"Pinchi Lake and Bralorne Takla mercury mines; Canada's only producing mercury mines during the past war (1939-1945); occur within the Pinchi Lake mercury belt. This belt is in central British Columbia; and is approximately 150 miles long extending from southeast of Fort St. James northwest to the headwaters of Omineca river.During the field season of 1937 cinnabar was discovered by J. G. Gray of the Geological Survey in Permian limestone on the north shore of Pinchi lake, where the main showings of the Pinchi Lake mercury mine were later developed. Following the publication of Gray's report claims were staked in the spring of 1938, and later that year were optioned to the Consolidated Mining and Smelting Company, and in June 1940 a reduction plant with a rated capacity of SO tons a day was brought into operation. In 1943 the plant had a capacity of more than 1,000 tons a day. The grade of ore treated was reported to average S to 10 pounds of mercury a ton, and production during the years 1940 to 1944 exceeded 4,000,000 pounds. The Bralorne Takla mercury mine, which is 90 miles northwest of the Pinchi Lake mercury mine, was brought into production in November 1943 with completion of a 50-ton mill. During the next 10 months more than 100,000 pounds of mercury were recovered, and the grade of the ore was reported to average 15 to 20 pounds of mercury a ton. During the war, production from these two properties was far in excess of Canadian requirements, and Canada was able to supply the United Kingdom and United States with part of their need.s. Both properties ceased operations during 1944, and, due to an excessive supply of mercury, have not yet reopened. The Pinchi Lake mercury belt lies along a northwest-trending major fault zone called the Pinchi fault zone (Fig. 1). This zone is approximately 150 miles long and varies in width from 200 to 1,000 feet . It forms the northeastern edge of a northwest trending fault belt up to 10 miles or more wide in places. In general the northeastern margin of the Pinchi fault zone represents the contact between closely folded, stratified Permian rock:s on the southwest and Mesozoic formations and Omineca intrusions on the northeast. It seems probable that the fault zone marks the site of major thrust faulting from the southwest and that the Permian rocks moved up with respect to the Mesozoic formations. Intense faulting occurs in the Permian rocks within the fault zone. There the more important faults trend north and northwest, dip steeply west and southwest, and may join a major low-angle thrust fault at depth."

"In mineral processing, it is often very difficult to reliably measure several key operation variables. The harsh environment and high temperature encountered in pyrometallurgy processes lead to some difficulties when selecting the instruments, valves and actuators. If an important variable cannot be measured or manipulated adequately, controlling it can really become a big challenge. Sometimes, it is simply impossible to find the perfect equipment for the task. To help overcome these difficulties, a different approach is required. This approach will not correct the inherent problems related to the instruments and valves, but will cope with these problems. This article will demonstrate how modern process control techniques can be used to solve complex problems while remaining easy to implement. In this article we will described how soft sensors and multivariable fuzzy logic control were implemented at Koniambo Nickel to stabilize the furnace feed and allow for safe and reliable operation of an 80 MW DC arc furnace.INTRODUCTION Process Overview The process plant at Koniambo Nickel SAS is located in the North Province of New Caledonia, 310 km north of Noumea. The nickel-bearing ore is mined in the nearby Koniambo massif. After being screened and crushed, the ore is transported to the processing plant using a 12 km conveyor. After stacking in two blending piles, the ore, containing 2.3% nickel, is fed to the processing plant where it will go through the NST process (Nickel Smelting Technology) before being sent to refining and shotting. This article will focus on the improvement to control of the NST processes. The first steps of this process consist of milling the ore and removing all moisture through calcining (Figure 1)."

