This report discusses the nonfuel critical minerals position of the United States-both current and future (to the year 2000). We have assumed that there will be no major global disturbances-military, political, or economic-during the rest of this century. However, international relationships, strategies, and conditions that affect the supply of minerals are very tenuous, normal trading patterns can be easily upset, and national and ideological objectives can and do interfere with "normal" free market conditions. For example, the Department of Defense has reported that the Soviet Union is engaged in a strategy designed to reduce the availability of strategic minerals, through either physical disruption, market manipulation, or domination of producing or neighboring states. Although such a strategy poses serious concerns for the United States and the free world, the impacts of disruptions are not covered in this publication. Historical Perspective The modern industrial economy of the United States is founded on the production and use of minerals.* Two hundred years ago our forebears began taming a raw continent, developing a base for agriculture and a rudimentary minerals producing system. In the 19th century, with the aid of imported labor and capital, the development of America's vast natural resources was undertaken, and the transition from an agricultural to industrial society was underway. By the century's close, the United States had emerged as a great industrial power, partly through the development of such mineral resources as iron in Minnesota and coal in Pennsylvania.

Research by the Bureau of Mines includes efforts to devise means for maximum recovery of critical and strategic metals from primary and secondary domestic resources. As part of that effort, the Bureau developed a hydrometallurgical process to recover Co, Ni, and Cu from Missouri lead-smelter matte. The process includes leaching with H2S04 plus Mn02 as an oxidizing agent, liquor purification, selective precipitation of CuS, (Co,Ni)S, and MnC03, and crystallization of Na2S04&apos; This report is concerned primarily with liquor purification, in which As and Fe are removed from the leach liquor by pH adjustment and filtration. Two variations of the purification step are described. One variation provides liquor containing <1 mg/L As and Fe but requires two solid-liquid separations, The other is achieved with only one solid-liquid separation but leads to a lower degree of purification.

The U.S. Bureau of Mines treated mixed and contaminated super alloy scrap by pyrometallurgical and hydrometallurgical methods to separate and recover metal values. Best results were obtained by leaching Zn-treated or atomized scrap with HCI-02 at 9SO C and 50 psig 02&apos; This resulted in dissolving approxi-mately 98 pet of the AI, Co, Cr, Cu, Fe, Mn, Ni, and Zn while rejecting over 98 pct of the Mo, Nb, Ta, Ti, W, and Zr as an insoluble refractory residue. Chlorine was successfully substituted for HCI to leach Zn-treated scrap but was unsuccessful for leaching atomized scrap. The leaching solution was treated by pH adjustment and hydrothermal precipitation at 2000 C for 4 h to remove AI, Cr, Fe, and other contaminants as a filterable precipitate. Recovery of Co and Ni would be accomplished by solvent extraction and e1ectrowinning. Chromium recovery as a ferroalloy was demonstrated.

The Rex mine is one of several zinc deposits in Ozark and Howell Counties, Mo. It is the second of these deposits investigated by the Bureau of Mines in an effort to demonstrate reserves of sulfide ore underlying the shallow carbonate ores from which the district&apos;s major production has come. The initial investigation was made during 1945-46 on the Alice mine, Ozark County, Mo.21 The investigation reported herein was conducted during 1947. The Rex open pit is about 250 feet long, 100 feet wide, and about 25 feet deep (average). Three caved shafts are evident in the bottom of the pit, but the extent of the workings from these shafts is not known. The Bureau of Mines drilled five churn-drill holes in and around the Rex pit to test the grade and the vertical and lateral extent of the deposit. Two of the holes indicate notable zinc mineralization ranging from less than 1 to more than 10 percent metallic zinc, but largely in the oxidized condition.

Roof bolting has been known for many years, although the practice had very limited application before 1948. Since then, bolting has been introduced as a systematic method of support in more than 700 coal mines and more than 200 noncoalmines and other underground openings in rock. By far the greatest number of bolts are used to support bedded roof. This is largely because of their use in coal mines, although roof bolts are used in mining bedded deposits of all kinds -potash (New Mexico), trona (Wyoming), and ores of iron (Alabama), lead (Missouri), uranium (Utah), lead-zinc (Utah), and copper (Michigan and Arizona). Thus, bolting has been successfully employed to reinforce bedded roof under a wide range of conditions despite the limited knowledge of the principles involved. This report develops the basic principles of bolting bedded roof based on elementary beam theory and on the results of tests intended to prove or disprove certain fundamental premises. Specifically, the objectives were to gain an understanding of the function of the bolts and the behavior of bolted roof and to establish standard bolt patterns. A combination of theoretical and experimental analysis was employed. The experimental method consisted of testing mine -roof models in a centrifuge. The models, the test procedure, and the model-prototype relations are described in a companion report (1)2/. A second companion report presents a method for designing systems of vertical bolts to reinforce bedded roof (2).

