"A major challenge of contemporary exploration geochemistry is the development of procedures that can locate blind mineralization or mineralization that sub-crops below a cover of transported overburden, the composition of which bears no relation to the underlying mineralization. Over the past few years, the possible existence of diagnostic geochemical features in the country rock associated with volcanogenic massive sulphide deposits has attracted increasing attention both on the local mine scale and on the regional scale. In the present investigation, the nature of the geochemistry of a number of Archean greenstone belts of the Canadian Shield is examined to determine the feasibility of distinguishing productive from non-productive areas of copper-zinc mineralization. The results indicate that productive areas are distinguishable from non-productive areas providing consideration is given to the effects of igneous differentiation on rock compositionIntroductionArchean massive sulphide deposits are an important source of copper and zinc, and to a lesser extent silver and gold, particularly in Canada. As in the case of most other forms of mineralization, there is a continual need to develop new techniques that will improve the chances of success in the search for these deposits. The majority of Archean areas in the northern latitudes are overlain by a variable cover of glacial overburden. Considerable progress has been made in the development of new geochemical exploration techniques for use in glaciated terrain, based on the detection of anomalous dispersion in the glacial overburden. In certain situations, however, as in the search for blind deposits or in areas covered by glaciolacustrine deposits, overburden geochemistry offers little hope for success. In the case of massive sulphide deposits, one possible solution may lie in the detection of anomalous geochemical signatures in the bedrock. Recognizing this possibility, attention has been directed to the investigation of the nature of lithogeochemical dispersion associated with massive sulphide deposits on both regional and local scales, to establish the potential of lithogeochemistry as an aid in the search for these deposits."

For small particles of niekel flotation eoncentrate (av. size 50 pm) the predominant heat transfer mechanism under suspension smelting conditions, prior to ignition, is conduction from the gas and not radiation from nearby hot bodies. Results of laboratory tests using gas temperatures 380-700°C and furnace wall temperatures 380-1100°C were in accord with heat transfer theory. In practieal flash smelters earlier ignition, and hence better utilization of the space in the shaft, would result from introduetion at the top of the shaft of gases hotter than the ignition temperature of 500-600°C.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. A new lead refinery with a capacity of 230,000 tons per year commenced operation at Port Pirie in October, 1959. This plant superseded the refinery which had operated from 1933 with the advent of the continuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content createddifficulties in operating the original plant. The new refinery project was undertaken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic zinc is recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is carried out by batch treatment with caustic soda yielding lead of purity previously unattainable at Port Pirie.These two processes replace continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. The final stage is a batch process; therefore the product composition can be checked before casting. Individual batches can be adjusted to produce special alloys to consumer's specification.Improved casting equipment allows the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs.This, together with the high purity of the lead, assures the Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) position in world markets.Automatic control systems are extensively employed, particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.INTRODUCTIONIn December 1956 a decision was made to build at Port Pirie a lead refinery on a completely new site, and in October 1959 the new refinery was brought into operation. "The gas dispersion measurement sensors and methodology developed by the mineral processing group at McGill University have to-date been employed at a number of plants in Canada, Australia, the U.S., South Africa and South America. In some cases the measurements have been directly linked with metallurgical performance while in others the gas dispersion surveys on their own have proved very useful in understanding the behaviour of the flotation cells. In addition to reviewing the current state of the gas dispersion measurement technology, the paper will present a series of case studies from the various plants and will show how this technology brings a remarkable new level of understanding to flotation behaviour. The influence of the bubble size distribution on recovery and grade are emphasized in the paper.INTRODUCTIONBackgroundThe advent of new sensors to characterize gas dispersion parameters in flotation cells is a development that is long overdue. While the chemistry of flotation has been studied since the early 1900’s, it is only now that the significance of bubble size distribution, gas rate and gas holdup can be meaningfully measured in-plant with robust and precise sensors. Early researchers, like T.A. Rickard (1916) recognized the importance of understanding the role of air and bubbles in flotation when he wrote in 1916 “we know that the key to the flotation process is to be found not in the oil, the acid, or the apparatus, but in the bubbles. The man who understands the mystery of a soap bubble has mastered the chief mystery of flotation”. In his 1999 review paper on The Froth Flotation Century D.W. Fuerstenau laments the fact that due to their “inert nature”, bubbles have never received their due attention from researchers who tended to focus on the chemical, physical, surface and colloidal aspects, rather than the physics of the process. It is perhaps fitting that now, 100 years after the inception of industrial flotation practice at Broken Hill, Australia, researchers and industry have turned their attention toward the importance of truly understanding the role of bubbles in flotation."

Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in 1983 with the formation of DeBeers Marine. Full-scale commercial mining commenced around1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geosurvey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. De Beers operates across the entire value-chain spectrum from geology and geosurvey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in De Beers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities is also available to support R&D and projects activities. Hydrotransport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.

This U.S. Bureau of Mines study examined spontaneous heating episodes in coal mine pillars in an active underground coal mine. The information obtained from these incidents was then analyzed to learn which sampling methods provided the earliest indication of pillar heating. The objective of this study was to discover if the location of future events of pillar spontaneous heating could be inferred from the available information. The spontaneous heating-prone area in this evaluation involved pillars located just inby the mine portals. Several detection methods were used to determine gas levels outside as well as inside the affected pillars. It was hoped that, by incorporating external and internal sampling methods into an organized pro-gram, locations undergoing spontaneous heating could be determined more readily. This study found that by drilling small-diameter boreholes into the pillars, then obtaining gas samples from the affected pillars, the ability to locate early spontaneous heating episodes was improved. However, the ability to accurately predict future spontaneous heating events remains in question.

"High tonnage, low grade gold mines such as Omai’s afford economies of scale that are unto their own insufficient to sustain profitability at today’s depressed gold price. Complimenting profitability objectives is the perpetual challenge to reduce operating costs and optimize unit operating efficiencies while being ever vigilant of issues such as environmental control.Key to achieving these objectives at Omai are throughput and availability gains, gold recovery improvements, cost cutting, a skilled workforce and reliable power generation.This paper attempts a cursory review of startup-to-date plant performance advances and future performance-driven objectives.INTRODUCTIONCommercial gold production at Omai commenced in January 1993 with annual output climbing to 250,000 opy by the end of 1994. A mill expansion completed in August 1996 increased gold production to 340,000 opy by the end of 1997. Current milling capacity is 20,000 in tpd (nom.) with actual capacity exceeding 24,000 mtpd on occasion depending on ore size and competency. Mill feed consists of hardrock (andesite, quartz diorite and rhyolite) and softrock (saprolite, laterite) at a nominal ratio of 70:30, respectively. Present day average weighted grade of the feed is 1.4 g/t gold.PROCESS DESCRIPTIONPrimary crushing, ore handling and the original 12,000 mtpd hard and soft rock SABC mill, hereafter referred to as Mill ‘A’, remains essentially as documented by Konigsmann (1 994) complete with poststartup modifications. The mill expansion, hereafter referred to as Mill ‘B’, features an 8000 mtpd hard rock SABC grinding circuit similar in configuration to Mill ‘A’ and differing only in equipment size. Mill ‘B’ includes a 9000 H.P.,reversible variable speed , single pinion drive, 32 ft. x 15 ft. SAG inill , a 7 ft. short head pebble crusher and two parallel 5400 H.P., 16.5 ft. x 30 ft. ball mills with dedicated cyclone packs consisting of D26 hydrocyclones."

