Due to highly competitive international coal markets, Stockton mine is bound to produce very high quality coals consistently if it is to maintain and expand its market share. The nature of the deposit is such that coals from various source pits are blended in differing proportions to meet the various coal quality specifications of the customer. The complexity arises due to quality variation within the seam both horizontally and vertically and the fact that up to six different products with completely different quality specifications may have to be produced. With increasing demand for this rare product and with CoalCorp eager to meet this demand comes the requirement for computer methods to handle this highly complex problem of both modelling and scheduling.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

At last year's. annual meeting of The Institute, Sir George Fisher, as President, compared it somewhat nostalgically with a meeting of its kind in the 1920s when comment was expressed on the decline of Australianmining and on the lack of new mineral discoveries.I feel that tonight's annual meeting is even more an occasion for nostalgia, for it represents the seventy-fifth anniversary of the founding of The Australasian Institute of Mining and Metallurgy. I hope, therefore, that I may be allowed to retrace some of the circumstances of this Institute's origin and at the same time to look at some of the broader happenings of those 75 years.From this distance in time it is, of course, much easier to get things in perspective and one of the things that compels enormous admiration in looking back over the history of our Institute is to note the qualities of foresight and keen concern for professional standards which moved the pioneers in this Institute. They had no benefit of hindsight to aid them.Just over 75 years ago, a small group of men met in Broken Hill to discus.s the possibilities of forming an association of mining engineers. The moving spirit was Uriah Dudley, our first secretary, manager of the Umberumberka mine at Silverton. The first formal move to form an association of mining engineers came from the Amalgamated Mining Managers Association of Australasia. At the time, this association was a fairly new group, being 5 years old.It had been formed to try to raise the standard of management throughout the industry. Uriah Dudley and our first provisional president, John Howell, held their first talks in 1891 and further meetings at Broken Hill followed. The inaugural meeting, attended by 200 members, was held in Adelaide in April, 1893.

Lower greenschist quartzo-feldspathic schists within the N-S trending Earnslaw Synform of the Upper Wakatipu area are pervaded by late-stage quartz filled extensional and extensional shear fractures, with quartz-scheelite lodes infilling normal faults. Exposed veins/lodes mapped over at least 1000 km2 define a paleoflow system developed during late metamorphic exhumation of the schist. Both veins and lodes have consistent angular relationships to the schist foliation independent of their location on the Earnslaw synform. Unfolding the synform leads to a regional subhorizontal foliation and a systematic set of subvertical quartz veins striking NNW extending over a depth interval >5 km, striking parallel to a set of normal faults hosting the quartz-scheelite lodes. The structures define an extensional regime with s1 sub-vertical, s3 oriented WSW-ENE, a low differential stress, and suprahydrostatic fluid pressures.   The quartz-scheelite lodes (<2 m thick) occupy faults which cross-cut the quartz veins, and are traceable for a few hundred metres, at most. The lodes consist of laminated and/or massive quartz, slivers of crushed and folded schist, random and discontinuous lenses of scheelite with clay selvages separating the lode from relatively undisturbed wallrock schist. Textural evidence suggests that slip developed incrementally with total displacement on faults during lode formation on the order of a few ten's of metres.   The distribution of Glenorchy veins demonstrates broad scale hydrothermal flow through low-permeability schist, channelled within dilatant mesh style structures comprising interconnected shear and extension fractures. Flow through the lodes was likely derived from the greater surrounding area via the interlinked network of fractures and focused into the low displacement shears. Available evidence suggests the system developed together in a uniform extensional stress regime toward the bottom half of the seismogenic regime.