"The structural design of mine headframes is challenging due to the significant differences in the geometry, rigidity, and behaviour of these structures compared to conventional buildings. The differences are related to the main purpose of these structures, which is not human occupancy, but rather the support of hoisting equipment. The main objective of this paper is to present the seismic elastic behaviour of headframe structures in comparison with conventional buildings, which is the base case for the definition of seismic loads. This paper highlights the impact of backlegs on the dynamic behaviour of mine headframes, more specifically the resulting torsional sensitivity. INTRODUCTION The design of industrial structures is often governed by industrial processes rather than by architectural constraints. In ground-mounted hoisting plants, the structural configuration of headframes must allow clearances around conveyances and ropes while resisting the lateral loads associated with the hoisting equipment. Typically, these structures use backlegs to withstand the lateral loads, which leads to highly irregular structures with unconventional dynamic behaviour. The codes and standards applicable to the structural design of mine headframes in Canada are often incomplete or not adapted to the reality of practising engineers. This situation creates confusion, and engineers must look at various guidelines and international standards to support the engineering calculations required for the design of these structures. The loads resulting from the support of hoisting equipment, such as ropes and conveyances, are usually simple to calculate and are determined based on the information from manufacturer and industry related guidelines. Moreover, the loads associated with snow accumulation and wind are calculated applying the same methodology used for conventional buildings, without any major issues. On the other hand, the seismic loads are often difficult to calculate based on the methodology from the National Building Code of Canada due to the significant differences in the dynamic behaviour of the structures. The resulting structures may be either over-designed or worse, under-designed. Hence, there is a lack of uniformity in engineers’ designs. The latest edition of CSA S16-14 “Design of steel structures” includes Annex M (Informative) “Seismic design of industrial steel structures” to help designers close the gap between the requirements of traditional regulations and actual engineering practice."

"The Red Rose mine is in the Rocher Deboule mountains about 8 miles east of Skeena Crossing and a like distance south of the town of Hazelton; the most northerly settlement on the Prince Rupert line of the Canadian National railway and 177 miles northeast by rail from Prince Rupert. The mine workings are on the north side of Balsam or Red Rose creek; a tributary of Juniper creek that drains via Kitseguecla river into the Skeena near Skeena Crossing. A truck road 11 miles long extends from Skeen a Crossing (elevation 650 feet) to the Red Rose mill (elevation 4; 100 feet). The mine workings lie between 5; 600 and 6; 300 feet above sea-level. Mine and mill are connected by a 1-mile aerial tramway and a tractor trail.The Red Rose claims were staked about 1910 by prospectors attracted to the district by the construction and near completion of the railway between Prince Rupert and Jasper. For a number of years interest centred in prospecting a sheared zone exposed in a ravine between elevations of 5,425 and 5,825 feet. Several adits were driven and some high gold assays were obtained in vein quartz in the sheared zone, but this work did not develop sufficient ore and the property finally closed down. In the early twenties of this century tungsten minerals were discovered in the northern extension of the vein, but nothing was done to test this deposit. Finally, in 1940, spurred by the wartime demand for tungsten, the Consolidated Mining and Smelting Company of Canada drilled the tungsten-bearing vein, and although results were none too encouraging, underground work was begun in June 1941. The latter work disclosed substantial amounts of ore. A small mill, subsequently enlarged, began operation early in January 1942 and by the autumn of 1943 some 1,194,000 pounds of tungsten concentrate had been recovered. Mining ceased in November 1943 because of orders from the Metals Controller that no more shipments would be permitted."

Process optimization of heating and physical separation for Cobalt (Co) recycling from spent lithium ion battery (LIB) was investigated. LiCoO2 in spent LIB was transformed to LixCoO2 which was more easily decomposed than LiCoO2 by heating. Coexisting materials of aluminum and carbon, and sealed atmosphere of the LIB promoted LixCoO2 decomposition. In an atmosphere of Argon, 95 % of LixCoO2 in the spent LIB was decomposed to 76 % of Co oxide and 19 % of Co metal in 10 min at 823 K; a lower temperature than the theoretical value for LiCoO2. The Co oxide and Co metal exhibited magnetic properties and could be recovered by wet magnetic separation. Furthermore, slow heating was effective for grain growth of Co oxide and Co metal. At 2 K/min rate of heating, average grain size of Co oxide and Co metal were 239 µm and 28 µm respectively, whereas at 30 K/min they were 190 µm and 15 µm respectively. Therefore, separation efficiency for Co recovery by wet magnetic separation was increased when spent LIB was slowly heated at 2 K/min.

