The inherently explosion-proof mine (EPM) concept is based upon the non-flammability of certain combustible-oxidant-inert gas mixtures, and the effect of partial pressure of gases on physiological reactions. In a properly controlled underground environment, gas explosions are impossible, men can do work, and relatively high concentrations of methane would be permitted. A systems analysis has been performed to examine the physiological, engineering, and economic feasibility of such a concept, and methods and equipment are recommended for maintaining an EPM atmosphere in a bituminous coal mine producing a nominal two million tons of clean coal per year. It is concluded that: engineering feasibility can be demonstrated using subsystems and components that can be designed and built within the present state-of-the-art, that economic feasibility is possible within approximately five years, and that physiological feasibility is sufficiently promising to warrant continued investigation.

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

A significant portion of the piling industry has long felt relying on soil setup to gain the required capacity is a complexity that would rather not be dealt with. Instead, the pile are driven to the required capacity on the initial drive and the potential gain of capacity due to soil setup is simply considered an added bonus or safety factor. There appears to be an attitude that if one did not put in the energy required to develop the full capacity on the initial drive, then one should not expect to gain anything from Mother Nature for free. However, substantial savings in time and materials can be realized by properly accounting for setup. This paper will show the impacts and ramifications this rationale can have on required labor and material costs and illustrate a case history with significant soil setup and the savings realized on a project currently being constructed.

The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

Minera Escondida, located in the Antofagasta Region of northern Chile, is the world’s largest producer of copper as concentrate and SX-EW cathode. Projects to increase mill and flotation capacity began soon after start-up in 1990 to off-set decreasing copper grade. Subsequent projects had the objective to increase copper production through heap leach and SX-EW production and a second concentrator. The mine footprint concurrently expanded peripherally from the central high-grade enriched core of Escondida and then into the separate Escondida Norte deposit. Early in the mine life, metallurgical forecasting that was based on metallurgical composites of presumed ore types and historical plant production was adequate for operational planning, plant design, and project valuation. This approach became unreliable, however, as the increase in mine footprint was accompanied by an increased variability in key ore body characteristics such as hardness, copper-iron sulfide mineralogy, and sulfide liberation textures that were not reflected in the geological criteria used for ore type designation. The project study teams turned to small-scale physical and chemical tests to better characterize the spatial distribution of these key ore characteristics. Programs associated with capital growth projects were carried out through the mid-2000s to sample and construct a three-dimensional spatial model of hardness, copper sulfide mineralogy, and rougher flotation recovery from tests on 15-m drill core composites. Mathematical models were developed from the respective ore characteristic data to calculate throughput, flotation recovery, and concentrate copper grade. The spatial models were integrated with the concurrent mineral resource block model using standard geostatistical methods and the metallurgical process calculations were applied to the block estimates. The geometallurgical model, originally constructed on a project basis, is now managed by a dedicated team reporting to the manager of Geosciences & Resources Definition in the Escondida organization. The model has evolved with increasing complexity of the mine and processing plants and currently includes seven forecasting areas for three concentrators and four areas for two leach plants. Metallurgical forecasts of mill throughput, final flotation recovery, and concentrate copper grade still have the highest relevance to mine planning and optimization. Sample preparation, test procedures, and quality control methods are summarized for the ore characteristic tests important to these forecasts. Analytical results from recent annual sampling programs are presented for the hardness indices, rougher flotation recovery, and partial extraction copper analyses. Geostatistical analysis of the SAG mill hardness index is summarized as an example for the spatial estimation process. Mathematic models are presented for throughput (based on hardness indices), final flotation recovery (based on rougher recovery and plant calibration studies), and concentrate copper grade (based on sulfide mineralogy and empirical pyrite rejection studies).

