The Bureau of Mines has prepared, as circumstances have dictated, a series of schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use under certain hazardous or unhealthful conditions. These schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper discusses the functions and operations of schedules under which respiratory protective devices are tested and approved. It emphasizes that the aim of the Bureau respirator-approval system is to make available to the public respirators that meet definite performance requirements. The responsibility of the respirator manufacturer in pre-testing the device and in maintaining its quality after it is approved are explained. Aid is provided for the user in selecting the proper device for specific application, and a plea is made for better education of all concerned in the proper use of the devices. DISCUSSION Provisions have been made for testing and approving the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical-cartridge respirators.6/ These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by personnel of Health and Safety District B; other types of respirators are tested by the Branch of Health Research.

The following discussion of waste rock utilization constitutes the fifth paper of the current series of reports on lime- plant quarry problems . As here tofore lime manufacturers are invited to cooperate to the fullest extent by supplementing the Bureau's information with the results of their own experiences and observations . Waste utilization is the key to success in many enterprises , and with a broader knowledge of this branch of the lime industry more economical operation is made possible . Your assistance in compiling additional data on this subject is solicited , and such assistance may be rendered by writing answers to the questions on the final page of this report .

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. Workers exposed to certain inhaled dusts may show increased levels of nonspecific airways responsiveness (AR). In some studies, cigarette smokers have also been reported to have increased levels of AR. As part of an ongoing study, we compared the results of preshift methacholine inhalation challenge, spirometry, and smoking and occupational histories, in 191 under-ground bituminous coal miners (M) and 215 non-mining control workers· (C) . All M and c were selected to have normal baseline% predicted FEVI (PPFEV). Mining tenure was recorded as years worked underground (YRUG) and at the coal face (YRFC). AR was assessed as the% decrease in FEVI from baseline divided by the dose of methacholine delivered. M reported similar years smoked (YRSM) but fewer pack-years* (PY) than c~ Overall, both increasing YRSM and PY were associated with more AR*. Smoking C* but not M showed increased AR with increasing PY. In smoking and nonsmoking M, baseline AR and PPFEV showed no association with YRUG. The level of AR was inversely related to YRFC*, possibly representing selection away from dustier jobs. AR was inversely correlated with PPFEV*. The personal dust monitor (PDM) is a sampling device developed for measuring the personal exposure to coal mine dust of mine workers. The device is based on proprietary technology known as the tapered element oscillating microbalance (TEOM) originally developed as a fixed- site environmental particulate mass monitor by Rupprecht and Patashnick Co., Inc., Albany, NY. Currently, the monitoring of exposure to coal mine dust relies on periodic samples taken by traditional coal mine dust sampling units that use a cyclone, filter, pump, and laboratory measurement of the filter mass. Better measurement of mine dust levels has been the goal of industry and labor for nearly two decades. PDM technology offers accurate, end-of-shift and near real time assessment of worker dust exposure. Laboratory and underground tests compared measurements taken by a prototype PDM-2 (a two-piece TEOM) to the average of multiple personal dust samplers monitoring the same space. In the range of mass loadings P between 0.5 and 4.0 mg/m the PDM met a 25% accuracy criterion 95% of the time with 95% confidence. However, some questions still exist about potential bias between types of coal. The prototype two-piece device is in the process of being combined into a single unit that also contains the miners&apos; cap lamp creating a more ergonomic dust sampling system.

Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

This paper is the fourth of the current series issued by the Bureau of Mines on lime- plant problems . It is hoped that the information presented in these reports will develop sufficient interest among lime- plant operators to prompt them to discuss with the Bureau their own experiences , for it is believed by such an interchange of ideas conclusions will be reached that will be of practical benefit to the entire industry . Much valuable information has been obtained from replies to the papers already issued , but a more general response is greatly desired . It is hoped that many operators will contribute additions to the information on transportation systems now at hand by answering the questions on the final page .

A major hazard to workers in underground mines is fire and the resulting contaminated air. Fire reaches miners thousands of yards away with carbon monoxide gas and other toxic fumes. The same ventilation system that furnishes fresh air to miners can also be the vehicle to carry contaminated air to remote locations. To reduce these problems, the U.S. Department of the Interior&apos;s Bureau of Mines entered into Contract H0242016, "Mine Shaft Fire and Smoke Protection System," with FMC Corporation, Santa Clara, California, to evaluate mine shaft fire and smoke hazards and to develop and demonstrate a low-cost, reliable mine shaft fire and smoke protection system that would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines.

