A STATEMENT on this subject by A. D. Turnbull, presented and discussed at the Annual Business Conference of the Metallurgy Division, C.I.M., held in Ottawa on April 22nd 1957, led to creation of a committee "too see if the Metallurgy Division of the C.I.M. can improve this situation". Without discounting the general problems of education and short-ages in other fields, the committee is primarily concerned with deficiencies related to metallurgy. The committee members are: F. R. Archibald, Chairman, A. D. Turnbull, L. E. Djingheuzian, J. U. Mac-Ewan, and L. M. Pidgeon. Following exchange of views among the committee members a general attitude of approach was established and a background of reference material assembled. It is the purpose of this review to acquaint those interested with the reference material, to offer an appraisal of the situation, and to suggest a programme for action by the Metallurgy Division of the C.I.M. Before proceeding with the ?presentation it is fitting to point out that, notwithstanding some rather important developments in public concern for educational matters, as well as changes in the level of activity in the metallurgical industry, the statement (April 1957) by Mr. Turnbull still stands as a sound article of reference.

This marks the 100th year that the aggregate industry has been served by a national association. Of all the accomplishments this longstanding relationship has achieved, there is probably none greater than the progress made, in worker safety. Perhaps the best way to measure this success is to examine injury trends in the aggregate miner population. For example, in the first half of the 20th [ ] century, 16 quarry mining disasters (a "disaster" is an incident with five or more fatalities) claimed 157 miners between 1909 and 1952. The largest of these was the disaster at the Sandts Eddy Limestone Quarry near Allentown, Pa., on March 26, 1942, where 31 miners died of asphyxiation by fumes/explosion. Thankfully, no mining disasters have occurred in the aggregate industry since 1952. It is these kinds of information that help us characterize improvements in aggregate worker safety over the last 100 years.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. The Pinnacles Wilderness Contiguous Wilderness Study Area (WSA) (CA-040-303) is 30 miles south of Hollister, CA, in San Benito and Monterey Counties. It is composed of five parcels of public land totaling 5,838 acres adjacent to the Pinnacles National Monument. The U.S. Bureau of Land Management later reduced the size of the Recommended Suitable Area (RSA) to 2,200 acres. U.S: Bureau of Mines personnel examined the entire WSA in May 1984. The WSA is underlain by Tertiary sedimentary and Cretaceous plutonic rocks. Diatoms occur in interbedded tuff, shale, and sandstones in the northern part of the WSA, but outside the RSA. In 1984, there were no mines, prospects, mining claims, leases, or mineral resources in or within one mile of the study area. No energy minerals were identified; however, an oil well was drilled in 1951 in the northern part of the WSA, but outside the RSA; it was a dry hole.

Although Tantalum is not usually regarded as a precious metal, its pricing structure is very similar to that of Silver. Different from precious metals, Tantalum has only industrial applications and its use is about 1000 metric tons per year. The intrinsic value of Tantalum already in .the past was a driving force for its recycling. Based on these facts the Tantalum industry world-wide is approaching the closed-loop concept of its recycling. A detailed material flow of Tantalum processing as well as recovery of residues and used products will be discussed.

CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

Mining in Western Australia places significant economic and environmental responsibility on Government and the mining industry. Groundwater abstraction is regulated by the Department of Water. The Department has recently issued a guideline for Pilbara mines, and this paper focuses on the Pilbara for its examples and studies. The guideline is intended to form the basis for developing a statewide policy, consistent with reporting and assessment policy.With rapid expansion of the mining industry between 2005 and 2008, the groundwater resources in the Pilbara region of the State are under increasing pressure. Significant new management and regulatory issues arising recently include: cumulative impact assessment; disposal of dewatering excess by discharge, sharing or reinjection; life-of-mine approvals and closure planning; closure water quality including metals concentration in pit lakes; and in situ leaching mining methods and their impacts on regional water resources (and change of State Government Policy with respect to uranium mining).

Case studies are presented of three derelict sites in Kent and Essex that provide a good cross-section of opportunities for second-generation commercial uses of former chalk, limestone, clay and gravel workings. A 240 ha abandoned chalk quarry at Grays in Essex, now known as Chafford Hundred, is undergoing mixed development to include leisure facilities, a range of housing and commercial areas and an enhanced environment. The 120 ha of Stone Marshes now comprises the Crossways business park and the Dartford international ferry terminal. Reclamation and servicing required more work than had been anticipated and the fact that the area was within the green belt added to the delays, but Blue Circle was eventually able to provide a comprehensive development of the entire area to a high environmental standard. Stone Pit 1 landfill, at Dartford in Kent, is a former chalk quarry 40 ha in area and with an original average depth of 35 m. Landfilling commenced in 1976 and during the period 1979-1984 the site operator designed, developed and installed a gas collection and flaring system. From 1986 a gas plant supplied up to 5 000 000 therm/yr of landfill gas to a local cement works and in 1989 a 1 MW power generation scheme, later expanded to 3 MW, was commissioned. Gas is currently also supplied to a metal refining company for use in internal combustion engines