Waitemata Tectonic Event(25 Ma ago) created a subduction system from the northeast of Northland, causing: (1) the emplacement of the Northland Allochthon (24-23 Ma) which provided argillaceous limestone and serpentine to Northland, and minor copper to both there and East Cape (located off Northland then); and (2) Northland volcanism (from 22 Ma), which lacked economic mineralisation. The Kiwitahi Tectonic Event (1714 Ma) caused: (1) a realignment of volcanism - from coastal western Northland, to west of the Hauraki Plains (Kiwitahi); (2) a start to the migration southwards from Northland of (a) the Alpine Fault System towards Marlborough today, (b) subduction towards Cook Strait, and (c) volcanism towards Taranaki-to-Bay of Plenty (initially through Coromandel, Kiwitahi, and offshore west coast); and (3) a start to rhyolitic volcanism & associated hydrothermal activity. The latter caused epithermal mineralisation, providing in Coromandel the best known North Island metalliferous deposits. Andesitic volcanism has been active in both of these two contrasting, subequal belts since 22 Ma. Rhyolitic volcanism and hydrothermal activity was wholly restricted to the eastern Marshall Belt, with an abrupt limit to economic mineralisation at the Volcanic Divide (within Hauraki Plains) and a major change there to basaltic volcanism of the western Searle Belt. The Kaimai Tectonic Event (5-1.5 Ma) caused: (1) a temporary reversal in volcanic migration in the Searle Belt, and a duplication of rhyolitic & hydrothermal activity at Waihi (Marshall Belt); (2) the rotational rifting of both the Central Volcanic Region (by 30¦) and the Hauraki Rift (10¦), causing major curvature of the North Island and New Zealand, and the transfer of the offshore subduction system from Coromandel to East Coast; and (3) an effective end to Coromandel mineralisation. Post-Kaimai Volcanism (1.5-0 Ma) included: (1) andesitic volcanism in the Searle Belt, yielding the western coastal titanomagnetite deposits; and (2) andesitic, and rhyolitic & hydrothermal activity in the Marshall Belt - the latter providing geothermal energy, sulphur, and pumice/perlite deposits. Post-Subduction (Intraplate) Volcanism (10-0 Ma) developed in a steadily expanding northwest region of relative tectonic quiescence, as subduction and its volcanism migrated southwards. Intraplate volcanism was predominantly basaltic, providing excellent aggregate; but less common rhyolitic & hydrothermal activity provided geothermal potential and mercury at Ngawha and at Puhipuhi, and halloysitic clays of extreme brightness elsewhere in Northland. This volcanism has reached as far SE as Mayor Island, providing an early New Zealand mineral resource - obsidian.

Variograms can be powerful tools for the analysis and control of process streams and their sampling. Their uses and proper utilisation have been described somewhat unclearly to date, and their limitations and precautions of use are too rarely mentioned. The general meaning and properties of the variogram tool and its use in geostatistics are therefore reviewed in details to derive a critical view of its proper use for process control: what to expect from it and what it cannot deliver and which uses are illusory or potentially misleading. The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

Comminution within rod mills has been investigated by use of a matrix analysis of breakage processes. A parameter, the number of breakage stages, has been introduced and comminution within all rod mills has been expressed in terms of the number of grinding stages and a function which describes the feed rate, mill diameter, and mill speed. The effect of variation in feed rate, feed sizing analysis and mill speed on the number of breakage stages is discussed, but no general relation is proposed because more study is needed.INTRODUCTIONRod mills are normally used as the first unit of multi-unit systems for the grinding of metalliferous ores and the cost of operating rod mills may be considerable. For both economic and metallurgical reasons, it is therefore necessary that the mills should be operated efficiently and that a knowledge of the mechanism of the size reduction process within rod mills should be as complete as possible. The Morning Star mine is one of numerous historically mined gold-quartz lodes in the Preservation Inlet goldfield of southwest Fiordland. The mine is hosted in Early Ordovician metasedimentary rocks that are composed predominantly of psammitic and pelitic lithologies. These rocks still contain their primary depositional features and are characterised by upper greenschist facies metamorphic grade.   The Morning Star mine lies on the eastern limb of a gently south plunging anticline. A bedding parallel fault-vein and an associated network of minor quartz veins hosts mineralisation. The main fault-vein structure strikes N-NW, dips steeply (~60¦) W, has a strike length of ~350 m, a vertical extent of ~170 m and is up to 2 m in thickness. The internal structure of the fault-vein consists of laminated quartz, massive and fibrous quartz, and silicified breccias/cataclasites. Gold is typically coarse grained (~1 - 2 mm) and associated with pyrite, arsenopyrite, chalcopyrite, tetrahedrite and galena. The geometry of the Morning Star mine is similar in form to that of a saddle reef. Gold-quartz lodes in the Preservation Inlet goldfield are comparable in geometry and host rock to their offset equivalents in the Golden Blocks field of NW Nelson.