Most of the formulas are expressed in terms of the compressibility factor, with this factor being an explicit function of the temperature and the molal density. Because of the increasing demand for fluorspar , investigation of the deposits of the Gila district in Grant County , New Mexico , was undertaken by the Bureau of Mines in 1943 with the cooperation of the Federal Geological Survey . It was the purpose of the investigation to assist owners and lessees to develop their properties and to attempt to estimate ore reserves that might be available to supply a 300- ton mill that was under construction at Gila . Field work was begun June 14 , 1943 , and ceased August 16 , 1943. Seven veins were trenched and sampled .

"This paper presents an analysis of preliminary tests on the effect of in-situ and operating parameters on fragmentation of coal using a specially designed unique automated rotary coal cutting simulator (ARCCS). In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.l cm x 15.2 cm) were first. subjected to confining pressures, equivalent to in-situ conditions. Such. blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with a camera attached to it. Furthermore, the coal fragments were collected in bags using a vacuum cleaner. These fragments were then sieved for size distribution analysis. The results of the preliminary tests indicated that underground coal cutting can be simulated in the laboratory and the effects of the important parameters, i.e. operating and in-situ parameters, can be studied successfully. INTRODUCTIONThe continuous-mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners, which were designed for increased productivity, have also increased the concentration of respirable dust in mines. As a result, the Federal Coal Mine Health and Safety Act of 1969 was enacted to enforce on the coal operators that the airborne respirable dust not exceed 2 mg/m3, and was intended to reduce the incidence of coal workers pneumoconiosis. This plus the other aspects of the legislation and the subsequent monitoring and enforcement by MSHA made it very imperative that the coal operators provide a relatively healthier and safer working environment for the coal miners. Since 1970, the Federal government has paid over 11.7 billion dollars to more than 470,000 miners with coal workers pneumoconiosis and their survivors (1). These regulations, coupled with the assessment of the continuing burden on miners, the mining industry and taxpayers appear to have provided an impetus for the mining .community towards comprehending the different parameters that influence dust generation and entrainment."

Rapid expansion of the titanium-metal industry focused attention upon ilmenite as a possible substitute for the more expensive and less abundant rutile in producing titanium tetrachloride. Most of the rutile available for this use is imported. Preliminary studies were undertaken to determine the chlorination characteristics of high-titanium slags produced by electric-arc furnace smelting of alluvial Idaho ilmenite at the Federal Bureau of Mines Northwest Electrodevelopment Experiment Station, Albany, Oreg. Low silicon, calcium, and aluminum contents of the slags enhanced their potential value for chlorination.

An investigation was made to devise and evaluate a flexible flotation method for beneficiating typical tactite types of calcareous scheelite - bearing ores ; these scheelite - bearing ores are available in large tonnages in deposits containing 0.2 to 0.3 pct tungsten trioxide . The objective was to achieve a high recovery of the tungsten in concentrates , containing a minimum of 10 pct WO3 , that would be suitable for chemical processing into high- quality synthetic scheelite . The principal problems encountered and resolved by bench- scale flotation tests on ore samples from five different deposits were to define the conditions and reagent combinations essential for ( 1 ) achieving selective flotation of a small amount of scheelite from a large amount of calcite and ( 2 ) controlling the effect of small amounts of calcium , magnesium , and iron salts in the ores and water used . The flotation process was evolved from batch tests and continuous runs in a pilot - scale mill with a capacity of 100 lb per hour . The flotation process comprised ( 1 ) removal of sulfide minerals , ( 2 ) conditioning the residual ore pulp with sodium carbonate , quebracho , and trisodium phosphate , and ( 3 ) rougher flotation and single - stage cleaning of a scheelite concentrate . In a pilot plant run , over 91 pct of the tungsten was recovered from ore containing 0.27 pct WO3 , in a concentrate containing 11.2 pct WO3 .

For a number of years, the Bureau of Mines conducted tests on various types of structures to determine the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage . Associated with these tests , occasional records were made of the characteristics of. the air blast or concussion from the explosions . Although the importance of the air - blast problem was recognized , the equipment was not designed for air -blast measurements , nor was the early research program concerned with the problem . After the ground - vibration tests had been completed , attention was turned to study of the air blast and its effect . The air - blast problem in reference to quarry and mine blasting may be divided conveniently into three phases : (1 ) Determination of the fundamental characteristics of the air blast , such as the pressure - time relationship , speed of propagation, attenuation , and the like ; ( 2) effect of blasting conditions on these air -blast characteristics ; and ( 3) determination of the conditions necessary for damage to structures . The initial step was the development of microphones suitable for recording the anticipated blast pressures. Such microphones were designed and built during 1940 , and described in technical detail for publication ( 2)3/. Briefly, the microphone adopted was a small, plate - diaphragm condenser type . The recording was through special transducer amplifiers with low -frequency response to zero cycles per second and a Duddell - type oscillograph of special design .

