A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The Zhilingtou Au-Ag deposit is situated in the eastern part of the complexly deformed and metamorphosed South China Caledonian Fold Belt. It consists of seven orebodies that are almost exclusively hosted by biotite plagioclase gneiss of the Precambrian Chencai Group. They form an apparent en echelon pattern in both cross-section and level plan. Three different ore types, based on mineralization textures, have been recognised within the Zhilingtou lode. These are Au-Ag-rich quartz veins, Au and Ag-bearing silicified rocks and Au-Ag-containing altered rocks with quartz stockworks. The mineralisation is principally composed of electrum, argentite, pyrite and minor sphalerite, galena as well as traces of hessite and chalcopyrite plus a gangue assemblage of quartz, rhodonite, sericite and chlorite. Fluid inclusions related to Au-Ag mineralisation yield a wide range of homogenisation temperatures from 110 to 447¦C, with two distinctive peak values at 250 - 300¦C and 350 - 400¦C respectively. d30Si values of quartz veins and silicification from the three stages of mineralisation range from -0.1 to -0.4ë. The mineralisation at Zhilingtou is interpreted as forming by recirculated meteoric water extracting ore-forming elements from metamorphic rocks due to Mesozoic volcano-magmatic activity.

DuPont is a chemical and energy multi-national of approximately 90,000 employees. Often regarded as the world leader in injury reduction and process safety management, DuPont operate 140 manufacturing sites around the globe. Conoco is a wholly owed subsidiary of DuPont which is involved in oil, gas and coal exploration.   Throughout this paper I will discuss DuPont statistics, developing a safety culture and training process as well as discussing possible short comings in the New Zealand safety focus. I will conclude with my recommended improvements and issues for New Zealand companies to focus on.   It is very difficult to compare DuPont and New Zealand statistics through lack of compatibility in recording methods and my ability to interpret ACC's Injury Statistics. However through considering DuPont's statistics, and comparing them to your own companies or departments, you will agree they are indeed impressive. I hope that by discussing DuPont's safety philosophy, and possible shortfalls within New Zealand Legislation many of you will find ideas and inspiration which will help you to further reduce your own injury rates.

The great problem at Port Pirie and many other lead smelters has always been to keep the lead content of the slags down to a low level. This has been done in the past largely by empirical methods, the lead content varying from less than 1 per cent to over 4 per cent, the more usual figure being something under 2 per cent. Subsidiary to this, but of major importance in the future, was the extraction of the considerable quantities of zinc in the slag. At this stage little was known about the constitution of the slags apartfrom their chemical composition. Some early work on slag constitution was carried out in the B.H.A.S. Research Laboratories between 1919 and 1921, but except for a microscopic examination of a few thin sections the greater part of this investigation wasdevoted to the recovery of the zinc content of the slag by leaching methods.In 1949, therefore, it was decided to initiate a programme of fundamental research into the constitution and properties of the lead blast furnace slags. The information thus gained would give a clearer picture of reactions taking place in the slag, both in the blast furnace and during dezincing.There was also the hope that these results would lead to improved industrial techniques resulting in smaller lead losses, and, taking the long-term view, to efficient methods of producing zinc from the slags.A series of investigations was therefore begun at various centres over a period of time. IN the recent monograph on Broken Hill, N.S.W., by E. C. Andrews,* two independent petrological reports appear as Appendices 1 and n, by W. R. Browne and F. L. Stillwell respectively. In these considerable differences of opinion occur. Andrews contributes to some of the questions at issue, but no analytical review of the differences appears in the body of the report. Their development may invite question, and the following notes have been prepared partly in explanation and partly as a summary of some of the divergences. The soope of Browne's report extends over the whole district of Broken Hill, while Stillwell's deals with the rocks within 25 chains of the main lode. The more difficult and important rock-types occur in both areas, raising similar questions. In both cases observations extended beyond the limits of the prescribed areas. Broadly, Browne faces his problem as a study of a series of primary igneous rooks, acid and basio, whioh are intrusive into a series of sillimanite gneisses. The development of the sillimanite gneisses is regarded as belonging to an earlier period than the intrusion of the igneous rooks, while the gneissio structures of the latter are features which are incidental to their orystallization, and are not acquired subsequent to their consolidation. He finally produoes a picture in which his views of igneous injection and differentiation takes a prominent place. One direct result is the claim that three separate periods of metamorphism have oocurred in the Broken Hill area. Stillwell primarily examines the rooks as schists and gneisses since their present dominating features have been acquired during metamorphism. The effort is made to understand suoh differences as might arise from differing conditions of metamorphism upon rocks of similar and different oonstitution. The aim is to divest the rocks of those oharaoters which are due to metamorphism before approaching the questions of intrusive relatio'nships between igneous rocks andsediments.

