Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

CALAMINE is one of the semiminerals that have great similarity to the metals. It is a very heavy mineral earth of a yellowish color. It is found in Germany near the lead mines and in Italy in a mountain between Milan and Como. It is also found, as I have heard, in other places, as at Fosini in the territory of Siena. I believe that it is almost certain that some exists there because there are many other kinds of minerals there- about, although none is mined there in these times. But this does not mean that it could not be mined or that there is not some there that is real. Someone says that he med to melt what he could find with copper [36v]

U.S. Bureau of Mines efforts under longwall research programs to develop the capability to predict support requirements for longwall/ shortwall support systems are discussed. Ground control studies are being conducted in conjunction with several longwall/shortwall demonstration projects. Geologic, support performance, and strata behavior are being documented on these projects. A hypothesis is presented for the prediction of support requirements.

Research efforts have not developed techniques for the complete desulfurization of coal that is needed to reduce air pollution caused by burning coal and to reduce the sulfur in metallurgical coke. Sulfur in coal occurs in three forms and of these, the pyritic sulfur occurs as discrete mineral particles and, at least theoretically, should be subject to physical rejection. Pyrite occurring in hard rock mining is concentrated by froth flotation; therefore, the possibility of removal of pyrite from coal by flotation does exist. With this possibility in mind, the flotation and adsorption characteristics of ore and coal-pyrite were compared while using potassium ethyl xanthate as the collector.

LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

Bond (Consulting Engineer, Processing Machinery Dept., Allis-Chalmers Manufacturing Co., Milwaukee, Wis.) — Papers such as this one which deal in a lucid manner with the obscure fundamentals of comminution theory are always welcome. The author has attempted to bring together several diverse theories and handles them interestingly. However, some of the ideas expressed and conclusions drawn require critical reviewing, for which amenities alone will not suffice. The author points out that the theoretical energy required to break across crystal lattices is of the order of 1000 times the actual energy required to crush or grind, and that this energy in turn is perhaps 1000 times the measured surface energy of the new surface area produced. The energy required to grind commercially is controlled by flaws and dislocations, rather than by the inner strength of the lattice structure. The measured surface energy is only a slight residue left after the face atoms are adjusted to their new environment. The old laboratory at the School of Mines was among the notoriously bad ones, being situated in apartments of the main collegebuildings not originally intended, and conspicuously unfit, for the use to which they were put; while, as in many of our schools and colleges, the assaying was done in the basement of the college. Prominent among the disadvantages of such an arrangement are insufficient light, poor ventilation, and little or no provision to carry off offensive gases. It is not my intention now to present a complete description of this building. I wish merely to call attention to a few points in its construction and equipment, which may prove of interest to those who contemplate erecting buildings for snch work, and who may be, as we were in this instance, limited as to funds. Pollution control will be of utmost importance in the 1970's. In this area, the mineral process engineer has a special competence to understand and remedy many pollution situations. There is an old adage that goes, "Build a better mouse- trap and the world will beat a path to your door." Would that it were so, but the reality of the situation is such that, just as a supplier must sell his machine, a professional man must sell his competence. It is a sad but true fact that mineral processing engineers have not done a very good job in selling their extensive competence in the control of a broad range of pollution problems. Recently one of our students visited a paper pulp mill where he was shown a foam fractionator used to remove paper pulp fibers from plant discharge waters. "Foam fractionator hell, that's a flotation cell!'' was his comment. Ah so, it would appear that large numbers of technical people consider themselves experts on "foam fractionation" Or is it that we have been very remiss in demonstrating the usefulness of our equipment and processes and our professional competence to solve, these pollution problems?

THE following brief description of the main features of the, engineering work was prepared for the use of members of the American Society of Civil Engineers and members of the American Institute of Mining Engineers on the occasion of their visits to the tunnels at the time-of their respective. annual meetings in New York, January and February, 1905. DESCRIPTION. Those portions. of the Pennsylvania Extension into Manhattan and Long Island, lying east of the Terminal Station and west of the East River, have been designated as the " Manhattan ?Cross-town:. Tunnels." They traverse a section of the city second in importance only to the financial district, and one that includes the larger hotels, retail shops and theaters and the residences of many of the best known citizens. Section "D," consisting of twin tunnels for west-bound express and local passenger traffic, lies under Thirty-third Street from a point 400 ft. west of the west line of Sixth Avenue, eastward to the river shaft, situated in the block between Thirty-third and Thirty-fourth Streets east of First Avenue. Beginning at the east end, the tunnels are in separate excavations, leading westward from the subaqueous tubes, on a curve of large radius, gradually closing together until it is found more appropriate to drive them in a single excavation. At a point just west of Second Avenue they reach the tangent, aid from there westward lie directly under Thirty-third Street. At a point about 180 ft. west of the west line of Sixth Avenue, the center concrete-wall between the twin tunnels is omitted, and the excavation somewhat widened to make room for a third storage-track, and the tunnel continues to tile station portal in three-track section. In this paper the economically significant minerals-chromite, meerschaum, and magnesite-of the Tagtepe district are described. The cost data presented are believed by the author to be the first made public on Turkish chromite mining.