The properties of the Colorado Copper Co. in Sinbad Valley, Mesa and Montrose Counties, Colo., were rehabilitated and sampled by the Bureau of Mines in October, November, and December 1942. The several deposits were reexamined in March and April 1945 to obtain information disclosed by company work after December 1942. The development program included surface trenching, rehabilitation of several edits, and channel sampling of the exposures. Assay determinations wore made on 204 samples from the surface and underground workings. The results are given in the appendix. Several copper deposits in the Sinbad Valley area are similar in origin. The host rocks are sedimentary and mice in age from Pennsylvanian to Cretaceous. The Colorado No. 3 deposit occurs in the Cutler formation, which consists of many small lenses of conglomerate, sandstone, and shale. Mineralization is closely associated with faulting. On the Pyramid group the enrichment occurs in a zone of fracturing and jointing end also spreads into the adjoining sandstone. The ore deposition on the Copper Rivet claim is associated with a fault zone and is confined to en area above the contact of the Dolores-Wingate formations. Mineral deposits on the Sinbad claims occur at intersections of faults with blue-gray Pennsylvania limestone. Copper enrichment occurs along faults and as replacement of the surrounding limestone. Metallurgical tests indicate that ores from the Colorado No. 3 and Pyramid claims can be treated successfully by leaching with sulfuric acid. This method cannot be applied to ores from the Copper Rivet or Sinbad deposits because of high calcite content. Flotation tests at Boulder City, Nev., showed a recovery of less than 60 percent with a 14.24 percent copper concentrate.

Mining and processing cost analyses were conducted by the U.S. Bureau of Mines on massive sulfide copper-zinc and low sulfide vein gold deposit types that may be found in the Ketchikan Mining District. Reserves and recoverable metal values (RMV) needed to make these deposits economically viable were modeled. Methods for estimating ore grades and required RMV are presented. Economic modeling for massive sulfide deposits indicated the RMV necessary for a 15% Discounted Cash-Flow Rate-Of-Return (DCFROR) for an underground cut-and-fill mine ranged from $137/mt for a 6,100 mtpd on-site milling operation to $526/mt for a 450 mtpd off-site milling operation. On-site milling was always less costly than off-site milling. Economic modeling for low sulfide vein gold deposits indicated the RMV necessary for a 15% DCFROR for an open-pit mine, off-site mining operation ranged from $S4/mt at 2,900 mtpd to $71/mt at 360 mtpd, and from $49/mt at 2,900 mtpd to $100/mt at 360 mtpd for an on-site milling operation. Off-site milling was less costly than on-site milling until production exceeded approximately 1,700 mtpd. Then, economies of scale reduced operating costs enough to offset the higher capital costs required for on-site milling.

"INTRODUCTION This report presents factual data obtained by the Bureau of Mines in the course of an investigation of the Antler mine in the Cedar Valley mining district, Mohave County, Ariz.The Antler property was first examined by Thomas L. Chapman, mining engineer, Bureau of Mines, on December 18, 1943, and January 28, 1944. In June 1945, A. H. Wadsworth, Jr., and R. L. Griggs, geologists, Federal Geo¬logical Survey, examined the Antler mine and several other mines in the district. Both Chapman and Wadsworth recommended diamond drilling of the Antler property to determine the character and extent of ore deposition.In October 1946, the surface and underground workings were surveyed by George Huseman, Mining engineer, and T. M. Romslo, project engineer. The following month Eldred. D. Wilson, geologist of the Arizona Bureau of Mines, assisted by the project engineer, mapped the geology. Subsequently trails were built to drilling sites and diamond drilling started January 16, 1947. The project was completed April 25, 1947.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. The Mining Division, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative work, and prepares the final report. The Metallurgical Division, O. C. The Bureau of Mines has completed a survey of petroleum pipe - lines by direct correspondence with the oil companies and the use of the records of the Interstate Commerce Commission in order to cover both interstate and intrastate systems . The review shows that crude petroleum and product pipe -lines in the United States had a total length of 152,814 miles on January 1 , 1950 , an increase of 25,463 miles since May 1 , 1941 , the time of the last previous survey . The expansion in pipe -line systems was due largely to new trunk-line construction , as the mileage built to carry refined products increased by 11,880 miles , and those intended for crude -oil transportation gained 6,193 miles . Trunk lines represented 60 percent of all pipe -line mileage on January 1 , 1950 , compared with 58 percent in 1941 . The average diameter of trunk -lines for crude oil , as calculated on the various sizes and weighted according to their respective lengths , increased to 9.8 inches on January 1 , 1950 , compared with 8.4 inches on May 1 , 1941. The mileage for lines up to 8 inches used in crude trunklines has decreased since the 1941 survey , while those of larger sizes have increased . The extensive use of large- diameter oil pipe -lines has developed since the construction of two major lines from Texas to the East Coast at government expense as a World War II emergency measure . The successful operation of these lines proved their economic advantages over smallerdiameter lines as well as their effectiveness in moving unprecedented volumes of oil during the period when tanker movements were restricted by submarine action in the Atlantic Ocean . The 24-inch diameter " Big Inch " line carries over 300,000 barrels daily of crude oil , and the 20 -inch " Little Big Inch " carried over 230,000 barrels daily of gasoline and light fuel oils to destinations where they were urgently needed . Hence , Although these lines were sold and converted to natural -gas service in December 1946 , after fulfilling their wartime mission , their record proved to the industry that significantly lower operating and investment costs per barrel -mile of oil moved could be achieved than were possible with the comparatively small lines in general use up to that time . the several major oil pipe -line projects that have been constructed since the late war are of large diameter pipe . To assure supplies and market outlets of sufficient magnitude to support such lines and provide adequate flexibility , ownership is often shared by several large companies whose transport needs are served in common . The principal recent expansion in facilities has been from supply points in Southwestern States toward markets in the North and East and to Gulf tidewater .

