The Western Australian Mining and Petroleum Research Institute (WAMPRI) was established in 1981 by the Western Australian Government as a funding and co-ordinating Institute to foster research into the mining and petroleum industry within this State. To June 1984, the Institute has sponsored 34 projects with a total notional value of $2.5 million and an actual cash commitment of $1.5 million. Strong support for WAMPRI has come from Industry with 60 companies contributing half the money needed for the research grants.The 34 WAMPRI projects funded so far cover all aspects of the mining and petroleum geosciences.Several WAMPRI projects are concerned with gold including processing technology and the development of exploration models and techniques, they are providing successful results.Although well supported by Industry there is a surprising lack of applications being submitted to the Institute in the area of mining engineering, where it is felt there is much scope for research projects.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. During the 1960s chalcocite ore was mined from the Black Rock open cut. A large amount of this uneconomic material was not treated by the No 3 Concentrator at the time and as a consequence a surface stockpile was created which contained 750 000 tonnes of material at an average of 1.5 per cent copper.Laboratory trials indicated that due to oxidation, an average of 25 per cent of the copper was water soluble and the remaining copper was leachable using a sulphate/ferriclbacterial leach. On the basis of these trials it was decided to investigate the feasibility of producing copper via a leach SX-EW process. The investigation proved the process was feasible, so began the design, construction and commissioning of a 10 tpd (cathode copper) Copper Leach SX-EW Pilot Plant. CMPS Pty Limited in a joint venture with John Holland Engineering Pty Limited were awarded the turnkey contract for the design, construction and commissioning of the Pilot Plant.

The Chigirishima Smelter of Toho,Zinc Co., Ltd. is the largest independent custom lead smelter in Japan and produces about 60,000 tonnes/yr of electrolytic lead. The quantity of slag produced by blast furnace is approximately 65,000 tonnes/yr, 30,000 tonnes/yr of which is sent back to the sintering plant for mixing with lead concentrates. The remaining slag used to be piled up at the yard until the operation of the fuming plant started in July 1977. We examined the slag fuming process with the purpose of achieving: 1) Improvement of the operating results by recovering zinc and lead from blast furnace slag. The lead content in slag at Chigirishima is slightly high, because the height of blast furnace shaft is low and consequently the quantity of sinter smelted per area at tuyere level is rather large. 2) Production of a salable slag as raw material for cement by lowering zinc and lead content in slag.

The activiltion of sphalerite with electrolytically generated copper ions from a copper electrode instead of the usual practice of the addition of copper sulphate was studied in the laboratory. A large surface area of copper was provided by lining three sides of a bench flotation cell with copper sheeting. The lining was connected to the positive terminal of a low voltage d.c. source, and the cell impeller to the negative terminal.Sphalerite was effectively activated by this arrangement and was subsequently floated using xanthate as the collector.Flotation results comparable to those obtained with 1 lb/ton CuS04.5H20 (0,255 lb/ton copper) were obtained using 0·1062 lb/ton of electrolytic copper and 0·488 kWh of electrical energy. The wastage of copper due to the formation of insoluble precipitates was found to be dependent on the length of time the current was passed. Maximum current was passed for the shortest time to minimize wastage.

