To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

Bureau of Mines research on methods for reclaiming land disturbed by the minerals sector of the economy has produced a specific procedure for effectively germinating seed of Indian ricegrass, a drought-tolerant plant valuable for reclaiming arid and semiarid sites. This report describes the procedure which consists of acid-treating the seed followed by temperature and light cycling treatments. Use of the procedure resulted in an average germination rate of 29 percent, ranging from 18 to 56 percent. Seed subjected to long cold treatment but with acid treatment yielded an average germination rate of 9.2 percent, ranging from 6.6 to 14.7 percent. Untreated seeds (controls) gave germination rates less than 0.1 percent.

The characteristics of leaders under the duress of an emergency are important in the development of emergency planning, training, and in the management of an actual emergency. Knowledge of human behavior is an important component in the formation of emergency strategies. The U.S. Bureau of Mines analyzed the leadership behavior in three underground mine fire escapes. The subjects described their escapes during open-ended interviews. Data were coded according to: (1) evidence of leadership behavior, (2) evidence of lack of leadership behavior, and (3) characteristics of the individual in each group who led the subjects out of the mines. This paper discusses the profile of six individual leadership characteristics which emerged from the data.

A nuclear method for continuously monitoring the coalbed and ash levels and void formation in commercial-scale, fixed-bed, pressurized gas producers is proposed. Measurement of gamma ray transmission through the coalbed is the basis of the method. The coalbed level is monitored by detecting the trans-mission of gamma rays from a 1 to 2 Ci Co-60 source positioned on the outside wall of the vessel. Coal bridging or, alternatively, ash level is monitored by a 10 Ci Co-60 source at the center of the coalbed. Source activities and geometries are calculated for a 12-foot-ID producer designed to operate at 350 psi. Source capsule and detector specifications and operational safety are also discussed.

Native asphalt was produced in 1980 by six companies in four States. Leading States were Texas and Utah. Output decreased 22% in 1980 to 1.25 million tons while value decreased 2% to $25.0 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert, Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

Researchers with the National Institute for Occupational Safety and Health (NIOSH) have developed a training module to educate both new, inexperienced miners as well as veterans on important issues related to self-rescue and escape procedures. These include: (1) physical and environmental conditions that can be encountered in a mine after a major explosion, (2) knowledge of emergency meeting locations and escape routes, (3) the importance of using self-rescuers, even in seemingly clear air, to keep the lungs isolated from contaminants, and (4) why miners should not go off to look for others who are missing. In addition, the module may stimulate miners to think about and discuss mine explosions and the devastating effects of such an event.

The U.S. Bureau of Mines conducted an overcore stress measurement on the 5300 level of the Lucky Friday Mine, Mullan, ID, to investigate the stress regime around an experimental stope in a rock-burst-prone mine. The result indicated a stress field with unexpected magnitude and orientation [F . 135 MPa (19,600 psi) oriented S 80E1W]. An unusual amount of rock-burst activity was encountered during subsequent excavation. A careful review of the overcore data suggested the overcore strain measurements were valid. Moreover, concentrated rock-burst activity suggested that the measured stress field did exist, but was localized and therefore did not represent the far-field in situ stress field.

This is the final report on Project CR-102 under the auspices of the Department of Environmental Resources, Commonwealth of Pennsylvania .1 The project was activated on January 5, 1970, with financial support from Bituminous Coal Research, Inc., the Pennsylvania Coal Research Board, and the Water Quality Office of the Environmental Protection Agency (WQO-EPA)2 through Grant 14010 EST to the Commonwealth of Pennsylvania Work on the project was conducted according to the procedures outlined in BCR Research Program Proposal RPP-164R, dated April 24, 1969, and a subsequent Revulsion of Scope, dated February 25, 1970. A.5 Conclusions and Recommendations The illustrative simulations in the previous section have demonstrated 1. Flexibility of the program to simulate a wide variety of configurations and cases. 2. Ability of the program to predict evacuation time within a small margin of error (5 percent -.n a case considered). 3. Usefulness of the program in making some of the evacuation decisions. The above leads to a conclusion that the computer program can provide a useful tool in evaluating mine evacuation in the event of a fire. This report (Software Safety 2.2) is the third in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended or use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and non networked programmable electronics.” System safety seeks to design safety into all phases of the entire system. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be don and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treaty of the subject material. "According to the dictionary,3 an accident is an event that takes place without one's foresight or expectation, often an undesigned, sudden, and unforeseen occurrence of an afflictive or unfortunate character. However, actual experience with accidents, the second most important cause of death in the United States,4 and a more extensive and scientific inventigation of their causes indicate that from 75 to 90 per cent of accidents are avoidable.5 This is borne out by the results of a three-year study of the accident records of 64,000 motor vehicle operators in New York6 which show that certain drivers are prone to accidents, that accident experience is traceable to certain causes, and that accidents don't just ""happen,"" It is estimated that 97,000 persons were killed by accidents in the United States in 1929 and 15,000,000 were injured. Of these about 23,000 deaths were due to so-called industrial accidents. In a list of accident rates by industries, compiled by the National Safety Council7 from reports of member establishments, mining heads the list, in both frequency (74.43 per 1,000,000 man-hours worked) and severity (9.9 days lost per 1,000 man-hours worked). These figures are very much higher than for any other industry; theindustries showing figures most comparable to mining are meat packing with a frequency rate of 55.94 and a severity rate of 1.47, construction with a frequency rate of 50.41 and a severity rate of 4.62, and refrigeration with a frequency rate of 43.35 and a severity rate of 3.04.While there is no way to determine the actual cost of all accidents from a monetary standpoint, estimates indicate that the cost will run into hundreds of millions of dollars annually.Cost of accidents in metal mines.- The United States Bureau of Mines obtains accurate figures on the number of lost-time nonfatal accidents as well as fatal accidents in the metal-mining industry.8 In 1926 the metal mines employed 127,823 men; 430 men were killed and 30,350 men received lost-time but nonfatal injuries as a result of accidents. Each of these fatal and nonfatal injuries averaged 114 days lost time, computing a fatality as 6,000 days lost time. This is equivalent to 3,523,944 days time lost due to accident, or at $5 per day per man, to a wage loss of $17,619,720. Deducting one-ninth of this figure for compensation paid, the metal miner loses in wage annually about $15,700,000, or about $122 per individual. This average loss per individual includes the cost of fatal accidents reckoned at 6,000 days or $30,000, but even if the loss in time due to fatal accidents be deducted, the average cost to each individual metal miner each year for nonfatal accidents is about $32. Estimating the loss to the metal-mine employer as about the same as that to the employee, the annual cost of metal-mine accidents to the employer is about $15,700,000 and to the employer and miner is $31,400,000."