No one process, product or effect of the minerals sector can be viewed in isolation when addressing sustainable development. Meaningful assessments of the minerals sector require that its processes and production are drawn together in a generic framework that gives a holistic view of its performance and progress. Lifecycle Assessment is increasingly accepted as an appropriate means of constructing such a framework. It is a step beyond using the simplistic concept of the triple bottom line of social, environmental and economic performance to drive and communicate sustainable development. However, fundamental questions need to be raised about the scope and purpose of lifecycle assessment, such as what effects and performances should be assessed, for whom should they be assessed, and what performance indicators should be used and how should they be selected. The principles of eco-efficiency, industrial ecology, The Natural Step (TNS) and other pertinent philosophies and initiatives driving mineral sector sustainable development are outlined to support a lifecycle stewardship vision for the minerals sector. Articulating this vision through a holistic lifecycle indicator system showing inputs and outputs, natural partnerships, effects on community, environment and economy facilitates recognition of problems, opportunities and partnerships that can be usefully pursued.

IT has often been stated in the past that the materials known as inert fillers were merely adulterants nsed in the manufacture of paint, and that their purpose was to cheapen paints made from more expensive pigments, such as zinc oxide or white lead. In recent years, however, practical tests in various parts of the world have proved that many of the inert fillers, when used with wisdom, possess very definite and advantageous properties.Another oft-repeated statement which had a far-reaching effect in the past, and which is not without influence to-day, is that the very best paint must always be made from a pure pigment, without admixture with either a fellow pigment or an inert filler. Both or either of these statements may be true in a few isolated instances, but for the vast majority of ordinary painting conditions there is an abundance of experimental evidence to prove that neither is true.With the desire to further investigate these points and po 'determine the best combination of pigments and fillers for use as an outside white paint on plant buildings, a number of panels were prepared in the laboratory of this company.

THE object of the present paper is to give a brief description of the metallurgical process followed by the Grand Junction Co, and the results obtained therefrom. All figures quoted are from the actual working of the plant over a period of six months from January to June, 1910. The short ton of 2000 lb. is used by the company. Its gold is valued at 84s. per oz. fine, silver at 2s. per oz. fine. The ore consists essentially of a gangue of quartz and calcite, with 8 to 10%sulphide-pyrite, sphalerite, galena, chalcopyrite, and traces of arsenic and antimony. The colmtry-rock is a highlyaltered dacite. Small stringers of highly-mineralized ore penetrate the footwall of some of the lodes, forming a valuable stockwerk up to 3 ft. in thickness. In stoping, this is mined with the well defined lode, thus bringing into the mill at times a considerable quantity of hard country-rock. The gold exists in an exceedingly fine state of division, consequently rendering it necessary to grind very fine to obtain a satisfactory extraction.

You may rest assured I will use my best endeavours to promote the interests of the Institute in every way that lies in my power. In reviewing the work of the past year, it is a matter for congratulation to find the Institute in a position at once so healthy and robust, and that notwithstanding the acute depression which has prevailed in the mining industry.Owing to deaths or departures from the colony, the names of six members have disappeared from the roll of membership, but you will be pleaed to learn that several new members have been elected, the register now, showing 56 Members, 25Associates and 2 Students. A complete record of the papers read and the discussions that took place will be found embodied in the splendid volume of Transactions which has just been issued, and which I am sure will be welcomed by mining engineers in all parts of the world.