During the century past geologists have discovered an extraordinary range of mineral resources. It is somewhat surprising, in view of their success, to look back and find that geologists have been concerned through the entire time about the adequacy of resources to meet future needs. They continue to express concern. The basis of their concerns seems to rest as much in social issue as in evaluations of geology.Demand for mineral resources is driven by population and by per capita consumption. Both have grown steadily over the past century, and both continue to rise. In 1890 the global population was about 1.7 billion, people. It has now exceeded 5 billion and the growth rate is such that by the year 2000, the global population will be between 6~ and 7 billion. Mining companies often view water quality as an environmental issue. The importance of water quality as a production related issue in mineral beneficiation is greatly underestimated at many mineral processing operations. While most mine sites have comprehensive water balance data for water quantity, the information regarding the quality of water supplies available on site is limited, inadequate or non-existent. The seasonal variations in process water quality and changes in the composition of various water streams are not known. Despite the fact that water represents about 80 to 90 per cent of the volume of mineral pulp processed in a flotation plant, the influence of process water composition on flotation performance is often poorly understood. The process water used at mineral processing operations is made up from a number of available water sources, which can be classified as recycled water streams or make-up waters. The recycled water streams are commonly the tailings and concentrate thickener overflows, filtrate from the concentrate filtration plant and tailings dam return water. Make-up waters can originate from a variety of sources: surface waters (rivers, lakes, reservoirs, dams), groundwater (wells and springs), mains water (potable water), treated and untreated sewage waters and industrial effluents. Mineral processing plants are increasingly recycling water to reduce demand for fresh water and minimise the discharge of wastewater to the environment. However, increasing water recycling can have adverse effects on process water quality and ultimately on the performance of mineral separation processes. The main reasons for reduced plant performance due to water recycling are the accumulation of organic and inorganic compounds in the process water and increased microbiological activities. Other detrimental effects of water recycling can be increased reagent consumption and inefficient dewatering of tailings and concentrates. Recycling of water also tends to accumulate very fine suspended particles. Excessive amounts of slimes in the process water can also have an adverse effect on mineral beneficiation processes. The main constituents of process water are dissolved gases (oxygen, nitrogen, carbon dioxide), colloidal and suspended solids of inorganic and organic nature (including micro-organisms: dead or alive), dissolved organics (natural organic matter, residual reagents, reaction and decomposition by-products of chemical reagents, impurities in the reagents and metabolites originating from microbiological activities) and inorganic compounds (acids, alkalis, inorganic salts, metal ions, anions and heavy metals). Inputs to the chemical composition of process waters are: dissolution of soluble mineral phases present in the ore, surface oxidation followed by dissolution of mineral particles during grinding and mineral processing, the chemical composition of various make-up waters and recycled water streams, and reagent additions during mineral processing. The beneficial or detrimental impact of process water quality on flotation performance can be attributed to a number of subprocesses: adsorption and/or precipitation of inorganic and organic species present in the process water onto the surface of mineral particles, chemical reactions between process water constituents and the chemical species present on the surface of mineral particles and interactions between the chemical and microbiological species present in the process water and the various reagent species added in solution during mineral processing. Dissolved chemical species such as calcium, magnesium, iron, copper, lead, zinc, nickel, sulfates, phosphates and carbonates can have a strong effect on the electrokinetic properties of oxide and sulfide minerals, at certain pH ranges. Several reactions can occur at the solid-liquid interface that can play an important role in determining surface adsorption of reagents. Solid-liquid interfacial properties of mineral particles can be significantly affected by the conformation of adsorbed and precipitated reagent layers, which in turn are determined by solution chemistry. The chemical and microbiological constituents of process water can have a significant effect on liquid-gas interfacial properties and have a strong influence on froth height, strength and stability during flotation. Water chemistry can play an important role in determining the interactions between minerals present in the ore and the chemical reagents added in the mineral processing plant by altering the reagent-solution and mineral-solution equilibria. These interactions can include dissolution, micellisation and precipitation of reagents, dissolution of minerals contained in the ore followed by hydrolysis, complexation, adsorption and precipitation of dissolved chemical species and reactions between dissolved ions and various reagent species present in solution. All of the above mentioned subprocesses can ultimately have a significant effect on the efficiency of mineral processing operations. In this presentation, a systematic approach for assessing the composition of water supplies available at the mine sites and for investigating the influence of process water quality on the efficiency of mineral processing operations will be discussed. The consequences of mixing different quality water streams to produce the required volumes of process water for some flotation plants will be highlighted. To substantiate the water quality issues described in this paper some examples are given from a metalliferous processing perspective. However, the topics described in the paper are not only relevant to metalliferous processing but to all other type of mineral processing operations as well. In fact the principles described in this paper have also been successfully applied to the coal flotation industry.