Introduction Baffin Island is still too in-accessible to be of interest to the mining industry. However, twenty years ago few people dreamed of mining iron ?ore in Labrador. A journey by air to the most remote places in the Arctic is today no more remarkable than a trip to Europe, and the technical difficulties of mining minerals of high value are not insurmountable. Some ?observations concerning the geology and mineral possibilities of Baffin Island, the largest of the Arctic islands, may therefore interest the members of the Institute, in spite of problematic practical value of the subject. The following short account is mainly based on observations made during the Baird Expedition of the Arctic Institute of North America last summer 1950), and on information available from earlier expeditions. Early Work Baffin Island was one of the first parts of Canada to attract prospectors. Frobisher sent a shipload of rocks, which he believed contained precious metals, from Baffin Island to England. This attempt, however, was a failure and no further serious prospecting work has, so far as I know, been done. During the past few years geological mapping has been carried out by the Geological Survey of Canada (Fortier. Davison, 1949-1950) in the southern parts ?of the island, along the coast of Hudson strait. In 1942, Weeks mapped the coast from Pangnirtung to the head of Cumberland fiord, and Netteling river up to Netteling lake. In the northern parts of the island, only scattered observations have been made ?by Bell, Watkins, Baird, and others.

Teck Metals Ltd. operates an integrated zinc-lead complex at Trail, British Columbia, Canada. Since 1997, KIVCETTM flash smelting technology has been utilized for the treatment of zinc plant residues and lead concentrates. Trail Operations’ furnace uses four water-cooled jackets for bullion tapping. This paper provides an overview of KIVCET bullion tapping for the past 16 years, and discusses successes and challenges encountered with respect to operations, training and monitoring.

Virtually all new technologies require a control system. Any intense process has many process variables that react quickly making manual control difficult. Control system design has a significant impact on the success of a plant especially during ramp-up. New technology projects are particularly sensitive to control system design as the process response is unknown. This paper discusses the important factors encountered in the design of a control system for a new technology. Examples are given of successful new technology plant start-ups where tight coordination of the process control system implementation, process design and selection major equipment led to rapid ramp-ups.

"While bioleaching of pyrite concentrates has been successfully used in industry to liberate gold from the sulphide matrix for subsequent cyanidation, the same technology cannot be recommended for leaching chalcopyrite concentrates for copper recovery. It will be shown to be uneconomical and cannot compete with pressure leaching technology. Data on the pilot plants that were constructed for this purpose and were shut down will be given.INTRODUCTIONBacterial leaching has been successfully applied for heap leaching of low-grade copper ores (Habashi, 1978, 1999). One of the major operations is that at Bingham in Utah (Figure 1). The leach solution collected at the bottom of the heap is extracted by organic solvents and the strip solution is electrolyzed to get high purity copper. The process was extended to treat auriferous pyrite concentrates to liberate gold and render it amenable to cyanidation by a process known as BIOX (Marsden & House, 2006; Lunt & Briggs, 2005).BIOX plants currently or recently in operation are the following:??Ashanti Goldfields Company, Ghana. Designed with an initial capacity of treating 720 tonnes of concentrate per day, the Sansu plant has since been expanded and currently has four modules processing 960 tonnes per day in all. It is by far the largest biooxidation plant in the world. The capital cost of the plant totalled US $25 million (1994 terms) and the operating cost is currently US $17/tonne milled.??Fairview, South Africa. The plant at the Fairview mine in Barberton, which was the initial pilot plant, has been fully operational since 1986. It was originally designed to treat 10 tonnes/day of concentrate but with the success of the project this has been increased to 55 tonnes per day. With the purchase of Fairview by Avgold’s Eastern Transvaal Consolidated, Avgold concluded a licensing agreement with Gold Fields, formerly known as Gencor, entitling it to use the BIOX technology to treat itsconcentrate.??Saõ Bento, Brazil. A BIOX plant was recently in operation in Brazil at the Saõ Bento Mine where a pressure oxidation circuit is used to treat the refractory flotation concentrate. This plant has confirmed the viability of combining bio-oxidation with pressure oxidation as a cost-effective method ofincreasing capacity at an existing oxidation plant.??Wiluna, Australia. The plant at Wiluna Gold Mine, Western Australia, was commissioned in 1993. Although originally designed to treat 115 tonnes per day of concentrate this has subsequently been increased to 158.??Other plants at Tamboraque in Peru, Harbour Lights and at Youanami in Australia have been commissioned recently."

