"Experimental and pilot operations in bituminous sand processing require due care and attention in the design and analysis of measurement programs. This paper deals with a case study in experimental design and data analysis for a series of experimental campaigns that have been conducted over the past five years by Kilborn Western Inc., acting on behalf of Bitmin Resources. Beginning with the design of the experiment and following into the use of linear and nonlinear regression models, the phenomenology of bitumen extraction is illustrated. The final testing program tested 13 oil sand types as well as a wide range of process variables for all the unit operations of the complete process.The program was successful in developing process fundamentals and scale-up criteria. Several phenomenological models were proposed and tested. Their range of applicability was explored. This paper illustrates the range of applicability of these models and discusses the development of alternative models.IntroductionOver the past five years Kilborn has conducted a series of bench scale and pilot scale experiments designed to explore the phenomenolgy of a new concept in medium temperature processing of bituminous ores. These experiments at feed rates ranging from .1 to 24 t/h were conducted on water wet sands from the .Athabasca region near Fort McMurray. They were based on experimental designs chosen to provide a systematic means of identifying the response surfaces of the process over a range of conceptual designs. In 1920 the writer presented some notes, embodying his experience with storage-battery locomotives as main under-ground haulage-motors at Brazeau collieries. (1) Since that date these motors have stood up well to the test of maximum output and heavy overloads, having accomplished all that was expected of them. The notes presented in 1920 gave a brief description of the conditions under which these motors were working at Brazeau collieries, also the cost, per ton mile, of operating them. The cost per ton mile has since then been appreciably reduced, by working the locomotives nearly to capacity and under more ideal haulage conditions, on both shifts. It is not the intention of the writer to repeat what was written in 1920, but rather to give members the benefit of his experience in operating different types or designs of locomotives; to draw their attention to the drawbacks of some designs, and to the improvements made in some of the more recent storage-battery locomotives put on the market, as regards efficiency, upkeep, and safety. Because of their flexibility storage-battery locomotives have advantages over any other type of haulage, where grades are suitable to their use. The number in use in the mines in the United States has increased enormously during the past few years, and this method of haulage is, at the present time, attracting the attention of British and Continental mining engineers.

Operating the underground marble quarries effectively, it is important to evaluate the deposit blocks economically which are affected by the suitability of the topography and configuration of bedding. The joint sets within the deposit and the spacing between these discontinuties are also of great importance. In this study, the marble deposits that could be geomechanically eligible for underground excavation have been selected throughout Turkey and these selected reserves have been classified accordingly by Q-Rating System. These classified marble deposits that forms groups of 1,2, and 3 (groups were determined by evaluating the O-rating, topography, quarry situation, cracks, joints etc.) are convenient for this type of production. Nevertheless, when the auxiliary factors (topography, location, production method etc.) regarding the deposit have also been investigated, the most convenient sub-group of deposits (Afyon Tiger Skin, Burdur Beige, Diyarbakir Pink and Mugla White) have emerged. The sizing of the pillars have been performed utilising Bieniawski?s stress profile. The LAMODEL software, developed by National Institute for Occupational Safety and Health (NIOSH), USA and run under the laminated displacement discontinuity method, has been used to size the pillars. This work brings in a novel opportunity to Turkey, in which no underground marble quarry has been attempted up-to-date similar to its several examples in Italy, USA, etc. This study serves as a reference for the marble operators and for the pioneering application of laminated displacement discontinuity method in hard rocks.

"Starting this year, corporations that conduct business in Ontario face a new tax a corporate minimum tax. This tax is in addition to the myriad of other taxes that make up a corporation's total tax burden including federal and provincial capital 1oXJ!S, payroll tax and sales taxes. Mining companies with gross revenues in excess of $10 million or total assets exceeding $5 million may be liable for this new tax. IntroductionOn December 8, 1993, the Ontario government introduced legislation to implement the corporate minimum tax (CMT promised in its May, 1993 budget. There are very few differences between the final legislation and the budget proposals.The CMT is effective for taxation years commencing after 1993. Subject to certain specific exemptions (detailed below), the tax applies to all corporations liable for Ontario Corporate Income Tax that have either gross revenues in excess of $10 million or total assets in excess of $5 million. These measurements apply to the aggregate gross revenues and total assets for all corporations in an associated group and a corporate partner's share of partnership assets and revenues must be included in the determination.In essence, the CMT is an income tax that is based on financial statement profit instead of an income amount that is determined separately under a statute. Accordingly mining companies (including so called ""junior"" exploration companies), which traditionally sheltered their taxable income by claiming generous exploration and development deductions, could find that they have a CMT liability."

