At the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17,1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal—Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompreesed—descriptive remarks were made as follon-s: "A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. CORRUGATED sheet zinc has been used abroad for a great many years as a roofing material. In this country it has been in use for about 10 years. From the outset it was recognized that zinc sheets required closer spacing of the supporting purlins than steel sheets. Exact data regarding safe maximum fiber stresses were not available, however, and on occasions the span used was excessive and the sheets sagged. This paper describes both service and laboratory tests to determine safe maximum fiber-stress values for various grades of zinc for use in calculating the proper purlin spacings for any gage and profile under given loading conditions. These tests consist of laboratory loading tests on full-size roof sections over extended periods of time; of actual roof installations erected in conformity with the indications of the laboratory tests and observed over a period of years; of careful determinations of the apparent elastic limit of several grades of zinc, and finally of static tests1 (so-called creep tests) to determine the rate of flow of zinc under a variety of static tensile stresses at definite temperatures. The possible oil territory of Alabama can be readily divided into two regions, the Paleozoic area of the north, and the Coastal Plain province of Cretaceous and younger formations lying to the south. This latter area has received much attention in the last few years and has been described by a number of writers.' Although the possibilities of the Cretaceous series have been much emphasized by recent writers, the fact remains that the two, or possibly three, localities where oil or gas have been found in anything like paying quantities are confined to the area of Carboniferous rocks. Moreover, almost all of the oil seeps and a good percentage of the gas seeps are confined to this area.2 Topographically, as well as structurally, the Paleozoic area can be divided into three rather well defined provinces: (1) The broad, open Coosa Valley lying adjacent to the crystalline oldland, with comparatively little relief, except for occasional longitudinal ridges and rather intense folding; (2) the plateau region of horizontal or gently warped Pennsylvanian strata broken by occasional anticlinal valleys aligned northeast and southwest, outliers of the Coosa Valley proper, in which the older Paleozoic formations are exposed—a region of much relief (200

The subject article is an excellent comparison between two potential oxidants, molecular oxygen and hydrogen peroxide, as used in the Palangana field at the time of the trials. The tests showed no advantage to using hydrogen peroxide; however, it would be unwise to generalize that the experience in these trials was universally true. During the time of the work cited, extremely high levels of an unusual impurity were recycling in the lixiviant, which substance was a catastrophically destructive catalyst for peroxide. Since this material was not removed before recycle, it was not surprising that much of the peroxide fed was decomposing in the feed piping and never made contact with the uranium mineralization. Under these conditions, indeed, peroxide showed no improvement over oxygen. This is, however, perhaps the most adverse environment encountered to date in US in-situ uranium leaching. In other operations, peroxide has proved advantageous where two factors have been exploited: 1.Despite the tendency for Hz02 to decompose to water and oxygen in the in-situ leach environment, its higher redox potential before decomposition has provided higher leach rates. In some formulations, overloading beyond the O2 saturation equivalent with peroxide has allowed higher oxidant levels, and higher leaching rates, when overloading with molecular O2, led to vapor-locking.

The Office of Price Stabilization broke the copper price loggerhead between the U. S. and Chile when it permitted copper wire and brass mills to add to their ceiling prices 80 pct of the increase in cost of foreign copper above the 27 1/2 cents per pound specified in the agreement with Chile. Another step forward in the processing of taconite seems to have been made with the patenting of a process for the strengthening of taconite pellets. The patent was issued to Fred D. De Vaney and assigne to the Erie Mining Co., of Hibbing, Minn. Strength of the pellets is improved by adding from one to five pounds of starch or sodium silicate. A new iron ore deposit discovered on Vancouver Island will start producing soon, and is expected to yield 2 million tons of magnetite over its span of operation. A new mill will be built by the Argonaut Construction Co., of San Francisco, at the deposits of the Utah Construction Co., its parent organization. The Organization for European Economic Cooperation banned the use of nickel and nickel alloy in the manufacture of about 500 products in an attempt to conserve nonferrous metals in short supply. Some 18 members of the organization have already volunteered to restrict nickel consumption.