The two major lung diseases of miners are "blacklung" and silicosis. Blacklung, or pneumoconiosis, was first recognized as a disease of British coal miners in the 1600s. However, investigations into the cause of blacklung disease did not begin until the 1900s. The causative agent of pneumoconiosis in coal miners was thought to be silica until studies in the United Kingdom provided evidence that expo- sure to coal dust containing minimal silica could also cause pneumoconiosis. In the Federal Coal Mine Health and Safety Act of 1969, coal workers pneumoconiosis (CWP) was defined as "a chronic dust disease of the lung arising out of employment in an underground coal mine." Diagnosis of CWP is generally based on chest x-ray findings and a patient&apos;s history of working in coal mines, usually for 10 or more years. In its early stages, CWP is called "simple CWP." Miners with simple CWP are at increased risk of developing an advanced stage of the disease, called "progressive massive fibrosis" pMF) or "complicated CWP." PMF (complicated CWP) is associated with significant decreases in lung function and oxygen- diffusing capacity. PMF is also associated with breathlessness, chronic bronchitis, recurrent chest illness, and episodes of heart failure. Coal miners with silicotic lesions or PMF have an increased risk of tuberculosis and other mycobacterial infections. PMF may progress even in the absence of further dust exposure. This disease is also associated with increased mortality (National Institute of Occupational Safety and Health [NIOSH] 1995). The most recent study to determine the prevalence of CWP in coal workers was in the mid- 1990s. The average prevalence of CWP was 2.8%, but for those with 30 or more years in the industry it was 14%. For the 10-year period from 1987 to 1996, 18,245 deaths were attributed to CWP. The most frequently recorded occupation on the death certificate (70%) was mining machine operator (NIOSH 1999). Silicosis may develop when inhaled respirable crystalline silica (quartz) is deposited in the lungs. The clinical diagnosis of silicosis is based on (1) recognition by the physician that the level of silica exposure is adequate to cause the disease, (2) the presence of chest radiographic abnormalities consistent with silicosis, and (3) the absence of other illnesses (e.g., tuberculosis or pulmonary fungal infection) that may mimic silicosis. The radiographic patterns are often the same for CWP and silicosis; thus, these diseases are sometimes distinguishable only by work history or pathological examination. Chronic silicosis commonly involves 15 or more years of exposure to silica. The characteristic microscopic feature is the silicotic nodule. Chronic silicosis is often asymptomatic and may manifest itself as a radiographic abnormality with small, rounded opacities of less than 10 mm in diameter, predominantly in the upper lobes. Lung function may be normal or show mild restriction. Chronic silicosis is also associated with a predisposition to tuberculosis and other mycobacterial infections and with progression to complicated silicosis.

This report describes the development of a dynamic strain gage and a companion amplifier and recording camera -an apparatus designed to pick up and record the strain waves produced in rock by a nearby explosion. Also included in the report is a discussion of the relationships connecting the strain with the displacement, velocity, and acceleration for both plane and spherical waves. The proposed tests for which the strain gages were intended required making measurements in solid rock, a factor that necessitated the development of a gage that could be inserted and anchored in a small-diameter diamond-drill hole. The restriction on the diameter of the drill hole is required so that the presence of the hole in the medium will not influence the propagation of the strain wave. The gage should respond with fidelity to the frequencies present in a wave pulse generated by the nearby detonation of a small quantity of high-velocity explosive. Preliminary tests showed that this frequency range extends from 200 to 10,000 c.p.s. or greater. Also, the gage should be capable of measuring strains ranging from a few micro-inches per inch to several thousand micro-inches per inch. Other desirable design specifications included a low gage output impedance to permit the use of long cables, and a low gage cost, particularly in view of the fact that for the final design none of the gages can be recovered from the medium.

