This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

A Major Hazard Risk Assessment (MHRA) was developed in Australia after a series of mine disasters in the 1990’s. A MHRA is used to help prevent major hazards, i.e. fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, from injuring miners. A MHRA is a structured process that identifies the characteristics of major hazards, assesses and ranks the risk they present, and evaluates engineering and administrative controls to mitigate them. These controls typically consists of a broad spectrum of prevention, monitoring, first response, and emergency response techniques and helps to move an operation from a reactive to a proactive approach towards safety. This paper documents a MHRA performed at an underground mine where strata instabilities and fire hazards may threaten the condition of its escapeways. The objective of this MHRA is to 1) identify what hazards could affect the egress through the mine’s escapeways, 2) determine what unwanted events pose the greatest threat for the mine, and 3) recommend a plan to prevent or recover from the potential disruption of egress through the escapeway. The plan provides information on the key existing controls that should be monitored and audited, and makes recommendation of new potential controls to further reduce related risks. By documenting the use of MHRA to this specific ground control issue, this paper provides a framework for others to judge the merits of this approach and to help design and perform these activities.

"INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese-grade ore 6/ from the wide-spread domestic manganese and manganiforous iron deposits. Samples for testing were received from the Interstate Manganese Co. in northeastern Tennessee, 11 miles west of Mountain City and 10 miles southwest of Damascus Va. The ore deposit occurs in the residual material of the Shady dolomite 7/ as an unconsolidated mixture of hard and soft manganese oxides and clay.Numerous tunnels and pits have developed a large reserve of ore in an area of about 15 acres. One pit 250 by 50 by 20 feet is being mined by rower shovels. The ore is hauled to a washing plant for log-washing, hand-sorting, and jigging. Coarse concentrates from the washing plant are marketed without further beneficiation.ACKNOWLEDGMENTSThe authors wish to acknowledge the assistance of R. F. This publication contains analyses and related source data for 252 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1976 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Eighteen previous publications have presented the results of 11,065 gas analyses prior to 1976. Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed several new tools for evaluating roof support performance. A miniature data acquisition system (MIDAS) was developed that can collect readings from up to 16 strain gauges at regular time intervals and store the readings for later retrieval. Three LED lights change from green to yellow, then red, based on the reading levels and/or rates of change of rock movement. This feature can be used to warn miners of rock instabilities. The system can be used with any strain-gauged support (resin bolt, friction bolt, cable bolt) or with a newly developed rock strain strip (ROSS) developed by NIOSH to measure rock strain. A ROSS is grouted in a hole drilled adjacent to the rock support to be evaluated; the deformed shape of the ROSS provides anchorage on either side of the strain gauges. Data from both laboratory tests and field evaluations are presented that describe the capabilities of both the MIDAS and ROSS instruments.

A recent survey of pumping plants in the anthracite region of Pennsyl¬vania showed that more than 90 percent of the pumps in use are the horizontal centrifugal types (1).2/ This report on the design and operation of centrifugal pumps should be helpful to engineers of the region who must select pumps that are best suited to particular pumping conditions in anthracite mines. Before a centrifugal mine pumping plant is designed, the special features of the pumps that may be used should be considered, especially when low repair costs and continuous operation during flood periods are prerequisites, and when acid mine water is to be pumped. Two important advantages of a centrifugal pump are that the flow is continuous and that it can be throttled without developing excessive pressure or overloading its driving unit.

Although the mining industry has achieved record-low fatalities and injuries for each of the last three years, there are still too many miners injured or killed in this nation ís mining operations. Many mining injuries or deaths might have been prevented by using risk assessment to identify and control or eliminate the hazards associated with a task. To focus attention on the importance of conducting risk assessments in keeping mining workplaces safe and healthful, MSHA introduced this initiative on October 12, 2004. This initiative is called SLAM. SLAM is an acronym for Stop, Look, Analyze, and Manage. The steps involved in SLAM are: Stop ñ stop and consider the work involved Look ñ look for and identify the hazards Analyze ñ analyze what needs to be done Manage ñ manage safety by developing and implementing controls Everyone should be aware of the risks of an accident before beginning a task. It may not always be obvious that performing a seemingly routine task could result in an accident. That is why conducting a risk assessment is so important. Itís important to remember that over time a mining workplace seldom remains unchanged. Risks must be assessed whenever procedures or processes change, whenever new tasks are started, or non-routine tasks are performed.

