The following paper has been prepared with the object of placing on record in the Transactions some facts concerning the present condition and future prospects of the coal industry of Illinois. In presenting it, the writer wishes to say that a considerable amount of the material contained is taken from the publications and records of the Illinois Coal Mining Investigations, the annual Coal Report of the State Mining Board, and the work of the State Geological Survey. Coal Beds and Mining Methods According to the latest maps of the State Geological Survey, there are only 19 of the 102 counties of the State some portion of whose territory is not within the borders of the coal measures. If outlying areas in Calhoun and Whiteside Counties are considered, the number is reduced to 17. This does not mean that all of the 85 counties that are partly or wholly underlain by coal measures will become producers, as there are some portions of the State in which the coal does not occur in beds of such thickness as to warrant the hope that it can be mined. The mining of coal is widespread, however, for in 1916 there was production from 61 of the 102 counties of the State, There seem to be no cases in which operations will be limited by depth, as none of the coal measures lie at depths much greater than those at which it has been proved that coal may be profitably mined in this field. In fact, the deepest shaft reaching a bed of bituminous coal in the United States is located in this State at Assumption, where coal only 3 ½ ft. (1.07 m.) thick is worked at a depth of 1004 ft. (306 m.). The coal beds occur in the form of a basin which is deepest along a line extending through the central part of the State and bearing a little west of north. The northern, western and southern borders of this basin lie within the boundaries of the State, but on the eastern side the Illinois field is continuous with the Indiana field. IN presenting this paper to the Institute I beg to mention, first, the results which I have obtained and the apparatus which I have employed, and to follow this with a brief description of the steps by which I have perfected this process. My present mode of testing is as follows : I obtain, either from the furnace or from the finished product in any stage in which it may chance to be, a small test-piece, usually about 4 of an inch square by 3 1/2 inches in length. I place this test-piece upon the poles of an ordinary electro-magnet, for about one minute, and thus magnetize it to its extreme limit. I then place it upon an indicator (which I will shortly describe), on which indicator there is already placed a piece of steel of similar form which has been magnetized in the same manner, the percentage of carbon of this second piece being definitely known. I then, by means of a scale, which forms part of the indicator, marked in degrees of carbonization, read the exact percentage of carbon contained in the piece under examination. My apparatus consists of an ordinary electro-magnet, connected with a suitable battery of moderate power, by which I magnetize the pieces as before described, and of an indicator which consists of a magnetic needle suitably mounted or suspended, so that it is free to deviate a few degrees only from the zero point, and having a rest, which is used to check the vibrations when in use, and to support its weight when not in use. At a right angle to the natural position of the needle I have a scale about 3 feet long, the zero point of which coincides with the natural position of the needle. This scale is marked in each direction from the zero point in degrees of carbonization. The marking of the scale is in accordance with the following rule: Taking the carbonization of the steel as a basis, I maintain the same proportion between the squares of the distances on the scale as exists between the percentages of carbon in the steel, for instance, if .08 of

The year 1936 in West Virginia was characterized by increased activity in natural gas. The number of actual completions was only slightly increased but many more wells were drilling than at the end of 1935 and there was almost feverish activity in taking new leases. This pronounced revival is partly due to the fact that the extremely cold winter of 1935-1936 showed that additional supplies of gas would be desirable and partly to the hope of finding new pools in the deeper sands. No new pools have actually been found, but the Oriskany sand (L. Dev.) development of Kanawha County, which was already assured by the end of 1935, was greatly extended into wider and richer territory. The Middle Devonian shale (Childres sand), reached incidentally by Oriskany exploration as well as by direct design, has been productive of gas in much wider areas of Boone, Lincoln, Putnam and Kanawha Counties than heretofore known. Routine drilling to the upper sands in dehed territory, also, was