The Bureau of Mines hydrogenated coals of different rank that had been irradiated with either x-rays or gamma rays. Lignite, high-volatile A and C bituminous, and low-volatile bituminous coals were exposed to l billion roent¬gens of gamma-ray radiation; specimens of high-volatile A and C bituminous coals from other sources received 6 million roentgens of X-ray radiation. Irradiated and unirradiated control specimens of those coals were hydrogenated in autoclave experiments at (6,000-p.s.i. final pressure and 400° C. with retention times of 15, 30, or 60 minutes depending on the coal rank and catalytic treatment. Comparison of results from irradiated specimens with those from the control experiments showed that the radiation had no beneficial effect on the coal. High-volatile C bituminous coal may have been affected by radiation more than the other coals. One billion roentgens appeared to reduce the amount of coal converted to liquids and gases by about 10 pct., and 6 million roentgens reduced it by about 6 pct. then catalyzed with tin. In all other cases, the conversion of irradiated coal was either reduced by as much as 4 pct. or was essentially the sank as that obtained with unirradiated coal. Irradiation during hydrogenation nay be effective for increasing the reactivity of coal and should be investigated; further work with coals irradiated prier to hydrogenation is not recommended.

As part of the development of processes for producing synthetic fuels from coal, the Bureau of Mines prepared a special jet fuel in a pilot plant for evaluation by the Air Force. This jet fuel had all the required physical properties, including the important specifications of high heating value and high density. However, the finished fuel did not pass the stability test specified by the Air Force and conducted by the Southwest Research Institute in a high-temperature research coker. The cause for this instability is being investigated because pure compounds of the type identified in this fuel are known to be stable. The tar acid oil used was a 230° to 300° C. fraction of low-temperature tar obtained by carbonization of a West Virginia bituminous coal in the pilot plant of the Consolidation Coal Co. Both the desulfurization at 400° C. and saturation at 300" C. were done in the vapor phase at 2,500 p.s.i.g. After catalytic treatment and distillation the final jet fuel had a boiling range of 194° to 247° C., a net heating value of 18,420 B.t.u./lb. and a specific gravity of 0.8463 60° F./60° F. It also had u pour point below -62° C., and at 0° C. its viscosity was 4.5 cs. The oil was virtually all bicyclic, 41 pct. noncondensed and 56 pct. condensed.

At some coal mines, methane gas is released during raise drilling. At the request of the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, the Bureau of Mines conducted ventilation surveys at different raise drill sites to assess various methods of reducing methane concentration. The resulting data indicate that raise drill shaft cavities are ventilated by air compressors, vacuum pumps, auxiliary blower fans, and free intake air from the surface. The compressors, pumps, and fans operate simultaneously or separately. At the bottom of the shaft cavities, ventilation is controlled by regulators and airlocks. Methane is monitored, measured, and periodically sampled on the surface, at the bottom, and at different levels in the shaft cavities. Maximum concentration of 3.5 percent was measured in one shaft in West Virginia. Air velocity down the raise drill shafts is always very low, Maximum recorded air down the drill stem was 3,000 cfm, which can be increased by adding air compressors. The best way to ventilate shaft cavities is through the simultaneous use of air compressors and vacuum pumps. If the methane concentration cannot be reduced with additional compressors, then the inside diameter of the drill rod should be increased, or larger pilot hole drill bits should be used.

"Field inspections and data relative to the use of rubber-sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases soma of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving end.4. The time length of current flow and whether continuous or intermittent.5. Refuge Chamber Expectations Training was created by a multidisciplinary team at the National Institute for Occupational Safety and Health (NIOSH) to inform miners of what to expect psychologically and physically if it became necessary to use a refuge chamber in a mine emergency. The presentation can be used either for one large group or for individual miners. The training is a multimedia Adobe Flash presentation containing pictures, audio, video, and interviews with miners who have used a refuge chamber in an emergency. It must be run on a computer with Adobe Flash Player installed (refer to the computer system requirements section).

This Bureau of Mines study covers 25 underground mines that were active in the Upper and Lower Freeport and Lower Kittanning coalbeds in 1976. The coal ranges from low to medium volatile in rank; its primary use is for steam generation. Seven mines emit more than 100,000 cfd of methane gas; those mines are the deepest and largest producers. The methane gas content of three core samples of the Lower Kittanning coalbed was estimated by the direct method. A sample from a depth of 320 feet contained 0.5 cu cm of gas per gram, at 620 feet there was 0.8 cu cm of gas per gram, and at 1,060 feet there was 11 cu cm of gas per gram. These results suggest that methane control problems will be encountered in the future as deeper coal is mined.

To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau&apos;s Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines.
