The mineral matter has been isolated from a selection of Australian bituminous coals using low temperature (radio-frequency) oxidation or hydrogen peroxidation techniques and the species present identified by x-raydiffraction. Quartz, kaolinite, and a range of mixed layer clay minerals are the dominant constituents of the coals studied, with carbonate, sulphate, and phosphate minerals abundant in some samples. The clay bands thatoccur within these coal seams contain similar mineral assemblages to the coals themselves, but the lutites that form the inter-seam strata have a markedly different mineralogy, characterized by abundant quartz andillite and a low kaolinite content.The kaolinite is thought to have formed chiefly by interaction of silica and alumina in the waters of the coal swamp, aided by the catalytic action of organic acids, while most of the other clay minerals are probablydetrital. The absence of illite from Australian coals is not fully understood, but it may reflect the action of organic acids on the detritus in the swamp, coupled with deposition in freshwater rather thanmarine conditions. Pyrite, although present in some coal samples when fresh, may undergo oxidation during storage to form a number of sulphate minerals, some of which may interact with any calcite present toform gypsum.The mineral matter assemblage in the coal determines to a great extent the fusion characteristics of the ash.Unless abundant carbonates are present, coals with kaolinite-rich assemblages have a very refractory ash, while those rich in chlorite or montmorillonite have ash fusion temperatures between 1000 and 1300°C. Theinfluence of the minerals on coal preparation and coking properties is also brieflY discussed, as well as the potential of mineral matter studies in coal seam correlation.

The polymerisation of silica is found to interfere with thickening of leach pulps at Risdon. Hydroxyl ion and fluoride ion are catalysts for this reaction. Stability may be obtained by the presence of aluminium or ferric iron.INTRODUCTIONAt Risdon it has been a matter for satisfaction that, although the concentration, of silica in leach solutions is appreciable, it has ,given relatively little cause for anxiety.However the margin of safety is small and some intermittent difficulty in thickening leach residues during the last few years has prompted a further investigation, certain parts of which are described here since they may be of general interest.Leaching and ClassificationThe method of leaching which is practised at Risdon has been described in, two previous articles, by W. C. Snow (1936) and S. W. Ross (1949) to whiCh the reader is referred for detail. Continuous leaching is practised, the circuit solution flowing through five air agitated pachucas in series, to tlie first of which calcine is added. The circuit solution, which also enters the first pachuca, consists of spent electrolyte from, the electrolytic cells and contains 90 -gm. of free sulphuric acid per litre. About 80 per cent of the solublezinc oxide is extracted from the calcine in the first pachuca, at a pH value of 1-1 (7 gm.H2S04/1 at 55 to 60°C. In the later pachucas the leaching rate decreases sharply. The leach pulp which leaves the 'last pachuca contains an average of 17 gm. of free acid per litre, corresponding to a pH of 1.7; but, owing to variations in extraction, the end point fluctuates between 2.5 and 0·3 gm. free acid per litre (pH:> 1·5 to 2.5). The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? When zinc is electrowon from concentrates or residues of high manganese content, the zinc sulphate electrolyte may contain high levels of manganese. The manganese level is usually controlled by removal of manganese at the anode as the dioxide during the zinc electrodeposition stage.By increasing the temperature of an electrolyte containing 8 gll manganese from 35°C to 90°C, decreasing the acidity from 100 gll to 30 gll, reducing the current density from 432.A.m-2 t6 286 A.m-2 and using new lead anodes containing over 0·75 per cent silver, the current efficiency for manganese dioxide removal was .increased from less than 1 per cent to over 20 per cent.At the same time the current efficiency for zinc deposition was maintained above 90 per cent by additions of high molecular weight cationic polyacrylamides to the cell. By utilization of these conditions in a small number of cells, the manganese level in the circuit could be economically concrolled to any desired level.With these conditions the formation of the dioxide changes from an indirect route, via Mn04-, to a direct oxidation of Mn2+ to Mn02.The incorporation of impurities such as Pb, K, NH4, Cu, Ni, or Fe makes the deposit unsatisfactory for direct use in Zn - Mn02 dry cells. The deposit structure changes from cryptomelane at low temperature to y3-Mn02 at high temperature.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. The Aberfoyle Tin Mine lies on a wide sloping bench about 2,000-2,500 ft. above sea level, at Rossarden, 14 miles north of Avoca, in north-eastern Tasmania. The quartz-cassiterite veins were discovered in 1916, but mining did not begin until 1926. Trenching revealed seven small tin-bearing veins within a width of 57 ft. of Palaeozoic slates and sandstones, and it was assumed that the mineralization extended beneath the adjacent cover of Permian strata, but the presence of the main vein system (the 26 Vein System) was not suspected until the Aberfoyle Fault was discovered late in 1928.The mine has now been developed on thirteen levels, to a depth of 1,350 ft. The lower limit of economic mineralization appears to lie at about the ll-level, which is 1,060 ft. vertically below the concealed outcrop of the main veins. The Gladstone Hill area hosts epithermal veins similar to those at Martha Hill, which is less than one kilometre away. There are several vein types in the Gladstone Hill area including (1) pyrite-marcasite, (2) quartz, (3) base metal sulfide, and (4) calcite. Pyrite veinlets formed first, whereas the quartz and carbonate veins formed later. The base metal sulfide vein occurs at depth and is predominantly comprised of quartz and chlorite intimately intergrown with pyrite, sphalerite, galena, and rare chalcopyrite. Platy calcite and massive calcite veinlets were the last vein types to form. Several vein textures occur in the Gladstone Hill area, including colloform and crustiform banding, lattice-bladed, zonal, comb, massive and feathery textures. Crustiform banded veins are the dominant texture and contain variable gold-silver grades. Colloform banded veins consist of ubiquitous quartz and minor chalcedony with gold grades as high as 60 g/t. The lattice-bladed texture forms from the deposition of calcite, which has been replaced in many samples by quartz, indicating that boiling and later cooling has taken place. Unreplaced platy calcite only occurs at deeper levels (>300 m). Zonal and comb textures are preserved in quartz and late-stage amethyst veins. Feathery textures within quartz are commonly associated with breccias and some colloform banding, and with significant Au-Ag grades.   The homogenisation temperatures (Th) of primary and secondary inclusions in quartz, amethyst and platy calcite range from 166 to 274¦C, with salinities <1.3 wt% NaCI equiv. The presence of vapor-dominated inclusions and primary fluid inclusions in platy calcite suggests that boiling occurred intermittently throughout deposition. The veins formed under a relatively flat lying paleowater table that occurred 280 - 300 m above sea level. The fluids involved in vein formation were alkali chloride in composition and low in CO2.

