INTRODUCTION Spoil pile slope failures can have costly consequences. In- stability in the form of a single major event or as a recurring problem can 'mean lost production, lost resources and damaged mining equipment. In extreme but not uncomnon cases, a major spoils slide can force the closure and abandonment of a pit. Slope stability is affected by mine operating practices as we1 l as geologic conditions and material parameters. Mine operators can enhance spoil pile stability through constructive changes in their operations. Attention to the causes of in- stability can lead to development of operating practices tailored to site specific problems. Action aimed at limiting future instability is frequently more cost effective than continually "coping" with unstable spoils. The effect of mine operations on material properties is often overlooked because the "data" are not easily quantified nor input directly into stability analysis equations. We have found, however, that miners' experience with their own operation, as well as data pooled from similar operations, yields relation- ships which can be utilized to solve stability problems. The repetitive nature of area type surface coal mines with successive spoil pile rows further enables the development of useful site specific relationships. Stability problems can be mitigated by applying these relationships.

The purpose of this paper is to point out some features of the position of fuel oil and it's relationship to the economic balance and price structure of the petroleum industry. The term "fuel oil" as used in this paper includes crude used as fuel as well as refined gas oil and fuel oil. The period covered, from 1922 to date, may be characterized as the new normal era after the post-war inflation and deflation. In order to establish a proper perspective, the figures on consumption of the principal products of petroleum are shown in Table 1. This table shows that fuel oil and gasoline made up the bulk of the total demand in 1928 just as they did in 1922. There has been so much comment about the enormous increase in gasoline consumption that it may come as a surprise to some people to find that fuel oil is still at the head of the consumption list, in point of volume at least, and seems likely to hold that place for at least another year. Having established the fact that gasoline and fuel oil are by far the most important products, the remainder of this paper will deal almost entirely with these two items.

The time effect in reheating certain steels below the critical range is very marked. The increased toughness, shock-resisting power, and machinability of steel subjected to a long, high drawing temperature has been thoroughly demonstrated and is of practical importance, particularly in the manufacture of "smokeless" rifle-barrel steel. The time effect in tempering is most important when a maximum drawing effect is desired, in which case the highest physical properties as well as ease of machining are important considerations. These are the conditions in drilling a rifle barrel. A hole, 0.30 in. in diameter and 24 in. long for the Springfield rifle, and 30 in. long for the Russian military rifle, has to be drilled in the heat-treated material. This barrel-drilling operation is probably the most difficult one in rifle manufacture, and anyone who has been connected with rifle manufacture knows how seriously production is affected when "hard" or non-uniform steel for barrels is encountered. The importance of high physical properties (tensile strength, toughness and resilience) in a rifle barrel is obvious. The physical properties of two different lots of barrel steel are given below. The first lot, No. 1, gave serious trouble in the drilling operation; the second gave no trouble at all.

Two recent papers in this journal1,2 contain experimental evidence for an anomaly in the concentration gradient for tracer diffusion. In both papers, the authors suggest that this anomaly is due to a Gibbs' absorption effect. Their hypothesis is that surface active tracer elements tend to remain in or near the surface adsorption layer, thereby altering the diffusion flux and concentration gradient. It is not clear how the anomaly can be explained in terms of an adsorption effect. Surface tension forces act parallel rather than perpendicular to a surface and therefore should affect only the rate of spreading of surface active agents tangentially across a surface. Frenkel3 has given a short treatment of surface tension as a driving force for surface diffusion. While the equilibrium concentration of a surface active agent at the surface of a solution is known to be higher than in the bulk, its chemical potential is necessarily the same. It is difficult to see how adsorption can result in an anomaly in the chemical potential gradient, which is the driving force for diffusion. A more detailed explanation by the authors of the adsorption mechanism is in order. A similar anomaly does not seem to arise where

From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

THE favor with which the members of the Institute received Mr. Fernow's paper upon the use of charbon roux in the manufacture of iron has encouraged me to present this paper, in the hope of having the discussion upon the manufacture and use of the oldest and undoubtedly the best fuel for producing pig iron continued. Owing to the advances made in employing anthracite coal, bituminous coal, or coke, or mixtures of them, we are apt to forget how much of our present development is due to the pioneers in iron manufacture and the fuel which they employed in the production of pig iron. In Mr. Swank's last compilation of the iron and steel works of the United States, the furnace capacity of the country is given as 5,868,000 tons, of which 1,000,000 tons can be made in the 264 charcoal furnaces. In other words, over one-third of the furnaces now in existence use charcoal for fuel, and produce more than one-sixth of the iron made. If to this is added the 130,000 tons of blooms and billets turned out by the 122 forges and bloomaries, the importance of the charcoal industries will be appreciated.