Sample preparation for gold samples, where the distribution and size of gold particles is often irregular, usually demands that a relatively large sample weight is taken to produce a representative sample for analysis. Traditional sample preparation of gold samples incorporated multiple stages of coarse particle size reduction followed by subdivision of the sample prior to final fine pulverising. This technique developed because of the limited equipment options available to laboratories. As a result significant errors are introduced and the final sample size being pulverised is a small fraction of the original sample weight. Three significant developments have occurred in the last 25 years to significantly improve sample preparation of gold samples: 1.  large capacity fine pulverising,2.  fine jaw crushing, and3.  whole sample coarse pulverising. In the mid-1980s an Australian manufacturer developed large capacity pulverising bowls which had the ability to reduce samples with a mass of 1.5 - 3.5 kg to a nominal 0.075 mm product in approximately three to five minutes. Laboratories were able to produce a large homogeneous pulverised sample which significantly reduced the error in sampling. However, exploration and mine samples are usually 7 to 10 kg and the sample requires a subdivision stage following crushing to produce the 3.5 kg for the pulverising step, thus introducing potential for significant error. The development of fine jaw crushing allowed particle size reduction to -2 mm which reduced the subdivision error of the bulk sample prior to fine pulverising. Subdivision of the crushed sample at -2 mm still results in potential sampling errors, where the gold particles are not sufficiently liberated to be representatively sampled. Clearly the best option would be to reduce the particle size small enough to ensure a representative sample prior to final pulverising. Continuous mills offer a partial solution but are relatively slow and subject the sample to differential pulverising prior to subdivision. Clearly this does not provide the best solution for routine laboratory applications where high volumes of samples are to be processed. The recent development of a large capacity coarse pulverising system allows samples of up to 10 kg to be reduced to -0.25 mm prior to subdivision, and fine pulverised to -0.075 mm. Laboratories now have the necessary equipment to perform reliable large capacity sample preparation of gold samples. The exact choice of a sample preparation scheme may still depend on particular ore types but the need for multiple crushing and subdivision stages is redundant.

Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

Century is a shale hosted zinc, lead, silver deposit developed within gently folded, Proterozoic Lawn Hill Formation shales and siltstones, approximately 250 kilometres north-northwest of Mount Isa, comprising 118 million tonnes of stratiform mineralisation, averaging 10.2 per cent ,,inc, 1.5 per cent lead and 36 grams per tonne silver. The deposit is largely overlain by Cambrian limestone and younger Proterozoic sedimentary rocks, outcropping at only two places. Small discordant lode lead-silver deposits formed the basis of relatively small scale mining activity in the area for almost 100 years, exploration tenement covering the deposit being granted to CRAE exactly 100 years after the first mining leases were pegged in the area in 1887.Stratiform mineralisation occurs within three distinct blocks, bounded by normal faults and the unconformity between Lawn Hill Formation and overlying Cambrian limestones. The Termite Range Fault, a major northwest trending, regional scale fault system occurs adjacent to the northeast deposit boundary, while the Magazine Hill Fault, possibly a component of the east trending Little Range Fault system, forms the southern boundary of the deposit.

Australia is the Western world's largest producer of alumina, supplying one third of total needs. Western Australia's South-West has the greatest concentration of alumina production in the world, with a current annual production rate in the region of 6.8 million tonnes per annum, over 20 per cent of the total supplied to market economies. The value of this production in 1989-90 was 2.34 billion dollars, a very significant contribution to the economy of the State (1). This is despite the fact that the bauxite from the Darling Range is the lowest grade that has ever been commercially exploited, and despite the geographical isolation of the region. It is therefore of great importance to the National and State economies that this industry retain its competitive edge, particularly in the current times of economic downturn. One essential ingredient of this competetiveness is technology and innovation, which can be assured by the committment of the industry to an active program of Research and Development, with support from the public sector as Appropriate.