A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of the cementation of cadmium, lead, and silver from dilute aqueous solutions. This work is an extension of studies carried out on the Cu-Zn and Cu-Fe systems for which the reaction rate was found to be completely solution phase mass transfer controlled.When the amount of material deposited was greater than 0·2 to 0·4 mg/cm2 there was an apparent enhancement in rate which is attributed to the formation of a roughened deposit. This same phenomenon was observed in the Cu-Zn and Cu-Fe systems. Again, the rate of reaction of each system investigated was found to be solution-phase mass transfer controlled.

The paper outlines events at the Collinsville State Coal Mine, Queensland, leading to the practice of full face multiple shotfiring in bord and pillar development places. The 1954 disaster is referred to, and factors involved in simultaneous shotfiring in coal are discussed. Promising preliminary multiple shotfiring tests at the Colliery are described, as well as the resulting routine measures adopted, and the changes involved. The subsequent inducing of two outbursts under safe conditions by remote multiple shotfiring is given as justification for the changes made.INTRODUCTIONFollowing a disastrous instantaneous outburst (1.0.) of coal and gas at the Collinsville State Coal Mine in 1954, the necessity for inducer shotfiring for the control of possible further outbursts was established. However this mine, immediately classified as gassy after the 1954 outburst, is subject to the general restrictions pertaining to gassy mines which at present preclude the use of inducer shotfiring due particularly to the non-existence of a permitted exploder for more than six shots, and further, because permitted multipleexploders are not designed for remote firing through long lengths of cable. This situation was met by arresting or reducing progress in the production places, thereby reducing the danger of outbursts while means were being considered to achieve overall maximum safety.In August 1957 two full faces were successfully blasted in experimental simultaneous rounds. The size by size batch flotation behaviour of copper activated sphalerite from synthetic mixtures with quartz was determined. In terms of recovery of sphalerite, the size fractions could be grouped into coarse, intermediate, and fine ranges. The behaviour of the coarse and fine ranges was significantly poorer than that of the intermediate range in both the extent and rate of flotation.Each size fraction had a fast and a slow floating component.The main effect of changing the copper sulphate addition was to alter the proportion of any size fraction which was fast floating. No correlation could be found, between the amount of copper on the spha:lerite andeither the flotation rate of the mineral or the amount of copper added to the system. It was found that fine particles did not appear to consume greatly disproportionate amounts of copper sulphate during conditioning. A modified conditioning procedure was found to lead to a higher rate of flotation and recovery of coarse sphalerite and to make poss1ble substantial savings of copper sulphate.