"INTRODUCTION Secondary mine ventilation has been hamstrung by the availability of fans that satisfy many competing operational factors. The sometimes legislated requirement of adequate volume to the working face, the minimisation of excavation required to fit the selected secondary fan and the power requirements of various operational phases has, in the past, not been satisfied with just one system. The new system being introduced overcomes all these competing requirements in one simple unit with an added bonus of being very durable without loss of performance when wear occurs on the impeller. Existing Operational Situation Several studies (e.g., CIPEC, 2005; LCG Energy Management Group, 2009) have found that between 42% and 49% of mining energy costs are associated with mine ventilation, depending on the type of mine and the equipment used. If we then look at the general breakdown of installed power of the secondary fan to primary vent fans, the ratio is around 2:1. Thus the total energy costs of the secondary ventilation represents about 25% of the overall mining energy costs. It is of interest to note that the cost of running a typical two stage axial vs the cost of purchasing and general maintenance cost of the same fan over a 10 year period, the breakdown will be conservatively in the order of 40:1.The currently available secondary ventilation axial fan have one duty curve at any given time. Generally this can be changed manually within the motor power parameters but requires a minor outage and removal of the fan to do the pitch adjustments. As the bag vent ducts grow longer, the supplied air reduces to a point where inadequate air is supplied to the working face. This is exacerbated by underground equipment putting additional resistance in the heading and further reducing the supplied air at the working face. This shortfall is normally corrected by the installation of an additional fan in the system to overcome losses in the bag system but comes at a cost of production as the heading needs to be shutdown to install the second fan. This also means that the heading is supplied with excessive air on the shorter runs with a wastage of fan power."

Correct selection of forging parameters is very important to produce sound superalloy parts. In this investigation nickel-iron base superalloy IN901 successfully forged and seal spacer, which is a part of airplane with about 11 kg weight has been produced. Forging has been performed on the basis of hot compression results, which show deformation above 1100°C associated with dynamic recrystallization (DRX) which can increase the workability of material. On the other hand annealing at 1100°C decreases the flow stress during hot compression, and then increases the material formability. Then billets annealed at 1100°C in electrical furnace for 24 hours and reheated again to 1100°C before forging. Initial square cross section billet with 128mm side and 202mm length forged immediately after reheating by 80MN mechanical press. Specimens forged in five steps: upsetting, three steps molding and finishing. Preformed and molded specimens reheated in electrical furnace before later step of forming. Finally specimens trimmed by 1 OMn mechanical press and hot set by hydraulic press and then cooled in air to room temperature. Results show that reheating temperatures has been selected correctly because there isn't any surface crack and die cavities filled completely by forging material. Material flow has been carried out properly and there isn't any defect in critical points especially in extradoses and intradoses. Microstructural examinations show that grain boundaries contain Ti-rich globular particles that formed during cooling.

