The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. The structural changes in metals brought about by annealing follow-ing a deformation at a low temperature has been the subject of many investigations. No less than eleven metals and alloys have been studied in some detail; namely, aluminum, tungsten,2 iron,3 copperI4 gold, zinc,6 cadmium, tin: lead: brass,1° and cupronickel. As a result, it is possible to frame a qualitative statement of the effect of the degree of deformation and the temperature of annealing on the structure finally attained.

By means of a continuum-mechanics approach, the following equation for calculuting the pressure for axisymmetric cold forging has been derived: where P is the extrusion pressure; K and n are the strength coefficient and the strain-hardening exponent of the steel, respectively; a and b are strain factors, primarily dependent on the die design; and R is the extrusion ratio. Data from compression and backward-extrusion tests performed at a crosshead speed of 0.5 in. per min on a nonwork-hardening material pure lead) and on a work-hardening material (1018 steel) indicate that the predicted extrusion pressures obtained from the derived equation agree very closely with the actual extrusion pressures. Therefore, the equation can be used to predict backward-extrusion pressures from standard mechanical-test data. The decision to cold-forge a part is based on several considerations, most of them related to economics. However, the production feasibility is usually determined by the pressure needed to extrude the part and the availability of tooling that can repeatedly sustain this pressure for over several hundred thousand cycles. A major contribution to the cold forging of steel would result from the development of steels that could be forged at reduced pressures and from the development of techniques that permit the accurate prediction of the pressure necessary to cold-forge the part. The ability to predict extrusion pressures is necessary to properly design the tooling required for the cold-forging process. Attempts to theoretically predict the cold-forging pressure, especially for work-hardening materials, have been unsuccessful in previous investigations of the cold-forging process.1-3 Many empirical relations have, therefore, been proposed relating the extrusion pressure to the chemical composition,' the extrusion ratio,2 the tensile strength,273 and hard- ness, 2 and the yield strength3 of the material being extruded. However, these empirical relations are valid only for the specific conditions used in their development, and, in some cases, the empirical relations had a scatter band greater than * 10 pct. A study of the extrusion process was undertaken with the objective of developing predictor equations for extrusion pressure by using a continuum-mechanics approach to the problem of metal flow. The derivation of such an equation is summarized in this paper, and data are presented that confirm the validity of the derived equation. DERIVATION OF THE EXTRUSION EQUATION If the extrusion of a material through a die is considered in terms of a work balance, it has been shown that it is possible to derive an equation relating the work necessary to move the material through the die to the deformation work undergone by the material. The work done, W, in moving the material is given by where F is the extrusion force, I, is the distance the material was moved, A, is the original cross-sectional area of the material, P is the extrusion pressure acting on A,, Ap is the cross-sectional area of the extrusion punch, and Pp is the punch pressure acting on Ap. The deformation work, WD, is given by where V is the volume of metal deformed, ay is the flow stress of the metal, and E is the total strain undergone in the extrusion. Despite the basic importance of slip in the plastic deformation of metals, and the considerable experimental investigation, thought, and speculation that have been devoted to the fundamental nature of these processes, surprisingly few data have been reported regarding the microscopic appear- ance and distribution of slip lines,‡ the external manifestation of the slip process. Photographs hitherto reproduced in the literature are in general at low or unspecified magnifications with no correlation to the prior shear. A single-crystal cylindrical tensile specimen of alpha brass about 1/2 in. in diameter, one of many previously prepared by H. L. Burghoff,1 was available for study. A plane about 3/16 in. wide, parallel to the specimen axis and normal to the plane containing the slip direction and the specimen axis, was ground and metallographically polished along the entire 5-in. gauge length. Heavy etching produced a surface free of both scratches and flow. The specimen was strained in tension until slip markings first became visible on the polished surface (Figs. 1 and 2). Re-stressing the crystal caused additional markings to appear at an initially lower stress than previously was required. Stretching the specimen to produce a dense concentration of slip lines caused such variations in level in the polished surface (normal to the slip direction) that microscopic study at higher magnifications became impossible. After annealing 15 hr. at 850°C, the specimen recrystallized to form two grains with a boundary approximately normal to the specimen axis and about midway along its length. Each was X-rayed, and two planes were again polished along the length of the specimen, in this case each parallel to the slip direction in one of the two crystals. A light longitudinal scratch parallel to the specimen axis was drawn down the center of each plane. A Huggen-berger extensometer was attached to the crystal A, whose slip plane would have the higher resolved shear stress of the two, and the specimen was again strained in tension.