Mineral Industries education as an entity, again and again has sought recognition, always to be turned aside or ignored.1 The incident mentioned in Lost Chapter was only the first of a series of disappointments. The Land-Grant Act is camouflaged here and there in the name of progressive education. A new interpretation may be in the best interests of society in so far as the goose is not killed that lays the golden egg. The primary objective of the act is still "agriculture and mechanic arts" but mechanic arts is not alone mechanical arts or engineering. Mechanic arts was used in a broad sense as a symbol of creative effort in locating and winning the fundamentals of existence - plants, animals, and minerals - from Mother Earth, their primary processing and treatment into foodstuffs and raw materials of industry, their manufacture into useful articles of commerce, and, last, their distribution and utilization. Significantly the great agricultural industry is now at least half mechanic arts. The Association of Land-Grant Colleges and Universities has neglected the mineral kingdom shamefully. The Association embraces Divisions of Agriculture, Arts and Sciences, Engineering, Home Economics, and Veterinary Medicine but has no division relating to the mineral industries.

The purpose is to provide prompt publication of very shod items of the following general types: I. Results of short investigations which do not warrant a paper. 2. The conclusions of extensive investigations of insufficient general interest to justify a regular paper. 3. Conclusions arising in the course of an investigation, which, because of interest to others in the field, the author wishes to present prior to completion of the investigation. 4. Pertinent factual comment (not mere argument) on the subject matter of previous ''Notes." Such Notes will be subject to the approval of the Auxiliary and AIME Publications Committees, but can be handled more promptly than regular papers because they need not be referred to readers. 'The recommended maximum length is 500 words; notes in excess of 1,000 words will not be considered for this type of publication. A graph or photograph may be included as part of the note when particularly illustrative. As with regular papers, contributions to the new section should be submitted to the Secretary of the AIME. Please furnish two copies each complete with illustrations.

AN instantaneous and continuous analysis of a mineral suspension should be of great value in controlling various mineral preparation processes. Described herein is a method of analysis based on the use of high-frequency alternating current, which, under certain restrictive conditions, could be of use. THEORETICAL CONSIDERATIONS In a suspension of conductive minerals, the electrical effect primarily responsible for the variations in electric conductivity is the capacitance. In Fig Ia, let an alternating voltage E be applied across two electrodes F and F', between which are two rows (S and T) of mineral particles, all of approximately the same size, immersed in a fluid. Let the number of rows of particles between the electrodes be R and the number of particles in each row be N. Introduction The Strategic Petroleum Reserves (SPR) is a national program dedicated to storage of large quantities of crude oil in leached salt caverns in the Texas-Louisiana gulf coast area. The program has required storage in existing caverns at each site and includes plans to leach new ones. The structural stability of each cavern depends on the behavior of the surrounding salt. In the past cavern stability has been predicted based on experience with other caverns in the vicinity. With the development of good non-linear finite element structural computer programs, it is possible to predict stability before the cavern is created. An important step in verifying the applicability of these predictive methods is comparison of analytical and field data. The analytical data come from finite element analyses of a specific cavern where the laboratory determined material properties and an approximation to the cavern geometry are used as input. These comparisons have been made for caverns in the Bayou Choctaw Dome (Louisiana) and Eminence Dome (Mississippi) with reasonably good correlation being obtained between measured and predicted volumetric response of the caverns. This paper discusses 1) the acquisition of material properties, 2) the finite element program SANCHO, and 3) the comparison of analytical and field data for each of the caverns.

Previous Publications THE first report on the slag viscosity work of the Bureau of Mines was made by one of the authors 1 in 1916. It was concerned chiefly with, the method of measurement. A paper 2 on this phase of the work was presented to the Institute in February, 1917, and a similar paper 3 was communicated to the Faraday Society. Purpose and Scope of the Slag Viscosity Tables Following the development of a suitable method, the next step in the investigation was the measurement of slag viscosity over a wide range of temperature and composition, and the arrangement of this experimental data in the form of tables for the use of the blast-furnace operator. It is believed that this information, if used intelligently, should help the operator to reduce losses in production caused by off-grade pig iron, to improve fuel economy, to promote operating efficiency, and to extend present-day practice to meet the increasing need of smelting lean and complex ores. (Read at the Amenia Meeting, October, 1877.) THE term "pipe-vein" has recently been applied in this country to certain deposits of lead ore in magnesian limestone. The use of the term has been twofold. It has been revived as a term found in textbooks on mineral veins, with the implied or declared assertion that the ore-deposits thus named in this country are similar to those which have borne the title abroad. It has also been advanced as an appropriate name for a new class of deposits, even if such a class had not previously been recognized. In either case, the assumption is that pipe-veins form a group or class by themselves, and are not merely interior and subordinate features in larger deposits. The peculiar mining law of the United States, which regards " the vein," whatever that may be, as the basis of title, lends a special interest to these claims. But the object of this paper is rather to discuss the subject from the standpoint of geology and technical literature. I shall briefly answer two questions : (1) What are pipe-veins as described in technical literature? and (2) Is the name appropriate or necessary for a new class of deposits ? Although this fact has been known for some time, the copper literature contains little or no information regarding it and the field seems never to have been properly investigated from a metallurgical standpoint. According to Greenawalt,2 cupric chloride, CuCl2, when ignited gives cuprous chloride; therefore cuprous chloride is always formed when copper enters into reaction with chlorine at a high temperature. Cuprous chloride melts somewhat below a dull red heat, and does not volatilize in closed vessels, even if strongly heated, but if heated in the air it goes off as a white vapor, Hofman3 gives the melting point of cuprous chloride

