At the Director's dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

In preparing this symposium, our ambition was to elicit authoritative expression of opinion concerning important selected phases of the industry from men active in it. Brief Economic History of Quicksilver in the United States Quicksilver ore was first discovered in the United States at what was later the New Almaden mine in California, in the year 1824. Production also began here, but not until 1850, when it was stimulated by the active demand caused by gold-mining operations. Prospecting for quicksilver was active, high-grade ores were found and ample production lowered the price from $100 per flask in 1850 to about half that figure for the greater part of the next 10 years. During the succeeding decade, many new quicksilver mines were found; production increased at a time when the local demand diminished, so that most of the product was exported. The third decade of quicksilver mining in the United States witnessed the development of the pan amalgamation process, particularly in Com-stock silver-mining operations. A suddenly increased demand sent prices soaring, the all-time peak of quicksilver production followed, and the highest price was soon replaced by the lowest one on record. HAVING had some experience in the use of gasoline-gas in a laboratory, I have been induced by frequent inquiry to present a few hints concerning it, which I hope may be of some value to those who are out of the reach of coal-gas, and who contemplate using this gas. While I will not delay to describe the method by which this gas is made, it may not be out of place to note that, unless frequent charges are put into the carburetter, the gas is variable in richness. This may be partially avoided, it is said, by repeatedly pumping from one cell in the carburetter to another. If a machine is in constant use for many months without re charging, the gas becomes rather poor for illuminating purposes ; but in this condition it may be burned in a Bunsen burner with advan tage. Could the gas be used always in this condition, no difficulty would be experienced, and it would be quite satisfactory for general laboratory purposes. Considerable annoyance, however, is experi enced whenever the machine is filled with gasoline. The Bunsen and other burners then produce a flame too smoky to be used with com fort, and, in fact, with most of them, a full supply of air; turned on at the base of the burner, will not suffice to completely burn off all the carbon. Finding it necessary to adopt some method by which I could get a flame free from unconsumed carbon, I adopted a plan which has in every way proved satisfactory. In addition to the pipe conveying the gas to the table, and ar ranged with a stopcock, there is brought to the table, within a fern inches of the gas-pipe, another pipe, conveying air direct from the pump. This pipe is also arranged with a stop-cock. The air- and gas-pipes are now connected with one pipe by a T joint; and to this last pipe is attached, by rubber tubing, the Bunsen or other burner. I have successfully used this simple system in connection with both small and large Bunsen burners, a burner with three tubes, arid a Fletcher burner; and recently I have added a new still to our equipment, and have been tising with it a Fletcher special high power burner No. 6, to which this system has been applied. It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I'd answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they'll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

Practical and statistical considerations concerned with the sampling, sample preparation and chemical analysis of precious metal ores are reviewed. The principal requirements related with the characteristics of sample cutter, sample preparation, equipment and methods are discussed. The main errors introduced in the different stages of the sampling systems are defined. The application of statistical techniques to evaluate these errors to determine the ore grade variation and to design the number of increments needed to get an accurate assay are presented. Finally, results obtained with the application of this method to gold and silver ores are analyzed and some recommendations are given.

PRIOR to :1937 any discussion of mining and transportation in the iron mines of Minnesota would have been limited largely to conventional methods which have been used for years in the iron ore industry. Today, however, an inspection trip to the crest of almost any open pit on the ranges will re- veal great progress underground mining and the transportation of underground ore have also developed rapidly and if and when underground mining of iron ore again becomes generally economically feasible; these mining methods will probably witness a transformation equal to that which has taken place in the open pits.

PLAGER gold is perhaps the most difficult of the common mineral deposits to evaluate. Not only are the erratic pay streaks a source of never-ending uncertainty, but the spotty distribution of the gold in iso¬lated nuggets is a perpetual source of error and disappointment to the sampler. Experienced engineers have long realized this difficulty and have been wary in predicting assay values except in the most general terms, and then only after extensive and usually expensive sampling. During the past year I have had the opportunity of checking a number of gold placers, and from the results obtained I believe that the microscope may be employed to advantage in placer sampling.