"The Central Mukur deposit was discovered by the Semipalatinsk Geological Exploration Expedition (GEE) during detailed searches from 1977 to 1980. Andas Altyn Ltd., a Kazakhstanian gold mining company acquired the property and commenced mining in 1995. In 1998, Andas-Altyn Ltd. became a wholly owned subsidiary of Eurasia Gold Corporation.The Central Mukur gold project covers a linear series of parallel, discontinuous zones of near surface oxide gold mineralization that covers a distance of 7 kilometers and extends past the property boundaries. The oxide gold mineralization is a result of the regional oxidization of a primary sulfide gold mineralization emplaced in a series of shallow dipping thrust faults. Resources as calculated by the GEE are 3.45 mt at an average grade of 1.84 gmt Au in the C1 +C2 category and 7.52 mt at an average grade of 1.80 gmt Au in the P1 category. The Central Mukur Gold Heap Leach Mine consists of an open pit, heap leach pads, and an ion exchange resin gold recovery plant. Limited gold production (<2,500 ounces/year) has been achieved over the past three years leaching run of mine oxide gold mineralization. Gold recovery utiling cyanide to dissolve the Au and ionic resin technology to recover the Au for the leachate is approximately 60%. Loaded resin is shipped to a treatment plant at Almaty where the gold is stripped from the resin, refined and sold.This paper will describe the geology, mining, and processing of the Central Mukur ore. In addition, it will describe what it is like doing business in Kazakhstan and the transition from a Soviet style operation to a more western style operation.INTRODUCTIONThe Central Mukur Mine is owned and operated by Andas-Altyn Ltd. a Kazakhstanian gold mining company located in northeast Kazakhstan. Andas-Altyn is a wholly owned subsidiary of Eurasia Gold Corp., a Canadian public company listed on the Alberta Stock Exchange. The Central Mukur mine consists of a small open pit, and a heap leach operation that utilizes ion exchange resin to recover gold from pregnant solutions. In addition to the Central Mukur mine, Eurasia also owns the Myaly heap leach gold project which is also operated by Andas- Altyn Ltd."

The rate of the steam-carbon reaction, which is of fundamental importance to coal gasification, was determined by passing steam over graphite specimens suspended in an electrically heated tube. The measurements were made at 1,900° to 2,400° F. and at steam-feed rates of 0.1 to 2.0 moles of steam per mole of carbon per minute. At the maximum steam-feed rate, the reaction rate of carbon ranged from 0.4 percent per minute at 1,900° F. to 7 percent per minute at 2,400° F. Up to about 2,200° F., the steam-feed rate had only a slight effect; above this temperature, it limited the reaction velocity when the final mole fraction of steam in the reaction products was much less than 1.

