Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

An extensive series of tests was carried out on a ball mill-rake classifier circuit in the New Broken Hill Consolidated Ltd. concentrator. The data were used to develop a mathematical model of the operation of a rake classifier and this model has been used in the simulation of the performance of a ball mill-rake classifier circuit on a digital computer. As a result of this simulation it has been possible to develop a technique for the optimization and control of a circuit which includes these units.

The National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory (SRL), investigated a means to evaluate the potential impact of surface conditions above underground mines on emergency response activities. Recent events have highlighted the need to conduct critical emergency operations on the surface above underground work areas. Accessibility and usability of the surface, such as the ability to drill holes or deploy seismic monitoring or through the earth communications systems, are an important consideration for emergency response planning. This paper identifies critical surface conditions such as: surface waters, valley fill, highways, railroads and significant structures that must be considered in emergency response planning and in the conduct of emergency operations as they relate specifically to the seismic detection of trapped underground miners. Results of case studies indicate a need to consider the impact surface conditions may have on emergency response capabilities.

My thanks are due also to our own staff on the Dominion Coal Board, who spared neither time nor effort in helping to prepare this paper.STATISTICS are comparatively dull and, to many people, coal statistics are duller than most. Coal is, however, the one basic mineral upon which our whole way of life depends and it may be well if attention is drawn to this fact by an occasional statistical review of the coal position in Canada. The recent furore over the oil and gas discoveries has so obscured the basic position of coal in many minds that a little basic coal information may be useful. It is for this reason that, for the third successive year, a factual survey of the coal position is being presented.In the previous papers (1) explanations have been given of the basic considerations in the preparation of these reports and some special phases of the overall picture have been examined. The recovery of manganese from lower-grade resources has been studied for a number of years. Of key importance in prior work was the discovery that higher-valent manganese can be readily leached with sulfurous acid. This eliminates the need for high-temperature reduction roasting that is conventionally used in processing high-grade material. High-temperature roasting is energy intensive, emits a large amount of carbon dioxide and would not be economical for processing lower grade material. While the prior work provides important information for extracting manganese from lower-grade resources, the production of unwanted byproducts and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems that to this point have precluded commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low-cost, environmentally friendly manner. The emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted byproducts.

The method of investigation was to study the distribution of ore in great detail, to make a thorough structural study of the lode and the mine area, and then to compare the results of the two studies. Such a comparison usually reveals a very close relationship between geological structure and ore distribution, and can often lead to important conclusions which would not be reached in the ordinary working of a mine.The Triton mine lies 30 miles E.N.E. of Cue, or 380 miles N.W. of Kalgoorlie, in typical pre-Cambrian rocks, consisting of gTeenstone lavas and tuft's, interbedded with slates and some sediments, and intruded by granite and porphyry. Fig. 1 (at end of paper) is a longitudinal section of the mine and shows that the workings consist of the main North Emu and the smaller South Emu, separated by a distance of about 1 of a mile. Both orebodies occur on the same lode, which strikes north and south and dips practically vertically. On the same line, and of 1/2 a mile and a mile respectively to the north of the North Emu, are the small Rand and North Rand workings, where a big width of lode material has proved to be very low grade. In the North Emu the lode width averages 12 to 15 feet; it is seldom less than 5 feet and in places reaches 30 feet. In the South Emu the lode is wide, but only portion of it is payable.The lode is a mineralised bed occurring between massive lava flows on the east and a mixed series of tuft's and thin lava flows on the west. The lode material is hard, fine grained, and dark coloured, and generally has a faint banding which is believed to indicate a tuft'aceous origin of the original lode rock. Microscopic examination shows that the original lode rock has undergone considerable albitisation;' there has also been considerable formation of biotite which gives the lode material a characteristic sheen. The mineralisation consists of abundant fine pyrite, which is auriferous, and a lesser development of pyrrhotite which is, however, barren of gold.THE OREBODIES AND THEIR CHARACTERISTICSThe distribution of ore is best studied from gold contours, as these reveal features that cannot be detected in an ordinary assay section. Gold contours (see Fig. 3) are developed' by plotting the width and grade of all development and stoping assays throughout the mine on a longitudinal projection, representing each sample by a coloured dot according to a suitably chosen range of assay values, and then outlining areas of similarly coloured dots (see H. J. C. Conolly, Econ. Geol., April, 1936). Both width and grade must be taken into account and the simplest method of gold contouring is to use dwt.lft. values, but difficulties arise here with big widths of low grade and small widths of high grade ore. To choose an extreme case, 30 ft. of 2 dwts. and 2 ft. of 30 dwts. both equal 60 dwts.lft., and would therefore be given the same value in dwt.lft. contouring...

