The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

The Taylor Creek lead-zinc deposit is on Taylor Creek, approximately 1-1/2 miles from tidewater, at the head of Duncan Canal, on the east side of Kupreanof Island, Petersburg district, southeastern Alaska. The property was located in 1903, and a 30-foot discovery cut was put to the west tank of the creek. Very little prospecting end developing has been done since that time. The property was examined by J. C. Roehm, associate mining engineer, Territorial Department of Mines, Juneau, Alaska, in June 1946. From exposure n the creek, a mineralized zone with possible dimensions of 1,700 feet by 1,000 feet was indicated. The general strike was northwest, and the dip was low and variable to the northwest. During September through November 1948, the Bureau of Mines conducted a project on the property. Four diamond-drill holes, totaling 770.5 linear feet, were drilled from the surface and 280 lineal feet of hand trenching done. The mineral deposit was found to occur as patches that appear to be a replacement in dolomitic limestone. The patches of mineralization are small, irregularly shaped, and irregularly distributed. Maps showing the location of the drill holes and trenches, analyses of the cores from the drill holes, and anal lee of the samples from the trenches accompany this report (see, also, appendixes A, B, and C).

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. The Bureau of Mines, as part of its designated duty of investigating the causes of mine accidents, is conducting at its experiment station in Pittsburgh, Pa., a study of mine gases. Some of the work already done in connection with this study is outlined below. A large number of mine-gas samples have been collected under normal conditions in returns and in splits, and at other points in the ventilating current, also at the face, in the goave or gob, in unventilated places, and wherever the air was still. Samples have also been obtained under abnormal conditions, as after explosions and while mine fires were in progress, or from sealed areas behind stoppings and darns where the air had been stagnant for some time. Chemical changes in the composition of mine atmospheres during mine fires have been studied," and conditions peculiar to certain mines have been investigated. The question of the effect of a change in atmospheric pressure on the escape of gas (methane) in coal mines has been studied. Explosives have been fired in both coal and metal mines, and samples of resulting gases have been collected to ascertain the degree to which these gases vitiate the air. A series of samples in mines where gasoline locomotives were being used have been examined in order to ascertain the degree to which the exhaust gases from such locomotives foul the mine air. Experiments have also been performed in regard to the relative effect of carbon monoxide b upon men and small animals. A preliminary report relating to the inflammable gases in mine air has been published. Full reports of the results of the investigations outlined above will be published as soon as all the necessary data have been gathered. The first part of this report deals with the methods used by the bureau in the collection and examination of the various mine gases; the latter part discusses the bureau's methods of sampling and examining natural gas.

"INTRODUCTION An important phase of the accident-preventing program of the Bureau Mines is the determination of the explosion hazards of various combustible gases, vapors, and liquids encountered in mining and allied industries and the development of methods of eliminating or mitigating them.Recently, isobutane has become a commercially important raw material in the production of aviation gasoline by the alkylation process. 4/ in which isoparaffins are combined with olefins to give higher molecular weight compounds of branched-chain structure.Because of the anticipated commercial importance of isobutane in industry, it has been deemed necessary to study and determine its general explosion haz¬ards. This report gives its limits of inflammability, minimum ignition temper¬atures, and the amounts of nitrogen and carbon dioxide required to render isobutane-air mixtures noninflammable."

THIS REPORT give's the results of a study of the central and south parts of the Cushing oilfield, including a description of the geology, a review of the production history, and estimates of oil reserves available by secondary-recovery methods. Each of the major producing zones of the field is treated separately. The report, which is one of a long series of field studies the Bureau of Mines has conducted over the past 40 years, was prepared to aid operators to increase oil recovery and to help prevent underground waste in the Cushing field, in the State of Oklahoma, and in the United States. The geology and production history are presented not as a review of past behavior of the Cushing field but rather to interpret the possibilities for increased oil recovery by future development of this and similar areas. The field, which is in the northwest corner of Creek County, Okla., was discovered in 1912 and developed during 1913 and 1914. For several years it, was one of the most important areas producing high-grade crude oil in Oklahoma. Although some oil has been recovered from each of 10 separate reservoirs, nearly 98 percent of the total recovery of oil in the area studied was from 4 major producing formations (table 1). Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

