Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia's geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. The prime objective of geometallurgy is to improve the profitability of mines through the use of spatial models of rock properties that have a significant impact on value. Although a key property is the grade of the component of interest, because it directly influences the revenue from saleable material, increasingly attention is being focused on other attributes. These 'non-grade' variables may have a less direct, but equally profound impact on value, either by reducing potential revenue (eg lowering recovery, deleterious elements, etc) or increasing mining or treatment costs (eg comminution, grindability, throughput, reagent use, etc). Collectively, these variables have been described as 'geometallurgical'. There are three main areas of activity required to realise the value of geometallurgy: 1. acquisition of appropriate data through sampling and measurement, 2. building spatial models of geometallurgical variables, and 3. using these models to optimise value. Each of these is built on the foundation of the preceding step. In building reliable spatial models, it is critical that the amount of error introduced to data by the sampling and measurement processes is understood and quantified, in order that the inherent variability of the component of interest can also be properly understood. Management of the quality of grade variables is now applied (with different levels of diligence and success) across nearly all sectors of the mining industry, not least because of the necessity to adhere to Codes of practice (eg JORC, 2004). The necessity for quality management and at least the broad framework of what to do in practice is reasonably understood by many relevant professionals. There are also a number of tools, including software products, statistical analyses and presentation formats, available for those managing grade data. It is also abundantly clear, that in many cases people have little understanding of why they are doing particular quality control activities, or how to sensibly interpret the results. The same is not true for many geometallurgical variables. In almost all instances the authors have seen, the magnitude of sampling and analytical/measurement error variance embedded in geometallurgical test data is untested and unknown. This is partly because until relatively recently, metallurgical data has mainly been collected for the purpose of process and mill design, with few, expensive tests carried out on 'average' samples of the orebody. Increasingly however, there is a move towards collection of much larger data sets from spatially distributed sampling, and thus a growing necessity to understand the errors inherent in both sampling and analysis of these types of variables, and how to manage them. In order to understand how the quality management practices applied to grade variables can be extended to geometallurgical variables, it is essential to understand the theoretical foundation that supports these practices. This requires an analysis of the concepts that underpin the 'principles of additivity' (Matheron, 1963), the 'theory of sampling' (Gy, 1982, Pitard, 1993), and 'statistical process control' (Shewhart, 1930). Relevant concepts are then integrated to form a foundation to develop methods to improve the quality management of geometallurgical variables. Application of this framework will significantly increase the integrity of geometallurgical data, the reliability of geometallurgical models and ultimately the value derived from implementing geometallurgy. A rotating magnetic field can be produced in a magnetic separator by using a magnet rotor fitted with alternate north-south magnetic poles, similar to the rotors currently used in modern eddy current separators. Rotation of the magnetic field causes ferromagnetic particles to rotate during magnetic separation. The particle rotation can then be used simply to remove entrapment during a conventional attraction magnetic separation (RMF lift separation), or it can be used to roll particles away from non-rotating particles, and to move them out of the separator under their own rotation (RMF rotation separation). RMF (rotating magnetic field) separation is a separation for ferromagnetic particles. These particles have a very ordered magnetism that is locked into directions of easy magnetisation in the crystal. As a result, if the external field rotates, the particles attempt to rotate with it. RMF separation uses this fact to rotate the ferromagnetic particles in a rotating field. In contrast, paramagnetic particles have a magnetism that can point in any direction with almost equal ease, and these will not rotate in a rotating field. By making use of this difference in magnetic properties, RMF rotation separation can separate ferromagnetic particles from paramagnetic, even when the particles have similar susceptibilities. Some particles such as both chrome spinel and ilmenite can contain ferromagnetic regions within a paramagnetic matrix. These ferromagnetic regions can vary from very small regions dispersed throughout the crystal, through thin lamellae, to larger more bulky regions. Although most natural ilmenite is ferromagnetic and generally has a higher magnetic susceptibility than paramagnetic chrome spinel, the susceptibility ranges for the two minerals overlap considerably (Allen, 2000a) due to the presence of these ferromagnetic elements, frequently making the conventional magnetic separation of these two minerals impractical. It is known that roasting a mixture of ilmenite and chrome spinel particles increases the magnetic susceptibility of the ilmenite while leaving the spinel susceptibility substantially unchanged. This makes the use of conventional (susceptibility attraction) magnetic separation more practical for the separation of these two minerals. However, very little is known about the effects of roasting on the response of ilmenite and spinel particles to a rotating magnetic field. For example, although the optimal ilmenite roasting conditions for conventional magnetic separation are quite well established such conditions may or may not be optimal for RMF rotation separation. Low intensity conventional magnetic separation on the basis of magnetic susceptibility can be made more accurate if it is carried out in a rotating field, because the rapid spinning of the separating particles prevents the formation of magnetic flocs, and reduces entrapment and entrainment. Medium intensity RMF rotation-only separation (no attraction component) has the ability to separate rotating (ferromagnetic) from non-rotating (paramagnetic) particles, irrespective of their relative magnetic susceptibilities. RMF rotation separation is of particular interest in this case because ilmenite particles generally rotate much better than the mainly paramagnetic chrome spinel particles, and roasting could enhance this difference further. The aim of this series of tests on a number of Australian ilmenites was to compare some different oxidising and reducing roast methods and to establish whether the use of RMF rotation separation improves the chrome spinel rejection.

