Part Two of this report is based upon six working memoranda prepared during the first half of 1972 at an early stage in our work for the Bureau of Mines. This work presents preliminary performance estimates of baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau for operational/ emergency mine communications applications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; on theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau and on semi-empirical models which describe the intelligibility of voice communications as a function of the frequency variations of the signal-to-noise ratio across the voiceband. This work examines the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, and uplink transmissions via a vertical-axis loop antenna, for typical mine depths of 300, 600, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/ meter (high) were used; the former figure for both voice and narrowband calculations and the latter for narrowband calculations only. Examples of high, moderate, and low, surface and subsurface, harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data. The effects of simple voice spectrum shaping techniques on the intelligibility of through-the-earth voice communications are examined, and indexes of intelligibility more broadly based than signal-to-noise ratio are discussed. Finally, a means of overcoming the affects of 60 Hz noise and its harmonics which are the largest contributors to typical audio frequency in-mine noise, is suggested. These feasibility calculations are not intended to serve as definitive and complete treatments, but as a starting point: to establish first-order estimates of the magnitude and variability of transmitter power requirements under different noise, overburden conductivity, and mine depth conditions; to identify relationships, conditions, or frequencies that are likely to limit or enhance system performance; to reveal items requiring further investigation and data still required; and to suggest practical methods for optimizing system performance. These objectives were met by the calculations. Simple experiments to support these calculations can and should be carried out; together with more detailed investigations of specific modulation, coding, noise-suppression, voice-compression and signal-conditioning techniques, aimed at producing through-the-earth operational/emergency mine-communication systems that are not only effective, but practical and economically sound.

This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. Selective Area Page--as mines grow larger it is apparent that the entire telephone system paging mode need not be activated each time a call is initiated. When the general area of a

This report deals with the processing and marketing of iron and steal scrap in the intermountain States of Arizona, Colorado, New Mexico, Utah, and Wyoming and the northwestern Plains States of Nebraska, North Dakota, and South Dakota. The quantity and quality of iron and steel scrap consumed in both the steel mills and iron foundries in these States in 1964 were decided by (1) the type of facilities used to produce an end product; (2) the availability of a dependable source of iron and steel scrap at competitive prices; and (3) the, ratio of the cost of iron in iron ore to iron in scrap. In recent years the quantity of scrap used per ton of steel ingot produced has decreased. The major individual. consumers of iron and steel scrap were the steel mills in Arizona, Colorado, and Utah, foundries in Utah and Arizona, and copper leaching, operations in Arizona, New Mexico, and Utah. About 2 million tons of iron and steel scrap was used by the iron and steel industry in 1964. Although there has been a decline in the amount of scrap used per ton of steel ingot produced because of changes in steelmaking methods, there has been a slight increase in the overall quantity of scrap used because of the increase in ingot production. It is estimated that the scrap consumption in the steel industry will increase by 19 percent by 1980. In addition to the scrap consumed by the steel industry, 273,000 tons of ferrous scrap were used by copper-leaching operations. Thirty-one percent of the ferrous scrap used by the steel industry in 1964 was purchased from dealers and other sources. The CF&I Steel Corp. (formerly The Colorado Fuel and Iron Corp.) at Pueblo, Colo., complemented its blast- and open-hearth-furnace operations with basic-oxygen converters in 1962. The basic-oxygen and open-hearth furnaces were charged with 30 and 90 percent scrap, respectively. Future use of the open-hearths would probably be used to supplement ingot production requirements. Because it was more economical to use less scrap and a high molten-metal charge, the United States Steel Corp. at Geneva, Utah, which uses the open-hearth process to make steel, charges the furnaces with 25 to 35 percent scrap. The Allison Steel Manufacturing Co. at Tempe, Ariz., uses a 100 percent scrap charge in its electric furnace. Although it was estimated that there were 327,000 tons of various grades of motor vehicle scrap generated in 1963, no estimates were made concerning the total quantity and grade of scrap available in the area. Most of the scrap used in the steelmaking industry originated within the area. It was advantageous to sell scrap generated in eastern Nebraska, North Dakota, and South Dakota to markets in the Midwest because of freight costs.