In the Ngakuru area, zeolite deposits occur in late Quaternary lake sediments and ignimbrites. The deposits are associated with sinters, hydrothermal eruption breccias, and quartz-adularia altered fault breccias: all indicators of a shallow epithermal environment. Several of the deposits are adjacent to epithermal gold prospects. Zeolites are most abundant in lacustrine tuffs of the Ngakuru Formation, a 100-300 m thick sequence of siltstone, tuff, diatomite, sandstone and conglomerate. The formation overlies the Ohakuri Ignimbrite dated at c. 270 Ka, and is unconformably overlain by alluvial sands and gravels which are younger than 20 Ka. Individual zeolite deposits contain 30-80 per cent zeolite over a thickness of up to 45 m in thinly stratified tuff beds. The tuff beds are locally overlain by diatomite. The tuffs are composed mainly of glass shards and pumice clasts, with minor volcanic plagioclase, quartz and biotite crystals. Glass shards in the tuffs are replaced by the silica-rich zeolites mordenite and clinoptilolite. Amorphous silica (opal A), opal-CT, K-feldspar and smectite are also present. The distribution of the Ngakuru Formation is controlled by northeast trending normal faults, which separate it into the Ngakuru and Guthrie grabens. A silicified (quartz-adularia altered) hydrothermal breccia along one of the fault zones suggests that the faults acted as feeders for heated water that caused the deposition of the zeolite minerals. Some of the zeolite deposits are adjacent to sinters and hydrothermal eruption breccias. The location of the sinter about 20 m above one deposit indicates that the zeolites were formed at a depth of 20 to 70 m below the paleosurface. The hydrothermal eruption breccias contain clasts of altered ignimbrite, which contain geochemically anomalous gold and silver values. By analogy with their occurrence in active geothermal systems in the Taupo Volcanic Zone, mordenite and clinoptilolite in the Ngakuru deposits probably formed at temperatures of 60-150oC from near-neutral pH waters as a result of interaction with glass-rich tuff beds. The Ngakuru zeolite deposits are therefore interpreted as shallow hydrothermal alteration zones within larger epithermal gold-bearing systems.

This paper reviews the gold mining history and recent exploration activities on a number of beaches in the Catlins area of coastal South Otago. Past mining history and recent sampling indicate the presence of economically significant concentrations of placer gold, as well as anomalous PGM, and various heavy mineral species. A local source for this placer mineralisation is considered a strong possibility, along with a contribution from the Waiau River catchment via longshore drift. Blacksand beds in Jurassic sandstones of the Southland Synclinorium may represent this local source of mineralisation on the modern beaches. The possibility of placer mineralisation extending onto the inner continental shelf is also considered. Further exploratory work is justified, both for in situ Jurassic blacksand deposits, and to delineate mineralisation in the modern beach and inner shelf environment.

Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. For mining medium-hard materials on the surface, "Continuous Surface Miners" have been employed for some years. The latest generation surface miner extends the performance of this type of machine to the point where the same cost efficiencies can now be achieved in medium-hard materials as has been achieved in softer materials by machines such as the bucket wheel excavator. The paper explains briefly the technology of the Krupp Surface Miner (recently released to the market) and develops the costs of ownership and typical operating costs. Comparisons are made between a shoveLtruck system and Krupp Surface Miner (KSM) systems based on both truck and conveyor transport systems. Further benefits of mining with the KSM, such as environmental, selective mining and improved product reovery are discussed briefly. The equipment is now available to mine semi-hard materials (with compressive strengths up to 60MPa) on a continuous basis and reap the benefits which continuous systems can deliver. All new and existing open cut mines should review their costs with regard to this technology.