p layers on n-type substrates of GaAs were prepared by difhsion of zinc into these substrates. Experimental details about the diffusion technique will be presented. It will be shown that inhomogeneity in the substrate doping level and crystal shucture defects cause nonplanarity in the junction plane. These nonplanarities give rise to high threshold current densities. From incremental sheet-conductivity measurements the zinc profile is derived. Data about surface concentration and gradient of the zinc concentration at the junction are presented. Finally, some results of laser diodes, which were made of wafers with extremely planar diffusion fronts, are discussed. ThE investigations reported here are part of a program concerned with the materials aspect in the fabrication of GaAs laser diodes. This includes studies of the influence of crystal defects introduced both during the growth of the crystal and as a consequence of subsequent diffusion. Compared with the progress made in the investigation of structure defects, for instance by X-ray microscopy in materials like silicon, no similar results are known so far for the case of GaAs. The further progress in laser diodes will depend very much upon our knowledge of these structure defects and subsequently upon our ability to avoid them. Laser diodes of GaAs had been made mostly by diffusing an acceptor impurity, normally zinc, into an n-type substrate. This procedure was found more convenient than the inverse one for various technical reasons. We will follow this line and restrict ourselves to zinc diffusion only in this paper. DIFFUSION TECHNIQUES AND EXPERIMENTAL DETAIL In order to set a refgrence for our experiments, we used a standard procedure for the diffusion runs. The diffusions were carried out in a sealed quartz tube for 2-1/2 hr at 850°C. One milligram zinc arsenide (ZnAsz) per cu cm of the tube volume served as zinc source. Under these conditions the junction depth was between 25 and 30 p. It is assumed, according to the investigations of the zinc arsenide system by V. Lyons and V. ilvestri,' that ZnAs2 dissociates completely at 850°C into ZnsAsz and Asg. Since there is a condensed phase of ZnsAs2 in the tube at 850°C, the partial pressure of zinc is controlled by the pressure of the arsenic formed by the dissociation of ZnAs2. Due to the fact that the zinc partial pressure resulting from the dissociation of ZnsAsz is only a weak function of the partial pressure of arsenic, the amount of the initial ZnAs2 is not very critical. Experimentally, we found that the junction depth, as well as the surface concentration, was practically the same, if the ingots of ZnAs2 varied between 0.2 and 5.0 mg per cu cm. The wafers were oriented with the main faces in (100). Surface damage due to cutting and lapping was removed by a chemical-etch treatment in a rotating beaker (etch solution: HzSOr, H202, and HzO in a ratio 3:l:l). The GaAs substrate material was n type and doped with tellurium, selenium, silicon, or germanium. It was grown by means of horizontal or Czochralski techniques. A method is proposed by which the chemical reactions between water and a silicate bed can be related to equations of flow. First the reaction mechanism is studied both theoretically and experimentally. Once the reaction mechanism is established, the equations of flow are solved, and a solution (under physically reasonable side conditions) is obtained. Experiments to substantiate the solution are also presented. The knowledge of surface reactions at the water-solid interface is of critical importance in extractive metallurgy. This is especially true in regard to the froth-flotation process of mineral concentration and all phases of hydro metallurgical recovery of metals. Similarly, the problem of ground-water contamination is one of growing concern, not only because of the increasing demands on our sources of supply but also because of the increasing necessity to find vehicles of waste disposal. The hydrochemistry of waste waters must be understood to exploit and develop such resources properly. To understand these problems, it is necessary to obtain a better insight into the reactions that take place between water and a solid packed bed. To do this, we will develop here in a theoretical model that predicts the fate of a chemical species in solution as it reacts with a silicate bed through which the liquid percolates. The treatment will be one-dimensional in nature and will not include dispersion. Experiments will also be presented to substantiate the theoretical model, using the silicate minerals listed in Table 1. This paper is preliminary in nature and is part of a larger study of the surface chemistry of the silicate-water interface. Mechanism of Surface Reactions In a previous paper,' the authors discussed the properties of various silicate minerals from a mineralogical standpoint. Now efforts will be made to study the reactions that occur when these minerals are put in contact with water. The reactions occur almost entirely in the surface layer of the mineralsa and are termed sorp-tion reactions. In this study sorption denotes the composite of all physical adsorption and chemical adsorption occurring between the silicate surface and the water in contact with it. A model of sorption as seen from a chemical-bond standpoint is presented below. On the basis of this model, the surface reactions between deionized water and a silicate mineral can be studied. Sorption Model: It is known that as the oxygen-silicon ratio increases from quartz to the olivines, a greater percentage of the oxygen bonding power is available for bonding to cations other than silicon. Hence, with an increasing oxygen-silicon ratio, the oxygen-to-metal bonding increases. Upon the fracturing of a silicate-mineral crystal, the oxygen-metal bond breaks more easily than the stronger oxygen-silicon bond, resulting in a negatively charged surface. Then, if the mineral is immersed in a liquid containing hydrogen ions, the negatively charged surface should tend to be neutralized by hydrogen ions from solution, resulting in a change of the solution pH. Thus, an increase in the degree of sorption of hydrogen ions must occur as the oxygen-silicon ratio in the crystal structure increases. THE ninth International Petroleum Exposition held at Tulsa, May 16-23, broke all size, sales, and attendance records of previous shows. More than $12,500,000 worth of equipment was on the grounds. There were 546 companies exhibiting and every available inch of the fifteen acres allotted to exhibit was taken. Drake Drive, the main street of the exposition, was literally "supply row" with National Supply, Frick-Reid, Continental Supply, Oil Well, Bridgeport, International Derrick and Equipment, and Parkersburg Rig and Reel companies occupying the entire space. The exhibitors were a cross section of American industry, with such firms, besides the strictly oil equipment firms, as the United States Steel Corp. and others allied to the oil industry, exhibiting. Between $10,000,000 and $15,000,000 of equipment is estimated to have been sold on the grounds during the exposition. Valuable contacts were made by the exhibitors with key oil men. Attendance passed the 175,000 mark for paid admissions in contrast with 154,000 for the eighth exposition in 1934. Visitors registered from Venezuela, Soviet Russia, India, Germany, Spain, Mexico, England, Canada, France, Colombia, Greece, West Indies, and Rumania. Hotels were overflowed and a housing bureau found rooms in private homes for thousands. Oil companies set up a schedule of shifts in order that as many of their field men might attend as possible. It is said that the companies want a two-weeks' show in 1938 so that more time will be avail-