The objective with mine planning is to consistently deliver production conforming to quality and quantity requirements throughout the life of the mine. The complexity of the operational context of the modern mine extends far beyond the actual production actions and there is a need to find ways of analysing and managing this extended environment. A well-established approach to handling complex situations rely on the creation of representative models that use classification and visualization strategies. An example of the use of a classification scheme is the periodic table of the elements. All physical matter can be expressed as combinations of basic elements. Not only is the periodic table useful in classifying and identifying matter but it can also be used for the prediction of the properties of unknown matter and compositions of elements.

At the beginning of the 1990s, Communism fell and signaled the end of the Cold War. The world rejoiced but also watched and waited to see how those countries would restructure themselves. The 1990 SME Annual Meeting was held at the Salt Palace Center in Salt Lake City, UT. The keynote session featured Alistair Frame, chairman of RTZ; Paul Queneau, professor of metallurgy at the University of Utah; and TS Ary, director of the U.S. Bureau of Mines. The SME Board of Directors voted to hire a Manager of Public Information and Education to be the GEM Program coordinator. This person was to collect and disseminate information that could be used by individual members and Local Sections to interface with government personnel and the general public.

A QUARTER century ago this country was producing an extraordinary quantity of iron and steel, with a decisive influence on the outcome of the first World War. Today this country is again demonstrating its industrial capacity with telling results. If this lapse of time has confirmed the opinion that man learns little from experience with respect to human relationships, at least we can derive some consolation from the knowledge that in the same period we have made huge strides industrially, and particularly in the steel industry. The differences represented by 25 years are striking, and have resulted from a multitude of changes that have contributed to the present-day high state of our pig iron and steel manufacture.

Studies have been made of interfacial turbulence occurring in reactions in which indium, zinc and cadmium, dissolved in amalgams, are oxidised into aqueous phases by ferric or mercurous ions. It has been found that this turbulence occurs when the concentrations of oxidising ions in the aqueous phase become sufficiently great. These concentrations are the same as those at which the mass-transfer coefficients in the aqueous phase increase sharply when both phases are stirred by gas bubbles rising through them. The effects of gas flow rate on the mass-transfer coefficients for zinc in mercury have been established, and the oxidation of pure mercury has been investigated. "The use of High Pressure Grinding Rolls is gaining significant interest as a replacement for SAG milling in the comminution of hard rock ores because of the potential for reduced costs in terms of energy and grinding ball consumption. Estimation of expected energy consumption for fullscale operations has conventionally involved the testing of a few fairly large samples in pilot scale HPGRs. This paper describes the development of a small-scale batch test method for determining a work index for HPGR of a large number of samples that can be used to show the variability of the ore as an integral part of a geometallurgical approach to circuit design and production forecasting.The test equipment that was developed comprises a hydraulic press with adjustable pressure operating on small batches of ore in a locked cycle test procedure. A work index measurement was determined that links the specific energy consumed in the test to the breakage achieved such that the index can be used to predict comminution energy requirements.The measurements were calibrated against laboratory scale HPGR equipment to develop a model for design and forecasting that includes crushers, HPGRs and ball mills in a complete comminution circuit.INTRODUCTIONEstimation of the expected energy consumption for full-scale HPGR operations has conventionally involved the testing of a few fairly large samples in laboratory and pilot scale machines (Danilkewich, 2006). With the financial input of five mining corporations, SGS Lakefield Research has developed a small scale test capable of providing relevant information on the variability of energy consumption and size reduction from drill core samples. It is our intention that the values measured in the test will be scaled up, through benchmark comparison with pilot sized and full sized HPGR units, to allow plant design and throughput forecast on a block by block basis of the mine plan using a new CEET program. CEET® (an acronym for Comminution Economic Evaluation Tool) is an advanced grinding design and performance predicting tool that uses energy relationships to model the performance of SAG / Ball mill circuits."

