COAL constitutes such a gigantic item in modern industry, either for direct heating, production of coke for smelting, or for the generation of power, that its quality and price play a very significant part in economic industrial progress. Australia is still a very young country industrially, and is groaning under many disabilities compared with competitors overseas, not the least of which is the quality of coal. Linked with the word "quality" should be that of "utility," for high-ash content prevents efficient utilization of the fuel.The marketing of good quality coal is a very important matter indeed, and if industry in Australia is to progress in the way that it should, this matter must receive keen attention.New South Wales, above all the other Australian States, has been blessed by nature with vast coal-fields, from which fuel is shipped to every State, and provides the base for power for most of our railroads and industries.Experts frequently refer to the fact that in some districts only partial extraction of thick seam coal is being made, without a care or thought for the future. Ranking next in importance to this is the fact that much of the coal is being carelessly marketed.Very few collieries in Australia are equipped with coal-washing plants for dealing more particularly with small coal grading which most industries require, and to which coal producers as a whole pay the least attention. In England each year nearly20,000,000 tons of coal is being water-washed before sale, and is marketed as a fuel of far greater utility once it has been freed from extraneous ash.Investigation proves that a great many pits in New South Wales are marketing coal (more particularly small coal) containing a considerable quantity of extraneous ash, due to the admixture...

Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

Timestudy analysis of mining operations at North Broken Hill Limited has been carried out by dissecting operations into small elemental components, and accurately timing these elements. Over a wide range of observations, this has enabled standard time values to be calculated for all underground work.The application of the standard values is in calculating performances as a measure of work output and Performance Controls are kept on approximately two-thirds of underground employees. Through the Controls it has been possible to stimulate supervisory action to improve low performance, and to reduce delays and lost time.The values are used to calculate contract" prices, and anomalies in previous prices have been adjusted on work values and not on arbitrary standards. In out-of-the-ordinary circumstances, the request for a timestudy investigation has been made by both operatives and foremen, and the contract set following the timestudy analysis has been to the satisfaction of both parties.The range of values enables contracts to be applied to work which was previously performed on a day basis, resulting in improved performance.A natural corollary of timestudy is the analysis of methods, and in some cases method improvements have been introduced.It is anticipated that further investigations will be made on methods.INTRODUCTIONIn 1953, a Timestudy analysis of mining operations at North Broken Hill Limited was commenced under the guidance of management consultants. Its aim was, to determine standard time values for specific operations, which would provide management with a measure of productivity beyond the existing measures of tons or feet of advance, and also to determine whether increased output was available under existing operating conditions.

In exchange for issuing minerals rights from the Crown Mineral Estate to explorers and miners, the Crown expects a æfair returnÆ on this investment, ultimately for the benefit of all New Zealanders. In the case of mining permits, this return is in the form of a tangible asset û royalties from mining activities. But for exploration activity, the return sought by the Crown is an intangible asset û information. The information obtained serves three purposes û in helping Crown Minerals to set work programme conditions during permit allocation, for monitoring the performance of permit holders in accordance with permit conditions, and for archiving and making available for future interested explorers and other parties. Difficulties can arise during the allocation and monitoring process when either party has more information than the other that is not shared. To date not enough emphasis has been placed on the intrinsic value and content of the information generated by explorers and the importance this information can have in the exploration process leading to new mineral discoveries. For attracting exploration investment, the quality and availability of such information, combined with other geoscientific data, is a fundamental determinant for potential explorers when choosing to explore in a global market, and strongly defines the mineral prospectivity for a country. This is something the Australian States and other jurisdictions seeking mineral investment learnt long ago, and who now provide substantial amounts of cheaply or freely available packaged geoscientific datasets, increasingly over the Internet. To have a vibrant mineral exploration industry so that the benefits from the mineral estate can be realised for all New Zealanders, a shift in emphasis to the value of its mineral information base itself is required. Such an approach is befitting of a true Knowledge Economy, and would enable the Crown to make better-informed decisions regarding utilisation of its natural resources.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

