Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

This paper reviews the floor heave mechanisms in underground coal mine roadways. Previous studies have reported three main failure mechanisms: bearing capacity failure, buckling and swelling. The buckling failure has been observed where immediate floor strata are relatively strong and thinly bedded. On the contrary, the weak floor strata have been associated with both the bearing capacity failure and swelling mechanisms. The bearing capacity floor failures are likely to induce other types of instability such as pillar punching, tensile failure of pillar, roof fall and subsidence as well as floor heave. Despite a considerable amount of research, predicting the magnitude, location and timing of floor deformation is challenging with current state of knowledge. Factors influencing Cost, systems available for transporting minerals, particularly on land, and methods used for comparing costs are reviewed. A case study presents comparative costs graphically for coal haulage, assumed in Queensland, by 31-6" gauge rail, belt conveyor, 120 ton road train, slurry pipeline, and transmission of electrical energy by transmission line. The effect on comparative results of alternative methods of including initial capital and capital replacement costs is considered and approximate break-even points between systems, bearing in mind the assumptions taken, are discussed.

Surface subsidence caused by coal mining operations was the subject of a very successful symposium organised by the Illawarra Branch of the Australas- ian Institute of Mining and Metallurgy in February, 1973. This symposium dealt with the principles of subsidence and overseas experiences arising out of underground mining. Since that time the i eew South Wales Department of Mineral Resources and Development (formerly the Depart- ment of Mines) has incorporated in the approval for pillar extraction certain conditions related to the monitoring of surface movement. Surveys and plans are required to be kept at mines where total or partial extraction of coal takes place. This paper traces the monitoring of surface movement in the Northern Coalfields of New South Wales over the past ten years. Reference is made to the National Coal Board's Subsidence Engineers' Handbook (1975) and how the guidelines expressed therein have been Beneficial.

South Africa has a long history of rockbursts, some 100 years. During this time much research and many developments have taken place in the country to limit the occurrence of rockbursts, and to mitigate their effects. In this paper I shall present a personal view of what I consider to be important achievements, and contributions made. Some of these are: planning of stope layouts, and the use of strike barrier pillars; recognition of energy as a key factor, the use of the energy release rate ERR as a layout planning criterion, and development of MINSIM for calculation of ERR and stope planning; sequential grid stope layouts; use of backfill for stope support; and, development yielding support elements, and dynamic testing of stope and tunnel supports. The record shows the establishment of a rock engineering research powerhouse over a 40 to 50 year period and, unfortunately, the complete breakdown of this capability in the subsequent 10 years. The various anchors, bolts and plates in use in Australia have been designed and adapted for Australian con- ditions. As mining conditions change, so will the types of bolts in use. This is apparent in the development of chemical anchors and other recent innovations.

In 1990, Alcoa of Australia Limited was elected to the Global 500 Roll of Honour of the United Nations Environment Program for the environmental management and rehabilitation of the bauxite mines in Western Australia. This award placed Alcoa in the international best practice category. The story of constant improvement spans more than 20 years from a 'trial and error' start to a strategically focussed and research driven program today. The main driving force has come from within the company, against a set of strong corporate values and a well publicised Vision based on 'excellence through quality'. Along the way public opinion, action group protests, increased legislative controls together with the professional competence of internal and external environmental resources have all played a part in arriving at the level of current environmental management and mine rehabilitation performance. There were numerous lessons learned here during the evolution and maintenance of best practice. These included: I . To work diligently in obtaining a vision or strategic intent on mine site rehabilitation and environmental management - don't be easily dissuaded.

Within the Mesa J pisolitic iron ore mine, clay is distributed unevenly throughout the deposit and often forms as pods and channels less than 10 m in width. The mine resource model, based on 50 m + 50 m spaced drilling, has been unable to accurately delineate the clay for scheduling and mining purposes. Therefore, alternative methods for mapping the clay-contaminated ore were sought. Predictive clay mapping will significantly reduce production costs at Mesa J through improved selective mining practices, more accurate scheduling, reduced wear on mining equipment and minimising the need for maintenance of haul roads and ramps. High lateral resolution electromagnetic (EM) surveying using a Geonics EM31 instrument can quickly and inexpensively delineate the extent and orientation of the clays. Preliminary results indicate that a block model based on the interpretation of the EM data can accurately predict the distribution, volume and tonnage of ore and waste material. While rip-line mapping, infill drilling, ground penetrating radar and gravity can delineate clay with various degrees of success, none were as efficient as EM31.

In recent years there has been a great deal of interest in ways to optimise the performance of mineral processing plants. This paper describes a methodology developed for optimisation of autogenous and semiautogenous mills. The methodology involves plant sampling, batch testing, modelling, computer simulation, control strategy evaluation and implementation. The models have been tested in plant operations to verify the research findings and predictions. Two example applications of this approach to plant optimisation are presented. Benefits reported in these two examples are in the range of four - eight per cent increase in size reduction efficiency.

