INTRODUCTION Nevada Goldfields began underground mining development at the Kingston Project in September, 1986, followed by mill start-up in March, 1987. The first gold pour in April followed three years of preparatory work in establishing a North American operational base for the production of precious metals by Golconda Minerals N.L., an Australian mining firm. GENERAL CORPORATE BACKGROUND The Golconda Group of companies was established in early 1983 in Australia. It began operations by successfully retreating tailings at several old gold mining sites throughout Australia. With the limited reserves available for tailings retreatment, Golconda began to look toward the future by conducting a gold exploration program in Australia. However, the continued high price of gold in Australia had limited the possibilities of acquiring good properties at a reasonable cost and consideration was given to looking outside Australia in addition to Golconda's domestic exploration activities. North America was favored because of the proven potential for substantial gold deposits, the established infrastructure which would allow for rapid and cost-effective development of new projects and the advantages of similar political and economic climates. In mid-1984, Golconda established an office in California and began an extensive study of over 100 prospects throughout the United States. Two prospects were identified as a result of this study whch showed merit; one was located at Empire, Colorado and the other at Aurora, Nevada. Negotiations were then successfully undertaken to acquire these two properties. Golconda's U.S. offices were moved to Reno, Nevada in early 1985 to facilitate management of its projects. To operate and manage these projects, a small Canadian company listed on the Vancouver Stock Exchange, Cannon Minerals, was acquired by Golconda and renamed Nevada Goldfields Corporation. The current structure of the company is shown below in Figure 1. A private placement of 2,575,000 shares of common stock at US54.00 per share was arranged by Jacksons Limited of Australia in association with W.I. Carr (U.K.) Limited of London. This placement resulted in US510.3 million being available in May, 1986 for the acquisition and initial development of the Aurora and Empire projects. While the financing was underway, project planning commenced on both the Aurora and Empire projects. The Aurora project was selected as the one to be initially developed because of its relatively advanced stage of development. The

Slat-band chains, currently manufactured from Type 430 ferritic stainless steel, are used as conveyors in various industries. A process to strengthen these chains?with the aim of prolonging the lifetime of the conveyors?was developed recently. The process entails heat treating the cold-worked chain at 475°C,strengthening the material by precipitation of the Cr-rich phase a? at relatively long periods of aging. In the present work, it was found that increasing the interstitial content by solution heat treatments (at 880°C or 930°C) prior to cold rolling and aging, causes an increase in strength at shorter aging times as a result of the precipitation of chromium-rich carbides and nitrides. The solution treatments can introduce martensite into the microstructure if carried out at a sufficiently high temperature. This, along with the deformation caused by cold work, also increases the strength. Corrosion resistance is not affected by the treatments, but ductility is lowered. However, calculated critical crack lengths indicate that solution treatment at a temperature below the Ac1allows for a larger critical flaw size, and that the lifetime of the chains will probably be determined by fatigue. Although the duration of the service of the chains are reportedly controlled by wear, with these treatments the tensile strength of the material is increased to within acceptable limits for conveyor chains. The tensile strength is an indication of the wear or abrasion resistance of a material. It is expected that after the treatments, the wear resistance will be improved, but since embrittlement occurs, the fatigue resistance is lowered. It is concluded that the preferred processing route for the chains would be solution treatment at 880°C, fast quenching to trap the interstitial atoms, cold rolling and then aging at 475°C for 8 minutes.

SUPPLEMENTING surveys of the engineering profession regarding salaries and advancement, based upon data from individual engineers, a survey through a questionnaire to employers of engineers has recently been made by a subcommittee of the Engineers Joint Council's Committee on the Economic Status of the Engineer. Its object was to learn directly from employers their attitudes and policies pertaining to the selection, training, placement, advancement, guidance, and professional activities of engineering graduate employes. The questionnaire was sent in May 1946 to 174 employers of engineers, including colleges. Replies were received from 104 employers in nineteen fields of industry, who employ about 2,000,000 persons, about 40,000 of whom are engineers. The following general observations are based on the questionnaires returned. Who Are Hired? Of the co-operators 96 per cent employ cadet engineers directly upon graduation from engineering schools, but only 4 per cent recruit their engineering staffs exclusively from the new graduates. About 43 per cent hire more than half of their new engineer employes after one or more years' experience with other employers. This is evidently a matter of necessity or expediency rather than preference, because more than sixty per cent of those reporting indicate that they prefer to hire the new graduate.