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRL Lake Lynn Experimental Mine and after laboratory explosions in the PRL 20-L chamber and the Fike 1-m3 chamber. The dusts studied included both high and low volatile bituminous coals. Low temperature ashing for 24 hr at 515°C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as or higher than the initial incombustible content. The MSHA alcohol coking test-was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared to the initial dust loadings to determine the transport distance of dust during an explosion. All of these data will be useful in future forensic investigations of accidental dust explosions in coal mines or elsewhere. In the deep vein mines of the Coeur d&apos;Alene mining district, rock bursts are a potential hazard to the mine structure and underground personnel. Damage repair costs are estimated by one company to exceed $1 per ton of ore mined. The Bureau of Mines, in cooperation with the mining companies, has conducted research intermittently over the past 10 years to help reduce bursts. Onsite inspections of major rock bursts were conducted, and reports were submitted to mine management; these included the geology and geometry of the affected area. The paper discusses the development and improvement of microseismic and surface monitoring equipment. The underground microseismic network, when operated on a regular basis and the results plotted daily, is capable of detecting stress concentration in certain areas. The surface seismographs record rock bursts, blasts, earthquakes, etc., throughout the district and show approximate location, time, and relative intensity of the event.

The National Institute for Occupational Safety and Health, Office for Mine Safety and Health Research, is investigating the geologic and mining factors influencing the migration of longwall gob gas. One goal of these studies is to optimize methane drainage strategies to reduce the volume of gob gas that reaches the underground workplace. As part of this research effort, longwall gob gas flow paths in a mine operating in the Pittsburgh Coalbed, PA, were investigated using SF6 tracer gas. Tracer gas released into the ventilation airflow underground generally stayed in the bleeder system and was vented at the associated bleeder fan shafts. Tracer gas injected into an inactive (intaking) gob gas venthole migrated to the two inby producing ventholes on the study panel, indicating that all three ventholes were in communication. The tracer gas that was injected into the gob generally stayed in the gob and only migrated to the ventilation system in response to the venthole on the study panel closest to the injection hole going off production. Tracer gas flow velocities in the longwall gob reservoir and factors influencing the production performance of gob gas ventholes in the study area are also discussed.

This is the first of a series of papers describing mining methods and costs at cement plant quarries throughout the United States and deals directly with those methods employed and costs obtained at the quarry of the Louisville Cement Co. located at Speed, Ind. Southeast Alaska&apos;s mining industry has come to life after nearly 50 years of relative dormancy. Commencement of operations of the Greens Creek Mine in 1989 marked a turning point in the industry as the first large scale mining operation in the region since closure of the Alaska-Juneau Mine in 1944. The Greens Creek Mine is now the nation&apos;s largest silver producer. Other large scale mining projects are now on the drawing board, including development of the Kensington Mine and reopening the Alaska-Juneau Mine, which could become North America&apos;s largest underground gold mine. The region&apos;s mining industry includes more than these large scale projects, however. For example, a significant level of mineral exploration occurs each summer in Southeast Alaska. In addition, mining operations in British Columbia and Yukon Territory are generating jobs and income in Southeast Alaska.