"This Bureau of Mines publication presents a statistical analysis of official U.S. Mine Safety and Health Administration (MSHA) metal and nonmetal mine fire reports from 1950 through 1984, plus accounts of selected nonreportable fires (less than 30 min and no injury) and opinion data on fire hazards from mine safety directors. Fires were analyzed by time trends, ore type, ignition source, burning substance, location in mine, equipment involved, means of detection, duration, number of injuries and fatalities, mining method, and successful extinguishing agent. The leading ignition sources were electricity in underground fires and engine heat in reported surface fires. The most frequent burning substance was combustible liquids for all nonreportable fires, reported surface fires, and reported underground fires from 1978 to 1984. For underground fires reported prior to 1978, timber was the leading burning substance. Mobile equipment was the type most frequently involved in both underground and surface fires. Underground fires occurred most often in haulageway or drift areas, and reported surface fires occurred most often in plant and mill buildings, while most nonreportable surface fires occurred in other areas. The most common methods of extinguishment were water hose lines for reported fires and dry chemical handportable extinguishers for nonreportable fires. INTRODUCTIONIn support of the Bureau of Mines research on mine fire protection, two separate baseline studies on mine fire incidents have been prepared. The first study addressed coal mine fires. The results of that study are summarized in the Bureau's Information Circular 8830, ""A Statistical Analysis of Coal Mine Fire Incidents in the United States From 1950 to 1977."" This second report, addressing metal and nonmetal mine fires, is the companion to IC 8830. Together, these two reports provide a comprehensive, factual summary of the mining industry's fire experience.This report, like IC 8830, covers (1) MSHA fire incident reports, (2) records of nonreportable fires (less than 30 min and no injury), and (3) mine safety directors' opinions on fire hazards. The MSHA fire reports provide the most reliable, objective, and accurate historcial record of the major noncoal mine fires that occurred during the study period (1950 through 1984). However, MSHA fire reports alone understate the true magnitude of the fire problem because metal and nonmetal mines have been legally required to report fires to MSHA only since 1968. Although some fires were reported prior to 1968, doubtless a great many were not. Also, the reporting regulations that took effect in 1968 specify that only fires lasting 30 min or longer or involving an injury need to be reported. MSHA fire reports are thus limited in scope by MSHA's legal authority. In order to provide a more comprehensive data base, it was also necessary to gather and analyze mine company records of nonreportable fires."

The Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining (hereafter referred to as the Panel or the TSP) was established by Section 11 of the Mine Improvement and New Emergency Response Act of 2006 (MINER Act). The Panel was charged with providing “independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant properties of belt materials in underground coal mining.” The TSP was impaneled by the Honorable Elaine L. Chao and commenced its work on January 9, 2007. At this first meeting, Mr. Richard E. Stickler, Assistant Secretary of Labor for Mine Safety and Health, asked the Panel to report on many issues including how recent technological advances could be applied to atmospheric monitoring systems, point-type heat sensors, current state of fire-resistant vs. fireproof belt materials, and belt fire suppression systems to improve miner safety. In addition, Mr. Stickler asked the Panel to review belt air velocity limitations. The Panel members attended 12 days of public meetings over a nine-month period. Three of the public meetings were scheduled for the Panel to hear from technical experts and those persons or organizations interested in providing input. The meetings were held in Coraopolis, Pennsylvania with emphasis on belt fires, belt maintenance, belt flammability and toxicity, ventilation, and escape issues; in Salt Lake City with emphasis on ground control and convergence issues; and in Birmingham with emphasis on fire detection, sensors and atmospheric monitoring systems. National Institute for Occupational Safety and Health (NIOSH) researchers, Mine Safety and Health Administration (MSHA) personnel, representatives of the major belt conveyor manufacturers and a representative of the National Mining Association provided discussions at the Coraopolis meeting. In Salt Lake City, Utah, MSHA district managers and ventilation specialists, a member of the Aracoma Mine No. 1 investigation team, a representative of the Bureau of Land Management, and industry and consulting representatives of the Utah Mining Association and the Colorado Mining Association made presentations. In Birmingham, Alabama, atmospheric monitoring system representatives, NIOSH researchers, representatives of coal mining companies, and UMWA workers from two Alabama mining companies made presentations. In addition, a staff member of The Center for Regulatory Effectiveness also presented comments to the Panel. In conjunction with the meetings in Salt Lake City and Birmingham, three-member subcommittees of the Technical Study Panel made field visits to the Skyline Mine, the Aberdeen Mine, and the Jim Walter Resources Mine No. 4. The mine visits were scheduled to see first-hand the mining conditions under which belt air was being utilized as an additional source of intake air for working sections.