A general description of the geology of the Southern Coalfield is given. The relationship between the Illawarra Coal Measures, the overlying Triassic and the underlying Upper Marine Series, of Permian age as are the Coal Measures, is briefly explained and thestratigraphy of each is described. The eight coal seams are then treated in slightly more detail as to their thickness, quality, areas of distribution and best occurrences.In the last few years each of the authors has been concerned with one phase or other of the stTucture of the field in detail or in mining operations with the result that it is now possible to name a number of monoclines, anticlines, domes and synclines defined in detail. A minor quantitative study has been made of faults and dykes with regard to form, direction intensity and inter-relationship. It seems probable that with the further collection of data a more detailed study in these matters will be of considerable value to the economy of mining in the Southern Coalfield.

The total world steel production in 1998 amounted to approximately 780 000 000 t. The share of electric steelmaking was in the range of 35 per cent and is expected to increase further to over 40 per cent of the world's production within the next ten years. As electric steelmaking is primarily based on the use of scrap and as it is progressing more and more into higher steel grades the need for low-residual metallics will become increasingly important. Consequently, the demand for scrap substitute material will increase, reflected in the world wide spate of interest for DRI (Direct Reduced Iron) and HBI (Hot Briquetted Iron). The increased significance of DRI/HBI as a substitute for steel scrap has obviously emanated also from its comparatively lower and more predictable costs per ton and definable chemistry. In 1998 already 37 million tons of DRI/HBI were globally produced.

A drive, 3,500 ft long, was planned to explore mineralization exposed by diamond drilling. A rate of advance of 150 ft per fortnight, approximately double previous Broken Hill rates, was required. Subsequent to the completion of this drive its extension for a further 6,200 ft was planned to provide a main haulage way along which ore could be transported from a newly acquired lease back to the main hoisting shaft, a total distance of 13,500 ft.This paper describes the working conditions, relationships, manning and costs, and gives details of the cycle and equipment used to achieve rates up to 170 ft per fortnight.OBJECTIVEDiamond drilling from the 1,000 ft level at the Delprat Shaft section had indicated that the zone of mineralization, about 150 ft wide, which had been explored on the 1,000 ft level for a length of 2,600 ft, continued downwards with a westerly dip. The drilling results showed that within this wide zone there were arrower lenses of mineralization of possibly payable grade (see composite plan, Fig. 1).Diamond drill holes of 2,000 ft and over, particularly through heavily sheared areas of sericite schist, had been found to be costly, slow, and inadequate in testing the potential and trends of these smaller concentrations of mineralization.It was therefore decided that an exploratory drive should be advanced from the northern limit of the 1,480 ft level into the western mineralization, and that from this drive diamond drill holes should be drilled at dose intervals to outline the ore.The 1,480 ft level was chosen for the following reasons.1. It had the greatest northerly reach of the accessible levels at No. 7 Shaft section below the 1,000 ft horizon and therefore would enable the test to be made most quickly.

Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

THIS paper proposes to give a general description of the pumping and other machinery in use at the Thames Hauraki Pumping Station, situated on the Thames goldfields of the North Island, New Zealand. An idea of the general arrangement of the pumping engines and pumps can be obtained, together with a certain amount of detail, by reference to the illustrations. The history of the pump is rather interesting, and is as follows: -In 1894 the Government decided that a subsidy of £1 for £1up to an amoUllt not exceeding £25,000 be granted towards the erection of suitable machinery to exploit the Thames low levels.With a guarantee of such assistance a company was floated in London, with a capital of £300,000, to develop several properties at Thames. As the old Queen of Beauty Company had produced bullion worth £400,000 prior to closing down on account ofa breakdown to its pumping gear, their shaft was chosen as the site of the principal work. As soon as the company was floated, operations were commenced at the Queen of Beauty shaft, situated at the entrance of the Waio-Karaka Creek, and not more than about half a mile distant from the principal mines on the field.

This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill, considering mainly the role and specifications of the fill used but including û brief description of fill preparation and placement. Data resulting from a Portland cemented hydraulic fill sampling, curing and testing campaign covering about 18 months of operating practice are presented, analysed and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. Results of a fill research program conducted by the author in Mount Isa since early 1968 are presented, involving both Portland cemented hydraulic fill and alternative, cheaper, additives for cementing hydraulic fill.

Magnetite cenospheres 40-270 I/m in diameter have been found during the combustion of pyrite concentrate.Micrographs of the surface and internal structures are presented together with comment on the mechanism of forrnation.The similarity to cenospheres found during the combustion of pulverized fuel was noted and speculation raised to their contribution to the dust and fume load in flash smelters.

This part of the paper is intended for people who have limited knowledge of the New Zealand coal scene. The second part of the paper focuses on developments underway in New Zealand and discusses planned or possible changes and opportunities.