The rapid development of geometallurgy in the mining industry has occurred in relatively recent times. Its importance as an independent discipline in the mineral processing world has been emphasised and recognised. To a large degree, this is the result of a growing understanding of the ore type being processed and their application to provide better metallurgical responses in different mineral processing techniques. The development has matured from early progress through to geological knowledge and into the realm of the metallurgist and mining engineer. Working together, they have developed a powerful framework that will interpret a body of mineralisation into measurable properties.The integration of geometallurgy and operations has become of increasingly important due to improvement in understanding of an orebody as a natural system formed by a number of processes and with a definite fabric of mineralisation within different geological domain. These have to be taken into account when creating techniques that will enable operations to extract the valuable components from a distinct type of ore. Incorporation of such knowledge at an early stage of development, such as the feasibility stage significantly reduces the project risk.This paper is written from the unique perspective of a process engineer embedded within a geological team. The AJ Parker Cooperative Research Centre for Hydrometallurgy carries out research on behalf of, and in collaboration with, the Australian mining industry. As might be expected, much of its research is directed towards improving the efficiency of alumina and gold processing plants. However, the Centre also carries out research of relevance to base and other metal producers. A key element in its work is the successful transfer of its technology to the companies with which it is working. In general, this is achieved in the following five steps:definition of the problem through discussions with the company commissioning the research; execution of the research; assessment of the research findings; testing of the research findings by pilot plant or on-site trials; and implementation of the results on the full-scale. This pattern is exemplified by the work carried out by the Centre to improve the performance of gravity thickeners which are used throughout the minerals industry for solid-liquid separation. The research has focussed mainly on ways to optimise the use of flocculants (long chain polymers) to enhance thickener performance. It has been shown that the way the flocculant is mixed with the slurry is of profound importance. Computational fluid dynamics modelling of the feedwell region of thickeners and laboratory and plant flocculation studies have been used to determine better ways to contact the flocculant with the feed slurry. Implementation of these and other findings on the full-scale confirmed that improvements in thickener performance were indeed possible. As a result of this AMIRA funded thickener technology work, there have been considerable savings to a number of Australian mineral processing companies, through improved operation, higher throughputs and flocculant savings.

Several logging methods are presently available to the oil industry for the evaluation of formation porosity: the Sonic and Neutron logs are already widely used, the Gamma-Ganmia log is being progressively introduced. The readings of these instruments are primarily a function of the rack-porosity, hence the general term of "porosity tools". Apart from porosity, however, other variables such as type of fluid in the pores, nature of matrix and degree of shaliness have an important influence.The response of each device is a different function of such parameters: therefore, a cci bination of porosity tools can lead to information on these variables in addition to the evaluation of effective porosity.For example, the presence of gas; rather than water or oil, in a formation which is not deeply invaded, will tend to give Neutron derived porosity values which are too 'low; on the other hand, the Sonic derived porosity: value will be too high in such- a case. For the same porosity, the Sonic gives a longer transit time in sandstone than limestone, whereas in the low porosity range, the Neutron will read more counts per second in a sandstone than in a limestone of the same porosity. The presence of shale also affects the readings of the various porosity tools in different ways so that the combination of two or more methods may lead, in some cases; to an evaluation of both the-effective porosity and the shale, content.In conclusion, it may be said that the various porosity tools pre-sently available, are, to a large extent, complementary, and that in many problems the use of two porosity tools, instead of one, is very likely to bring valuable additional information.

Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

The Ok Tedi copper and gold mine is owned and operated by Ok Tedi Mining Limited (OTML) and is located in the Star Mountains of the Western Province of Papua New Guinea. Waste materials (both sulfidic and carbonate materials) from mining operations, comprising 55 Mt of waste rock and 31 Mt of tailings per annum, are discharged into the headwaters of mine area creeks where erosion and sediment transport carries significant proportions of the total waste into the Ok Tedi and Fly River systems. The tailings are potentially acid forming (PAF) while the waste rock has been strongly acid consuming with an excess of acid neutralising capacity (ANC) due to the high proportion of limestone waste. Tailings and waste rock are eroded into the river system and transported to the lower Ok Tedi and floodplains where deposition takes place. Because of concern due to vegetation die back, a dredging operation commenced in March 1998 to remove the sand fraction from the main river channel. OTML identified a potential future ARD risk from the stockpiled sands due to reduce limestone production at the mine and sulfide/carbonate mineral segregation in the river system and in the dredge sand stockpiles. This paper describes the structure and framework of an empirical model developed to assist OTML in planning ongoing mining operations to control ARD. Modelling identified the need to provide additional mined limestone to prevent future ARD generation from material deposited in the mine area creeks. With the additional limestone, the ARD risk in waste rock storage areas and in the Ok Tedi and Fly River sediments is predicted to remain low due to the combined effects of high ANC, high alkalinity of natural waters and high moisture contents (mostly fully water saturated). However, monitoring and modelling indicate that the ARD risk from the stockpiled sands will increase substantially during the remaining years of the operation. OTML have initiated programs to identify and evaluate options to mitigate this risk.