The Archaeozoic Willyama Complex at Broken Hill has suffered several periods of deformation and metamorphism. New structural and petrological information together with that available from the literature gives a picture of the metamorphic evolution of the Barrier Ranges. Several epochs of metamorphism are recognized, and potassium-argon dating of minerals has been applied with limited success to the resolution of these epochs.INTRODUCTIONAdvancements in the mineral industry at Broken Hill over the past eighty years have been accompanied by a continual striving towards increased understanding of both the geological history of the Barrier Ranges and the environment of the Broken Hill ore deposits. However, although many detailed studies of selected localities and particular-aspects of Broken Hill geology have been carried out recently, the regional geology of the Barrier Ranges as a whole has received little attention from a petrological viewpoint since the pioneer investigations of Mawson (1912) and Browne (1922). There still remains a great need for regional surveys combining field studies of the habits, structures and outcrop relationships of the various rock types with laboratory investigations of their chemistry, mineralogy and microscopic ,fabrics. Recording observations arising from three brief visits to the Broken Hill area during 1959 and 1963 may stimulate further surveys.During one of these visits, the generosity of the Zinc Corporation Limited in providing field transport and geological guidance enabled the writer to collect material and study field relationships and appearance of the various rock types at numerous localities covering most of the Willyama outcrop. THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. Curiously enough, Hisinger and Berzelius simultaneously ascertained the existence of the same...

Some of the problems associated with drill core evaluation of alluvial tin deposits and correlation with plant-scale recovery are discussed. Panning churn-drill cores on site tends to undervalue such deposits because of failure to recover completely all the available liberated cassiterite, and secondary gravity processing may also fail to give an accurate determination of potentially recoverable tin. However, by using a combination of heavy liquid separations, x-ray fluorescence analysis for Sn, and normal methods of reflected and transmitted polarized light microscopy, a quantitative assessment of alluvial material can be carried- out. The information obtained may include the liberation characteristics and distribution with size of the cassiterite, the nature and quantities of the various gangue minerals, and the amount of potentially recoverable cassiterite in the material as compared with the amount locked with light gangue minerals and hence difficult or impossible to recover. In addition, an analysis of the efficiencies of the various gravity processes, such as panning, jigging, and tabling, used to determine "recoverable tin" in the alluvial material, can be carried out. A detailed example is given of this type of investigation, in which an assessment was made of a churn-drill core from Uncia, Bolivia.

The pyrite-sphalerite-galena and barite orebodies at the Rosebery mine are concordant with the shale host rock and have been deformed into one system of folds with an associated axial plane cleavage. The folds are tight and overturned with east-dipping axial planes. Folds in the sulphide ore are commonly disharmonic, particularly between adjacent bands of different composition.Concentric style folds occur in the competent bands, e.g. pyrite-rich bands. Similar style folds are predominant in the less competent sphalerite-galena-rich bands and also in the shale of the host rock. The trends and plunges of the fold hinge-lines are variable but axial planes are of reasonably constant orientation throughout the mine area. The folds in the orebodies are of limited axial extent, approximating to conical folds, and are arranged in en echelon patterns. The fold system was possibly formed in one period of folding by heterogeneous strain that may have been caused by the presence of a mass of tectonically mobile sulphide ore. Lineations parallel to the ore/host rock contacts appear to reflect movement between the ore and the host rock during folding.

From modest beginnings in 1996, research into the mineral potential of New ZealandÆs Exclusive Economic Zone has progressed into a major multidisciplinary component of GNSÆs recently funded 6-year æMineral Wealth of NZ and its EEZÆ Programme. In excess of $7.5 M of research funding has been expended, plus $10 M leveraged via collaborations with NIWA (NZ), NOAA (USA), JAMSTEC (Japan), U. Kiel (Germany) and ANU (Australia), whose scientists have contributed hugely to research cruises, as well as subsequent analysis and publication. The 1999 NZAPLUME I cruise was the first research expedition to systematically locate, and chemically characterise, submarine hydrothermal venting associated with arc volcanoes of the southern part the Kermadec intra oceanic arc system. This was followed by the 2002 NZAPLUME II and 2004 NZAPLUME III cruises to the mid- and northern-sections of the Kermadec arc, respectively. Combined, these cruises have surveyed 1300 km of the volcanic chain (from Whakatane to Monowai), including 34 major volcanic centres. Together with concurrent surveys in the Tonga arc, this is now the longest continuous stretch of intra oceanic arc to be surveyed for hydrothermal emissions. Most of the volcanic centres are characterised by simple cones although 30 per cent contain caldera complexes, and compositions range from basalt through to rhyolite. Massive sulphide mineralisation has been recovered from several volcanic centres in the southern Kermadecs (Clark, Rumble II West and Brothers), suggesting the existence of significant Au and base metal bearing deposits along the arc front.