greatly increased, although not yet much reflected in completions. Thc supply of marketable gas, however, has been substantially enlarged. In preparation for further exploration there has been an extensive leasing campaign throughout the entire territory where gas seems at all probable, or ever possible. Exact figures are lacking, but new leases have certainly been taken on more than 1,000,000 arres. One operator estimates that 500,000 acres have been leased in the Appalachian geosyncline alone between Parkersburg and Charleston. Exploration, both for shallow and deep-sand gas, on some of these new leases is now under way. There was little activity in oil. No special search for new pools was made and none was found, but the usual routine drilling in old pools occurred. One major gas pipe-line enterprise was undertaken and completed. Operating technology was much the same as usual. In certain localities repressuring for oil has become a matter of routine, and in others the use of acid in treating small wells in calcareous beds has been continued. Kansas produced approximately 35,434,000 bbl. of oil in 1932 compared to 37,018,000 bbl. in 1931, a decrease of 1,584,000 bbl. or 4.2 per cent. These figures do not indicate the amount of oil that could have been made available from the state for the year. Many of the fields discovered during the year and some discovered in previous years were entirely shut in. Practically all flush production discovered within the last two years has been prorated in some manner or other. Probation Kansas production is under regulation as specified in House Bill 387, passed by the legislature in 1931, which became effective when published May 28, 1931. The principal features of the law are the prohibition of waste, including gas energy, the regulation and prevention of discrimination of purchasers, the marketing of oil ratably from wells in each field when the daily production is above 15 bbl. per well. This act gives the enforcing powers to the Public Service Commission. The Commission, having many other regulatory duties, appointed an Oil Advisory Committee, which, with the aid of the State Umpire, keeps records and makes recommendation for orders as to specific regulation of fields and conditions in each field. At the time the Commission was given authority to regulate production and marketing in flush fields, several of these had already been under voluntary proration and marketing restrictions by agreement of the operators. These gradually came under the control of the Commission by mutual consent. It is the policy of the Public Service Commission to follow the will of the operators so long as they do not have ideas or plans in conflict with the law. The cost of administration of this law is assessed against the operators according to the amount of oil taken from the fields in which ratable taking is necessary. There is a feeling that the whole state should share this expense, which is small, since it is beneficial to the older fields by assuring them 100 per cent market for their output by restricting the flush fields.

The Grossmann principle1 for the calculation of hardenability of steel from composition is attractive because of its simplicity. It postulates that the hardenability of a steel for any particular grain size may be expressed in terms of an ideal critical diameter, which is the product of an ideal critical diameter for a "pure" iron-carbon base multiplied by a succession of factors for each element of composition contained, including the incidentals. It infers that the multiplying factor for a given quantity of an element is constant for all combinations of composition. Gross-mann has stated that in the great majority of cases the experimental values of hardenability are found to be well within 10 per cent of the calculated values. The validity of the scheme has been confirmed in principle by Crafts and Lamont2,3 and by Kramer et al.4 Their results differ from the original in the magnitude of the effect of some elements but, since they accepted the product concept and followed its direction, it is to be ex~ected that similar results would be obtained. Crafts and Lamont, in their second Paper, recognized that the factor relations for manganese and nickel were not continuously linear, but beyond certain critical amounts increase sharply. Austin, Van Note and Prater6 demonstrated nonlinear relations between hardenability and alloy contents. Their curves for chromium, silicon, manganese and nickel were all convex upward to show decreasing incremental effects. They concluded that Grossmann's factors under-evaluate the hardening effect of low percentage additions of these elements, and overevaluate the larger additions. More recently W. Stevens has found that the factor method fails when applied to complex steels containing two or three principal alloying elements other than carbon. Multiplying factors derived from his results bear a complex relation to composition and are not constant for a given amount of an element as the base composition varies. C. A. Liedholm7 found that, using either the Grossmann or the Crafts-Lamont multiplying factor values, not only were the relative hardenabilities of two heats of S.A.E. 6130 chromium-vanadium steel