DURING an investigation of the copper-rich portion of the copper-silicon-iron system as part of an extensive research program on P.M.G. alloys, which was begun in 1937 in the research laboratory of the Phelps Dodge Corporation, it became apparent that the binary copper-silicon system below 7 per cent Si needed revision, therefore an investiga-tion was undertaken. Both X-ray methods and microscopic technique were employed. Despite the many investigations that have the clarification of this sys-tem as their object, no two successive reports on the system have agreed in placement of the alpha-phase solubility limit, and uncertainty about the secondary phase first to appear has been voiced several times.3,4,5 It was therefore not surprising, when T. Isawa's6 and M. Okamoto's7 works were reported at the time we were finishing up our experimental work, to find essential disagreement between their results and ours. But when C. S. Smith's latest work on the copper-silicon system8 was published just as we were finishing our laboratory report, it was indeed gratifying to find that the latter's diagram and ours checked in all essen-tial features, except the temperature of the peritectic line above 830° C. Many attempts were made to retain the beta phase during the present investigation, but none was successful. Isawa,6 however, reports that he has been able to obtain X-ray photograms of the beta phase. The structure, he states, is body-centered cubic with a lattice constant of 2.848 A.. at 7.2 per cent Si. Okamoto7 and Smith8 both use the designation Kappa for the hexag-onal phase, and to avoid confusion this designation will be adhered to in the present paper.

The importance of grain size and its control in wrought brass needs no lengthy discussion, since specifications so often make exact control imperative. Aids to this control are therefore of interest. The effect of a number of different elements on the grain growth of brass under various conditions of annealing has been reported in the technical literature. In particular, a paper by Cook and Miller1 a few years ago, with the discussion that followed, gave valuable information on the effects of iron, phosphorus, manganese, aluminum, aluminum plus nickel, and aluminum plus silicon. Price12 in his discussion of that paper, added a description of some commercial brasses that exhibited a grain-refining effect owing to the presence of 2 per cent A1 and 1 per cent Ni. Gibson and Doss3 have recently given data on the effect of iron on annealing high brass. No comprehensive study, however, has been given to the effect of additions of chromium. It has been the purpose of this investigation to determine the effect of adding various amounts of chromium to a plain cartridge brass, particularly in regard to the effect on grain growth in various annealing treatments after cold-working. Prepakation of Alloys Alloys of high-purity brass of 68.5 Cu, 31.5 Zn composition were made containing from 0 to 0.17 per cent Cr. These were produced in induction furnaces, using unlined graphite crucibles to hold the charge. The melts were cast into rectangular chill molds giving ingots about % by 3 by 10 in. in size.