Mining dilution is one of the most important factors affecting the economy of mining projects. Ore losses and dilution are present at all stages of mining and while several models can investigate the influence of dilution it is its quantification that poses the most serious challenge (Pakalnis et al., 1995). This paper introduces a methodology to quantify dilution factor in open pit mines. The proposed approach makes use of general mining software available in most mining companies. Therefore it is amenable to most mining operations and provides a readily available tool for understanding mining dilution for operators and consultants. To illustrate the methodology the author uses an example from a hypothetical mine. Dilution increases the operating costs in the mill by increasing the tonnage of material to be milled. In addition to its direct impact on short term income of a mine, dilution causes significant changes in other factors that on the long term reduce the overall value of the project. For example, it prolongs the mine life by reducing mill?s effective capacity. It also reduces the feed grade. In most cases, lower feed grade means lower mill recovery. Dilution also increases the cut-off grade which in turn reduces the overall ore utilization of a mine. In some cases, to take advantage of economies of scale, mining operations tend to plan for higher mining rates. Moving to a larger scale of operation means less selectivity, hence more dilution. This is true for all kind of deposits. High level and uncontrolled dilution may ultimately defeat the purpose of increasing production rates. If not impossible in theory it is nevertheless extremely difficult and expensive to eliminate dilution in practice. Some amount of dilution is practically unavoidable in most mining operations (Scoble and Moss, 1994). Although completely avoiding dilution may be impossible, we can measure and control it. By better understanding the root causes of the dilution and planning accordingly, it can be controlled and reduced. While we do our best to identify and calculate all the other cost items of a project, no matter how small, it is common to make general assumptions about dilution instead of quantifying it. It is common to assume a general dilution such as 5% for massive deposits and 10% for tabular shape deposits. While these figures may be a good starting point in early stages of mining studies, it does not take in to consideration the complexity of the problem. Dilution factor varies within a single mine for different benches and zones. This is due to changes we see in grade distribution and shape of ore body. It also varies based on commodity price. It is necessary to make sure that these variations are taken into account when designing or evaluating a mine. Dilution varies in different mines based on the deposit characteristics, operational aspects and economic cut-off grade. For instance, shape of the deposit, bench height, equipment size, and market conditions will have an impact on the level of dilution in a mine. It is paramount for mining projects to have a better understanding of dilution right from the beginning. In times like today, where mining operations must operate at peak efficiency, it is even more crucial to be able to calculate and have a better grasp of all the parameters influencing the economics of a project including dilution. In order to produce better project evaluations, dilution studies should be an integral part of any project.

"This presentation will provide information and facts on the drilling and blasting within a frozen shaft using a full face methodology. The Author will briefly discuss the history of the sinking of a frozen shaft in Saskatchewan, the challenges faced, and the solutions delivered. The case study will include a discussion describing the series of events that led to the decision to adopt a full face blasting methodology. The case study will describe key elements such as the drilling pattern, hole size and depth, explosive products and blast vibration monitoring systems. INTRODUCTION During the shaft sinking process at a project in Saskatchewan, it was recommended that a drill & blast benching method be utilized. Following an evaluation of the site, the geological conditions proved amenable to a ground freezing system that would stabilize the rock formations and prevent inflows of water into the shaft (Table 1).The shaft sinking process required that the ground surrounding the proposed shaft be frozen by drilling several near vertical freeze holes radially at a specified distance from the edge of the proposed shaft excavation. This would allow for the circulation of a chilled brine solution down the freeze holes. The circulation is achieved by means of stainless steel pipes encased within each other to provide a delivery and return conduit for the brine (Figure 1). As a result of this periphery freezing, the ground within the shaft excavation is also predominately frozen.The finished internal diameter of the shaft was 5.5 meters with varying overall excavation diameters to facilitate different liner designs used for various rock formations. For the most part, the fully unsupported/unfinished excavated diameter of the shaft varied from 6.9 meters to 8.5 meters depending on the zone excavated. The challenge was that the proposed drill and blast excavation method posed a significant risk due to the potential to damage the freeze wall and pipes during blasting. The decision was made to commence the excavation through mechanical excavation (i.e. chip and cut) methods then change to a drill and blast method utilizing a split benching design. Through this process, the team encountered five main challenges: 1. Sub-horizontal geological structures and slips that affected blasting performance and sometimes resulted in a sloping surface to the top of the bench; 2. Confined working area for the crews and equipment due to a limited work area as a result of utilizing the split (half) bench drill and blast methodology; 3. Mechanical chipping and cutting of the one-meter buffer zone to the final shaft diameter; 4. Crews working on extremely slippery uneven frozen rock and ice surfaces, which affected safety and efficiency; 5. Establishing a blast vibration monitoring system to determine if the drilling and blasting of the full shaft excavation diameter were acceptable."