"Canada doesn't really have a tax system for mining - it has eleven separate tax systems! The consequent maze adds some undefinable margin of difficulty to making investment decisions in Canada. But, this 11U1Ze is not likely to be simplified. Solution: learn it and sell it! Intricate Network of Winding PathwaysWebster's New World Dictionary defines the word ""maze"" as follows: ""a confusing, intricate network of winding pathways; labyrinth ... a state of confusion or bewilderment"". Webster's does not go on to give an example of a maze, but the dictionary could easily have referred to the taxation of a Canadian mining operation. The uninitiated would almost certainly look upon such taxation as a maze of the most perplexing sort.Twenty years ago, Canada's tax system was really quite simple. It is true that Canadian mining profits were subject to three levels of taxation (federal income tax, provincial income tax, and provincial mining tax), but this didn't pose a problem. Prior to 1974, at least the provincial income tax systems were somewhat the same in terms of rules .and rates, and even the provincial mining tax systems resembled one another. Mining profits were subject to pretty much the same rules, no matter what province or territory hosted the mine. Those were the “good old days” one could even dare to generalize about tax rates without fear of being labelled an imbecile!"

"The Wasamac Gold Mines mill, situated 10 miles from Rouyn-Noranda on highway 59, commenced milling April 1st 1965 at a rate of 700 tons per day. This has gradually increased to over 1200 tons per day in December. The mill has done up to 1400 tons on occasion.The ore was formed in the Wasa shear zone by means of replacement. The minerals which replaced the original rocks were carbonates, quartz, pyrite, chlorite, gold and silver. Work index varies from 9. 6 on the chlorite to 11. 6 on the quartz. The gold is very finely disseminated throughout the gangue and while associated with the pyrite is not included in the pyrite. Very seldom is gold found or seen in the free state.Test work showed a medium fine grind of 85 to 90 per cent was necessary to achieve a 95.00 per cent extraction. Straight cyanidation time of 30 to 36 hours was indicated. This has been borne out by subsequent mill performance with a grind around 87 per cent minus 200 mesh and extraction ranging from 95 to 96 per cent.When it was decided to bring the Wasamac property into production, the Bicroft Uranium Mines Ltd. crushing and grinding units together with one pebble mill and the pachuca tanks from Dyno Uranium Mines Ltd. were purchased.Wasamac crusher house and mill buildings are of laminated wood construction, covered with 5/ 8th inch plywood and corrugated iron sheeting."

This paper discusses ore handling systems in shafts. These are considered from the loading facility at shaft bottom all the way through to the discharge mechanism in the headframe. These systems will be discussed from the following perspective: i. Intrinsic safety of the systems ii. The efficacy of the systems to perform consistently iii. The maintainability of the systems iv. Overall system cycle times Particular emphasis is placed on the following specific areas: 1. The Shaft Bottom Loading Facilities The various shaft loading systems currently in use are discussed, the selection parameters surrounding these are quantified and the specific selection criteria are outlined. 2. The Various Skip Configurations In this section the various skip configurations in use around the world will be described and the specific design details associated with these will be highlighted. The advantages and disadvantages of these systems will be compared and the overall efficacy of these will be discussed. 3. The effect of the loading and skip configurations on the Load Cycle Times. The overall cycle time which can be achieved by a shaft system is strongly dependant by the speed and efficiency with which the ore can be loaded and transported out of the mine. The potential of the various systems to be optimized will be discussed. The emphasis of this paper is to highlight the lessons which have been learned with respect to ore transport system design and provide a common basis against which these can be compared in future applications.

The prediction of machine utilization time and determining machine performance plays an important role in scheduling and planning tunnel excavation and data base created serve a major role in further applications. In this study, the construction methods of two twin tunnels situated between Basak Konutlari station and Istoc station are summarized. Geology in the study area is composed of fill and weak rock, respectively starting from the surface. The tunnels of 5.6 km in length were excavated with two different earth pressure balance machines (EPBM). Excavation diameters of the EPBMs were 6.564 m. The performance of the machines are analyzed and compared in order to accumulate data for further applications in similar ground conditions in Istanbul. The distance between two twin tunnels is 14 m from center to center and the EPBM in the one tube was almost about 100 m behind the other tube. Segmental lining with 1.4 m of length and 30 centimeters of thickness were used as final support. The overall performances of the two Lovat TBMs are found to be respectively as; the best daily advance rates 30.8 m/day and 30.8 m/day, the best weakly advance rates 115.0 m/day and 153.9 m/day, the best monthly advance rates 388.7 m/day and 400.5 m/day. Total waiting and maintenance times were 25.2 and 16.7 %, respectively.

