The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

Unplanned dilution directly adds cost to production from mining, milling, tailings disposal and administration. Additionally, unplanned dilution decreases the productivity, profitability and may affect the planned life of mine. Identifying and quantifying the potential for unplanned dilution allows optimisation of the mining plan and mining practices to minimise the adverse impact on productivity and the cost of production. The Dilution Rating System (DRS) has been developed to more accurately predict dilution thickness and the variable potential for dilution, from individual stopes to life of mine planning. The DRS utilises the methodology developed for the Mining Rock Mass Model (Seymour et al 2007, Jenkins et al 2009) to generate a three-dimensional dilution rating model, which is then calibrated against stoping performance. Dilution can be predicted more accurately and the parameters affecting dilution can be determined and minimised through improved mining techniques, for example blasting and ground support design. Potential high dilution areas can be identified in the planning stages of the mine and systems put in place to mitigate the risk of excessive dilution. This paper presents the methodology used to develop the DRS and then successfully predict dilution for both the hangingwall and footwall of stopes at the Gara Gold Mine. This has enabled the expected dilution to be more accurately predicted and mitigated where possible thus reducing unplanned dilution.

The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. Most of the world's economically significant volcanogenic massive sulphide (VSM) deposits are considered to have formed in submarine arc and backarc settings. While the Kermadec-Tonga arc is an excellent example of an intra-oceanic arc setting, it remains largely unexplored in terms of submarine mineral resources. More than half of this arc (~1400 km of the >2500-km-long feature) lies within the EEZ of New Zealand, where it is defined by at least one sub-aerial and 33 submarine volcanoes. The NZAPLUME (New Zealand American PLUme Mapping Expedition) cruise of March 1999 provided a systematic assessment ofhydrothermal activity on the southernmost 13 submarine volcanoes along the southern Kermadec arc. Using prospecting techniques based on the physical and chemical detection of hydrothermal plumes, we discovered that more than half (7 of 13) of the southern Kermadec volcanoes host one or more active hydrothermal systems at depths ranging between <200 to 1800 m. Chemical results show that the fluids discharged are compositionally diverse among volcanoes and between sites at a single volcano. Plumes over more than half of the volcanoes are gas-rich (He, CO2, H2S) relative to mid-ocean-ridge (MOR) plumes. In addition, most sites are highly enriched in Fe, yielding Fe/Mn values that far exceed those for MORs. One interpretation consistent with these observations is compositional overprinting by addition of magmatic fluids, which are typically highly enriched in gaseous and ionic components. Regardless of the source, it is clear that the ligands (HS-, Cl-) required to efficiently transport base (e.g. Cu, Zn, Pb) and precious (e.g. Au, Ag) metals to the seafloor are abundant in Kermadec arc fluids. We conclude that modem analogs of VMS deposits are likely forming at multiple sites along the Kermadec arc and within the EEZ of New Zealand.

Laboratory scale flotation tests were done on mineral hematite and aspecular hematite ore using oleic acid and sodium oleate as collectors. The mineral hematite floated strongly in the neutral pH region, with an increased pH range of flotation at higher oleate additions. Concentrates with sufficient hematite grade to meet the paint pigment specification were produced using oleic acid and sodium oleate as hematite collectors on the specular hematite ore. Hematite recoveries of 70 per cent at 60 per cent Fe grade were obtained using stagewise roughing. The interaction between hematite and oleate was confirmed as chemisorption but the exact mechanism could not be determined, as two independent phenomena can be used to explain the fact that the pH of maximum grade increased with increasing oleate addition.