Campbell Mine operates a 100 tpd gold autoclave that treats sulphide concentrates at 305 psi and 200 °C. Autoclave feed consists of fresh pretreated concentrate, an acidic oxide slurry recycle as well as other high arsenic sources. The brickwork that is used to construct the five compartments of the vessel must be inspected and repaired periodically. Shutdowns are scheduled to inspect this brickwork and at times replace entire sections of the brick walls or lining. It also provides an opportunity to repair or replace other internal features such as agitator blades or oxygen spargers. Mechanics and contractors are scheduled around the clock to perform the maintenance requirements. There are many safety considerations and precautions that must be taken in order to protect the well-being of the workers and minimize damage to sensitive pieces of equipment. Heat, arsenic and lead contamination and confined space issues are just a few of the hazards involved. The following paper will describe how these safety concerns are addressed and will serve as a guide for future autoclave shutdowns.

The connection between mineralogy and metallurgical performance in a plant was recognised long ago (Gaudin, 1939; Petruk, 1976; Petruk and Hughson, 1977; Cabri, 1981; Petruk and Schnaar, 1981; Kinloch, 1982; Peyerl, 1983, Baum et al 1989 for example). The modern toolbox that we now routinely use for flowsheet development took decades to develop (Lotter et al., 2002; Baum and Lotter, 2004; Lotter, 2011 for example). Many workers contributed considerable time and effort to this overall mission of connecting sampling, mineralogy and mineral processing to integrate the flowsheet development activities. Certain key milestones marked this journey, such as Gy’s treatise on the sampling of particulate materials in 1979, which was later added to by François-Bongarçon, Pitard, Minnitt, and Holmes for example. The development of QEM*SEM by Gottlieb et al. of the MLA by Gu et al. constituted a huge leap forward in accuracy and mineral measurement capacity, as well as a reduction in standard errors of mineral characterisation. The advancement of the microprobe to an automated platform made a significant difference to detailed compositional mineralogy. This led to a strong position from which to draw meaningful processing implications from the mineralogical data. Reproducible flotation testing and reliable plant survey material for characterisation was dealt with by, amongst others, High Confidence Flotation Testing ( Lotter, 1995: Runge, 2010, and Bradshaw, 1997); and Statistical Benchmark Surveying (Lotter, 2005), with earlier prototypes which were steadily improved (Lotter, 1994; Restarick, 1976). The sterling work of Napier-Munn in engaging sound statistical methods with mineral processing led to the successful design and use of methods that could identify and quantify small recovery gains in plant scale trials. This history and present capability are reviewed, including leverage into asset management.

Metallurgical plants are typically large, complex facilities. Their design is a multidisciplinary activity with a wide range of inputs, based on: the business case; metallurgical and process requirements; and the main processing equipment selection. Many constraints limit what can be achieved. Appropriate phasing of the design and development, and clear go/no-go decision criteria, are critical to successful implementation of a plant design project. Risk management concepts are used as a framework for successful project development, working from the business case, through project development, to implementation and startup, paying constant attention to technology, safe design, and sustainability. 1.1 INTRODUCTION The subject of “Metallurgical Plant Design” is the design of metallurgical plant facilities in the broadest sense. Plant design represents the culmination of many multidisciplinary activities: knowledge of process metallurgy is applied to design facilities to manufacture useful, economical, metal-based products. In the field of metallurgy, plant design is often overlooked, and its unique requirements are commonly not well understood, let alone appreciated. This book is a contribution to remedying this situation. The focus is the specifics of the metals industries, because an extensive literature already exists on the general topic of plant design.

Copper Mountain is the third largest copper mine in British Columbia, and is now producing close to 20 million pounds of copper per year, with which is recovered also 4,000 ounces of gold and. 13,800 ounces of silver. After a long and checkered career, during which the ownership and management changed several times, this deposit finally came into the possession of the Granby Consolidated Mining, Smelting and Power Company in 1923. It was not, however, until the end of 1925 that the mine, under the management of Charles Bocking and C. H. Smith, was successfully placed on a basis of profitable production. It is a low-grade deposit of the contact-metamorphic type, with refractory ores consisting of chalcopyrite and bornite in a gangue of altered andesitic and basaltic breccia. The ore is concentrated to a product carrying over 30 percent copper, which is smelted in Tacoma. The deposit is 12 miles south of the town of Princeton, which is on the Kettle Valley railway, 150 miles east of Vancouver and 40 miles north of the International Boundary line. Princeton is served also by a branch of the Great Northern railway, which leads clown the Similkameen, Okanagan, and Columbia valleys. Copper Mountain mine and camp are connected to Princeton by a good mo tor road extending up Wolf Creek valley, while the haulage level of the mine, which emerges on the steep side of the Similkameen valley 1,000 feet below the camp, is connected with Princeton by a spur of the Kettle Valley railway leading up the Similkameen canyon and passing en route through Allenby, where the concentrator is situated.