In Australia, current production of rare earth element (REE) minerals, monazite and xenotime, occurs as by-product from titanium-enriched placers and beach sands. Undeveloped REE resources are associated with carbonatites, alkaline igneous rocks, pegmatites, phosphorites, cemented fluvial sandstones, and uranium mineralisations. The REE are held within a range of minerals including silicates, phosphates, a1uminophosphates, carbonates, and oxides. The development of these REE resources may require new processing and extraction methods. The distribution of REE in the currently mined ore minerals, monazite and bastnaesite, does not match that requested by the market. Exploration for new REE resources should be focused on ores with more marketable REE distributions, particularly with heavy REE, neodymium, samarium, europium and yttrium enrichments. Such ores occur within alkaline igneous rocks, in laterites overlying carbonatites and alkaline igneous rocks, and in placers derived from low-grade regional and contact metamorphic sediments. Lateritic REE deposits may be easily and economically mined by shovel in open pits and are unlikely to require extensive crushing and milling. In addition, lateritic REE clay deposits may be processed by simple hydrometallurgicaltreatment mehtods.

High pressure (-1.2 GPa) Early Cretaceous granulite facies orthogneisses in Fiordland, New Zealand are in tectonic contact with a cover sequence comprising mid-Palaeozoic amphibolite facies metasediments, subordinate metavolcanic rocks and syntectonic granitic orthogneisses. This cover sequence and the underlying granulites constitute upper and lower crustal plates of a mid-Cretaceous metamorphic core complex whose emplacement was linked to continental rifting and the Late Mesozoic breakup of the Pacific margin of Gondwana. Exhumation of the lower plate granulites occurred in two stages. The first stage was associated with extreme attenuationand tectonic denudation of the cover sequence accompanying emplacement of the core complex, leading to rapid uplift of the granulites but without generating the large volumes of Fiordland-derived sedimentary detritus normally expected if uplift and erosion were the only factors involved in unroofing the granulites. Final uplift and exposure of the granulites at the surface occurred mainly during the last 10 Ma in response to transpression across the mid-Tertiary Alpine Fault and/or the obduction of Fiordland continental crust over oceanic crust of the Tasman Sea.

As mining operations become larger and more complex, larger volumes of geological, geophysical, and production data must be manipulated and interpreted on a day-to-day basis. Because of the large volume of data, more sophisticated data storage strategies, interpretation tools, and visualisation tools must be used by exploration and mining operations in order to remain competitive. Critical to better practice is an understanding of the basic syntax and character of geological and mining data, expressed in the form of a data model. In the short-term, a data model can be used to implement or evaluate schemes for data storage or exchange. It can be used to evaluate software. In the longer term, a data model is essential to the design of the next generation of software for 3D geological modelling. In this and the related paper (Lin et al, 1995) the data model in use by CSIRO is presented, together with: 1. examples of the use of data transfer in the linkage of existing mining software; and 2. examples of the use of the data model in software design.

Mixtures of ammonia and cyanide at low concentrations leach gold selectively from copper-gold ores. The effects of various reagent compositions on three different ore types containing between 0.3 - 1.5 per cent Cu are reported. It is shown that the results and optimum compositions vary according to the ore, which is attributed in part to the mineralogy and adsorption of solution species on the mineral surfaces. The solution chemistry of the Cu-NH3-CN system indicates that Cu(CN)a - and Cu(CN)3 species are involved in the leaching mechanism. Rotating disc studies on pure gold and copper are reported which show that the Cu(CN)32- species leach gold at about half the rate of CN but leach copper at the same rate. The presence of ammonia retards the leaching rate further. Mixtures of Cu(CN)a3- and NH3 effectively leach gold from Telfer tailing without leaching copper. The role of ammonia appears to be to control the precipitation of copper rather than the kinetics of leaching.

Chalcopyrite samples from two different localities were leached in oxygenated mixed chloride-sulphate lixivants at elevated temperatures and atmospheric pressure. The oxidation of chalcopyrite was found to follow predominantly linear kinetics. The slope of the major region was dependent on stirring rate, oxygen flowrate and chloride concentration while only slightly dependent on the surface area of the sample leached. This region was found to predominate only at low temperatures. The oxidised chalcopyrite releases cuprous and ferric ions into solutions. Chloride ions complex these dissolved ions to effectively move the equilibrium of the leaching reaction to the right. When the level of chloride in solution was below 6 g/l, the unstable cuprous ions were found to reprecipitate with sulphur as covellite. When no chloride was present and the lixivant was a solution of sulphuric acid then ferric sulphates precipitated. The overall leaching reaction occurring in the leaching system is: CuFeS2 + 5H+ + 1.25 02 = Cu 2+ + Fe 3+ + 2S¦ + 2.5H20