"Geometallurgy aims to improve resource efficiency by creating a spatial model of an orebody in order to forecast ore processing behaviour. This enables calculation of the economic value of each ore block and the use of this information for production optimisation and hence an improved economic return. Modelling uses different approaches to link geological information with mineral processing: traditional approach uses chemical elements; proxy approach – small-scale geometallurgical tests; and mineralogical approach – minerals.A geometallurgical model is obtained during execution of a geometallurgical program encompassing the entire value chain of ore processing. Available methods for establishing a geometallurgical model are in many cases limited and not yet comprehensively validated. Some of the limitations include: sampling density, assaying methods and quality, forecast accuracy block model content, geostatistical solutions for non-additive components, blending and assessment of positive impact of geometallurgy on the project. Synthetic ore models combined with process simulations and production scheduling, based on strong case studies, present a viable way to address these shortcomings. Such synthetic ore models will have realistic elemental and mineral distribution, textural attributes and 3D variability for input into the design of an appropriate geometallurgical program.A synthetic orebody was created for an apatite-bearing iron deposit. Variability in modal mineralogy was described by geostatistical parameters combined by a set of linear and trigonometric functions. The generated synthetic deposit model was used to develop a mine production plan to generate a simulated process feed. The process feed had detailed information required for beneficiation process simulation: modal mineralogy, chemical composition of minerals, grain size and specific gravity. The synthetic system was used to measure benefits that a geometallurgical program developed for real cases could provide, compared to production where only head grade is optimised. The potential of uirought tungsten- and tantaluw-rich alloys of the W-Ta-Mo-Cb system was investigated for high-strength structural applications above 2500° F. Appreciable strengthening of tung-sten and tantalum—essentially attributable to solid-solzction effects—was obtained with binary, ternary, and quaternary alloys. Tensile strengths as high as 67,000 psi were achieved at 3000 OF. ThE quest for wrought structural materials which possess good strength properties at temperatures above 2000°F has led to a considerable research effort during the past decade. In addition to exploring the potential of various high-melting-point refractory metals (such as molybdenum, columbium, tantalum, and tungsten) for very high-temperature structural applications, alloy-development programs have been undertaken to achieve greater strengths than could be achieved with unalloyed refractory metals. The methods of strengthening refractory metal alloys have included both solid-solution and dispersion strengthening. General relationships among the relevant properties (melting point, recrystallization temperature, and high-temperature strength) of refractory metals indicate that the highest strengths at temperatures of 2500°F or higher would be obtained with tungsten-or tantalum-base alloys. Therefore, the present investigation was undertaken to determine the high-temperature strength potential of solid-solution strengthened alloys based on the binary system W-Ta; to effect further strengthening, minor additions of molybdenum and columbium (at the 6 and 12 pct levels) were made. The portion of the W-Ta-Mo-Cb quaternary alloy system of interest is shown schematically in Fig. 1. The component metals—W, Ta, Mo, and Cb—have a bcc structure at all temperatures, and their binary systems are mutually completely soluble.' Complete solid solubility in the W-Ta-Mo and W-Ta-Cb alloy systems has been demonstrated,' and, therefore, it was expected that the quarternary alloys of the system would also exhibit complete solid solubility at all temperatures. In the virtual absence of contamination by interstitial elements, all the alloys would be truly solid-solution strengthened. Twenty specific compositions of this investigation included binary, ternary, and quaternary alloys of the W-Ta-Mo-Cb system as well as unalloyed tungsten and tantalum. The compositions are shown in Table I. EXPERIMENTAL PROCEDURE Consumable-electrode vacuum-arc melting with ac power was used to produce small laboratory-sized, cylindrically shaped ingots (1-1/4 in. in diameter and 2 to 3-1/2 in. long) of the twenty compositions. A furnace was specially constructed to melt as many as four electrode rods simultaneously into molds lined with tungsten or tantalum sheet. High-purity rods of tungsten, tantalum, molybdenum, and columbium were used for consumable electrodes; the diameter of each rod was determined by the desired weight percentage of the component metal in a given alloy. The details of the construction and operation of the melting furnace will be discussed in another p~blication.

INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. It was with humility that I accepted the invitation of the Board of Directors of our Institute to deliver the Twentieth Howe Memorial Lecture. Many previous lecturers could speak from personal experience of the great work done by Professor Howe. It was not my privilege to be one of his students but, indirectly, I came under the influence of his work many years ago. My mentor in Metallurgy at Carnegie Institute of Technology, Prof. Fred Crab tree, was an ardent admirer of Professor Howe and his work. Professor Crabtree taught me early to appreciate Professor Howe's love of truth and keen desire to find a scientific reason for every metallurgical phenomenon. In this early search, Professor Howe encountered many unexplainable facts. Nevertheless, in the classic text, "The Metallurgy of Steel," published in 1891, he indicated that he believed Research could light the way. Under the heading of "The Treachery of Steel" he said: "In the early use of Bessemer and Open Hearth Steel, many then unexplained and hence mysterious failures occurred. With our present knowledge, an easy explanation of most of them would probably have been seen. But even today certain unexplained and apparently inexpli- cable failures occur in steel; inexplicable in spite of full and intelligent investigation." Then Professor Howe continued to talk about "the trustworthiness of steel" in the following manner: First, the steel-maker has learned by experience. He knows today far better the effects of a high percentage of carbon or of phosphorus; of cracks, pipes and blow-holes; of segregation and imperfect mixing; of over-heating; of finishing too hot or too cold. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