Analcime-bearing rocks are one of the varieties of raw zeolite material, although the characteristics of analcime are not as good as other kinds of zeolites such as clinoptilolite or mordenite. However, some fields of application of analcime-bearing rock have been found, eg a method of water purification has been developed and patented. Analcime-bearing rocks are rather widespread in the Timan region of the Komi Republic of the Russian Federation. They are represented by Upper Permian siltstones and mudstones. The analcime-bearing rocks have the following mineral composition (per cent): clay minerals (50 - 70 per cent), quartz (ten to 30 per cent), analcime (one to 30 per cent), feldspars (two to ten per cent), carbonates (two to five per cent) and pyroclastic material. Analcime aggregates encrust cavities and infill microfissures in rock. Both microcrystalline (crystals <0.01 mm in size) and medium-crystalline (~0.5 mm) aggregates are observed. The mechanical, gravitational, magnetic, sorption and ion-exchange properties of analcime-bearing rocks have been studied. They are characterised by a high index of grindability and a low index of abradability and crush resistance, low values of the benzol-based pore volume and toluene-based specific surface area, and a medium porosity value. The magnesium based ion-exchange capacity (IEC) ranges from 28.7 to 196 mg+equiv/100 g. Analcime-bearing rocks of the Timan region are characterised by low beneficiation potential. Preliminary ultrasonic treatment of the analcime- bearing rocks is efficient for the destruction of intergrowths along their boundaries and production of free analcime aggregates. The proposed beneficiation procedure yields 95 per cent analcime concentrate. In the Komi Republic, analcime-bearing rocks are utilised in agriculture. They are also used for domestic needs (eg as biotoilets for domestic animals) and the solution of ecological problems (regeneration of soil polluted by oil). We have completed experiments on the purification of potable and industrial water using analcime-bearing rock subjected to thermal treatment. The experiments demonstrated that it was possible to decrease water colouration by 20 per cent, turbidity by 79 per cent, permanganate oxidation by 30 per cent and total iron content by 70 per cent.

The design of entrainment control processes in copper SX plants has been studied by use of models based on achievable plant performance. A number of alternatives have been assessed for their suitability in minimising the transfer of deleterious species from PLS into the electrolyte. The position of the wash (scrub) stage in the circuit, either before or after the loaded organic tank, has been the subject of considerable debate. The modelling shows that at ænormalÆ entrainment levels, the performance of the circuits are very similar. However at high entrainment levels the selection of the wash after the loaded organic storage has significantly lower transfer of contaminants. When considering the inclusion of a loaded organic coalescer the results of the modelling again show that the best circuit has the loaded organic storage/coalescer before the wash stage. The overall control of EW contaminants includes both a wash stage and an EW bleed flow. The total water use for these two flows is shown to go through an absolute minimum. The minimum flow rate is not greatly dependant on the total entrainment from the SX settlers. This can be a useful operating strategy if the quantity of high quality water for make up is limited by the capacity of the water treatment plant (eg RO). However the minimum cost option is to maximise the flow of water to the wash stage and minimise the EW bleed stream. The main driver for this is the cost of the cobalt sulphate contained in the electrolyte. Some results from the latest circuit modifications at the Nifty and Girilambone Copper Projects are presented to confirm the benefits of using both coalescing systems and a wash stage. The EW bleed has been reduced to a level that is less than the loss internally in the SX stage to stage entrainment. There has been an occasional need to add chloride to the EW to maintain sufficient concentration to act as a growth modifier.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. IN the ordinary course of treatment of pyritic ores or concentrates, whether for the recovery of copper, tin, gold, or any other contents, the removal of some or all of the sulphur contents is almost invariably the first step. The practice is to roast the ore in a current of air so that the sulphur is oxidized to sulphur dioxide and the metal constituents are changed from sulphides to oxides. If it is feasible to produce sulphuric acid in conjunction with the treatment process, the sulphur can be usefully employed; but if this is not possible, then the sulphur contents not only become a dead loss, but tend to be a nuisance as well in the surrounding neighbourhood.The problem of avoiding this disadvantage and making economic use of the sulphur has had attention from the early days of scientific metallurgy, and in the past few years very special efforts have been made both to drive part of the sulphur as such from pyrites and recover it, and to replace the sulphur in the S02 by carbon, with the production of carbon dioxide and precipitation of the sulphur. So far economic success does not appear to have crowned these efforts. In the case of pyrites, of the two atoms of sulphur which go to make the FeS2, the first is very lightly held. Dissociation is effected by heat alone at a temperature which is given by Peters as 5160 C.Now, sulphur and hydrogen will unite or burn together, with the production of sulphuretted hydrogen. It occurred to the writer that, if hydrogen was passed over pyrites heated to the above temperature, this first atom would be snatched away by the hydrogen, and could possibly be economically recovered.The first step consisted of some simple laboratory experiments. From these it was found that this first atom was readily removed, and that the extraction was practically complete. Further, the reaction took place at a low temperature, a dull red heat being sufficient.