The authors describe two stratiform intrusions within a two miles thick ophiolite belt, one of the many ophiolite (serpentine) belts of the eugeosynclinal sequences of the Kalgoorlie System (metamorphic age c.2700 million years). Unusually good evidence of gravitational differentiation involving cumulates for an Alpine type peridotite-gabbro intrusion has been obtained, in spite of modifications of the original igneous rocks imposed by regional metamorphism. Unmetamorphosed relics of cumulate rocks are a surprising feature of this occurIfence.'fhe differentiation process reflected in the layered sequences is compared to that of the Stillwater Intrusion, Montana. Phase, cryptic and rhythmic layering are recognized. The economic significance of this study lies not only in the possibility of nickel mineralization in this ophiolite belt, but also in that much detailed information on the nature of these belts, which is difficult to obtain in the case of the more altered and sheared rocks of the belts carrying gold and nickel ore deposits nearby, is gathered from the Yilmia occurrences.

Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

The Round Hill gold-scheelite deposit is located three kilometres from Macraes Flat and approximately 60 kilometres due north of Dunedin, New Zealand. A mining feasibility study is currently being undertaken on the deposit by BHP Minerals (New Zealand) Limited, who are the managers and operators of a Joint Venture with Home Reef Mining Limited. BHP has a 70 per cent equity in the project area.

The sulphides can be arranged in a series determined by the relative amounts of ionic and covalent bonding present. This series is similar to the paragenetic series common to most sulphide ore deposits. Investigation of the surface tensions of the corresponding heavy metal iodides by the maximum bubble pressure method throws some light upon this relationship. It is shown that the surface tension of molten iodides decreases as the chemical bonding within them becomes more covalent. These results are interpreted in terms of the constitution of the melts, and are extended to cover the case of sulphides in solution in a silicate melt. It is concluded that sulphides tend to lower the surface tension of silicate melts and that this tendency becomes greater as the bonding within the dissolved sulphide groups becomes more covalent. A possible relationship between this conclusion and the origin of paragenesis in sulphide ore deposits is indicated.INTRODUCTIONIt is well known that the order of deposition, or paragenesis of sulphide minerals is remarkably similar in hypogene ore deposits throughout the world. This widespread similarity points towards the operation of some fundamental process which must be intimately connected with -the genesis of these ores. This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