BechtelÆs Mining and Metals projects across the globe are executed in remote arid and semi-arid countries where providing even basic water supplies impose considerable challenges. Opportunities for water conservation measures using a Six Sigma initiative were proactively pursued to address the potential business impacts of limited availability of water resources. The initiative investigated areas driving water-optimisation during concrete operations and camp management. This paper details the water conservation evaluation of alternatives and cost/benefit analysis based on current and predicted water usage for development projects. Optimisation of water consumption through institutionalising more prescriptive standards for camp design and defining water conservation requirements have resulted in a new standard specification. Based on our projected mining project workload across the globe, it is estimated that for the period 2012 - 2015, a potential 5.5 M m3 water savings resulting in US$11 M could be realised for construction camps and savings of 4 M m3 of peripheral concrete process water resulting in potential cost savings of US$8 M could be achieved as a result of these revised standards.CITATION:Haase, T, Hannah, B, Ganapathi, G, Martin, L, Madore, C, Labarca, F and Uriarte, M, 2013. Martha Mine is an open pit gold-silver mine, located within the township of Waihi, 150km southeast of Auckland and is operated as a joint venture between Normandy Mining Ltd. 67 %) as Manager and Otter Gold Mines Ltd. (33%). The deposit was historically mined, by underground methods from 1888 to 1952, producing 5.5 moz of gold and 30 moz of silver, from 11 mt of ore. The current operation began in 1988, producing, to June 1999 - 867,245 oz of gold and 5.5 moz of silver from 9.5 mt of ore. The licensed reserves were due to be mined out by late 2000. Consents were granted in December 1998 to allow the expansion of the operation through to 2007 accessing an additional 7.5 mt of ore at 3.4 gpt Au and 26.0 gpt Ag for 800,000 oz of gold and 6.4 moz of silver. The key elements of the expansion are: 1. Pit enlargement 2. Upgraded crushing and material handling facilities 3. Construction of a second tailings storage facility 4. Upgraded water treatment capacity 5. Increased operating capacity This paper presents an update of expansion activities to date.

Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Application to both an abandoned mine site and a newly opened mine site in Fiji showed that this approach could provide a risk-based estimate for rehabilitation cost and demonstrated potential applicable in the Fijian context.CITATION:Soro, A T, Mulligan, D R, McIlveen, G, Franks, D M, Robinson, J J and Noller, B N, ?2014. The OK orebody comprises a steep dipping narrow quartz reef averaging 0.4 m in width hosted in basalt and gabbro with porphyry bars cross-cutting through it. The following paper tracks the mining of this orebody, challenges encountered, measures undertaken to address these challenges and changes in mining conditions and methods as the mine matured in both depth and age. The initial mining method was narrow vein hand held shrink stoping accessed by shaft, that over the period of the mines life was superseded by gallery stoping, shrink stoping and ultimately mechanised narrow vein long hole sublevel open stoping. The reasoning behind the change in mining methods is detailed, including safety and cost benefits. The transition presented many challenges that were overcome, resulting in the successful development of a narrow vein long hole stoping method. The lessons learnt during the transition period and the practices and principles developed for successful mining of narrow vein orebodies using long-hole open stoping methods are summarised in this paper. The final section of the paper takes a retrospective view of how the knowledge gained through the mining of the OK orebody would be applied to a new mine containing an orebody of this type, with consideration given to the initial excavation design, equipment selection, mining sequence, geotechnical investigations and mining method used.

For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

Access to the Rosebery Orebody, which dips into the western slopes of Mount Black at 45¦, has been achieved in sequence by the following means: - A series of adits down to 8 level - An inclined shaft (No. 1 Shaft) sunk internally from 8 level to 14 level - A vertical circular concrete lined shaft (No. 2 Shaft) sunk internally from 4 level to 19 level. Although the orebody has been fairly well defined to 19 level, deeper ore occurrences have been outlined by a series of drill holes decreasing in frequency with depth to 26 level. No. 2 Shaft (sink) was stopped some 10 m below 19 level in order to make an early start on doubled production at West Coast Mines, with the intention of subsequently extending the shaft or of driving a decline from the lowest operating horizon for deeper access. The decline approach was adopted some six years after production commenced from No. 2 Shaft. The reasons for that decision are outlined, together with an account of the constraints and design requirements imposed by commencing by a vertical shaft in the hanging wall of the orebody.