THE only investigations on record of the reactions occurring during the Bessemer blow are of charges containing a large percentage of manganese, with the exception of two partial analyses by Snelus and Barker of the. English method, where a low percentage of manganese was used. They do not give the analysis of the spiegel, nor do they report any graphitic carbon after the first stage of the process. Both report only traces of manganese after the first stage until the addition of spiegel. The slags corresponding to the samples of metal were not analyzed.

Low-grade ores can be designated by two main classifications: (1) simple low-grade ores, and (2) complex low-grade ores. As a rule the first type has a relatively small metal content, although low- grade iron ores contain a rather high percentage of metal. As the simple type is the one that is ordinarily in mind when the term "low-grade ore" is used, the paper will be devoted mainly to ores in this general category. Cheap treatment is the prime requirement in utilizing low-grade ores of the simple type, although in some cases the value of nonmetallic by-products, such as limestone for fer- tilizer and silica for flux, allows a little more lati- tude than in the usual situation. When the costs are divided under the three headings-mining, milling, and smelting-it is apparent that the last group will not constitute an important factor as a rule because the high concentrating ratio makes the smelting cost per ton of ore fairly low.

THE subject assigned me, "Safety in Mining," is a very broad one and only the high spots can be covered in this short paper. As this is a meeting of the Coal Division, these remarks will be directed largely to coal mine safety, although the principles of safety and effective accident prevention methods are relatively the same in every branch of mining or industrial work. The coal mining industry should take pride in the part it has played in the development of the accident prevention movement, and there is ample proof for the statement that the first real organized accident prevention, work, both abroad and in this country, was con- ducted in the coal mining industry.

The Holden mine operated by the Chelan Division of the Howe Sound Co. is on the east slope of the Cascade Range in north central Washington on the south slope of Railroad Creek valley at an elevation of 3500 ft. The mine may be reached by a 40 mile boat trip from the town of Chelan which is at the southern tip of Lake Chelan, to Lucerne at the mouth of Railroad Creek and an 11 mile bus ride up Railroad Creek to Holden. All freight and concentrate is moved over this route to Chelan Falls on the Columbia River which is on the railroad four miles below the town of Chelan. The mine is now producing 2000 tons of gold, copper, and zinc ore per day which is treated in the Holden mill. Gold-copper and zinc concentrates are made, the first of which is shipped to Tacoma, Wash., and the latter to Kellogg, Idaho, for smelting.

THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. A technical evaluation of actual performance of the preparation facilities at Beaver Consolidated Coal Co.'s Stinson plant is presented, with special emphasis on sulfur reduction in 1-1/2 x 3/8 in., 3/8 in. x 28 mesh, and 28 mesh x 0 size fractions. Evaluation of the heavy medium section of the plant and the treatment of the 28 mesh x 0 coal is included. Design criteria considered for sizing and selection of equipment required to process 1-3/4 million tpy of raw coal on coals of divergent washability characteristics are summarized.

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. STRICTLY speaking, ore-dressing does not commence until after the ore is in the mill bins, but where complex ores are treated and their minerals separated to make the best commercial concentrate with the lowest economical tailing, ore-dressing problems begin and often center in the mine itself. This does not refer to the grade of the ore, but rather to the frequent condition in which metallurgical results radically different from customary are obtained because of changes in the character of the ore treated. Different varieties of ore can usually be identified as coming from well-defined depths or zones in the mine, or from known sections of the orebody. Varying degrees of alteration of the ore, inclusions of harmful gangue material, or variations in the quantities of component metallic minerals are often causes of temporarily bad metallurgical results in otherwise successfully operated plants, especially those employing differential flotation to. recover several valuable minerals contained in the ore.

AT some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of ; reference.. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the, development,, operation and repair of each or all of the mine-workings, some such method of designation becomes a necessity. . Moreover, such a plan is admirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart.