"The property of Moneta Porcupine Mines, Limited, consists of a group of eight claims in Tisdale township, Ontario. It includes part of the townsite of the town of Timmins, and adjoins the west boundaries of the Hollin_ger Consolidated and Mace properties. The Moneta property was first staked in 1909, about a year after the first discovery of gold in the Porcupine camp. In 1910 the Moneta Company was incorporated and some preliminary exploratory work performed by Nova Scotia Mines of Cobalt. In 1912 English interests advanced $90,000 for diamond drilling and underground work. One drill hole gave high assays, but apparently the records were poorly kept or the cores were interchanged. As a consequence, when underground exploration was undertaken in 1923 it was directed south rather than west and no ore was found . In 1924 about 5,000 feet of diamond drilling was done in the southern part of the property, but without intersecting ore.In 1931 W. E. Segsworth assumed the direction of the property. Diamond drilling commenced on August 18, 1936. The first hole intersected 9.9 feet of ore averaging 1.23 oz. gold a ton. Underground work was started early in 1937. A mill was erected in the autumn and the first gold brick was poured January 29, 1938.The Moneta mill began operation on January 2, 1938, and the following table gives a summary of the production to June 30, 1943, when the mill was closed."

En résumé : le fonçage du puits s?est fait sur 2,240 mètres de novembre 1995 à mars 2000. Le développement des niveaux a débuté en octobre 1998. Les opérations de minage ont débutés en août 99 dans le premier horizon situé au dessus du niveau 122. Les chantiers sont exploités par longs-trous d?environ 25 mètres de long avec un diamètre de 10 cm. Les accès à la zone minéralisée sont transverses. Le minerai est soutiré des chantiers et acheminé au passe-minerai a l?aide de chargeuses navettes. Par la suite, le minerai passe sur un marteau, est concassé et transporté sur un convoyeur, jusqu?au silo de 4,500 tonnes au-dessus de la station de chargement automatisée du niveau 152 d?ou les skips sont alimentés. Le remblai en pâte est envoyé de la surface par des trous ayant un revêtement d?acier. Le diamètre intérieur est de 15 cm. Le réseau de ventilation est principalement alimentée par des ventilateurs de surface (système aspirant et souflant) conçus pour acheminer sous-terre un maximum de 640 mètres cubes par minutes (1,350,000 pcm).

Increasing global demand for coking coal has initiated several new coal mine developments in northeast BC. These developments are able to take advantage of the currently under utilized infrastructure that was put in place during the 1970?s and 1980?s for the Quintette and Bullmoose coal mines; which includes the Town of Tumbler Ridge, a 1,000km rail line to the coal terminal at Prince Rupert and a road system providing highway access to the town site. Coal within the two foothills regions of BC (north-east and south-east) is mined by open pit truck/shovel methods. Optimized mine plans require a thorough understanding of Rocky Mountain structural geology, attention for access in steep terrain, and a related understanding of the geotechnical conditions that control the stability of pit slopes and waste dumps. Thus there is a requirement to properly integrate mine planning with geotechnical engineering considerations. Many of the technical issues are well understood from experience during the past 30 years of Western Canadian coal mining. The challenge is to ensure that the mine plans are able to take full advantage of these lessons learned. The paper will focus on mine planning and geotechnical design issues to do with high angle-of-repose waste dumps and steeply bedded footwall slopes to illustrate the advantage of properly recognizing the important stability control issues during the early stages of engineering evaluations. Case histories from the existing and planned coal mining operations will be presented.