It is not known when silica sand was first noticed along the north coast of Puerto Rico, but the first mention of its occurrence was made in 1922, by N. L. Britton,1 who described its presence in isolated patches extending from Loiza westward beyond Manati. Further observations were made in 1925 and 1926 by Meyerhoff,2 who extended the known occurrences still farther westward to the low hill belt in the Quebradillas limestone immediately south of Hatillo. The extraordinary purity of the sands, which in most localities exhibit no contamination from the non-siliceous materials surrounding them, was quickly appreciated, and the feasibility of utilizing them for the manufacture of glass was investigated, initially by the Committee on Mineral Resources3 and later (1936) by the Puerto Rico Recon-structionAdministration and by H. C. Ray, mining engineer of the Insular Bureau of Mines. In 1934 samples submitted to the Hazel Atlas Glass Co., of Washington, Pennsylvania, were reported to have the composition as shown in the table on column two. Appreciation of the quality of the sand prompted geological and quantitative studies of the deposits, as well as cornmercial investigations to determine the feasibility of utilizing it locally or on the mainland for the manufacture of glass containers. Distribution of the Sands The quartz sands consistently lie within the outcrop area of the Quebradillas limestone, the youngest of the Miocene formations in the Tertiary coastal plain that fringes the northern coast of the Island. Many of the deposits are closely associated with limestone outcrops, but some appear to be embedded in lagoonal sediments at some distance from rock exposures, and at least one deposit, near Dorado, has been reworked by waves and littoral currents. With this single known exception, the deposits consist of irregular, patternless patches of white sand, which have sharply defined contacts with the surrounding material. Although patches of sand are present in a 90-km. belt that is not more than 5 km. wide, extending from Loiza to Hatillo, they attain maximum size, purity and number in the north central coastal area between Dorado and Barceloneta. Fifty separate deposits have been mapped in Lago Tortuguero and to the south of it, some as small as 50 ft. in diameter but

INTRODUCTION Tailings dams up to about 200 ft. high are proposed to store tailings for a major mining operation on Marinduque Island in the Philippines. The original design of the dam utilized a compacted laterite starter dam followed by hydraulic placement of cycloned sands to form slime retaining dykes along the outer face of the dam. The upstream method of construction was proposed. In view of the failure of numerous tailings dams in Chile during the EL Cobre earthquake (I), an investigation was performed to assess the earthquake stability of the proposed dam. This included a soil investigation on the first cycloned sand dyke, which had been built to a height of 45 ft. Results indicated that the density of the sand was much lower than existing empirical criteria consider to be necessary for resistance to liquefaction. As a result, the dam was redesigned. The downstream method of construction was selected and a yearly construction program was developed to make use of sand available by cycloning. To increase shear strength, improve resistance to liquefaction, and to utilize steeper slopes, compaction of all sand in the dam was specified. A special underdrainage layer and toe drains were incorporated in the design. Details of the decant system and surface erosion alternatives are described. SITE CONDITIONS The mining project is located in the Philippine Islands. At the present annual rate of production, about 4,230,000 cu.m. of tailings will be produced yearly. The volume requirements for tailings storage design for the first 10 years of operation are in the order of 45,000,000 cu.m. The topography near the mine is mountainous with many gullies and canyons carved out by high intensity rainfall and runoff. The bedrock, which is generally shallow and weathered for a considerable depth, is overlain by laterite soils. Vegetation is comprised largely of palms, banana trees, and tropical shrubs and grasses. Precipitation is heavy. The average yearly rainfall over 24 years is 65.2 in. and the maximum recorded 24 hour rainfall is 9.0 in. High intensity rainfall is associated with typhoon storms, which are a seasonal threat inthe Philippines. Fig. 1 shows a summary of monthly precipitation.