Illustrated guidebooks treating in a popular descriptive way of the geology and other features of the Western United States have been issued by the U. S. Geological Survey. They will be of much interest to mem¬bers in connection with the Arizona Meeting of the Institute and espe¬cially the guidebook of the Santa Fe Route, with side trips to the Grand Canyon, containing as it does relief maps, topographical and geological maps, covering the entire route of the railroad, illustrations from photo¬graphs and other interesting descriptions of this great country. The method of treatment is adapted to the lay-reader, although it includes much valuable and interesting technical information concerning the geographical and other features. The books are well indexed. These volumes sell for 50 c. each and may be obtained from the Superintendent of Documents, Washington, D. C. These guidebooks originally sold for $1 each, but the reprint edition has been reduced to 50 c. A list of the different guidebooks follows: Bulletin 611. Guidebook of the Western United States, Part A, The Northern Pacific Route, with a Side Trip to Yellowstone Park, by M. R. The United States Civil Service Commission announces open competitive examinations for the positions of valuation engineer, assistant valuation engineer, and valuation aid for the Income-tax Unit of the Internal Revenue Bureau. The duties of these positions will involve the estimating of: (1) The quantity of mineral, oil, and gas or timber; (2) the theoretical and market values of mineral, or oil and gas in place, standing timber, and their products; (3) the value of equipment ordinarily used in discovery, exploitation, and utilization of such natural resources; (4) the cost of development, exploitation, and utilization of such natural resources. The entrance salary for each grade, within the range stated, depending on the qualifications of the appointee, is: Valuation engineer, $3600 to $4800 a year, though in exceptional cases higher salaries may be paid; assistant valuation engineer, $2500 to $3600 a year; valuation aid, $1200 to $2500 a year. Applications for valuation aid must have had a bachelor's degree from a college of recognized standing, graduation from a four years' high-school course, or education equivalent to that required for such graduation, and at least four years' experience in the technical branches of one of the industries mentioned in positions tending to qualify them for the duties outlined above.

Abstract-Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation systems where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level wed in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate Pulp.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local. Sections should be recognized and stim¬ulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character, of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A . standing Committee on Local Section Appropriations, consisting of one past chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active sections to the welfare of the Institute as a whole.

The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Cooke, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor counties is due to the influence of what is known as the Cisco Arch (so called because of its influence on Cisco deposition), the axis of which extends in a northwest-southeast direction across Archer County. It has been impossible for the authors to isolate the statistics for production for each of the many small pools of this district, as such statistics are not kept by the operators except for the district as a whole, therefore Tables 1 and 2 are comparatively short. Assaying, mineralogy, and geology appear in ancient records as early as mathematics, physics, and chemistry. Agricola was the first author to unify the earth sciences, the mineral extractive industries and the mineral processing industries. His text, De Re Metallica, published in Latin in 1556, is recognized as the first technical literature. In 1702 mining instruction was started at Freiberg, Germany. The purpose of this school was to train skilled workers, a program corresponding to present-day, on-job, vocational-technical, upgrading extension training. Formal instruction in mining engineering began at Schemnitz, Hungary, in 1763, at Freiberg, Germany, in 1766, and at St. Petersburg, Russia, in 1773. It is interesting to note that these three schools initiated instruction in mining engineering before formal instruction in civil engineering began at Paris, France, in 1775. Early mining engineering, 1763-1900, was expected to cover all eventualities in the mineral industries. Optional curricula were offered early in the 20th Century but did not reach into all branches until after World War I. Specialization crystallized during World War II under three organic units: (1) Earth Sciences; (2) Mineral Engineering; (3) Mineral Technology, the three together constituting the mineral arts and sciences of the modern world (Fig. 10).
