The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

Operational effectiveness is fundamental to any operation, becoming highly topical in those experiencing less than optimal output from their fleets. It is all encompassing aiming to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the greatest capital return on expenditure.Argyle Diamond Mine (ADM) is a large open cut diamond mine located in the East Kimberley region of Western Australia, approximately 180 km south of Kununurra. It is owned and operated by Rio Tinto on a two week on/two week off roster fly-in/fly-out from Perth or drive in/drive out from Kununurra. Through benchmarking the operation between January and June 2002, a study was undertaken allowing identification of areas falling below target. Following this, analysis of annualised hours and production downtimes were undertaken to quantify the potential gains of improvements in these areas. Strategies were then identified as stated in the 2002 mine plan, in operational effectiveness meetings, and by staff members. This project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis.

At New Zealand Steel MiningÆs Waikato North Head operation a Bucket Wheel Excavator û shiftable conveyor mining system is used to excavate titanomagnetite bearing sand and clay. The system utilises two Bucket Wheel Excavators and two Beltwagons with a two shiftable bench conveyors and two common trunk conveyors to deliver material to a processing plant. The original system was commissioned in 1984 as a high capacity, low cost method of excavating. In 1996 a second Beltwagon was purchased, increasing the flexibility of the mining system.

A review of historic mining information and geological literature pertaining to the Alpine Mine, Lyell Goldfield has been completed. As a result of this work the Alpine reef is inferred to be associated with an upright anticline with a sub-horizontal axis. Structural profiles prepared from limited underground data indicate that the reef is subparallel to the eastern limb of the anticline and cuts across the western limb. Reassessment of structural mapping completed by the New Zealand Geological Survey indicates that Greenland Group metasediments within the Lyell Goldfield are folded into a series of opposed assymetic folds with sub-horizontal axes. It is suggested that the anticline which harbours the Alpine Reef is located on the axis of a synclinorium. Along the western limb of the synclinorium the subsidiary folds have steep west dipping limbs and shallow east dipping limbs (western sense of assymmetry) whereas shallow west dips and steep east dips are typical of the eastern limb. The notion of quartz mineralisation occupying the axis of a synclinorium is contrary to the situation in the Reefton Goldfield where quartz mineralisation is affiliated with folds associated with an anticlinorium. Historic mine data reveals that below No.4 Level the quartz-gold mineralisation, in the Alpine Mine, occupied a steeply dipping ore channel. The strike of the channel was to the northwest and within this structure the are shoots plunged to the north at approximately 40¦. Archival mine plans show that two quartz bodies, the North and South Blocks, were present at No. 4 Level. Although the North Block was followed down to No 14 Level (530 m vertically below the surface outcrop) the South Block was only mined as far as No 7 Level. Sampling on No 7 Level together with the results of trial mining suggest that the grade of quartz underfoot in South Block is low. Information from the Mines Statements and mapping undertaken by the Gold Prospecting Scheme reveals that faulting had a profound influence on the intregity and extent of the Alpine Reef. The reef occupies a Inajor shear zone but little is known about it. It is also apparent that below No 7 Level the reef was progressively shattered by faulting and this may be the chief reason for the decrease in grade in the lower levels of the mine. No substantive facts are available about wall rock alteration effects adjacent to the Alpine Reef Still this is not surprising considering that comments on the mineralised pug envelope and breccias adjacent to the mined quartz shoots at the Globe - Progress Prospect were omitted from contemporary publications. In spite of this the existance of sulphide bearing reef casing lithologies cannot be completely dismissed since 9.15 m of 'reef track' has been reported in Reids No 2 Level.

Aqueous oxidation is a possible alternative to roasting for the processing of gold bearing arsenopyrite (FeAsS) concentrates. The reaction has been studied by voltammetry and this has shown, for the first time, that FeAsS can be readily dissolved without passivation at room temperature in dilute sulphuric acid at relatively modest oxidation potentials (0.7 V SHE). The reaction forms sulphur on the mineral surface and the oxidant consumption is thus minimal. Two practical modes of slurry oxidation are listed.

Essential features of the role of the fill material in mechanized cut and fill mining are discussed, with particular emphasis on its dewatering and strength development after emplacement. The fill material is regarded as a chemically-reactive porous medium, the most important property of which is permeability. Methods are described for measurement of permeability and other fill properties and results of such measurements applied to develop an orderly approach to the operation.

Thirty mixed cultures of microorganisms from soil, water and mineral samples from the Groote Eylandt Mining Company mine site were approximately three times more effective in biodegrading manganese dioxide (34± 18 mg Mn++/1/day) than sixteen purified strains (11 ± 10 mg Mn++/1/day) isolated from the primary enrichment cultures. Two pure bacterial genera identified as a Pseudomonad and a Bacillus, with an excess MnOz and nutrient, were able to dissolve 106 mg Mn++/litre/day in mixed culture compared with 29 mg Mn++/litre/day when grown separately.

This technical note describes a problem with WANG82, a ventilation network analysis programme. The problem was highlighted by Renison Ltd when using the programme on large, complex networks. Under certain circumstances the programme produced incorrect results or failed to converge to a solution.