I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

A brief review is presented of the mechanisms and causes of spoil pile failures which have occurred at the Goonyella Mine. In particular, the results of a recent geo- technical investigation of the spoil dumps in the Cleanskin pit are briefly presented. Spoil pile hydrology is discussed in relation to the use of effective stress concepts in the analysis of spoil pile stability. Experience in relation to stabilisation of dragline dumps is discussed as well as the likelihood of current techniques being success- ful in the prevention of gross failures if prestrip material is placed in existing spoil piles. Parameters exerting a major control on dump stability are outlined.

Ore deposit models form the basis for numerous other economic decisions in the mining process. The success of these economic decisions therefore depend directly on the accuracy of the ore evaluation process. The Geology Department at the Sishen Iron Ore Mine is responsible for the generation of a reliable geological computer model of the rock material with predicted grades. This information is then utilised for further ore reserve calculations, mine planning, production scheduling and grade control. Owing to a very complex geological orebody, grades and beneficiation characteristics differ significantly from sample to sample. This means that ore evaluation is a difficult process and great reliance is placed on computer techniques. This paper presents initial findings of a project examining novel processes for the treatment of refractory sulphidic gold concentrates. Non-oxidative roasting of such concentrates for 12 hours at 750¦C resulted in the finely disseminated gold agglomerating to form discrete grains. The pyrite and arsenopyrite decomposed to form pyrrhotite, whilst the labile sulphur and arsenic driven off was collected on a condenser as a mixture of elemental sulphur, metallic arsenic and various arseneous sulphide compounds. As a result, the cyanide solubility of the gold contained in sulphidic refractory gold concentrate from the Emperor mine in Fiji improved from 54.5 per cent to 98.4 per cent; from the Fimiston mine in WA (65.2 per cent to 96.6 per cent), from the Windarra mine in WA (69.6 per cent to 91.3 per cent), from the Harbor Lights mine in WA (20.4 per cent to 60.7 per cent), and from the Wiluna mine in WA (12.6 per cent to 28.0 per cent). The non-oxidative roasting conditions have not been optimised for each of these minerals. Subjecting the non-oxidatively roasted minerals to mild oxidative acidic iron sulphate pressure leaching (with typical temperature of 100¦C and typical oxygen overpressure of 500 kPa) to remove iron and so further liberate finely disseminated gold, resulted in the cyanide solubility of the gold exceeding 96 per cent for each of these five concentrate types (including those from Harbor Lights and Wiluna). Thiourea leaching of the sulphur-rich residues under acidic conditions resulted in remarkably high gold extractions being achieved. These novel processing options need to be optimised, and their economic viability established.

The former Gwynfynydd gold mine is located within the heart of the Snowdonia National Park, North Wales, United Kingdom. The black shale-hosted quartz reefs have intermittently produced more than 50 000 ounces of gold since 1863. Its most recent period of operation by Welsh Gold PLC was between 1992 and 1999 when it extracted 10 000 tonnes annually from a total resource base of 180 000 tonnes. A historical mining grade of 15 grammes/tonne was recovered from the Chidlaw Reef on which all production was based. Erratically distributed gold pockets hosted in the footwall zone of a 3 - 6 m wide quartz reef characterise the mineralisation. The gold exhibits a high-nugget effect and as a consequence the accurate determination of tonnage and grade was difficult. Production was undertaken by overhand shrinkage stoping. Due to its location within a National Park certain environmental constraints were placed on the operators. The principal requirement of planning permission was that processing should take place above ground and not involve chemicals. As a result, an underground mill based on physical separation methods was constructed in response to these environmental constraints. Much of the mine discharge is related to the flow of rainwater through the workings from surface openings on the reefs. Discharge from the underground milling facility was enhanced in various metals, particularly zinc, though was reduced to legally acceptable levels using liming tanks prior to discharge into the River Mawddach. The company was required to monitor and treat all water discharged from the mine before it reached the river. The mine closed in 1999, since which time a tip re-processing has continued as part of an environmental remediation and gold supply program.

Roadheaders were introduced to mining and tunnelling in the early-1960s. Since this period their main field of application has been for roadway drivages in coal mines and for mineral production, for instance in coal, rocksalt, potash and gypsum mines. Their main field of application in tunnelling is in softer and partly friable rock formations, a suitable area for non-blasting excavation. However, in longer tunnel sections excavators with high ripping forces have replaced roadheaders in many situations. The main arguments against roadheaders have been and still are:a sharp increase in excavation cost with increasing rock strength and increasing abrasivity; and greater risks in conditions which have not been, or could not be, investigated to a sufficient extent. These arguments have, to a great extent, restricted practical roadheader application in production mining and in a lot of æstandardÆ tunnel projects. To address these limitations, factors which could make roadheaders attractive for such conditions and could overcome existing technological difficulties have been investigated. Extension of the economic field of application in hard rock was found to be the most important and the most effective step forward.

Excessive use of computers in teaching, especially in self-learning programs, may destroy creativity and initiative. It is essential that engineers remain innovative to develop new technology. Safety legislation may have hindered the Development of mine managers. It may be necessary to develop two distinct streams of mining engineers. One should be biased towards human relations and safety, to 'be a certificated mine manager, and the other should be mathematically based as a high-technology mining engineer who would not necessarily qualify for a certificate of competency without a postgraduate course.