A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

WE assemble again today in this comfortable, hospitable Inn to begin this, the 58th, Meeting of our Society. It is just a year ago when last we met but that year was, probably, the most portentious year in the whole history of mankind. In that year, the German 'Atlantic Wall' was broached, the Rhine was crossed, and Germany, as a Nation, has ceased to be. The agony of Europe is over; convalescence may be, probably will be, slow. But blood no longer flows in Europe. Time will heal the sores, cover the scars, regenerate the industries, rebuild the cities, and re-establish the people. True, the war of all wars is not yet over. True, a bloody conflict remains . But, the power of the United Nations now converges on one target. The rain of blood will be heavy. We can hope the storm will be short. The sun is on the horizon. The light of peace 1s in the sky. What of that Peace? Are we ready for it? Have we a 'sure foundation ' for our future world? Are the footings under that foundation broad and substantial? Can we look forward with confidence to a lasting peace and a fruitful life? The United Nations, even as this is being written, are in conference in San Francisco, placing the footings, rearing the foundations for a world edifice. There are bickerings; there are jealousies. The world is tired, and a tired family always squabbles. We can, we must, believe that the decisions they make, the edifices they rear, will be better than anything we each could effect separately. It will be a compromise, probably; it will carry things that will hurt us, just as it will carry things that will hurt others. We can, we must, believe that the good of the whole is a greater good than the good of the part. Each Nation within the United Nations must sacrifice something, each part of each Nation must sacrifice something, each individual within each part of each nation must contribute something, if the whole is to be wholesome. Sacrifice and contribution must be the order of the day if the New World we are about to build is to be worth while. What of Nova Scotia? The world has travelled far in the last year; how far has Nova Scotia gone? Canada has preparations for the Peace under way; what has Nova Scotia done? Is Nova Scotia preparing counter measures for the sacrifices it must make? Is each of us ready to contribute his share?

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. The excavation and lining of the Washington Park Station 79 m (260 ft) below the park zoo.

Geosynthetic clay liner (GCL) is a kind of waterproofing material used widely in engineering. The waterproof mechanism is understood in terms of bentonite particles becoming a water-obstructcolloid layer after they absorb water and swell. The swell stress, however, has not been determined directly till now. In our experiment, the swell stresses of the GCL under saturated and water absorbing conditions are measured directly using a custom-made instrument. The results show that (1) the instrument designed by the authors performed satisfactorily and the test results are reproducible; and, (2) The trend line of swell stress variation with time can be divided into three segments. The first segment is characterized by a quick increase of the swell force in the first 0?50 hours. The swell stress increases by 7.00×10-4?1.00×10-3 Mpa / hour. The second segment shows a slow increase of the swell stress during the 50?1730 hours. The swell force increases by 7.54×10-6?2.02×10-5Mpa / hour. The third segment is characterized by little variation in the swell stress after 1730 hours. In this segment, the average value of the swell stress measurements is 0.0719Mpa and the maximum value is 0.0729Mpa. It is suggested that the swell stress is mainly raised by water entering the pores among montmorillonite particles and the interstitial layers in individual montmorillonite crystals, leading to an increase in volume and manifested as a stress on the surrounding materials.

Vast deposits of lignite occur in the Gulf Coast states and northern plain states. Lignite resources are cited to be over 43 billion tons in the Gulf Coast states. An additional resource of 16 billion tons are reported in North Dakota (Jackson, Smith, 1981). All lignite in the U.S. is mined at present by the open pit method. Draglines and scrapers are primarily used to remove the overburden. Bucket-wheel excavators are also being considered for new mines in the planning stages. Lignite seams are mined using front-end loaders, shovels and trucks, or Easi-miners. The depositional environment of lignite is weak sedimentary soils and rock. Ground water is often encountered within the mining depth. Surface water resulting from heavy rainfall or snow melt contributes to the problems of mining. Mining depths of up to 60 m (200 ft) are under consideration. Draglines exert additional loads on the highwalls and spoil piles. The combination of any number of these factors may cause instability of the slopes. Bearing pressure, trafficability, and settlement can also be a problem for excavation and loading equipment.

Of increasing importance to the student of fuels economics has been the extent to which different primary energy sources can substitute for each other in the various energy markets of the nation. Knowledge of the nature and extent of fuel interchangeability can aid the fuels economist in projecting trends of energy utilization, as well as giving him a better understanding of the past and present conditions of fuel markets. It is also important to the consumer to know just how much flexibility he can maintain in his energy consuming operations. And, finally, various governmental bodies show keen interest in the degree of energy substitutability in determining public policies concerning the fuels industries. The presence of excess fuel production capacity in the United States during the early 1960's indicates that fuel interchangeability should become more prevalent in the increasingly competitive energy markets of the nation. Discussion of fuel intercompetition is almost always restricted to qualitative terms-because of the lack of comparable statistical data, between the different energy sources in geographic or "type-of-use" fuel, markets. There are exceptions, of course, such as, the excellent fuel consumption data which are available on steam electric generating plants throughout the nation. In other sectors, statistics are at best incomplete.' Inmost instances, indirect fuel consumption indicators, such as sales of fuel burning equipment, are extensively used to measure market shares of a particular fuel; however, these indicators are hard to evaluate precisely without prior knowledge of the total competitive market.