When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. "Innovation in the minerals industry has been lagging behind comparable industries like oil and gas. An incremental innovation culture that tolerates long lead times between invention and adoption has been exacerbated by a research grant structure that inhibits radical idea generation. Entrepreneurs who can make the link between ore source, technology and finance will cause a shift in innovation culture and open up substantial opportunities in the minerals industry of the future. By extrapolating existing trends in technology within and outside mineral processing, a crystal ball vision of future innovation is shaped with the aim to lower energy and water demand, reduce CO2 emissions, decrease operating and capital costs, reduce environmental impact, and secure a social licence to operate. Advances in nanotechnology, advanced materials and biotechnology will impact mineral processing, but the initiative for technology transfer must come from mineral processors. Laminates of graphene oxide can offer efficient filtration and separation media, while microfluidic devices will be used for desalination, solvent extraction and analysis. Substantial progress is expected on benign lixiviants and separation agents, such as nanoscale supramolecular hosts that can serve as high-capacity, selective and recyclable ligands and sorbents, and solid aminobiphosphonate-based adsorbents. Radical ideas for the recovery of precious metals from non-assayable ores and the generation of energy above unity will be adopted in selected minerals projects. In-situ mining in which microbes generate lixiviants at mineral surfaces will simplify processing circuits. Specific ores will be subjected to microwave processing and electropulse liberation to enhance recovery. Ultrafine grinding using devices of low energy consumption will be done mainly dry, followed by dry separation. New flotation cells will remove efficiently either coarse particles or ultra-fine particles, with mineral surfaces being modified not just by new reagents but also by selective microbes. Innovation in mineral processing indeed has a bright future."

Room-and-pillar mining is commonly employed for the extraction of rock salt in undergroundmines. Pillar stress is a major concern in these mines as it is directly related to stability and mineralrecovery. In this study a flat jack method was used to measure pillar stresses in three undergroundrock salt mines in Pakistan. The field work included determination of in-situ stress, in-situ elastic modulus, recording of field variables (pillar length and width, height and width of opening, opening width to height ratio, extraction ratio, and overburden height) and collection of salt block samples. The geomechanical properties of rock salt (uniaxial compressive strength, Young’s modulus, Brazilian tensile strength, and density) were also determined to estimate overburden stress, pillar strength, and factor of safety (both estimated and actual). It was found that the measured pillar stresses are proportional to the overburden stress values, with their magnitude ranging from 6.05 MPa to 11.97 Mpa, and the pillars were found to be stable. Regression analysis was performed to develop statistical models for in-situ stress and in-situ elastic modulus. Finally a quick guideline chart was developed to determine the suitable length of pillar for a given span and required level of safety.

WHILE methods of utilizing blast-furnace slag have been developing, a great deal of literature on the subject has accumulated, but no comprehensive summary of information that would be helpful to engineers, contractors, architects, chemists, and others in under-standing and more successfully using this byproduct of the iron and steel industry has been published in the English language. The National Slag Association recognized the need for such a publication, and the Problems Committee of the Association under-took in 1943 to accumulate the necessary material. Over a period of several years this committee compiled pertinent information in manuscript form, and in 1948 the Bureau of Mines and the National Slag Association made an agreement whereby the Bureau was to prepare the data for publication as a cooperative bulletin of the Bureau of Mines and the National Slag Association.

Tables based on 1985 data, which were not available in time for publication of the "1985 Minerals Yearbook," are included in this chapter; corresponding tables for 1986 are not yet available. Raw nonfuel minerals produced in the United States during 1986 had an estimated value of $23.5 billion, an increase of $0.25 billion over the 1985 value. This is the fourth consecutive year that the value has increased, and except for a de- crease in 1982, the value each year has increased since 1971, or 14 out of 15 years. Industrial minerals growth slowed from a 3% increase in value in 1985 to a 1.5% increase in 1986, reflecting the slow growth in the domestic economy. The value of industrial minerals, more than three times larger than the value of metals, easily offset the less than 0.5% decline in the value of metal mine production. Although the decline was small, this decrease makes 1986 the fourth year in the past 6 years in which a drop in the value of metal mining production occurred in the United States. U.S. production continued to lag behind the growing world production. Overall, the estimated raw nonfuel mineral production rose 1% over that of 1985. Domestic mine production of ferrous metals declined as follows, in decreasing order of production: nickel, iron ore, tungsten, and molybdenum. All remaining domestic primary nickel and tungsten mines had closed down by yearend. Nonferrous metals that similarly declined included titanium, rare-earth metals, lead, silver, zinc, and magnesium. For the second consecutive year, aluminum, produced predominantly from imported bauxite, declined in production, while imports reached record-high levels. Somewhat modest gains were made in beryllium and copper. As has been the case for a number of years, gold was a bright spot in the domestic and internation-al metal mining industry. Gold production was spurred on by the increasing usage and development of heapleaching techniques that make lower grade ores, which were previously uneconomical, profitable. Additionally, various mining companies, the U.S. Mint, individual States, and a number of foreign countries began production of gold bullion and commemorative coins. Gold output in the United States increased from 2.43 million troy ounces (revised) in 1985 to about 3.73 million troy ounces in 1986, a dramatic 54% rise.

