determination in low-rank coals, those found in the United States and the high-moisture coals of Central Europe, is similar. Conversely, the problem of moisture determination assumes a different aspect when the coals of the eastern and the middle-west sections of the United States are considered. Present methods, the loss in weight gravimetic-type procedures, serve adequately to test these low-moisture coals. The determination of moisture in coals containing 20 to 40 percent water should be approached from a direct method rather than from an indirect gravimetic-type procedure because of the oxidative tendencies of these coals and the demonstratrated inability of a loss-in-weight technique to remove all the water in a given sample of coal."

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

The rapid growth and development of the Soviet coal industry rank the U. S. S. R. with the United States among the leading coal-producing countries. The coal resources of the Soviet Union are among the largest in the world, although coal development has been hindered by the disadvantageous location of the coal deposits with respect to the major consuming centers. Although coal production in the U. S. S. R. reached a record high, the total energy output of mineral fuels in 1957 was still far below that of the United States because a significant part of Soviet coal output was lignites or lower rank coals. Although the Soviet coal industry soon may exceed that of the United States in tons produced, the energy equivalent of Soviet output will be considerably less because of the inclusion of a high percentage of lower rank coals. Energy sources in the United States also involve large quantities of oil and natural gas, whereas coal supplies most primary energy in the Soviet Union.

In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article the following hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

The National Institute for Occupational Safety and Health (NIOSH) uses light-scattering dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer, was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

As a part of our study of how coal mine dusts injure the lung we have studied the effects of dusts and dust-exposed pulmonary alveolar macrophages (PAMs) on the growth of lung fibroblasts (LF). Fibroblasts were cultured near confluence in low-serum medium, either alone or in the presence of dusts, dusts plus PAMs, dust leachates or superriatants of dust-exposed PAM cultures. We report here provisional conclusions, based on initial observations. Rat LF were relatively unresponsive to direct effects of dusts, showing weak stimulation in only a few cultures, and there was no evidence that dust-exposed rat PAMs had released any growth-regulatory products. In contrast, guinea pig cells were more responsive to the dusts. The pattern of responses was quite complex. Three of the dusts stimulated LF directly (with no mediation by PAMs). Two dusts were essentially inert when added directly to fibroblast cultures, either with or without PAMs, but their leachates were active: 867 leachate was inhibitory and RF leachate was stimulatory. Dust 1361, either directly in the cultures or as an aqueous leachate, was stimulatory, and it activated cocultured PAMs to stimulate LF growth; however, supernatant products of 1361-stimulated PAMs were inhibitory. Direct exposure to 1192 stimulated LF, but its leachate was inert; cocultured PAMs exposed to 1192 had weak stimulatory effects, but supernatants of 1192-exposed PAMs were mildly inhibitory. MP3-3 had effects similar to 1192, except that the cocultured, dust-exposed PAMs had no effect on growth. We conclude 1) that guinea pig lung cells are more responsive to dusts than are rat lung cells, 2) that dusts can influence growth of LF by four kinds of interaction (by direct dust-cell interaction, by release of soluble dust components into the culture medium, by activating P AMs to exert direct cell-cell interactions, and by activating P AMs to release growth regulatory products into the culture medium), 3) that each kind of interaction may be neutral, inhibitory or stimulatory, depending on the dust tested, 4) that four of the dusts tested were neutral, inhibitory or stimulatory, depending on the assay (the fifth <lust was either neutral or stimulatory), and 5) that the effects of soluble mediators (leachates or products of activated PAMs) frequently did not correspond with the direct dust-cell or PAM-fibroblast effects. These results suggest that the nature of the dust-lung interaction at the level of cells and molecules is exceedingly complex. These observations need to be confirmed and extended to determine what characteristics of the dusts determine the nature of the cellular responses, and to determine which patterns of responses are detrimental and which are beneficial in the overall health of the dust-exposed lung.

The Bureau of Mines entered into a cooperative agreement with an eastern Kentucky coal mining company to comprehensively redesign the flow of equipment and supplies throughout its underground mines. Items were tracked from delivery to the warehouse and from surface storage areas to their final usage locations underground. Three underground mines were visited, and a great variety of tasks were videotaped for subsequent laboratory analysis. Of particular interest were tasks that required manual handling of the supplies or equipment components. Activities such as handling daily supplies (concrete blocks, rock dust, and cross- beams) and handling or lifting the continuous miner power cable were determined to be the most hazardous. Recommendations to the company included redesigned surface storage areas to facilitate the use of forklift vehicles to load the underground supply cars. Designs were also developed for different mechanical- assist devices to help in unloading the supply cars underground and to handle equipment maintenance tasks underground. Additionally, the videotapes of the underground manual handling tasks became the basis for simulating those activities in controlled laboratory conditions. This testing will contribute to developing guidelines for proper lifting techniques for low-seam coal mines.