The Stange and Byrnes Heirs manganese mines, adjoining properties in Bland and Giles Counties, Va., have produced at least 20,000 long tons of concentrates containing 8,000 long tons of manganese. They were selected as the site for a strategic-mineral development project because of the existence of geologic possibilities for extensions of the known ore body. In plan, the long dimension of the ore body parallels the axis of a major anticline. Localization apparently is due to longitudinal and transverse fracturing incident to two-way folding. That the manganese oxides were deposited by downward-moving solutions is suggested by the fact that mineable concentrations are confined to a coarse, porous sandstone under-lain by impervious silt and clay. Bureau of Mines project work began on January 15, 1941, and was completed on April 23. The work sampling the faces of the pit, bulldozer trenching, and churn drilling. Pit sampling consisted of 132 channel samples usually 5 feet long and taken at 20-foot intervals. Seventeen trenches aggregating some 4,500 feet in length were dug by the bulldozer. Trenches averaged 12.6 feet in width and 5 feet in depth. A total of 1,978 feet of churn drilling was done in 33 holes. In preparation for churn drilling it was necessary to construct roads to 21 of the 33 sites. A total of 2,867 linear feet of road averaging 13 feet in width was built.

"The Avon mica district of Latah County, Idaho, is situated on a heavily forested spur of the Thatuna Range at an average altitude of 4,000 feet. The nearest rail connection is at Avon, a small farming settlement 7 miles to the south. The main supply point is Moscow, Idaho, which is 35 miles by graveled and graded county roads from Avon.Discovery of mica-bearing pegmatites in 1885 was followed in 1888 by exploitation of several outcrop deposits. Although factual data are unavailable, past production appears to have been well in excess of $100,000. Recent production (September 191 to April 1945) amounted to 65,824.78 pounds of trimmed sheet mica and 33,294.17 pounds of punch mica having a total gross value of $434,298.The several properties of the district are variously owned by estates, individuals, and the State. When active, all wore under lease or sublease to individual operators.The deposits are in an area of pre-Cambrian schists adjacent to a small granitic outlier of the Idaho batholith. The pegmatites are nearly concordant in dip and strike to the foliation of the enclosing schists. The more persistent bodies are usually tabular, lenticular, or pegmatite. Individual dikes range in length from 10 feet or less to 300 feet.The recoverable crude mica content of the pegmatites ranges downward from a maximum of 115 pounds per ton of pegmatite mined. Material discarded in rifting and trimming operations further reduces recovery to a maximum of 5 pounds per ton -of pegmatite mined. The average recoverable sheet content of the 'recently operated .deposit is estimated at 2 pounds per ton of pegmatite -mined. Available data indicate that about 21 percent of the district's recent production of trimmed sheet mica has been ""Group A"" material suitable for exacting condenser requirements. A few of the dikes contain local concentrations of beryl.Reserves of the three known major deposits of the district are estimated at about 600 to 1,000 tons of combined ""indicated"" and ""inferred"" crude block mica. One of these deposits is inferred to contain between 150 and 450 tons of beryl.It is believed that those mica reserves are minable only under a cost-market price ratio similar to that established during 1943 and 1944. A small part of the reserves can be ""high-graded"" under the present price structure. Profitable recovery of the beryl would require a market price four to five times that paid in 1944.Preliminary examination of the Avon mica district was made by the Bureau of Mines in the summer and fall of 1942. A study of the Muscovite mine and a brief reconnaissance of the surrounding district led the Bureau to recommend that the district be explored by angle-dozer trenching."

The objective of this program is to identify and evaluate superior, lightweight substitutes for selected coal mine roof support concepts such as crossbars, posts, and crib blocks. Engineering analysis and concept design identified, through tradeoff studies, that some materials are promising, from a technical standpoint, as support substitutes: E-glass reinforced polyester resin, high strength low alloy steel, aluminum, and very high early strength (VHE) cement. An economic analysis indicates that none of the lightweight substitutes are economically competitive with wood on an initial cost basis; however, in terms of life cycle costs based on current dollars, the high strength low alloy steel appears competitive for crossbars, and the VHE cement and E-glass/resin appear competitive for posts.

The Roof Fall Risk Index (RFRI) is a new method introduced by the National Institute for Occupational Safety and Health (NIOSH) to assist the underground stone mine operator in 1) assessing defects the mine strata and 2) rating the relative roof fall risk these defects pose. The RFRI utilizes observational techniques to identify defects in the roof strata caused by local geologic, stress, and mining conditions. Assessment values for ten defined defect categories provides the foundation for estimating a range of risk conditions between 0 and 100 that define the potential for a roof fall. This paper examines how the defect information is collected using two field verification sites and proposes methods to analyze the RFRI data. These examples provide information on how well the method replicates observed conditions and how it might be applied in practice.