The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

Some years ago, at the plant of the Baltimore Copper Smelting & Rolling Co., the receipt of large quantities of copper blister running high in lead, nickel, and arsenic resulted in the formation of a great amount of very foul slag, in the anode furnaces. A typical analysis of this slag was: Gold, oz. per ton......... 0.09 Arsenic, per cent.......... 0.60 Silver, oz. per ton......'.. 13.20 Antimony, per cent........ 0.50 Copper, per cent......... 19.50 Silica, per cent............ 28.30 Lead, per cent........... 11.90 FeO, per cent............. 19.20 Nickel, per cent.......... 4.60 CaO, per cent............. 1.60 The problem was to get out the copper in marketable form, to save the gold, silver, and particularly the nickel, and to get rid of as much as possible of the lead, arsenic, and other elements that were valueless to the Baltimore plant. In a copper refinery that does not take custom material for matte smelting, the usual method is to smelt the anode slag with coke in a reducing furnace, the black copper thus formed being sent back to the anode furnaces; this was the custom at Baltimore. An average anode slag will contain, perhaps, 40 per cent. copper and such small quantities of lead, nickel, etc., that smelting will get rid of most of these impurities in the black-copper furnace slag. To treat such an impure slag in this way, however, would result in a large nickel loss, and would send back to the anode furnaces all the lead and nickel not so lost, where it would be slagged off again and returned to the black-copper furnace as a slag still more concentrated in impurities. The result would probably be a constantly increasing amount of anode slag containing a likewise constantly increasing percentage of impurities. To avoid such a disastrous closed circuit some other process had to be devised. A small multiple-tank room, built for impure copper as an adjunct to the main series electrolytic refinery, was available, so the following standard process was suggested:

THE conventional method of making water gas involves individual plants for the separate carbonization of coal to coke and the subsequent gasification of coke with steam. The process demands lump coke, preferably made from the best quality of coking coals. The ash in the coke should have a high melting point and the gasification process suffers a loss of efficiency when cokes with law ash-melting points are used. In Britain, these coals are generally the most expensive and they are readily available only in certain localities. The coals not suitable for making lump coke, or yielding only poor quality coke, are much more widely available and are generally cheaper. DEVELOPMENT OF ALTERNATIVE PROCESSES In Germany, processes have been developed and operated commercially for the production of water gas from very low-rank coals such as brown coal and lignites, but much less effort has been spent on processes to use coals of intermediate rank, which are widely available in Britain. The brown-coal processes use coal in the form of either dust or briquettes. The most successful of the dust-gasification methods is the Winkler process, which made a substantial contribution to German oil production during the war. It uses coal in the site range 0 to 8 mm and the fuel bed is blown with a mixture of oxygen and steam at a rate high enough to give it a characteristic boiling motion or, in present-day phraseology, at a rate more than sufficient to fluidize it (Fig. 1). Air cannot be used to provide the heat required for gasification, for various reasons. In the first place, to make the process continuous by mixing air and steam would involve the production of a lean gas-containing much nitrogen. If a separate blow were used, a large amount of potential heat would be lost because the blow gas in such a process would contain a very high percentage of carbon monoxide. Oxygen is necessary therefore and oxygen remains relatively expensive for use in gasification. In the Winkler generator, formation of clinker caused by local overheating does not occur, because of the mobility and high heat transfer of a fluidized bed. Kansas ranked fourth on the list of oil-producing states during the year 1930. Progressive statistics show that total production for the year will approximate 42,729,085 bbl. When final figures are compiled for Kansas the production may exceed this estimate, and thereby threaten the all-time record of 43,253,470 bbl. in 1918. Throughout the year the cumulative volume of potential drilled-up production has been increased by new discoveries and by extensions to proven areas in the territory west of the Nemaha (granite ridge) Range. Scattered drilling and leasing operations of a constructive nature occurred, but completions declined to the lowest levels in more than 11 years. Average initial production of current completions climbed to a new all-time high of 512 bbl. to the well. Proration measures were applied to the flush pools. The resulting shut-in potential production, as of December 15, is estimated at 110,000 bbl. This estimate is a wild guess. If all wells of the state were permitted to flow wide open for a period of six months production would not exceed 150,000 bbl. a day. The outstanding development of the year was an intensive drilling campaign in southwestern Kansas, which contributed at least 1,000,000 acres of contiguous natural-gas lands to the natural-gas resources of the United States. Production and Development Prospecting for oil in Kansas began shortly after the initial prospecting at Titusville. Operations and interest in the potentialities became active about 1870. This development was restricted to the shallow districts of northeastern Kansas. By 1895 operations had extended southward to the Oklahoma state line and sufficient prospecting had taken place to prove the potentialities of the state. Active prospecting was extended westward by the discovery of oil on the Nemaha Range in Butler County about 1916. The discovery of oil in Russell County added an extensive borderland province in 1923. The important discoveries of oil in Sedgwick County revived interests and operations throughout this territory in 1928. The development of widespread natural-gas lands in extreme southwestern Kansas during 1930 carried active exploration to the western boundary of the state.