The tunnelling work to construct a sewage trunk line designed by the Sewage Bureau of Kobe City along north side slope of Rokko mountain range incorporated an all ground condition type (broad spectrum) TBM with slurry transport system with jet pump manufactured by Kawasaki Heavy Industries, Ltd. Boring dia. of the tunnel measured to 2.0 m. The construction planning and implemen- tation were done by Ohbayashi Corporation, the general contractor. The heading way was 3342.4 m in overall length.; construction work ran from April '84 to June '85. The max. daily progress marked 31.9 m and the max. monthly progress 493.1 m according to the relevant record. The machine proceeded with the work under geological conditions featured with conglomerate, rhyolite, tuff breccia and slate, whereby soft soil zone mostly of clay was encountered in a limited area. In the latter case, however, steel segments were substituted for supporting steel ribs. The tunnel was routed beneath a meandering road with the result that more than 40% of overall length show a curvature of 50 to 200 m radius.

A group of stratabound-stratiform Fe-Ba-Zn-Pb-Ag deposits within the La Minita mining district of Michoacan, southwest Mexico have been investigated. The results of the study show that these deposits were generated around submarine hot-springs issuing in a Cretaceous island-arc environment. The exhalative mineralization, which is both epigenetic and syngenetic in character, was developed above fault-systems which constituted the loci of both volcanism and subsequent hydrothermal systems.Fluid inclusion data suggest two hydrothermal events during ore mineralization, one at 240¦C and the other at 161 to 205¦C, with salinities between 2.1 and 12.8 wt.% NaCl equivalent. Stable isotope data support a marine origin for the ore-fluids, as well as, for carbon and sulfur. Strontium isotope data suggest that Sr in the barites was extracted from the volcanics and limestones by circulating seawater. The ore-depositional environment was one of shallow, sub-tropical marine character, where mineralization was in part geochemically controlled by carbonate reefal facies within the volcanic/pyroclastic suite.

On 13 October 1993, a shallow earthquake registering 7.1 on the Richter Scale occurred near Tauta in the Finisterre Range of Papua New Guinea (PNG) killing 37 people. The aftershock series lasted three months and resulted in considerable landslide damage that destroyed villages, food gardens and airstrips, and blocked rivers causing catastrophic flooding. These effects have irrevocably altered the form of many of the valleys and rivers draining into the Markham and Ramu valleys.The earthquake occurred in a pilot study area for a landslide hazard mapping project being carried out by the PNG Geological Survey that commen-ced in April 1993. Comparisons made between areas identified as unstable during the study with those damaged by the earthquakes show good correlation.It is concluded that aerial photograph and Landsat TM imagery interpretation can be used with a high degree of confidence to identify potential landslide hazards in mount-ainous terrain. Landslide hazard maps are promoted as a tool for use in the route planning of roads and powerline corridors, as well as for identifying vulnerable communities.

The recovery of copper from a flotation concentrate using ferric chloride leaching has been investigated. The concentrate from the Horseshoe Lights Mine near Meekatharra, Western Australia, contained mainly digenite, pyrite and talc minerals. Over 95 per cent of the copper was dissolved in an acidified ferric chloride solution in one hour at 70¦C and ambient pressure. The pyrite and gangue minerals did not react. The leaching process was found to consist of four separate reactions and the shrinking core model was used to describe the process. The effects of particle size, temperature, concentration of FeCls, stirring speed and leaching time on metal dissolution were investigated. The apparent activation energies in the second, third and fourth reactions of leaching of copper concentrate were 28.8, 11.9 and 53.9 kJ/mol, respectively. The optimum conditions for the leaching of copper from the concentrate, within the range of conditions studied were: particle size 63 per cent minus 38 ¦m, a ferric chloride concentration of 1.48 M, a temperature of 70¦C, and a stirring speed of 800 rpm.