"Important tax changes, many of them of direct interest to the mining industry, were contained in the budgets brought down by federal and provincial finance ministers across Canada this spring. This month, Tax Notes presents a brief summary of important tax changes introduced at the federal and provincial levels in the last few months.IntroductionIn the March 1980 issue of the CIM Bulletin, Tax Notes surmised that the short-lived 1979 budget proposals of the former Conservative government offered a unique glimpse of budgetary changes that might be unfolded in 1980. Scene II of this ""now you see it-now you don't"" drama opened on April 21, 1980, when Finance Minister Allen MacEachen, in an ""economic statement""' reintroduced a selection of tax proposals taken from the ill-fated Conservative' budget of December 11, 1979, but refused to bring forward major new proposals in tax and finance.Mr. MacEachen proposed a 5% surtax on federal corporation income tax to apply in the 2 years from January 1, 1980 to December 31, 1981, as a slightly modified version of the same surtax proposed by former Finance Minister Crosbie in his December budget address. Mr. MacEachen also reintroduced a number of technical amendments which would affect the taxation of mining income in certain instances. In addition, a large number of other tax proposals suggested in the previous Conservative budget were also reintroduced, although there are some notable omissions."

"THE most recent estimate of minteable coal reserves in Saskatchewan was made by the Federal Royal Commission on Coal (1944- 6). Saskatchewan was then estimated to have some 24 per cent of the Canadian reserves and two-thirds of this is located in what is called the Souris-Estevan area, which lies in the southeast corner of the Province and border's on the International boundary. It is also estimated that there are some 61/2 million thousand-tons in this area of lignite coal which grades 8,000 B.t.u. or less and has a moisture content ranging from 30 to 33 per cent. Ownership of coal rights in the Province is widely dispersed between the Crown, individuals, and corporations, and a recent survey disclosed that 40 percent of ownership was vested in the Crown and 60 per cent in private individuals and corporations. Coal rights on Crown lands may be leased at an annual rental of $ 1.00 an acre. Under such leases, a royalty of 5 cents a ton is levied on all coal mined. A royalty of 7 cents a ton is levied on coal produced from lands where mineral rights were purchased from the Federal Government prior to the transfer of jurisdiction over natural resources to the Province, in 1931. An annual mineral tax of 50 cents per acre has also been imposed by the Provincial Government on all coals within a defined producing areas."

The Boleo project is located in Mexico close to the town of Santa Rosalia on the Baja Peninsula. The Boleo deposit contains copper, cobalt, zinc and manganese values as oxides with minor sulfides. The Boleo deposit is metallurgically challenging due to: 1) the requirement to recover four separate metals; 2) the presence of high levels of clay in the deposit resulting in difficult solid-liquid separations, and; 3) the need to use seawater for the bulk of the processing. Baja Mining, Bateman Engineering and SGS Lakefield Research have collaborated to develop and test a process flowsheet to recover copper, cobalt, zinc and manganese products at Boleo. The key steps in the flowsheet are: ? Feed preparation (scrubbing and ball milling of oversize) in copper raffinate ? Ore leaching using oxidative and reductive leaching ? CCD washing using high rate thickening technology ? Copper SXlEW ? Treatment of a bleed solution for cobalt, zinc and manganese recovery The process for cobalt, zinc and manganese recovery involves iron and aluminum removal followed by cobalt/zinc bulk extraction using CSIRO's DSX solvent extraction system and selective zinc and cobalt stripping. The zinc strip solution is evaporated to produce zinc sulfate monohydrate crystals to market and cobalt is recovered via a further SXlEW process as high purity metal. Manganese is precipitated as manganese carbonate from the DSX raffinate solution. This paper will review the Boleo process flowsheet and provide detailed results from the 2006 pilot plant operation conducted at SGS Lakefield in Canada.

In most copper solvent-extraction operations, an important consideration in choice of extractant is the requirement for high selectivity of copper over iron. Ester-modified aldoxime extractants presently offer the best Cu:Fe selectivity. In some plants, however, the process feed liquors contain significant amounts of manganese but little iron. Although manganese is not chemically extracted by oximes, trace amounts are carried over to the electrowinning circuit by physical entrainment. This may result in anodic oxidation of manganese which, in turn, can cause oxidative degradation of the organic phase when returned to the solvent-extraction circuit in the spent electrolyte. Many of these operations prefer to operate with higher levels of iron reporting to the advance electrolyte, as appropriate control of the Fe(II)/Fe(III) couple will ensure that manganese remains in the benign Mn(II) form. A new reagent, LS 4202, designed by Cytec, now offers the possibility of tailoring the iron co-extraction, so that appropriate Cu:Fe selectivity can be achieved in the solvent-extraction operation to maintain an electrolyte Fe:Mn mass ratio of >10:1, while retaining the other benefits offered by ester-modified aldoximes. The results of an integrated solvent extraction-electrowinning pilot-plant trial are presented, in which the performances of the conventional extractants ACORGA® M.5774 and LIX® 984N are compared with LS 4202. The Cu:Fe selectivity is demonstrated, along with results on the transfer of other impurities to the advance electrolyte.