Probably no metallurgical process in the history of the mining industry has been responsible for such increased mineral production as has flotation. It has made possible the economic treatment of low grade and complex ores which, with the old methods of gravity concentration, would have been classed as worthless. Starting with the sulfide ores of copper, lead, and zinc, the process has been applied to almost all metallic and nonmetallic minerals. Today, the sulfides of the common metals not only can be readily recovered, but can be separated from each other. Thus, three or four mineral recoveries from the same ore, such as galena, chalcopyrite, sphalerite, and pyrite, are possible. Molybdenite is recovered initially with copper sulfides and the two are subsequently separated. Flotation of metallic gold and of native copper and graphite is being commercially practiced. The carbonates of some of the base metals, principally those of lead, can also be concentrated. Flotation of the oxides, silicates, phosphates, and other so-called non- metallic minerals represents the greatest advance in the art in the last few years. Today, commercial plants are successfully treating such minerals as feldspar, garnet, ilmenite, muscovite, cassiterite, cement rock, fluorspar, phosphate rock, sylvite, and a host of others. Flotation of the various types of iron ores along with other concentration methods is today the subject of a tremendous amount of investigation on the iron ranges. EARLY PATENT HISTORY OF FROTH FLOTATION Although what we call the froth flotation process as distinguished from bulk oil processes was not used commercially until 1905, many investigators had recognized its possibilities long before the twentieth century. The principal patents issued throughout the years give us a method of recording early flotation history. BULK OIL PROCESSES: In 1860, William Haynes patented (British Patent 488) a process for separating oil-wetted sulfide minerals from water-wetted gangue minerals by agitating the dry ground ore with oil and then the mixture with water. In 1877, the Bessel brothers patented (German Patent 42, Class 22) a process where a mixture of graphite ore was mixed with 1 to 10% oil; after adding water, the

THE most unsatisfactory occurrences in the experience of a manufacturer are those from which he suffers damage and learns nothing useful. That there are such incidents, and that they occur with annoying frequency, is unfortunately true. An accident which can be understood and explained always carries some consolation with it. However bad the copnsequencee, one finds comfort in reflecting that they might have been worse, and that the knowledge of how to avert a more disastrous calamity from the same cause is worth what it cost. But when an accident occurs, which remains unexplained after anxious days of investigation and sleepless nights of reflection, and which is as liable to occur twice or twenty times, as once, very little satisfaction of any kind can be extracted from it by the most philosophical victim. Three such incidents have come under my notice in one establishment. Fortunately none of them were attended with very serious consequences, as no one was hurt, and the damage to property was slight; but in each instance, loss of life and great destruction were escaped by so narrow a margin as to make them extremely disquieting. I have recorded them in the hope, that from the experience of others maybe gained what my own careful investigations have failed to reach-—satisfactory explanations. The first of these curious occurrences was the bunting of a 16-inch pipe carrying air under a compression of about 1 pound. The pipe was made of light galvanized iron with soldered seams. Into it a rotary fan-blower delivered air, and from it smaller pipes were carried to the furnaces. The blower was run continuously. The layer growth method has been used to investigate the reaction kinetics of liquid titanium and hafnium with carbon and the [liq] - [liq + TiC] and [liq] - [liq + HfC] phase boundaries at temperatures above 1800°C. The equipment and experimental procedures used in this investigation are basically identical to those described in an earlier paper' on the Zr-C reaction. Temperature control, however, was improved significantly by connecting a Latronics Colo-Ratio automatic pyrometer and a controller to the power source. The subsequent temperature variations were ±10°C; previously ±20°C was obtained using manual controls. The absolute accuracy of the pyrometer, however, must be considered to be only ±40°C.