"INTRODUCTION The Southern Experiment Station of the U.S. Bureau of Mines, cooperating with the University of Alabama and Alabama coal producers, has made a series of investigations of the washability of coal from commercially important bens of Alabama. The results of 13 investigations pertaining to the Mary Lee, Clark, Black Creek, Jefferson, Pratt, Corona, Carter Brookwood, Blue Creek, Thompson, and Woodstock beds have been published. 4/ This report, the fourteenth of the series, deals with run-of-mine coal from the Henry Ellen bed at the Acmar No. 5 mine of the Alabama Fuel & Iron Co.The Acmar mine is 1/2 mile west of Acmar, Saint Clair County, in the northern part of the Cahaba field. Present production at the mine is about 800 tons per day, all of which, accept the lump coal, is treated in jigs. The washability data were obtained by means of screen-sizing and float-and-sink tests. There are included, also, tests showing the extent of liberation of impurities by recrushing the coarser sizes of coal from the top bench and tests showing the flakiness in selected sizes.SAMPLING AT THE MINEThe Henry Ellen bed at Acmar consists of two benches separated by a shale parting. At the point of sampling the top bench was 6 feet 3 inches thick and contained a 1-inch and a 1 1/2-inch band of bone. The bottom bench was 5 feet thick and was separated from the top bench by 20 inches of shale. In taking the samples for the washability study the working face was squared up, and a representative 2-ton section was out from each bench. The shale parting was discarded, according to usual mining practice."

With guidance, it also has application as a resource for technician training. The publication contains chapters on laboratory safety, feed-sample preparation, leaching, solids-liquid separation, and recovery from solution.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

Approximately 2,000 persons are killed annually in the coal mines of the United States. There is no question that this number is at least double and probably treble what it should be and by all means the least excusable of the fatalities are those caused by explosions and fires. Fatalities from explo- sions and fires in coal mines are almost invariably caused by carelessness or negligence. Table 1 indicates that the fiscal year ending June 30, 1931, ras by no means a satisfactory one as regaris either the number of explosions or the number of persons killed by them. This tabulation lists all ignitions to which the attention of the personnel of the safety division was called and in- cludes not only major disasters, but also explosions in which fewer than five were killed, as well as several explosions from which no fatalities resulted. It will be noticed that last year there were 26 explosions in mines in 10 States of the United States, resulting in 217 deaths. In the previous year there were 34 explosions with a death list of 199, and in the year before there were 38 explosions with a death list of 139. Hence, the past fiscal year had distinctly a poorer record of fatalities from mine explosions than either of the two previous years. Of the 26 explosions in the past fiscal year, Pennsylvania had 7, West Virginic 4, New Mexico and Ohio 3 each, Alabama, Oklahoma and Washington 2 each, and California, Illinois and Indiana 1 each; the one in California was in a tunnel being driven for water purposes but giving off explosive gas (methane). In fatalities Ohio had the worst record with 38, Oklahoma came next with 45, then Indiane with 38, and Pennsylvania with 23; although Alabama had 2 ignitions and Washington 1, they caused no fatalities. Utch, Colorado, and Kentucky had no explosions reported by the safety division of the Bureau of Mines during the past fiscal year, but were on the list for the previous year, though in the case of Colorado there were no fatalities. On the other hand, Indiana and New Mexico, neither of rhich was charged with an explosion in the two previous years, were on the list for the past fiscal year; New Mexico had the bad record of three explosions, though fortunately with but a total of eight fatalities. Ohio reported 3 explosions to the safety division of the Bureau of Mines in the past fiscal year, 2 in the pre- vious year, and 3 in the year before that, or 8 in the past three fiscal years with 92 fatalities; all of these eight explosions were in open-light mines.

This Bureau of Mines publication contains analyses and related source data for 276 natural gas samples from 23 States. All samples except four were collected during calendar year 1984. Those four samples were collected earlier, but releases granting permission to publish were not received until 1984. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-eight publications have presented the results of 13,957 gas analyses made prior to 1984. The first three bulletins (1-3)2 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-28) containing 8,453 analyses of samples collected since 1960.

Microseismic energy is generated when stresses accumulated in rock formations are released in the form of fracturing. The acoustic emissions resulting from these rock fractures and movements are detectable as velocity signals in the earth near the energy source. A Bureau of Mines microseismic system that is capable of detecting the acoustic emissions from pit slope movements is described. The digital circuitry incorporated in the system allows a microprocessor program to immediately calculate and present the location coordinates for the seismic energy source in the mine pit wall. This monitoring system is compact, portable, reliable, and relatively inexpensive and rapidly provides accurate information to the mine operators about the stability of a pit slope.

The countries of Asia and the Pacific have large resources of diverse minerals. Australia and China have extensive mineralization that are commercially being exploited. The major minerals in Australia with known reserves adequate for both domestic demand and export markets include bauxite, clays, copper, diamond, gold, iron ore, lead, manganese, mineral sands (titanium minerals), nickel, salt, silver, tin, uranium, and zinc. China is the world leader in proven reserves of antimony, barite, magnesite, molybdenum, rare earths, titanium (ilmenite), tungsten, and vanadium. It also has about 55 billion tons of iron ore, albeit with an average grade of only 30 % to 35 % elemental iron content. With the exception of chromium and copper, China has significant resources of a wide array of minerals and metals, based on its production and/or export capability for these commodities. Additionally, India has significant resources of bauxite and mineral sands; Indonesia, bauxite, copper, nickel, and tin; Malaysia, tin and associated titanium; Mongolia, copper, fluorspar, and lead-zinc; New Caledonia, nickel; New Zealand, gold and iron sand; North Korea, magnesite; Papua New Guinea, copper, gold and mineral sands; Philippines, copper, chromite, and gold; and Sri Lanka, gemstones. Moreover, there appears to be extensive mineralization III Burma (Myanmar), Cambodia, Laos, Thailand, and Vietnam, but they have yet to be definitively delineated.