Coal mining and railway transportation are so closely en-twined and so dependent one upon the other that the failure of one would mean the total collapse of the other. With this indisputable fact in mind, there is no doubt that the operator of each is deeply interested in the other's success. Railway transportation began at the mouth of a coal mine. The first railway car was the English coal-wagon, a crude box on four wooden trowlets, running on wooden rails and holding 1,600 pounds. This was operated by gravity or horse-power in England to convey coal from the mines to the rivers. The first coal-cars used on Nova Scotia railways were of 4 tons capacity with side doors and "V" shaped centres. Then followed flat-bottom, 4-ton cars that operated on tipples, the car bei.ng held in tipple by a chain passing over the top and fastened on either side. Next came the 6-ton car with drop-bottoms, then the 10, 15, 30-ton cars, and now the modern 50 and 100-ton steel cars, equipped with automatic couplers, brakes, and rachet dumping device. Contrast the first coal-car with a modern luxurious pull-man or a I 00-ton coal and ore car, and you have a record of progress in railway transportation. The development of the steam locomotive was no doubt the greatest factor in this progress, but let us not forget that the foundation of all industrial development was and is coal. and that development in mining and railway transportation should keep abreast.

"Quebec Iron Ore Limited (QIO), a subsidiary of Champion Iron Limited (Champion), secured assets in early 2016 from the previous Bloom Lake operations in the heart of the Labrador Trough region of Northern Quebec, Canada. A plan was developed to bring the Bloom Lake facility back in operation once the iron ore market conditions improved. The project restart involved several aggressive moves to change operational effectiveness, one of which was the utilization of the existing Phase 1 Plant with an upgraded process flowsheet and equipment. The production target was 7.4 million tonnes per annum of 66% iron ore concentrate with an approximate 10% increase in iron ore recovery. The Phase 1 upgraded flowsheet was initially based on review of historical Phase 1 data and pilot testing data undertaken during the original Phase 1 operation and was finalized once additional metallurgical test work and process modeling was carried out by Mineral Technologies in late 2016. The final upgraded flowsheet is comprised of rougher spirals, rougher middling scavenging spirals, and an up-current classifier (UCC) with overflow scavenging spiral stage. A portion of the gravity circuit tailings treated by a series of wet high intensity magnetic separators (WHIMS) to boost overall iron recovery. This paper will describe the efforts taken to test and design the Bloom Lake Phase 1 upgraded flowsheet and report on the plant performance since commissioning in first quarter of 2018.SITE HISTORY The Bloom Lake iron mine property is located approximately 13 km north of Fermont, Quebec, and 10 km north of the Mont Wright iron ore mining complex, property of ArcelorMittal Mines Canada. The Bloom Lake mine facilities include a 32 km railway to efficiently transport the high-quality iron concentrate to a loading port located in Sept-Iles, Quebec. The Bloom Lake property was first explored in 1951 and went through multiple minor exploration campaigns by different companies up until 1998. A major exploration program was conducted by Quebec Cartier Mining (QCM) in 1998. This program included line cutting, surveying, diamond drilling, geological mapping, mini-bulk sampling, bench-scale preliminary metallurgical test work and preparation of a “mineral resource” estimate."

"Project development has been increasingly formalized in the past decade, with most organizations having extensive and descriptive deliverables documents and processes to govern the stage gate progress of capital projects. Although this has improved the general governance of capital project development and execution, it has perhaps not led to improved business success. This paper identifies specific challenges associated with developing complex projects with multiple stakeholder interests over the long timeframe of the project life cycle. The paper outlines these challenges and suggests management approaches and aspects of project development where increased focus is required to achieve improved business outcomes."