* The spectrographic analyses of the materials used in this study are listed in Table I. The isothermal reactions of titanium (1800° to 2700°C) and hafnium (2300" to 3000°C) with carbon (graphite crucibles) resulted in the formation of carbon-saturated liquid metal and layers of Tic and HfC, respectively. The thicknesses of the carbide layers, determined from metallographic measurements at 100 times, as a function of carburization time and temperature are given in Figs. 1 and 2. At each temperature, parabolic growth behavior for these reactions was observed and could be expressed as x2 =Kpt, where X is scale thickness (corrected for heating and coolingL), Kp the parabolic growth constant, and t the isothermal carburization time. Values of Kp as a function of temperature for the carbides are shown in Fig. 3 and listed in Table 11. The growth constants are expressible as: kpTiC = 0.2 exp(-61,800/RT) sq cm per sec for Tic and Kp HfC = 2.62 exp(-95,300/RT) sq cm per sec for HfC. The liquidus phase boundaries were determined from metal samples treated in graphite crucibles for different times ranging from 4 to 100 min at each of the temperatures indicated in Table 11. Metallographic examination revealed that the carbide precipitates were distributed uniformly throughout the frozen metal matrices. This is attributed to the rapid cooling rates (800°C per min) and the small difference in density between the precipitated carbide and the liquid metal.

The interesting paper recently submitted by Messrs. Tobelmann and Potter1 shows that chemical problems have developed which are of great interest in this new and important branch of metallurgy. Those who realize what a process of this kind really involves will agree that it deserves a better name than '(leaching process." The word leaching conveys the idea that the copper is simply leached out of the ore with acid and then precipitated on iron; the chemistry of such a process would be of little interest. As, however, during the first year's operation of this plant 24,400,532 lb. (11,067,837 kg.) or about two-thirds of the produce, was electrolytic copper, while 7,992,033 lb., or about one-third, was cement copper, it would seem more appropriate to term the process electrochemical. It further appears, from the particulars given, that efforts have been made to have the entire production in the form of electrolytic copper. This could be done if the chemistry of the problem were kept in balance, so that it would not be necessary to discard any solutions that carried copper and acid of commercial value. A process, such as that under consideration, in which the copper is precipitated from solution by electrolysis, the solvent being at the same time regenerated, is one that requires special chemical and electrochemical knowledge and experience if all the copper in solution that has been extracted from the ore is to be successfully and economically produced as electrolytic copper. The object of this paper is to discuss, from the practical and theoretical standpoints, the chemical and electrochemical problems involved in the working of a process of this kind, and which must be solved to keep it in chemical and electrochemical equilibrium. In such a process, if the chemical balance is maintained, a solution can be used alternately as a solvent for the copper in the ore and as an electrolyte of high efficiency for the precipitation of the copper. OvErpolEd copper, as commonly defined,- is copper which has been excessively reduced during the poling period of the refining process. Owing to its porosity, such coppcr is unfit for commercial purposes. The cause of this phenomenon is undoubtedly the lack of oxides in the copper, yet this does not completely explain it. Refined copper of the same "pitch" and "set" varies considerably in oxygen contents, and analyses of overpoled bars also show similar wide differences; moreover, it is possible to melt copper in 'crucibles so as to obtain bars that are practically free from oxygen although they show a "tough pitch" and "level set" surface. Frederick Johnson advances the following theory: The regulation of the quantity of oxygen in copper is the keynote of all copper refining. It is the presence of a well defined proportion of oxygen in the form of cuprous oxide, forming a copper-cuprous oxide eutectic, which enablcs copper to be cast free from blowholes. It seems that when oxygen is present, other gases are less soluble in molten copper; when oxygen is absent, or is present in insufficient quantity, the copper dissolves other gases, such as hydrogen and carbon monoxide, which are insoluble in the copper when solid, and, being rejected during the process of solidification, causes internal porosity and external ridges and excrescences.1 The "level set" of wire bars, etc., is entirely the result of a compromise between the occluded gases and cuprous oxide. With excess of the former the metal would be "overpitch" and spongy, while an excess of the latter would result in the metal being "underpitch" and brittle.2 The result of the absorption and subsequent expulsion of reducing gases, carbon monoxide and hydrogen,' and the effect of this action on the overpoling of copper are in dispute; the literature on the subject is full of contradictory statements and will continue to be so until better analytical methods have been developed. Sulfur, however, is tangible. The refiner can see it in his button sample and consequently attributes to it any trouble that may happen during the melting of the copper.