The value of Australia's education services exports increased to over $15 billion dollars in 2009, placing education as the third overall export earner behind coal and iron ore; however there are concerns over the impact of emerging policies on the future of both the industry and the provision of mining education. Policies have impacts on the growing number of international rankings (or league tables) of mining jurisdictions and universities. A high position in such rankings might be used as a measure of perceived quality with benefit to those at the top and to the detriment to those lower down.    Top performing companies in the relatively new domain of sustainability have been shown to achieve better financial performance than their industry competitors, assisting them in attracting top quality committed staff, hence positioning themselves well for the future. The world's mining companies, jurisdictions and universities are now ranked with results in the public domain. It is argued as to the validity of the data or perceptions used in such rankings, but there is no doubt they are influential in determining the flow of dollars around the globe. By investing your pension fund assets in the shares of the top performing companies, by placing your exploration dollars in a country at the top of such a list of attractive jurisdictions, attending or recruiting from a University at the top of the rankings - risk must surely be reduced?   While savings and risk reduction can undoubtedly result from the introduction of new technologies developed through appropriate R&D (the other core activity of a university), the maintenance of a very high level of exploration and production performance through dedicated highly skilled staff every hour of every day quietly improves financial performance, while avoiding safety, environmental and/or community incidents (ie protects the 'triple bottom line'). As always risk reduction comes down to enabling quality people to do a quality job - through the actions of such people we can sustain the global mining industry and secure our social license to operate. However, there is global concern over where the numbers of such people, including those with the recently required skills in sustainability, are going to come from.   This presentation will discuss some of the complexity and interactions involved in the development of such rankings, the dangers inherent in their simple acceptance and use, plus indicate some of the directions mining educators might take to sustain and increase the supply of quality graduates to the global mining industry. Mr. President, Ladies and Gentlemen, it gives me great pleasure to welcome you, on behalf of the Council and Administration, to this University and extend to you our very best wishes for a most successful and stimulating symposium. We as a College of the University of N.S.W. were always proud of the excellent support we received from your Institute members and the close association that existed between our organisations. Now we have matured into the University of Wollongong and have to stand on our own feet, we will need all the support we can get from such bodies as yours to ensure that we are not only producing graduates but are also playing a vital role in the community. Although there is no planning for a school of Mining Engineering in the near future, we do look forward to this being a viable proposition eventually and we will then be able to offer to your Institute wider facilities for your activities and ones which will embrace both the Mining and Metallurgy phases. The combination of new tools with a more rigorous approach to understanding the interaction of mill liners with overall mill performance and economics, forms the basis of an integrated approach to liner management. Based on accurate liner wear measurements, some (limited) physical mill inspections and surveys, accurate calibration of the mill load and analysis of process data, a whole new approach to liner selection, relining intervals and mill control is proposed. Collection and analysis of this information in operating mills illustrates the mill performance improvement which can be attained through this careful measurement and modelling approach.A more holistic approach to liner management is proposed, including a broadening of the current work to cover the potential benefits of improved relining technologies and predictive liner wear modelling. Wollongong* is Australia's largest single centre of mining and metallurgy. Wollongong's total employment in manufacturing of basic metal products (over 26,500 in 1972/1973) was almost 50 per cent higher than that of Newcastle and double that of any other Australian city. Although the great bulk of this employment was in steelmaking, Wollongong's copper industry was also a significant employer. Wollongong's total employment in mining (4,900 in 1971) was second only to that of Newcastle among Australian mining centres. Although the bulk of Wollongong's mining is of coal, there is also considerable mining of blue metal, sand and clay. Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. It is an underground sublevel cave (SLC) operation mining approximately 5 Mt per annum. Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. These data form the basis for forecasting and on-going systems analysis which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions, visual grade estimates and draw point sampling are routinely recorded. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Draw point recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Statistical variance controls are also employed to analyse mine and plant performance and guide actions.

The CSA Mine is located in Cobar, New South Wales and is operated by Glencore. Large scale underground production started from 1965, with zinc, lead, silver and copper extracted in the past. The current operations focus on copper, with a silver co-product.From 2014 to 2016, Cobar Management Pty Ltd (CMPL) undertook a major capital project to upgrade the primary ventilation system at the CSA Mine. This involved the development of ten raises using full-face raise boring from surface to a depth of 1450 m. The total length of the raises was approximately 2500 m. Geotechnical conditions were identified as a key project risk during the early planning stages of the project. Timely quantification of the geotechnical risks was required to minimise project delays and cost overruns. Geotechnical investigations were planned and conducted for each raise prior to pilot drilling and full-face back reaming.Nine of the ten raises had final wall camera and laser baseline surveys completed following full-face reaming. The surveys were conducted progressively, allowing ongoing back analysis and calibration of geotechnical evaluations as the project advanced.This paper presents the design and planning process of the raise bored excavations. It details the geotechnical investigation work undertaken to mitigate the geotechnical risks and the challenges and learnings from the project including the benefits of close collaboration between the parties involved.CITATION:Sidea, D and Brettell, T M, 2017. The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.