Beginning with the second paragraph in the second column of page 148, this paper should read: The Reynolds number in Fig. 6 was calculated from the inlet diam and it is evident from the graph that above NR = 5000 the value of K2 is as it should be, a constant. The data10 shown in Fig. 7 was obtained for fluids flowing in pipes of diam D with sharp edged orifices of diam d. To be consistent with the representation in Fig. 6 the Reynolds number was calculated with the orifice diam d. These two sets of data show similar patterns and the variation in the orifice coefficient C is believed to account for the variability of the cyclone coefficient K2. The values of C given in Table IV are derived from K2 by conversion of units. C more nearly represents an equivalent orifice coefficient for a cyclone. Armstrong1' showed that data reported by Chaston 12 and Elcox13 yielded values for C of 0.24 and 0.27, re- spectively, Dahlstrom's4 data gives a value of 0.22. As a consequence of the variability of the cyclone coefficient some caution must be exercised in substituting for Q in the split size equation.

The Chairman rendered a report on the activities of the Section during the past year and the Treasurer presented a financial report. INTRODUCTION In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. The primary purpose of this presentation is to analyze the strategies available to an operator using either stripping or stripping and subsequent punch mining on a given coal property. The initial concern is the formulation of a mathematical model, which allows an operator to determine and utilize the particular highwall height, which will maximize : (1) Total profit or (2) Profit per unit of operating time. The analysis centers on the relative costs and recoveries involved in a typical coal seam amenable to stripping, augering, and punch mining. The model defines the point to which the high-recovery stripping operation with increasing overburden removal and reclamation costs should proceed before the low-recovery augering and punch mining methods are employed so that the desired objective is achieved. Examples are presented, which exhibit the use of the model on typical operations. Present mining methods as practiced in the Eastern United States are examined in the light of the results. Recommendations for improving present strategies are made and the resulting economic ramifications are analyzed. Particular attention is given to the stripping ratios presently used and recommendations for improving present mining practice are presented. Implications of these recommendations to the design of strip mining equipment are discussed.

The alternate processes by which solute atoms can limit the migration of grain boundaries have been considered. At the lowest solute concentrations the controlling process is "mechanical breakaway" in which the solute atoms affect the driving force and not the mobility. In the next higher range of solute concentration, solute atoms are bound to the boundary and diffuse by boundary diffusion along cusps in the boundary developed at the solute atoms. In this region the boundary velocity is controlled by the component in the direction of boundary migration of the rate at which the bound solute atoms can diffuse along the boundary. At still higher concentrations, it is predicted that boundaries break away from the binding solute atoms by thermal activation. The specific behavior Predicted is consistent with the observations of Aust and Rutter. The most striking agreement between prediction and experiment is that obtained for a range of solute concentration in which the boundary velocity is inversely proportional to the cube power of the solute concentration. MaNY models have been devised for the atomic steps in the motion of a grain boundary. McLean1 has listed some of these models and Aust and utter' have evaluated these and other models. If there are

Results of a large scale compression test in situ are the subject of discussion. A cube of coal having an edge length of 1.5 meters was subjected to uniaxial compression tests in situ. At the same time both load and deformation were controlled. Deformations were measured on 60 short measurement bases, each 23 cm in length. The bases were uniformly distributed on the side surface of the cube, forming five horizontal rows and twelve columns on the development of the surface. Readings were taken from each gauge for each level of loading which was increased step by step. Due to heterogeneity of the rock, readings showed scatter. Scattered data were approximated by a plane, using the least squares method for each row separately and for the entire population of bases. Orientation of the planes are analyzed. The geometrical measure of the bending moment is introduced. It shows that the magnitude of the bending moment and the bending plane differed from row to row, thus implying that the cube was not only bent but twisted as well. This complex behaviour of the coal cube is apparently caused by its heterogeneity and vertical anisotropy. The results constitute a contribution to the verification of existing design criteria on the stability of mining pillars.

In hard, discontinuous rocks, failure modes and stability are controlled to a great extent by the intersection of discontinuities with the excavated surface. We have solved the general problem of finding the shape and size of all blocks formed through the inter- section of any number of joints and excavation surfaces and will demonstrate a simple graphical method for determining which of these is the "keyblock." An example will explain this methodology applied to a simple open pit. The effects of slope curvature in plan or section, will be demonstrated. Finally, we will show how to determine the optimum orientations for the cut slopes. The methodology is based upon a powerful topologic theorem concerning the finiteness of spatial intersections. This paper is a companion to another dealing with underground openings in the Proceedings of the 22nd Symposium on Rock Mechanics (MIT) , July 1981. This paper discusses the rock blocks created by the intersection of discontinuities and excavation surfaces in a rock mass. It establishes principles and procedures by means of which those blocks that are finite and critically located can be identified and described. The main assumptions are the following: 1. The rock itself is assumed to be strong so that the only concern for stability is the movement of rock blocks them- selves.