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . "Dust abatement by water sprays involves the subprocesses of 1) collision between dust particles and water droplets, 2) adhesion of particles to droplets, and 3) engulfment of particles by the droplets. A review of the fundamental aspects of these subprocesses shows that collisions between particles and droplets are determined by aerodynamics and the size and surface charge of the particles and of the droplets. However, the adhesion and engulfment subprocesses depend upon the wetting characteristics of the particles. Although wetting agents (also known as surfactants) have been used as dust suppressants in several investigations, conflicting results are available regarding their effectiveness. In this paper, we show that these results can be explained if the effects of coal rank on surfactant adsorption and wetting characteristics are taken into account.The influence of several nonionic surfactants containing polyethoxy adducts on the wetting behavior of coal is presented. The wetting was determined by a modified Walker Test method, and contact angle measurements. The results show that the wettability of coal depends upon coal rank, structure of the hydrocarbon chain of the surfactant, and the number of ethoxy groups in the molecule.IntroductionDue to the inherent nature of the mining process, a large number of particles are generated, a portion of which becomes airborne to create dust. Dust can be aesthetically and environmentally unacceptable and it can also be explosive. Fine particles in the respirable size range ( < 5 urn) are con-sidered to cause lung diseases, namely, silicosis, pneumoconiosis, etc.(1) Several approaches to reduce dust in mine environments are practiced throughout the mining industry. These include decrease in generation of dust through improvements in mine machinery, ventilation (in which lower dust levels are achieved by dilution of contaminated air with clean air), and dust removal methods. Water sprays are most commonly used to remove dust par-ticles. Recently, scrubbers are reported to have been installed on mining machines to remove dust,(2,3) which also make use of water sprays to reduce dust."

"INTRODUCTION In city smoke-abatement work it is customary to require approval of the sizing of fuel-burning equipment. This is to insure that, with reasonable attention, the equipment can be operated essentially smokelessly, having such features as ample furnace volume and air supply. To answer the many inquiries that come to the Bureau of Mines as to what dimensions are acceptable and standard, the requirements of a number of smoke-abatement ordinances have been tabulated.CONCLUSIONSStudy of these tabulations shows that even after many years of fuel-burning practice and experience there is no common standard. Variations in the requirements for the same type of equipment under the same conditions of operation are great. This causes considerable difference in installation costs. Over-all costs being affected, the competitive positions of different types of fuel-burning equipment are also affected. It is apparent that there is a lack of information as to proper dimensions that is commonly accepted as authoritative.DISCUSSIONTable 1 gives the minimum furnace-setting heights required by various cities for mechanical underfeed stokers installed under H.R.T. boilers. Figure 1 shows a typical installation. The dimension given for each case is the distance from the dead plate of the stoker to bottom of boiler shell, unless otherwise noted. As shown in the table, different cities use different size-classification systems; it is not possible to make complete, exact, direct comparisons. Table la gives a comparison for various cities, showing the approximate percentage difference in H.R.T. furnace-setting heights required from those recommended by the Stoker Manufacturers' Association arbitrarily chosen to serve as a basis of comparison. The percentages are approxi¬mate because they were calculated as if all heights as given were measured from the dead plate of the stoker. In two cases a lower height is permitted, in a number of cases the height may be the same, and in a number of cases the height must be greater. The percentage increase goes to 100 in one case. Lack of uniformity is quite evident."