It is a pleasure and a privilege to be with you for the Annual Conference of The Australasian Institute of Mining and Metallurgy.The inaugural meeting of The Institute was held in Adelaide in April, 1893. Through the kindness of your President, who passed on to me several publications concerning The Institutute I have been able to glance back over the eighty years in which The Institute has served both the profession and Australia.In that record, many names of great distinction caught my eyes. When one reads the list of past presidents of the The Institute since 1893 and the list of those to whom The Institute Medal has been awarded, one reads the headings of a biographical dictionary of the Australian mineral industries. Many famous names are there-men from the great mining companies, engineers, scientists, metallurgists and geologists. Simply to read the names is to recall great enterprise and great achievement. Going over those names one hears the echoes of the inspiring story of the establishment of the Australian steel industry, the electrolytic zinc inq.ustry, all the major developments in the mining of coal, gold, copper, silver and lead, the treatment of difficult ores, the geological exploration of a cqntinent, the discovery of uranium, bauxite, petroleum, nickel, the establishment of the alumina industry and finally the mammoth earthmoving operations of today. The list of names is a chronicle of great men who did a mighty work. They stand like milestones in the progress of a nation.When one reads further and runs down the titles of some of the papers published in the Proceedings of The Institute even a layman like myself can appreciate the dramatic developments in mining and metallurgy that have transformed the whole practice of the mineral industries in our land. Australians have made some notable innovations and discoveries both in mining techniques and in the processing of ores. "Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013. The following data are put together to assist those who are responsible for ordering stores for mines and works. When making out a list of mine stores for a new plant, one can hardly be expected to remember everything, still it is all the more important that articles should not be forgotten, should the mine be situated in an out of the way place, where the manager has to look several weeks ahead. A man who has been accustomed to buy stores on a small scale, from local merchants, where he could pick out personally what he wanted, may suddenly find himself in a place where he has to order wholesale quantities or make out store lists to send contractors for quotations. As it is of course cheaper to purchase stores by the hundredweight, coil, barrel, etc as the case may be, in which they are made up, than to break such a parcel, the way in which the materials are placed on the market is mentioned, so that those who don't know may take full advantage of wholesale terms. The most frequent sizes and brands employed in connection with Australian mining are also mentioned. It would be useless to enumerate all sizes made by the trade, as many would be of no value for our purpose; still I have put down what will serve as a reminder to the manager to mention what size he requires when giving an order, such as the diameter of dynamite cartridges a slight neglect of this sort has often caused serious delay. By mentioning certain brands I do not wish to recommend them in preference to others inadvertently omitted they are simply mentioned as some of those frequently met with.

Mine ore, reduced to minus 71/2 in. by primary crushers, is stockpiled. Size reduction of the reclaimed material by secondary and tertiary crushers is achieved in a closed circuit crushing and screening plant. Screen products of minus 30 mm plus 6 mm lump, and minus 6 mm fines are stockpiled by conveyor and stacker systems prior to rail despatch 10 port facilities at Dampier. Crusher settings, determined from experience, are closely maintained to obtain the desired lump/fines ratio. Chemical and sizing analyses from automatically taken samples are used to maintain product specifications. The beneficiation plant upgrades the fines product when this is necessary. The recorded wear life of individual plant components is the basis of a planned maintenance programme.

The only economically significant deposit of dolomite in New Zealand is at Mount Burnett, in north-west Nelson. The dolomite, associated with marbles and schists, is complexly deformed, and is of Paleozoic age.A very large quantity is present, although the recoverable amount is to some extent limited by the difficult terrain.Physically the quality of the dolomite is excellent. It is a tough, durable, fine grained rock. Chemically it is a little more variable. The range and frequency o~ the more important impurities are illustrated by hlstograms, as is the "dolomite factor"-a measure of the amount of the mineral dolomite in the rock. lbe dolomite factor averages 84 per cent, the remainder of the rock consisting largely of calcite. Quarrying, milling, production, and uses are described. In 1966 production reached 13,250 tons.

The sphere of operations of dry crushing has been so much enlarged of late years that the following notes with reference to its advantages and limitations, and also some practical results in connection with the crushing of gold ores will probably be of service to the members of the Institute. Until recently, with one notable exception that of the Mt. Morgan Gold Mine, dry crushing has only been practiced to a very limited extent in Australasia, and elsewhere it might be said to belong to industries other than mining Its sphere of usefulness depends on the fact that the' product is delivered in a dry state without the separation of the finer particles from the coarser to any appreciable extent, thus enabling the following advantages to be achieved with different ores.

This paper explores the structural/physical and policy based issues that have lead to the apparent resource conflict between Forestry and Mining on the West Coast. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.