The purpose of this book is to provide an indication of what good hoisting practice is and how it might be achieved. To this end the book contains discussions of equipment and inspection and maintenance procedures developed and used by mining people in striving for safe, reliable hoisting equipment. Most of this information comes from domestic practice; the rest is foreign, notably from Canada. Most things discussed have long proved their general worth, and others promise to; a few are beginnings. However, nothing is conjectural or theoretical; the practices described herein are in use somewhere in the mining world. The stress is on equipment in use; it is not a design-guidelines manual. Nevertheless, there are some sections dealing with design material since it may be of value in a maintenance/ replacement sense. Mine hoisting installations encompass such a wide variety of equipment and conditions that it is impractical to specifically cover them all. This book mainly treats conventional systems using conventional components with some discussion of the more common unconventional (special) systems in use. There is no recognized definition for a "conventional" mine-hoisting system. Herein the term means those systems most commonly used in daily operations for transporting men, materials, and product-electrically driven drum and friction hoists, with guided conveyances running in vertical or inclined shafts. Beyond this, what "conventional" means is probably best illustrated by the topics discussed.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

Roof-rock instability in advancing sections of underground coal mines is a major contributing factor to accidents resulting in fatalities and injuries. Such roof-rock conditions can also result in loss of production due to additional cleanup time and increased amounts of reject material. The Bureau of Mines is investigating fundamental geologic factors affecting coal mine roof-rock instability in order to develop techniques to predict zones of potential unstable roof-rock. Two distinct directional trends of unstable shale roof-rock in a mine working the Upper Kittanning Coalbed are delineated: one trend is associated with the sandstone-shale transition zone, the other with a fault system. The unstable shale roof-rock associated with the transition zone, a consequence of differential compaction, is comprised of slickensided roof-rock. Whereas, the unstable shale roof-rock associated with the fault system, a consequence of structural deformation of the strata, is comprised of fault planes. These faults, small in comparison to the sandstone-shale transition zone, are difficult to delineate with a standard drilling program. Trends of the transition zone associated with the sedimentary facies change are projected into unmined portions of the coalbed with the aid of exploration core data.

Although coal is found in several locations in Virginia, almost all recent mining has occurred in the southwestern part of the state. Potentially minable reserves are estimated at 2.6 billion tons, slightly less than one percent of the national total. Coal ranges from high- to low-volatile bituminous, and seams average three to four feet in thickness. Virginia produces coal with higher BTUs (British Thermal Units) and a lower sulfur content than the national average. Historically its high quality has made Virginia coal attractive for metallurgical coke production and for the export market. Coal production and related industries have a significant economic impact in southwestern Virginia. In the seven coal- producing counties, coal mining is the major industry. In the two largest coal-producing counties (Buchanan and Wise), over 40 percent of total earning is derived from the coal industry. Virginia's regulatory program was conditionally approved December 15,198 1, and received final approval May 8, 1984. Its Abandoned Mine Land Program was approved with the regulatory program December 15, 1981, with emergency program authority approved November 13,1987.

In the commercial evaluation of coal tars, a distillation analysis properly carried out is of considerable importance. Close attention must be given to this operation in order to obtain consistent results and to secure the minimum decomposition of the tar compounds, Which in Many cases are sensitive to undue heat effects. Low-temperature tars in particular contain compounds of this nature, while in the case of tars produced at high temperatures the large proportion of pitch present has an adverse influence during a distillation. If excessive cracking takes place, the composition of the distillate will naturally vary from the normal, with the result that all the analytical criteria subsequently obtained are affected. Where tars, produced over wide ranges of carbonization temperatures are investigated as in the survey of gas, coke, and by-product making properties of American coals now being conducted at the United States Bureau of Mines Pittsburgh Experiment Station, the method of distillation must necessarily be the same for all of the tars studied. Also, it mast function equally well for both low and high temperature tar permit accurate fractionation, and reduce adventitious decomposition to a minimum. The authors are aware that certain types of distillation analysis which do not meet the above requirements may give results comparable with those of the large stills of a by-product coke-plant where one type of tar is produced. These may be simpler and shorter and entirely suitable for control work, but at the same time have little value in a fundamental investigation.