The Kalahari Manganese Deposit in South Africa accounts for 80 per cent of the worldÆs land-based mineable Mn reserves. Although the ores are primarily mined for export, South Africa is the worldÆs third largest producer of ferromanganese and ferrosilicomanganese alloy, both of which are derived from the smelting of these ores. Mineralogical analysis has traditionally been forsaken for bulk chemical assaying in quality control of smelter feeds, principally because quantitative data could not be easily produced. Yet, mineralogy plays a vital role in determining smelting behaviour, which in turn has economic implications when aspects such as energy and reductant consumption are considered. Smelting is an endothermic process, and the amount of energy input required is dependent on the minerals present in the ore, as well as their relative proportions. Further, knowing the bulk Mn oxidation state in the ores allows for calculation of the amount of oxygen that must be driven off to produce alloy, and hence the amount of reductant required. Additionally, certain minerals can be correlated with potentially deleterious elements, so that ore mineralogy can indicate penalty element distribution. Mineral abundance analysis was conducted on ores from the Kalahari Manganese Deposit using quantitative X-ray powder diffraction. Rietveld refinement using a fundamental parameters approach was applied to micronised ore samples. The mineral percentages obtained were validated using mineral chemical data together with bulk major element data derived from ICP-OES. Bulk oxidation state partitioning was then carried out knowing the Mn valence in the minerals. The results show potential for implementation of the proposed method on a smelting plant, where ore blending could be then implemented to achieve consistent feed compositions to smelters. Selective mining could also be undertaken to obtain desirable ore compositions for domestic or international markets.

In recent years, computational fluid dynamic (CFD) modelling of mechanically stirred flotation cells has been used to study the complexity of the flow within the cells. In CFD modelling, the flotation cell is discretised into individual finite volumes where local values of flow properties are calculated. The flotation effect is studied as three subprocesses including collision, attachment and detachment. In the present work, these subprocesses are modelled in a laboratory flotation cell. The flotation kinetics involving a population balance for particles in a semi-batch process has been developed. From turbulent collision models, the local rates of bubble-particle encounters have been estimated from the local turbulent velocities. The probabilities of collision, adhesion and stabilisation have been calculated at each location in the flotation cell. The net rate of attachment, after accounting for detachments, has been used in the kinetic model involving transient CFD simulations with removal of bubble-particle aggregates to the froth layer. Comparison of the predicted fraction of particles remaining in the cell and the fraction of free particles to the total number of particles remaining in the cell indicates that the particle recovery rate to the pulp-froth interface is much slower than the net attachment rates. For the case studied, the results indicate that the bubbles are loaded with particles quite quickly, and that the bubble surface area flux is the limiting factor in the recovery rate at the froth interface. This explains why the relationship between flotation rate and bubble surface area flux is generally used as a criterion for designing flotation cells. The predicted flotation rate constants also indicate that fine and large particles do not float as well as intermediate sized particles of 120 - 240 ¦m range. This is consistent with the flotation recovery generally observed in flotation practice. The magnitude of the flotation rate constants obtained by CFD modelling indicates that transport rates of the bubble-particle aggregates to the froth layer contribute quite significantly to the overall flotation rate and this is likely to be the case especially in plant-scale equipment.

Many hydrometallurgical and chemical processes produce large amounts of acid waste. This is illustrated by the copper S/X-E/W process used at the Mount Gordon mine in North Queensland, which produces a tank house bleed in the form of a concentrated sulphuric acid stream. The bleed stream is necessary to remove impurities such as iron that decrease the efficiency of the electrowinning process. However, this bleed stream comes at a high financial cost due to large quantities of make up sulphuric acid required as well as the need to neutralise the bleed stream prior to disposal. The present work describes the approach taken to develop a solvent extraction process for the selective recovery of sulphuric acid from copper tank house bleed liquor. The proposed extraction system was investigated using a branched long chain aliphatic tertiary amine tris(2-ethylhexyl)amine (TEHA) as the extractant, Shellsol 2046 as the diluent and octanol as a modifier. Computer simulations were used to determine the optimum operating conditions for the recovery process. It was found that the process was able to selectively recover up to 90 per cent of the sulphuric acid from the copper electrolyte. This is recovered as a pure aqueous acid stream at a concentration of up to 130 g/L that can be recycled back into the tank house circuit or other areas of the process. The raffinate acid concentration was reduced from 180 g/L to as low as 18 g/L, significantly reducing waste disposal and the environmental impact of the copper process. The equilibrium data and simulation results were also compared with an alternative extractant, CYANEXR 923. Finally the efficiency of the TEHA extraction system was investigated on a pilot-scale in a pulsed perforated plate column. This information was used in order to scale the process for an industrial application. The same methodology applied in this case study could be used to provide innovative and cost-effective solutions to waste streams encountered in other hydrometallurgical or chemical processes.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.