Preparation, understanding and use of soils reports must be a team effort to be fully effective. The soils engineer must know what is to be built and exactly where. The structural engineer and owner must be fully informed on the foundation problems of the site. There must be frequent team review of information obtained from subsurface investigation and of design as details develop. The soils engineer should be available on a continuing team basis as design proceeds and should be directly involved with inspection and interpretation of site conditions as construction continues.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

Accurate positioning information is a central step in the process of increasing automation and digitalization in the mining industry. Underground mine environments are prime examples for GNSS-denied environments that pose several additional challenges for the employed indoor positioning system (IPS). This work presents an ultra-wideband (UWB)–based system specifically tailored for underground mine environments. Initially, the UWB technology is reviewed and basic concepts of IPS are explained. Both software and hardware are described in detail, including positioning algorithms, electrical circuitry, and the mining-compatible enclosure. Finally, the results from field tests in an underground mine are presented and positioning performance and the influence of dilution of precision (DOP) on positioning results are empirically evaluated. The results show that the localization errors are mostly below 1 m. Individual zones of high localization errors are suspected to be caused by noise interference. Significant DOP influence due to the mining drift geometry can be confirmed. The system shows promising localization results for different mining applications, while influences negatively impacting the accuracy are presented as items for future research.

Researchers studying dust generation from blasthole drills developed a simple, quick fix that reduced respirable dust concentrations by more than 63% at the dump point. This device, which requires almost no maintenance, is small and inexpensive, and it will help operators maintain compliance to the dust standard. The thought process was that a reduction of respirable dust at any of the multiple sources on the drill, in this case the dust collector dump point, should reduce the total respirable dust generated by the drill. The U.S. Mine Safety & Health Administration (MSHA) has a coal respirable dust standard of 2 milligrams per cubic meter (mg/m3) for an 8-hour shift. MSHA and mine operators periodically collect personal dust samples to determine compliance with this dust standard. Drill operators have one of the highest exposure levels to respirable dust. This has been proven through many reviews of the MSHA dust sampling database. Prior to 1987, the highwall driller at surface coal mines had the most severe exposure to respirable silica dust, a trend that continues today based on MSHA's respirable dust sampling database. A review of the MSHA database for the years 1985 through 1992 shows that 81% of the respirable silica dust samples taken exceeded the permissible exposure limit for the highwall drill operator at surface coal mines. A more recent review of the MSHA database, for the years 1996 through 2000, shows that only 31% of the respirable silica dust samples taken exceeded the respirable silica dust limit for the highwall driller at surface coal mines. This suggests a substantial improvement in preventing the exposure of silica dust to the highwall drill operator. The drill operator, however, still tops the list of job occupations that have the highest exposure to respirable silica dust Respirable dust has been shown to be harmful to human health, especially when silica is present in the dust. It causes a disease known as silicosis, which can occur in three levels: chronic silicosis, which occurs after 10 years of exposure; accelerated silicosis, which occurs between 5 and 10 years of exposure; and acute silicosis, which can occur within a few weeks to five years of very high exposure to silica dust. Respirable dust consists of the dust particle size fraction whose median diameter is 4 micrometers (µm). The drilling machine generates high concentrations of respirable dust from several sources: drill table shroud leakage, dust leakage through the table bushing, dust discharge from the dust collector exhaust due to impaired filters, and dust entrained from the dust collector fines dumped onto the bench. The National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Lab (PRL) has been studying different methods to reduce respirable dust from these sources. During its testing, the institute identified a simple solution that reduces the amount of respirable dust generated at the collector dump point.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."