Numerous supergene manganese oxide deposits are developed inSouth China as a result of weathering of a thick sequence of Paleozoic marine Mn-bearing sedimentary rocks, consisting mainly of limestones, cherts and black shales that were intensely folded and faulted due to multiple episodes of tectonism since the late Triassic. The ore minerals are dominantly pyrolusite, cryptomelane, nsutite, lithiophorite and braunite. The supergene manganese ores contain Mn ranging from 20 to 44 wt per cent; manganese oxide deposits derived from cherts and black shales also contain recoverable levels of Co, Ni, Cu, Pb and Zn. 40Ar/39Ar dating of potassium-bearing manganese oxides reveals that extensive supergene manganese ore formation started at least in the earliest Miocene and persisted to the Present. Ages of the deposits show a close correlation to tectonic stability, with the oldest in tectonically quiescent areas and the youngest in active areas that have subjected to continuous uplift and thus significant denudation. The prolonged wet and hot climate since Oligocene and the balance between weathering and erosion, which is parameter to the tectonic stability, are the ultimate controls on the formation and distribution of South China supergene manganese oxide deposits. Surveying and exploring were done at the request of Congress for an investigation of raw materials for the production of steel.A wartime steel plant has been established at Fontana, San Bernardino County, and a backlog of iron-ore reserve for the maintenance of permanent steel industry on the West Coast will be of National benefit in the postwar period.W. D. McMillan, a mining engineer the Bureau of Mines, examined the property in May 1942, and it was reexamined by D. W. Butner, also of the Bureau, in October 1943. Geophysical work was done by the Bureau in 1944, and the property was explored by diamond drilling from April to August 1944 and February to SeptemberACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contri¬bution to national security and economy. "The Sangan iron-ore mines (SIOM) in Iran are located in a remote area, near the Afghanistan border. The deposit of SIOM is containing a geological resource of 1.2 billion tons of mostly magnetite with a Fe grade ranging from 27 to 61 %. The Iranian government plans a stepwise development of SIOM in cooperation with private companies to satisfy the growing demand of the Iranian steel industry. Sustainable development (SD) is an influential ethical concept in mining all around the world. However, a successful realization of a SD is not possible without a foundation on the core values and regarding the specific circumstances of the individual mining country. This paper introduces SIOM and describes SD activities undertaken during its development. From the early stages, these activities have been realized to secure the acceptance of the stakeholders in the region. To evaluate their effects, indicators could be filtered as the ones with the highest priority for the stakeholders. Moreover Islamic values and Iranian regulations and their influences on SIOM have been analyzed. Keywords: Iran, Sustainable Mining, SIOM, Evaluation, Islamic Values INTRODUCTION Mining Industry in Iran The Islamic Republic of Iran holds 68 types of minerals, including salt, sand and gravel, gypsum, chrome, lead, zinc, copper, coal, gold, iron etc., with 37 billion tons of proven reserves and more than 57 billion tons of potential reservoirs. Iran is ranked among the 15 major mineral rich countries (1). In accordance with the statistics published by Statistical Center of Iran (SCI), there were 5.316 active mines and 84.922 employees in the whole country in 2012-13 (2) and according to the statistics published by Central Bank of Iran (CBI) in 2011 the share of this sector in the Gross Domestic Product (GDP) of the country was 1.2 per cent (3). Sangan Iron Ore Mines (SIOM) The deposit of SIOM is one of the largest iron-ore deposits in Iran, also considered to be one of the Middle East’s richest deposits, which contains a total geological resource of 1.2 billion tons of mostly magnetite with a Fe grade ranging from 27 to 61%. It is located 300 km southeast from Mashhad, the capital of Khorasan-e-Razavi Province, and 18 km northeast of Sangan town, in Khaf County, at latitude N34°24’, longitude E60°16’ in the north-eastern Khorasan-e-Razavi Province, 30 km west of the Afghanistan border (4) (Figure 1). SIOM is owned by the Iranian Mines and Mining Industries Development & Renovation Organization (IMIDRO). IMIDRO intends to develop an open pit mine complex and supporting facilities in SIOM for the production of about 20 Mtpy of iron oxide concentrate and pellets in four developing phases (5)."

All previous attempts to cut rock in boring by means of revolving steel cutters have failed, chiefly in consequence of the mis-shapen teeth grinding the rock and themselves simultaneously, until, after a very few revolutions, the points of the cutters were so worn that it was impossible to force them into the strata. The diamond drilling plant being cumbrous, complicated, and costly, and seeing that fully 70 per cent of the boring generally needed is in what is known as the&quot; milder strata,&quot; it will be readily understood that much of the work done will not pay a dividend on the outlay, so great is the cost of removal, the wear and tear of the machinery, and the loss of diamonds. The Calyx Drill, however, invented by Mr. F. Harley Davis, has been constructed so as to overcome these difficulties, and will penetrate quickly and .at a low cost this 70 per cent. of the milder strata. The Drill has taken ten years&apos; hard work and thought to bring it to its present state of perfection, and it will now drill with steel cutters the 70 per cent of the work performed by the diamond drills at a greater speed and at about one third the cost of the latter.The utility of the diamond drill for certain work is undeniable, but it cannot by any means be described as a machine of general popular usefulness that is to say, it is quite beyond the reach of the great masses of mankind.

Improperly designed support systems have led to unplanned roof falls in longwall tailgates. To prevent such falls requires appropriate support and adequately designed support systems. The National Institute for Occupational Safety and Health (NIOSH) is currently developing a standing support design methodology based on the ground reaction curve. To design the support system with this methodology requires a quantitative assessment of the ground and support interaction, which is developed from instrumented test sites installed in longwall tailgates. To compliment and expand the field data results and to optimize the support design, numerical modeling is also conducted. The models are calibrated from the test site data. In the present study, data was obtained from a longwall tailgate in the Illinois basin. The test site was located in the Herrin No. 6 coal seam at a depth of 500 ft. At the site, the immediate roof was a weak shale overlain by a competent limestone. Above the limestone, sandstone formed the intermediate roof. The floor consisted of a weak underclay. In the study, the performance and interaction with the surrounding rock mass of two different standing supports, an engineered crib and a conventional 4-point wood crib were monitored. The two cribs have similar load-displacement characteristics at least through 6 in of displacement. Beyond 6 in, the engineered crib becomes unstable and begins to strain soften and shed load. The measurements and developed ground reaction curves indicated that the tailgate at the mine was a low convergence environment until well inby the face. Because the convergence was well below their capacity, both supports provide more than adequate levels of support to the tailgate. Significant convergence and support loading did not occur until 90 to 100 ft inby the face. The results of this study were also compared with results from similar studies conducted in the Pittsburgh seam to further advance the development of the ?ground reaction curve? based support system design.

It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.