IN the vicinity of Kirkland Lake, northern Ontario, several gold mines are producing, and three are at present being operated very profitably. At these three mines and on the adjoining properties east and west of them there have been important developments during the past year, and additional equipment has been installed to permit a large increase in output. At the end of 1924 the total production amounted to $13,688,600. For the year 1926 the production is estimated at about $19,000,000, and during 1926 the output should be much greater than that of 1925. The mines which are being operated most profitably and are producing a large part of the ore now being milled are the Wright-Hargreaves, Lake Shore and Teck-Hughes. Others which have contributed smaller amounts are the Tough-Oakes-Burnside and the Kirk- land Lake Gold mines.

WILLIAMS, San Francisco, Cal.-Is the Union Avila plant run as a topping plant or as a dehydrating plant? A. F. L. BELL, San Francisco, Cal.-Both. It takes off an average of 20 per cent. water besides topping the oil. Part of the crude oil is run through an electrical separator before running to the topping plant, but the entire crude averages about 20 per cent. when it enters the topping plant. DAVID T. DAY, Washington, D. C.-I suppose most of the work contemplated in these large topping plants is simply to deal with topping the oils with only a small percentage of water in them. A. F. L. BELL.-Not more than 2 per cent. of water can be handled in ordinary stills without causing trouble. At our Gavotte refinery, where the oil runs from 15 to 30 per cent. water, we carry 20 lb., pressure oil our stills to hold the framing down, we can do that with small stills, with large one's it would not be safe; but with a retort, the quantity of water contained in the oil does not affect its working. It simply means additional fuel to evaporate the water.

Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. To attain these ends, the entire pool should be developed as one big engineering project and some scheme

In these times of sharp rivalry, both as to price and quality, among the makers and venders of engineering explosives, it is often desirable to be able to determine the relative energy or value of the various explosives offered for sale, in order to purchase intelligently ; or, having contracted for a large amount of an explosive of a certain standard quality, to be able to ascertain if the manufacturer keeps his product up to the specified standard. The simple and inexpensive apparatus described below was devised by the writer while engaged on the improvement of the Tennessee River, at MuscleShoals, under the direction of' Major W. R. King, U. S. Engineers, in the summer of 1879. It answered the purpose so well that it is thought that a brief account of it may be of interest to other engineers. It consisted, essentially, of an old blacksmith's anvil and a common striking hammer, such as is used for driving rock-drills. The anvil was placed face downward on solid, level ground. In what was then the top of it, a vertical hole, one and one-fourth inch in diameter and about one arid three-fourths inch deep, was made with a ratchetdrill. The surface of the anvil immediately around the drill-hole was made as true and smooth as possible with a file. Next, a new striking-hammer, weighing nine pounds, with a turned and true face, was selected ; and a handle, eleven feet long and about one and a half inches in diameter, was fitted into it so that it

THE HIGHLY SPECIALIZED heavy air transport services to mining regions, such as exist in the New Guinea gold fields and in northern Canada, have been even more essential in the development of mines in Peru. Few nations have been con- fronted with greater natural obstacles to transport than has Peru, and without the plane it would have been impossible to get the machinery and supplies for the construction of power plants and mills to many of these interior mines, situated as they are over high mountain ranges, with muleback the principal means of transportation. As the mines within a district become important producers and warrant the expenditure, the mule trail is being replaced by automobile roads to connect with the railway stations and with the airports.

In principle, productiorl of salt from sea water is a simple operation. The sun and wind cause evaporation of sea water trapped in ponds, and what is left is principally salt. Commercial production, however, requires consideration of many factors. First is a high consistent annual rate of evaporation, as well as large areas of suitable low-lying ground close to economical shipping facilities. The south end of San Francisco Bay has these requisites. Large ponds are built, by using clamshell dredges to build up levees to a height of approximately 3 ft. on ground usually lower than sea level, so that the water may be taken in through tide gates without pumping. Ponds are divided into extremely large concentrating ponds and smeller crystallizing ponds. Approximately ten times more area is required for concentrating than for crystallizing. The concentrating ponds are irregular in shape and size but the crystallizing ponds are rectangular and fairly regular in size, to aid in harvesting. The ocean water is taken into the first of a series of concentrating ponds and gradually moved forward from pond to pond as it increase:: in density, reaehing the crystallizing area as a saturated brine. This brine is pumped into the crystallizer at the beginning of the net evaporating season, usually in May, and further evaporation causes its sodium chloride content to deposit on the bottoms of the ponds. The brine must be drawn off and a fresh supply added from time to time to prevent other undesirable salts from depositing with the sodium chloride. Harvesting usually begins near the end of August and now is accomplished almost entirely by mechanical means. After harvesting, the salt is stored in large sbockpiles until required for shipping or refining. The greatest amount is used for industrial purposes and is shipped without any processing other than screening, but all salt for domestic use produced by the Leslie Salt Co. is refined by the racuum process, giving a produet consistently testing over 09.9 per cent sodium chloride.