The temperatures of solid-liquid interfaces have been measured during the growth of Sn-Pb alloy crystals which exhibited a cellulur substructure. A simple descriptive theory was used in combination with this data and the other measurable growth variables to predict some features of the solute segregation such as the intercell excess concentration and the depth of cell grooves during freezing. The effective distribution coefficient at the tip of a cell, a, was predicted and experimentally found to vary in the range, 1 >a > k0. At the lower limit, the severe segregation that must arise between dendritic cells was substantiated by various observations such as the existence of a second Phase even for alloys of only 0.2 wt pct Pb. ThE cellular morphology of a solid-liquid interface is known to coincide with the formation of a zone of constitutional supercooling ahead of the interface during growth.' The occurrence of various cell structures, (two-dimensional cells, regular cells, dendritic cells), has been quantitatively investigated,'2,4 but the segregation of solute which arises as a consequence of this mode of growth has only been examined qualitatively. THE necessity for slime elimination from valuable mineral and coal products has become increasingly significant within the past 5 years.1,2 Most of the mechanized mining and present beneficiation methods have resulted in larger tonnages of extreme fines, silts, and clay, commonly called slimes, processed by the preparation plant. Economics in turn have forced the plant operator constantly to lower the bottom size of effective beneficiation, necessitating an almost complete recovery of valuable solids regardless of particle size. When these important factors are considered, the need for an efficient slime removal method for fine solids becomes self-evident. Ordinarily slimes have been classified as ranging from 75 microns, or 200 mesh, down to colloidal dimensions of less than one micron. At the same time there is general agreement that the most troublesome slimes are primarily clays, silts and extreme fines, so that the actual top size may be placed at approximately 30 to 40 microns. This immediately restricts any desliming operation to classification, as screening or other methods would be both uneconomical and grossly inefficient at such dimensions. The availability of digital computers costing less than $15, 000 makes them economically attractive as versatile research and experiment tools. Several such installations at Oak Ridge National Laboratory have shown that improvements in research productivity and experimental control accuracy can result from the proper application of a small digital computer. However, careful attention must be paid to several potentially expensive problems in 1) interfacing the experiment to the computer and 2) programming the computer. Two specific applications of very small computers to metallurgical testing and research are described. One is a system for data acquisition and precise temperature control associated with a thermocouple testing program, and the other is a system for pulse calorimetry determination of the specific heat of metals over wide temperature ranges and in the neighborhood of metallurgical transformations. The data acquisition system which uses a PDP-8/S computer monitors signals from up to 264 low-level thermocouple signals at two scanning speeds: 10 readings per second for long-term drift data, and 500 readings per second for transient data. The pulse calorimetry system which uses a PDP-8 computer accepts up to 6 signals of 0- to 10-v range and because of a larger analysis program, uses a bulk memory (magnetic disc) in addition to core memory.

THE Climax district is in northeastern Lake County, Colorado, on Fremont Pass (elevation 11,320 ft.) where the continental divide runs east-west joining high peaks of the Mosquito Range with the Sawatch Range, prominent ranges of the central Rocky Mountains. The mining towns of Leadville and Kokomo are thirteen miles to the south and seven miles to the northwest, respectively. Good highways lead to Denver (100 miles) by way of Kokomo, Loveland Pass, and Idaho Springs, and to Colorado Springs by way of Leadville. The ore deposit and mine are about one mile east of Fremont Pass and 600 ft. higher on the southwestern flank of Bartlett Mountain, a peak in the Mosquito Range. The molybdenite deposit lies within the Colorado mineral belt extending across the Rocky Mountains from Jamestown and Boulder to Silverton and Telluride. (See Fig. 1.) Fremont Pass is a broad open divide separating the drainage of the Tenmile River (Pacific) from that of the East Fork of the Arkansas River (Atlantic) ; but the mountains to the east and west are extremely rugged; altitudes in the vicinity vary from 11,000 to 14,000 ft. In the fall of 1937, the Department of Mining at Penn State was being reorganized and the department records were moved to the Records Room of the School. An inventory of the contents of the vault disclosed six folders of records that had been forgotten for 27 years. These files, apparently preserved by former Dean W. R. Crane, plus the recollections of several former members of the Association described below, unfolded the "lost chapter" in mineral industries education.1 It was apparent at an early date in technical education that an association of mining schools with common interests and problems would have definite value. By 1902 sufficient interest had developed in this idea to cause the holding of a preliminary meeting for the purpose of organization. The first meeting was held at the Montana School of Mines on September 4, 1902. At that time, officers were elected and resolutions were adopted that there be formed an organization to be known as the National Association of State Mining Schools. The object and purpose of this Association was to advance the interests of state mining schools in every way, particularly by promoting legislation for the benefit of such schools. The second meeting was held September 10, 1903, and a resolution was passed that the American Mining