This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. "The number of persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division,The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut—in in 1930 than in 1929."

To improve the ventilation of large-opening under-ground stone mines by using stoppings made from stone left in place. Background Underground stone mines typically use large room-and-pillar openings with little ventilation control. Stone miners may be exposed to contaminants that include silica dust, diesel particulate matter (DPM), exhaust gases, nuisance dust, and face shot (blasting) fume gases. The health risks from breathing these fine particles and toxic organic materials are well documented. Although contaminants such as dust or diesel exhaust can be some-what controlled at the source, the escaping contaminants are often diluted and removed from work areas using ventilation with minimal controls. In many cases, current mine ventilation practices use trial-and-error techniques to improve ventilation. The growing realization of the importance of a healthy work environment along with increased regulations will require many stone mines to implement new ways to improve ventilation. In-place stone stoppings are one option. Mine air flows from one point to another because of a pressure differential between those points. This pressure differential is established using a mechanical fan in conjunction with separations (stoppings) between high-pressure (intake) and low-pressure (return) airways. The separation of intakes and returns is an important concept that is used in most other types of mines. Normally, air moves through underground stone mines with minimal control technology. Fans are placed in locations where they are thought to be most beneficial, and intakes are not separated from returns. In a few smaller underground stone mines, proper ventilation can be achieved with a few strategically placed fans. However, as these mines increase in size, moving adequate quantities of air through-out the mine becomes harder, and separation of intakes and returns becomes a problem. Building traditional mine stoppings to separate the intake and return airways in entries with a cross-section area often exceeding 800 ft2 is difficult. The stoppings must be able to withstand both the dynamic pressure from face shots and the static pressures created by the fans. Construction and maintenance difficulties, as well as high costs, are the main factors preventing these traditional mine stoppings from gaining wide acceptance by the stone mining industry.

In any construction project involving explosives, care must be taken to protect workers from carbon monoxide (CO) generated by blasting operations. CO is an odorless, colorless gas that can cause illness and death by asphyxiation. In general, the first symptoms include headache, fatigue and lightheadedness. At higher exposures to CO, skin flushing, rapid heart rate, and lowered blood pressure occur. At ever, higher exposure levels, decreased attention span is followed by nausea, vomiting, unpaired coordination, fainting, coma, convulsions and, finally, death. The detonation of explosives in blasting operations generates a range of toxic fumes, but CO is the most insidious because it is colorless, odor less, and is long lasting, since it is not readily removed try reaction with ground water, soil or rock. Additionally CO is generated in relatively large quantities compared to other toxic: fumes. CO may continue to seep out of blasted material long after the odor commonly associated with detonated explosives has dissipated. It is never safe to assume as confined space in the vicinity of a blast is clear of toxic fumes. CO may be present even if the area looks Clear and many hours have passed since the last blast.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference 5) that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpretation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

The first Report of Investigations of the present series (No. 4562) was on the fundamental properties of lead compounds, and the manner in which they set limits to the richness of lead products treated in the usual sintering-blast furnace units. These properties of the compounds were emphasized, as' it was desired, also, to learn the limitations of smelting the same compounds in present ore hearth practice; the hearth has a competitor in these "usual" units, even with the rich lead feeds best adapted for the hearths. Operating conditions that were followed in older metallurgical processes, when rich products, were treated, were outlined. The second report of the series (R. I. 4563) was on the development of the ore hearths of the types now used in the Tri-State from the viewpoint of the features, functions, and dimensions of the earlier hearths that had been most changed. Experimental data, for both well and poorly desulfurized charges being considered, were given to show the relative changes in the sizes and compositions of the charges after they were added to the ore (Scotch) hearths. A general picture was given of the charge column and of the conditions prevailing there when the operation was satisfactory. In this third paper, the composition of the gases prevailing in the charge column at various elevations will be correlated with what has been learned of the nature of the charge column in order to trace the steps of operation by which lead sulfide is converted into metallic lead. The metallurgical factors that govern operation and the lines along which improvements may be made will be noted.

Federal regulations require that methane liberated at the face be diluted and removed to maintain methane gas concentrations below 1 pct (CFR) in working places and intake air courses. The delivery and distribution of intake air at the face is critical for effective face ventilation. Improved techniques for monitoring the movement of intake air to the face are needed. A test system was developed and a computer program written for using a three-axis ultrasonic anemometer to measure airflow in a simulated mine entry. Results of tests conducted in the entry showed that the anemometer is a valuable tool for measuring mine airflow conditions near the face.