In an earlier paper (Stanton, 1953) a brief account was given of the geological environment and structure of the Lloyd Copper Mine orebody, Burraga, N.S.W. The present paper is concerned with the chemical and mineralogical features of the ore from this mine.Investigation has been made difficult because of inaccessibility of the workings, which have been fallen in for many years. The exact positions within the orebody of the specimens described in this paper are known in only a few cases. The specimens examined are from the collections of the Mining and Australian Museums, Sydney, and from material collected by the writer from the upper parts of the mine and from various dumps about the old workings.However, no significant variations in the nature (as distinct from grade) of the ore have been mentioned in the old reports, or by Carne (1908) or Kenny (1928), so it is likely that the specimens examined are reasonably representative of the orebody as a whole.CHEMICAL CONSTITUTIONThe ore is of simple and apparently very uniform composition.It is essentially a copper ore, with minor amounts of zinc and very minor amounts of lead. Plotting of copper against zinc shows a more or less sympathetic relationship between these at least as far as 20 per cent. copper - the highest grade assayed during the present investigation. The trend of the plots indicates a Cu/Zn ratio of about 15/1 to this point. Lead is very low and extremely sporadic, showing no clear relationships with the other metals.MINERAL COMPOSITIONThe principal non-opaque minerals are quartz and sericite, and these are accompanied by smaller quantities of muscovite, calcite and biotite. A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. The Manto Verde mine is found in the coastal ranges of the Atacama desert, 1000 km north of Santiago, Chile . The deposit is a fault-breccia specularite-oxide copper mineralisation hosted by the Jurassic andesites of La Negra Formation. It is located in a tensional fault that joins twoparallel arms of the Atacama Fault. The mine is in feasibility study: reserves are of the order of 60 Mt at 0.9 wt per cent soluble copper; mining will be undertaken at a rate of 11 000 tpd utilising an open pit and the ore will be heap-leached with acidified sea water, with copper recovery and by SX/EW.

The activity of silver in solid gold-silver alloys (electrum) has been measured with an electrochemical concentration cell based on the super ionic conductor silver-i3-alumina in the temperature range 200 to 80oaC.The measurements of the silver activity in the range 0.5 to 90.0 atom per eent silver were found to be highly reproducible although there is some disagreement with an earlier study which used a similar technique. At temperatures above 400° the silver activity exhibits both positive and negative deviations from ideality in the silver rich region.This method suggests a simple technique for the nondestructive determination of silver in electrum alloys.

Industries in the Kwinana area have embarked on a journey of improving the eco-efficiency of Western AustraliaÆs primary heavy industry area. The Kwinana Industrial Area has some unique characteristics that provide both opportunities and barriers. The Kwinana Industries Council and the Chamber of Commerce and Industry are working with the industries to identify a range of projects that can deliver improvements for both environmental and economic æbottom linesÆ, and to progress these projects using internal and external resources. The evolution of the process, its relationship to the ethos of operating companies, and the availability of resources to pursue projects, is an interesting study with lessons for others interested in taking the same course.

The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. Narrow vein metalliferous mining in the UK has a long history, but there are only two small gold operations at present (Clogau and Gwynfynydd). A slag-metal equilibrium study of the system SnO-FeO-(Si02+Al2O3)/Sn-Fe was carried out at 1250°C. The distribution coefficient, k =(Sn/Fe)metal X (Fe/Sn)slag was found to range from 246 for an iron contentof 0·53 per cenrt in the metal to 82 for an iron content of 6·4 per cent. The value of the ratio ?SnO/?FeO was calculated and found to be approximately a function of per cent SnO in slag alone in the region (Si02+Al2O3)/ FeO = 0·4 to 1·2. Comparison with other published work suggests that the addition of CaO to slags having (SiO2+Al203)/FeO ratios of about 1·1 raises the value of ?SnO/?FeO...

DESCRIPTION OF OREThe ore consists, in general, of a very finely grained mixture of sphalerite, galena, and pyrite, with a gangue of quartz and schistose material, and contains about one ounce of silver to the unit of lead.Minor minerals are chalcopyrite, tetrahedrite, and ruby silver. The amount of gangue within the ore-bodies themselves is usually less than 20% of the weight of the whole. The ore is banded in a way that corresponds to the structure of the original schists, and is by no means uniform in composition-at one point, for example, blende may predominate, and a few feet farther on the body may become highly pyritic.Owing to the intimate association of the mineral constituents of the ore, it is very difficult to separate them from one another.Although this remark applies to ore from all parts of the field, the difficulty is particularly noticeable with Rosebery ore, the minerals of which are more intimately mixed, and are of smaller grain size than are the minerals of the Hercules ore.To effect a reasonably clean separation, it is necessary to grind the ore so that 90% passes a 200-mesh I.M.M. screen. Microscopic examination of the crushed product shows that 85% of the minus 200-mesh material is less than 30 microns in diameter, or, in terms of screen sizing, is minus 400 mesh. Particles under 30 microns are found to consist, of one mineral only, but in particles over this size separation has not always been effected. For instance, it is known that part of the galena and of the pyrite in the zinc concentrate is associated with sphalerite, and that part of the galena in the mill residue is associated with pyrite. There is only slight association between the minerals in the lead concentrate.