"Suncor Energy Inc. has proposed a 2.2 billion dollar expansion to the current oil sands operation, which will more than double the productive capability of the facility. As part of the application for this expansion, a comprehensive closure plan had to be developed and filed.Closure planning includes a systematic evaluation of the area to be developed, the development activities planned, the goals and objectives of the corporation in re-establishing landforms and ecosystems at the same time as running an effective operation. As early as is practical during the mine development, surface contouring is completed, soil is reconstructed, and vegetation, surface drainage and wetlands are re-established. Once active reclamation is complete and vegetation has been re-established, Suncor monitors maturation of landscapes and ecosystems to provide the submission basis for reclamation certification"

UOCK bursts are a phenomenon about which insufficient is known. This l.~ statement has a twofold meaning. In the first place, far too many people, both inside and outside of the mining industry, are woefully ignorant of the whole subject, and secondly, as those who are face to face with the problem in the mines realize, our knowledge of rock bursts is inadequate. The first group embraces the general public, who have never been enlightened on the subject, and a great many geologists and engineers who have never shown more than a curiosity about it. Such technical men do not realize what a vital problem it is to our mining industries. They are usually thankful that bursting ground is not their problem, and leave it to those unfortunate enough to run into it. From such men one often hears the pious opinion that if proper mining methods were used there would be no problem. It is hoped that this paper will give these people a different viewpoint. Those in the second group deserve much credit for what they have done and are doing. They are fighting a large and difficult problem. In the pages that follow, I have tried to give a bird's-eye view of that problem, and suggest new ways in which it may be attacked.

On October 16, 1978, the Harnback open cut of Rheinische Braunkohlenwerke, the largest open cut ever planned, was officially put into operation. It will outperform all of the large open cuts known at present, both in its dimensions and in its annual output of overburden and coal. Present plans are to commence coal mining in 1983, although target production will only be achieved in 1995when the annual output will be 50 million tons of coal. Considering an overburden: coal ratio of 6: 1, this will involve the removal of approximately 300 million bank cubic metres of overburden. For overburden removal and coal mining, this open cut will use bucket-wheel excavators exclusively. It is planned to employ eight excavators with a daily output of 240,000 bank cubic metres each (Fig. 1). The transport of the overburden and coal to the dump and the power station, respectively, will be effected by 30Q0-mm-wide conveyors, running at a speed of 6 m/sec. The overburden will be dumped by spreaders having a boom length of 100 m, capable of dumping 240,000 bank cubic metres per day (Fig. 2). Such giants, of course, can only be used for extreme conditions . Their employment indicates that huge quantities of material can be handled economically for long periods. However, the use of bucket-wheel excavators is economic when daily outputs of 5,000 bank cubic metres are involved, in particular if direct backcasting of the overburden is not possible.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 9,600 acres of the 12,350-acre Antelope Creek Wilderness Study Area (MT-065-266) in order to evaluate its mineral resources. Within this report, these 9,600 acres are referred to as the study area. The Antelope Creek Wilderness Study Area, Phillips County, MT, adjoins the north end of the Charles M. Russell Wildlife Refuge. Considered part of the Missouri River Breaks, the area straddles the edge of a thrust fault zone that has deformed the Mesozoic strata in the west half of the area. Shale, siltstone, and sandstone of Cretaceous Age are exposed in the area. Coal beds averaging 3.0 ft thick occur in the Judith River Formation. About 0.20 million short tons of coal were mined from the Judith River Formation adjacent to the west boundary of the area; no production is known in the study area.

"We combined stepwise regression and constrained regression statistical method to obtain the best boundary conditions for the calculation of in-situ stress field in Wushaoling tunnel using finite element method. Our numerical results reveal that: the main geologic factors contributing to the initial background stress are gravity and tectonics; the principal stress values would drop in fault zones; the angle between the maximal horizontal stress and the axis of Wushaoling tunnel is acute; Wushaoling tunnel tends to become stable when this tunnel has 2:1 ratio of the height to its width; the possibility of rock-burst exists under high stress.INTRODUCTIONStress state of engineering region is an important factor affecting the stability of project. Geological disasters in the project area are closely related to their stress environment. Wushaoling tunnel which is 20,050 meters long, lying along Lanzhou-Wuwei segment of Lan-Xin Railway in China, is the key project of Lan-Wu double-track railway. The region surrounding this tunnel is under a high stress environment. Accurate identification of the stress environment of the engineering area and the interaction between geomaterials and geotechnical engineering construction holds significant scientific and practical value for engineering design, construction, and operation.Many scholars explored and discussed the present-day tectonic stress through investigations of tectonic evolution history (Ding, & Lu, 1986), crustal deformation (Zoback, 1992), focal mechanisms (Yang et al., 2003, Xie, Cui, & Zhao, 2004), and so forth. However, the above methods would only provide the approximate direction of the principal stress in a broad region, and could not give the absolute stress values. In-situ stress measurement is one of the primary means to directly gauge the current crustal stress. However, in-situ stress measurement can only be applied in small number limited by measurement conditions."