The underground hard rock mining industry has had little change since the mobile equipment era began in the 1970s. Equipment has become larger and faster but has not kept pace with the following challenges: ? Improvements in safe production, ? Increasing demand for metals, ? Environmental improvements, ? Decreasing grades, ? Increasing depth of mining, ? More metal from underground vs. surface mining, and ? Energy and green house gas awareness. We are on the cusp of a new mining era and must rethink how underground hard rock mining must change in order to meet these challenges. This paper will show historical changes and propose a set of guiding principles for the next era of mining. Mining has changed over the last century. Initially mining was primarily an endeavor carried on by private companies with minor environmental controls and few social expectations other than employment. In the mid to later part of the century the mining industry was facing new challenges: deeper mines, the London Metals Exchange markets for pricing, and environmental concerns related to acidic rock drainage coming to the forefront. In today?s context, mining has evolved in complexity with the social and environmental aspects equally or surpassing the technical complexities such as expanding from mining hard rock to laterites, and mining lower grades or at greater depths. Nowadays, communities must be considered as partners, both locally and globally and the increased international visibility pushes the mining sector to take a more balanced approach to the business of mining (Fig. 1).

"Abstract - Reproducible analyses of representative samples for elements affected by the ‘nugget effect’ is vital in mineral exploration and reserve estimation. Unfortunately, a priori knowledge of what size of sample is representative from a mineral deposit or its dispersion train is commonly unavailable. Use of the simple ‘equant grain model’ and the NUGGET computer program facilitates determination of the sampling parameters that will produce appropriate samples for chemical analysis. Based on Poisson statistics, NUGGET can be used to determine: (1) the ‘effective grain size’ of nuggets in a suite of samples, (2) the level of representativity (precision) that samples with specific nugget grain sizes will exhibit, and (3) the sample size required to obtain a specific level of sample representativity. The program determines these sampling parameters for any element in any mineral, including solid solution minerals (e.g., Au, electrum, Pt-Fe alloy, diamond), and allows assumption of a variety of grain shapes (e.g., ellipsoids, cylinders, parallelepipeds, etc.). Furthermore, it outputs the effective number of nuggets expected in a sample of given size and the percentile confidence bounds on any element concentration affected by the nugget effect.Results from the software allow determination of effective sampling and analysis strategies that minimize the nugget effect in geochemical analysis/assaying used in mineral exploration and reserve estimation. This will not only improve confidence in the resulting exploration results or reserve estimate, but will facilitate estimation of the error associated with any subsequent interpretation or reserve figure."

"Concentrate drying at the Sullivan Concentrator goes back to 1937 when the original coal-fired dryer was put into operation. This was a second hand 8' dia. x 56' long Struthers-Wells rotary dryer that came from the phosphate plant in Warfield, B.C.In 1962, replacement of the old dryer was seriously considered. The shell and the auxiliary drive mechanism were badly worn and needed replacing. In April 1963, the new 8' dia. x 65' long fuel oil-fired Struthers-Wells dryer went in operation at an installed cost of $174,000.In 1965, it was apparent that a major rebuilding of the dust collecting system would have to be done. A study was carried out and a Ducon Dynamic Gas Scrubber was installed. The system went in operation in November 1966 and has fully met expectations.In the same year, the zinc dryer was converted from fuel oil to natural gas. "The objective of this paper is to describe the potential impact of inter-provincial competition f or new output capacity on the Canadian potash industry. It will be shown that the ramifications of such actions are potentially severe, especially since the potash industry is one of the few non-fuel minerals in which Canada purportedly possesses a significant degree of market power. More specifically, the paper addresses the impact of possible expansions in New Brunswick, Manitoba and, perhaps, Saskatchewan. The findings suggest that such initiatives could result in substantial excess capacity and the dissipation of monopoly rents. In summary, given the market structure of the industry, it is unlikely that the employment and economic effects associated with industry expansion will offset the loss in national welfare attributable to rent dissipation.IntroductionThe objective of this paper is to discuss the potential impact of inter-provincial competition for new output capacity on the Canadian potash industry.