The title of this address was selected before I had an opportunity to consider in detail the matters that I would like to discuss. Accordingly, I chose a very broad subject-so broad indeed that it would be foolhardy for me to attempt to deal with more than a few aspects of it. I do not propose to touch. at all on the developments to date of our mining and metallurgical enterprises, beyond paying a sincere tribute'to the skill and enterprise of those who have established an international reputation for Australian mining and metallurgy. I would rather look ahead and discuss certain factors that will play a decisive part in the future development of our mineral resources. I do this in no dogmatic spirit, and I hope that my remarks may lead to discussions which will stimulate action where it is needed.In recent years my colleagues and I have been forced by circumstances to give consideration to problems in the fields of mining and geology, and in process metallurgy, which lie outside the scope of our own research work. People come to us with metallurgical problems because they know of no more appropriate place to go, and it is distressing to have to inform them that it is nobody's job to offer them advice and assistance. I want to suggest to your Institute that it should press strongly for the provision of properresearch facilities for the mining and metallurgical industries, such as aready exist in most enlightened countries. In such countries, those connected with the development of mineral resources are able to obtain information and advice from Geological Surveys, Mines Departments or Bureaux of Mines, which offer far more comprehensive services than are available in this country.Before discussing specific technical problems of the mining and minerals industries, I shall enunciate certain general principles that I believe should be followed in respect to the technical side of the development of all Australian industries. The problem can, I suggest, be considered in three parts-technical education production, and research. I shall confine my remarks mostly to the research aspect, for it is with this that I am most familiar.For the efficient development of any industry in Australia, it is essential firstly that We should learn what is going on abroad, and secondly that we should simultaneously conduct independent research. Currently, Kanieri Gold Dredging Limited operates the only large scale gold dredging operation in New Zealand. It dredges a claim in the Taramakau River using the bucket dredge 'Kanieri'. This dredge, a 'Yuba' type, was designed and built in the 1930s. On the current claim it works about 12 hectares of ground a year. Because of its design, the tailings from the 'Kanieri' make land restoration difficult. This was unimportant until it commenced its new claim ML-32-310 in 1978. The conditions, attached to this licence required it to restore the land for afforestation, the designated use fur the Crown land being mined. With the company planning to work future claims on the Grey River, it decided to undertake restoration work on the Taramakau to demonstrate its capability of establishing pasture land on tailings, a more difficult task than restoring the land for afforestation. After two years and the restoration of two blocks totalling 22 hectares, reasonable pasture establishment has been achieved. Much has been learned to date and further refinement of the techniques used will take place over the next two years. The quality of the tailings produced has improved as a result of the limited modifications possible on the existing dredge. This has been significant in achieving better results. The knowledge gained will be taken into account in future dredge design. Both the Company and its Consultant are confident of achieving satisfactory restoration of dredge tailings for pasture land.

THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. Only one additional bore was sunk in the State Coal Mine area until 1908, when energetic boring was resumed, with the result that in November, 1909, when an acute shortage of black coal in Victoria resulted from the prolonged strike on the New South Wales coal-fields, coal-seams had been located at Wonthaggi offering sufficient inducement to start an...

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

Refractory gold ores have been the subject of intensive metallurgical study in order to achieve more efficient recovery of contained values and at the same time to minimise environmental impact. Considerable innovative gold processing technology was introduced in New Zealand last century, the most notable being the first successful commercialisation of the cyanidation process by the Crown Mines Company at Karangahake in 1889. The Karangahake gold-silver deposit was second only +to the Waihi Martha mine in total bullion production from the region with active mining from 1882 until about 1920 and sporadic production between 1930 and 1944. Reevaluation at Karangahake with associated metallurgical testing has continued since that time becoming particularly active in the last decade as a result of increasing gold prices. Gold processing technology is reviewed and results of some recent test work are presented and discussed in the context of Karangahake history and future development possibilities. This work confirms the variability and complexity of the Karangahake deposit both mineralogically and metallurgically and suggests flotation followed by new and innovative smelting is the most appropriate processing route for the recovery of gold from the high grade ore which could be produced from the Karangahake workings in moderate tonnages.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject.