The importance of grain size and its control in wrought brass needs no lengthy discussion, since specifications so often make exact control imperative. Aids to this control are therefore of interest. The effect of a number of different elements on the grain growth of brass under various conditions of annealing has been reported in the technical literature. In particular, a paper by Cook and Miller1 a few years ago, with the discussion that followed, gave valuable information on the effects of iron, phosphorus, manganese, aluminum, aluminum plus nickel, and aluminum plus silicon. Price12 in his discussion of that paper, added a description of some commercial brasses that exhibited a grain-refining effect owing to the presence of 2 per cent A1 and 1 per cent Ni. IN the last two years the E.C.P.D. committees having to do with the inspection of engineering schools for possible accrediting have been concerned with the engineering content of some of the mineral industries courses. Originally the discussion arose with regard to engineering geology, or geological engineering, afterward broadening to metallurgical engineering, ceramic engineering, agricultural engineering, and other branches not pertinent to this discussion. Some members of visiting committees took the attitude that they probably would have to accredit these types of training as included in the engineering group if they met the average standard set by the mining schools, though they questioned -whether they were really engineering.

On electropolishing, high-purity Cu-Sn and Cu-Sn-P alloys with more than 5 to 9 pct Sn were found to contain many grain boundaries with a ridge-and-furrow profile. The effect was not eliminated by solution treatment and was present at the new boundaries in recrystallized material. It could be produced by diffusing tin into the 3 pct Sn alloy and it is concluded that the effect is due to enrichment of certain boundaries in tin, or possibly in an impurity present in the tin, in solid solution. IN the hot working of tin bronzes, especially those with moderately high tin contents, considerable difficulty is frequently encountered from intercrystal-line weakness, which results in cracking at the edges in sheet on strip rolling and in the unsupported regions of the rod in rod rolling.' These difficulties are not at all pronounced with up to 3 pct Sn, but at 5 pct Sn impose serious limitations and at higher tin contents, especially if the phosphorus content is also high, they may become very severe. In some work carried out at the laboratories of The British Non-Ferrous Metals Research Association it was found that a notable lack of ductility in tension at elevated temperatures, associated with intercrystal-line failure, was characteristic of tin bronzes even of relatively high purity. That the intercrystalline fracture is not due to a brittle or molten impurity phase at the grain boundaries was shown by the fact that the temperature at which intercrystalline fracture first occurred decreased with decrease of rate of straining. Tensile tests on some commercial tin bronzes, reported by Goetzel,² show a similar fall in ductility with increasing temperature. As no visual evidence had been obtained showing that the grain boundaries of the tin bronzes were different from those in copper, a more detailed microscopical examination was carried out, and the results of this are given in the present report. Several workers"' have observed that electrolytic polishing is a powerful tool for detecting small amounts of a second phase and in particular for detecting high solute concentrations, "equilibrium segregation," at grain boundaries. Since it had been found that the suggested solutions for electropolishing bronze and the standard solutions for brass and copper did not give satisfactory results it was first necessary to find a suitable electropolishing solution.' Experimental Procedure Materials Used: The cast and wrought materials used for this work were the same as those used for the mechanical tests referred to above. They comprised 3, 6, and 9 pct Sn alloys without phosphorus and the same three basic alloys with 0.03 and 0.4 pct P. A 5 pct Sn alloy without phosphorus, of similar purity, was also examined. The basis materials were Chempur tin, high purity 15 pct phosphor-copper and cathode copper, and spectrographic analyses are given in Table I. Treatment: The cathode copper was first melted under charcoal, degassed by plunging marble chips beneath the surface, and cast through a coal gas flame into sand molds to produce a number of small ingots which after machining were of a suitable size for subsequent vacuum melting. During the last decade no topic has created more interest or received more thought among blast-furnace men than coke. One reason for this is, undoubtedly, the remarkable increase in the use of byproduct coke. Formerly our coke was made at a distance from the furnaces and by a distinct organization. There was little cooperation or development possible under these conditions. Today the situation is greatly changed. Much of our coke is made by the organization operating the furnaces and the coke oven is operated with the primary object of obtaining the best results in the blast furnace. The effect of changing the method of coke manufacture, even in some minor detail, is often felt almost immediately at the blast furnace. There naturally results one of the most valuable assets of the byproduct coke oven, i.e., the possibility of increased blast-furnace efficiency due to close observance and correct operation of the ovens. The results are evident, but often it is difficult correctly to account for them. In attacking the solution of a problem of as much importance as why one coke is better than another, there are facts which should be kept clearly in mind. The author hopes, in this paper, to bring out some points relative to the use of carbon in the blast furnace which will be of value in solving this question. GeÜner's Ideal Working Years ago GrÜner made a statement regarding the use of carbon in the blast furnace, which has been very generally accepted by metallurgical and blast-furnace men. I quote this theory as given by Prof. Richards on p. 248 of Metallurgical Calculations: "From the standpoint of the generation of the maximum quantity of heat in the furnace, GrÜner was right in formulating his dietum of the ideal working of a blast furnace, vie.: All the carbon burnt in the furnaee should be first oxidized at the tuyères to CO and all reduction of oxides above the tuyères should be caused by CO, which thus beeomes Co2."

The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.