In this paper current net present value (NPV) based mine valuation techniques that take into account market and private risk are discussed and analysed. Potential pitfalls that arise from the application of a portfolio, market or commodity based risk metric to a mining project are identified. An alternative non-simulative framework for quantifying and factoring market and private risk in NPV calculations is proposed and then applied to a hypothetical case study in an attempt to overcome identified pitfalls. Mathematical proof that a static discounted cash flow (DCF) calculation can underestimate or overestimate mine NPV is presented, the conditions for each are outlined and the degree of underestimation defined.CITATION:Dube, T Y, 2012. "Abstract Deep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. Column-type solidification, however, has been thought to have little effect as a liquefaction countermeasure, because the shear deformation of unimproved soil between the columns cannot be reduced. In recent years, experimental results have been reported that imply that solidified columns can reduce the shear deformation of unimproved soil around them. A new arrangement has been proposed to mitigate lateral flow induced by liquefaction. In this study, a series of dynamic centrifuge model tests was conducted to verify the lateral flow resistance of stabilized columns. The results indicate that stabilized columns can reduce the lateral flow of liquefied ground if the column displacement and the column head rotation are restricted. This paper concludes that it is important to restrict the displacement and the rotation of the column head by surface improvement to mitigate the lateral flow of liquefied ground.INTRODUCTIONDeep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. The solidified body formed by the deep mixing method is usually block or lattice shape, composed of solidified columns that overlap each other horizontally. Lattice-type solidification has been shown to be effective as a liquefaction countermeasure despite the presence of unimproved soil inside the lattice wall, because the shear deformation of the interior soil is restrained by the wall (Suzuki et al., 1989). On the other hand, it has been thought that column-type solidification cannot reduce shear deformation of unimproved soil around columns, because the displacement of a solidified column is less restricted than that of a lattice wall. Column-type solidification has been reported to have little effect as a liquefaction countermeasure, but to be superior in terms of construction cost and applicability around existing underground structures (Koga et al., 1986). However, there are experimental results implying that solidified columns have reduced the shear deformation of unimproved soil and mitigated its liquefaction (Yasuda et al., 2003; Tanaka et al., 2003). Yamamoto et al. (2006) conducted dynamic analyses of ground improved with lattice- and column-type solidification. Their results showed that column-type solidification with an improvement ratio of more than 35% reduces excess pore water pressure generated by earthquakes. Furthermore, the new column arrangement shown in Figure 1(a) has been proposed to mitigate lateral flow induced by liquefaction. It was developed and has been verified using dynamic model testing in a 1 g field (Takahashi et al., 2010a; 2010b; 2013; Towhata et al., 2010). The stabilized columns in this configuration interrupt lateral flow in any direction, unlike those placed in square and triangular arrangements."

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. In connection with air-pollution studies, the Bureau of Mines is cooperating with the U.S. Public Health Service in investigating the use of solids for removing sulfur dioxide in concentrations of less than 0.5 percent from combustion and waste gases. Removal of sulfur dioxide at flue-gas tempera¬tures would no longer result in the cooling of scrubbed gas, which is inherent to liquid scrubbing processes used exclusively in industry today. Results are reported of extensive investigation, using metallic oxides as absorbents, adsorbents, and oxidation catalysts at 130° and 330° C. (temperatures at which flue gas may be treated in powerplant practice). The most active absorbents tested were the oxides of manganese, cobalt, copper, and alkalized alumina; 23 to 33 grams of sulfur dioxidn were removed by 100 grams of absorbent at 130° C., while scrubbing more than 90 percent of the sulfur dioxide from a simulated flue gas, and 19 to 61 grams of sulfur dioxide were removed at 330° C. A more detailed study is reported on absorption and regeneration, using manganese oxides and alkalized alumina. Adsorption of sulfur dioxide on activated carbons and molecular sieves at elevated temperatures is considerably less efficient than removal by absorption--a maximum of 7 to 8 grams of sulfur dioxide could be removed with 100 grams of adsorbent at 130° C. A potash-promoted vanadium pentoxide is effective in converting sulfur dioxide to trioxide; complete conversion in a simulated flue gas containing 0.35 percent sulfur dioxide was obtained at 365° C. Pilot-plant and cost studies are being made by the Bureau to determine the economic feasibility of removing on an industrial scale the sulfur dioxide present in gases in low concentrations.