A computer system was developed by Texasgulf's Corporate Data Center (at Raleigh, North Carolina) to evaluate the economics of proposed new projects and to determine the incremental expansion effects of existing projects. The Corporate Treasurer, Controller, and Senior Staff Members of the corporate office guided the project with advice from the Chairman's office. After consideration of commercially available programs, the decision was made to develop an in-house investment system. The main specification was that the program must do the accounting calculations on the computer exactly as done by hand in the corporate office. No average "approximations" or values were allowed. Also, the capability to change the calculation procedures quickly was a must. The experience gained in developing a program to evaluate Gulf Coast off-shore oil lease-bids was used to develop an investment system. Several ideas were taken from A Programming Language (APL) concepts. An investment functional language was developed, and computer programs were written to process the functional language. One feature is a print-out of the model in English. The English print- out assists the debugging and documentation of a model. The major expansion at the Kidd Creek mine was the test case for the new system. After the results were approved and accepted for the base case, many sensitivity runs were made. Numerous additional models were developed to reflect the investment opportunities at other sites. An existing edit program was used to build the models and to systematically organize all the data for different projects. Remote input-output capabilities were added to the system, allowing data to be prepared and submitted at one Texasgulf site with the results printed at another location within minutes. The project has been well accepted by Texasgulf's senior management. Growth of the system is now in the areas of (1) merging individual projects into the corporate financial statements, (2) use of classical forecasting to project future costs, and (3) coupling the investment program to mine planning and general ledger systems. Also, the system is now being installed on an interactive computer system to provide faster turn-around time and more flexibility.

This description of the organization of the Consolidation Coal CO. is intended to include only the portion that is charged with the responsibility of the actual operation of an individual mine, although it has seemed advisable to include several of the all-division personnel, who necessarily come in direct contact with the mine officials. The Consolidation Coal Co. has a staff and line organization and, while most of the contact between these two wings is made between officers ranking above those discussed in this paper, field representatives of several of the staff departments play such an important role in the control of certain phases of activity at the mines that a true picture of the mine organization cannot be had unless these men are included. The demands made upon the producer of large quantities of coal have certainly never been so exacting as they are today. Reductions in the number of accidents and in the cost of individual accidents has passed from the category of a desirable achievement to an unqualified necessity. Although the market price of coal today is lower than it has been in many years, consumers have never been so critical of quality. This market condition is especially severe on the producer to whom one bad shipment may mean the loss of a contract. And the battle to keep the reduction of production costs abreast with constantly dropping prices wages incessantly. For the legitimate producer this situation demands a mine-operating organization that is comprehensive, versatile, efficient and economical; and it is in an attempt to meet these conditions that our present system has been designed. To say that this line-up is incapable of being improved or that it is applicable to all conditions would be to assume a degree of presumption which certainly is not intended here, but our system does meet the conditions which we are called upon to face today with a smoothness and thoroughness which we consider reasonably satisfactory.