Professor Crabtree taught me early to appreciate Professor Howe's love of truth and keen desire to find a scientific reason for every metallurgical phenomenon. In this early search, Professor Howe encountered many unexplainable facts. Nevertheless, in the classic text, "The Metallurgy of Steel," published in 1891, he indicated that he believed Research could light the way. Under the heading of "The Treachery of Steel" he said: "In the early use of Bessemer and Open Hearth Steel, many then unexplained and hence mysterious failures occurred. With our present knowledge, an easy explanation of most of them would probably have been seen. But even today certain unexplained and apparently inexpli- cable failures occur in steel; inexplicable in spite of full and intelligent investigation." Then Professor Howe continued to talk about "the trustworthiness of steel" in the following manner: First, the steel-maker has learned by experience. He knows today far better the effects of a high percentage of carbon or of phosphorus; of cracks, pipes and blow-holes; of segregation and imperfect mixing; of over-heating; of finishing too hot or too cold. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

New "clean technologies" to treat mining and metallurgical effluents containing dissolved metals have been successfully applied at mine sites in North America and Asia, treating water flows up to 24,000 m3/day. These clean technologies offer significant benefits compared to conventional alternatives and provide a sustainable solution that eliminates residual waste sludge, improves water conservation, generates revenues from wastewater, and delivers overall improvements to the environment. This paper will profile these technologies, and provide best practice case study examples of their application at mining operations, including data for water chemistry, flows, water quality, capital and operating costs, and life cycle costs of treatment.

"Much progress has been made over the last several years in the ability to measure flotation cell hydrodynamic parameters in both the laboratory and plant. These techniques have allowed fundamental research to proceed to determine the effects that frother chemistry has on the main hydrodynamic parameters (gas hold up, bubble size) as well as on the amount of froth generation and water content of froth. A research program was begun that brought together a team consisting of private companies and a University with expertise in hydrodynamic characterization (McGill), flotation reagent applications (Flottec) and chemical synthesis (Sasol N.A.) with the purpose of characterizing frother chemistries with two goals in mind: Determine which frother chemistry can provide optimized cell hydrodynamics; and, create new frother chemistries with specific hydrodynamic properties.This paper describes the key steps that were taken that led to the development of new frother chemistry for use in flotation.The first step was the characterization of the major frother chemical families in a two phase system. The parameters measured were gas hold up, bubble size, froth height and water carrying rate at different concentrations and gas velocities.Analysis of the data indicated that definite patterns existed between frother chemistry and hydrodynamics and showed that frothers could be grouped into classes. More importantly, by modifying known frothers through chemical reaction it was shown that these frothers could be moved from one class to another. As a result of this better understanding of the interdependence of hydrodynamic and chemical properties, a new frother chemistry was proposed that was predicted to perform similarly to MIBC.The new frother was synthesized and hydrodynamic testing confirmed that the chemical performed similar to MIBC. Laboratory flotation tests were conducted on two different ore types that also confirmed the similar performance of the new chemical and MIBC. Subsequently, the new product was placed on a plant for a short period of time. The results showed that the product was an excellent frother but increased the flotation rate slightly more than MIBC at the same addition rate.Further research showed that the new frother chemistry was a family of products. By changing the reaction the resultant products could be made to be slightly weaker or stronger than MIBC but that this chemistry cannot provide hydrodynamic/froth characteristics similar to strong frothers like glycols and glycol ethers. Further work is planned to conduct longer plant trials to confirm the efficacy of this new frother family."

In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

Displacement of soil and groundwater during helical pile installation can produce excess pore water pressures (PWP) in fine-grained soils. Pore water pressure reduces effective stress in the soil immediately adjacent to the helical pile shaft and near the helical piles. Previous studies have shown generation of PWP may affect the capacity to torque ratios of the helical bearing elements. Large diameter helical piles that generate much of their torque and capacity from shaft adhesion are affected by PWP and therefore exhibit significant pile "freeze" after installation. Computer modeling is used herein to evaluate PWP immediately adjacent to helical pile shafts during installation in various soil types. The models show the degree and distance from the shaft that is influenced by PWP during installation and the amount of time required for the PWP to dissipate. Pile freeze has been measured on several project sites by re‐torque measurements. These re-torque data are compared with computer modeling and correlations between saturated hydraulic conductivity and dissipation time are presented and discussed. INTRODUCTION Helical piles are full-displacement piles, meaning installation does not produce drill spoil. Soil is displaced laterally as the pile progresses into the ground. This displacement of soil causes an increase in PWP, which reduces adhesion between the pile and the soil. For helical piles with small-diameter shafts, adhesion contributes little to the overall capacity and torque of the pile, so PWP changes are not typically considered in determining pile capacity. In modern construction, the use of larger diameter helical piles has become very common. For large-diameter helical piles, changes in PWP immediately adjacent the shaft can be quite large during installation. Increased pore water pressure and reduced adhesion can have a temporary effect on pile capacity and installation torque.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.