Zinc smelting is frequently termed a ba.ckward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, lowunit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pou~ds of ore. The diameter of the retort is limited by the tirrie required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, qr ·producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser. attached to one end of the retort, where it conde_nses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls 11.nd of the ore charge itself, the heat efficiency even of the most modern regenerative furnacei;; is only about 12 per cent. The retorts have a short life, 30 to 6Q days, at the high temperature required-; zinc losses are heavy, usually 10 per cent or more; and the proportion of impurities in the retort charge must be carefully controlled to prevent the rapid corrosion of retorts. For these reasons, much work has been done in an e:ff ort to, find cheaper and more efficient methods o.f recovering zinc from its ores. Various methods have been proposed for smelting in the blast furnace. Some of these contemplated the production of zinc vapor and its condensation to liquid; others attempted to produce liquid zinc directly by smelting under pressure. It is now realized that fundamental difficulties render these proposals impracticable. The electric furnace for smelting offers obvious advantages in the way of the efficient utilization of energy, large units, easy attainment of high temperatures, and the possibility of treating complex ores. E. H. and A. H. Cowles first suggested a design for an electric furnace for the reduction of zinc ores and patented their process in 1885. Their attention was soon directed to other uses for their furnace and nothing further of importance was done in the electric smelting of zinc until about 1900. Several investigators then started work upon various processes and had more or less success. The chief difficulty they encountered was the impossibility of obtaining more, than a small amount of the zinc as liquid metal because most of the zinc vapor condensed as blue powder. Interest in the electrothermic metallurgy of zinc increased, many patents on processes and furnace design were taken out, and the literature on the subject grew, until in 1914 and 1915 the problem seemed to be approaching solution. About this time the hydrometallurgy of zinc, the development of which had been lagging somewhat behind that of the electrothermic metallurgy, sprang into the limelight and a commercial process was soon perfected. This rapid development, perhaps aided by the war premium on the high-grade spelter produced by electrolytic deposition, distracted attention from electric smelting to some extent, though progress continued. With the perfection and standardization of the electrolytic process has come a better realization of its limitations, especially the necessity for large-scale operation ·and the difficulty of obtaining high extraction. Because of these limitations the electrothermic metallurgy of zinc still has a field of its own and in fac-t promises to become a strong competitor of both hydrometallurgy and retort smelting except under conditions highly favorable to the latter methods. Because of the imperfections of the retort and electrolytic processes and the promise that the electric furnace offers in overcoming these imperfections, the. United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, has undertaken a study of the electrothermic metallurgy of zinc.

This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

THIS REPORT covers the second in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the construction work contemplated-to sink two shafts on the line of the main tunnel that are designated the Nos. 9A and 11 shafts, to turn off from the No. 9A shaft the Lansford and Lykens laterals, and to drive portions of the main tunnel. An emergency pumping plant, consisting of 2 separate pumprooms, each containing 3 horizontal-type centrifugal pumps of 100,000-gallons-per-minute (g. p. m.) capacity, will be constructed at the No. 9A shaft. From the No. 11 shaft will be turned off the Trevorton lateral and portions of the main tunnel, which will connect with the section driven from the No. 9A shaft. Under the proposed project, the Lansford lateral will be driven for a distance of 2 miles, the Lykens lateral for a distance of 10.56 miles, and the Trevorton lateral for a distance of 20 miles. To drive the Lykens and Trevorton laterals for the distance indicated, several construction shafts and slopes must be sunk to permit efficient and safe construction.

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.