"So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

The production of harmful pollutants from coal mines and/or from coal and associated strata has been a recognizable fact in the United States for over two hundred and seventy years. In 1698, Gabriel Thomas observed(l) that the colored water flowing from streams in this country was similar to that which flowed from the coal mines in Wales. Hence, water pollutants such as acid were being produced before any known coal mines were operating in this country. The coal mining industry has contributed to the increase of pollution by exposing large amounts of sulfide materials that enable the reaction of water, oxygen and sulfur containing materials to form acid. A map of the United States coal fields can be seen on Figure 1. The anthracite regions of Pennsylvania, although small when compared to the total reserves, have produced some of the country's major water problems. The map indicates the extent of bituminous reserves of the Appalachian and midwest regions. Also evident are the bituminous, subbituminous and lignite coal reserves in the west which have recently come into greater demand. Acid mine pollution is encountered in numerous states, but the major problem is found in the Ohio, Susquehanna, and Potomac River basins.(2) Most coal beds contain some sulfur which may be in the inorganic, sulfate, or sulfide form, and thus have the potential to produce sulfuric acid. However, much of the strata that overlays the coal beds also contains acid neutralizing materials. Therefore, the amount of acid produced depends upon the amount of both acid and alkali materials that dissolve in the water in any given mine. The common sources of sulfurous material in the seam or surrounding rock are generally called sulfur balls or "nigger heads" by the miners. Sulfur balls that have been observed(3) seem to be equally divided between those containing sulphuritic iron capable of producing sulfuric acid upon oxidation and those that are primarily calcium carbonate. It has been observed in many instances that two types of water, acid and alkaline, are being produced in the same mine. A study of the geological strata and a survey of subsidence, faults and sulfur balls will usually give some indication of why this happens. The reaction of pyrite (FeS2) with oxygen and water to form ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) by a series of complex chemical interactions is well documented but not well understood.(4,5) However, it is well known that the reactions to form the acid cannot occur unless all three constituents are present. Since pyrite is inherent in most coal seams and air is needed to sustain the miner, the most logical answer is to eliminate water infiltration into the mine, or to remove it from the mine before acids can form.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. "In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Homans [1950] offered a working definition of group that is useful for this research: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at secondhand, through other people, but face-to-face." This chapter begins with a discussion of the group concept in reference to the hypothesized escape groups mentioned earlier. It then moves to an examination of analysis techniques used by the authors. Finally, the subjects themselves are profiled according to their demographic characteristics. The Nature of Groups Warriner [1956] took a realist approach to understanding groups: "(1) the group is just as real as the person, but (2) both are abstract, analytical units, not concrete entities, and (3) the group is understandable and explicable solely in terms of distinctly social processes and factors, not by reference to individual psychology." Warriner's realist position merely holds that "group" occupies a different domain in which it is no more or less concrete than "person." At this group level the unit of analysis will be those relations that indicate social rather than individual behavior. It is possible to investigate these group properties empirically-if a researcher avoids confusing conceptual entities with concrete ones. Most people seem to accept that group attributes must somehow be inferred, but think personal attributes will be directly manifested, requiring little or no interpretation [Snizek 1979]. In other words, nobody would equate physical components of an underground working section with the actual work group, yet social scientists (as well as laypeople) very often confuse real individuals with notions of the person. In actuality, neither groups nor persons are directly disclosed to the senses; both are inferred by experience and observation. One can "see" a group just as clearly as one can "see" a person, given the proper perspective from which to do so. It is necessary, in developing this perspective, to begin with a sound definition of the thing being examined. Besides communication, or more generally, social interaction, Homans [1950] included three other components of group makeup. "Sentiment" is characterized as the feelings people tend to form about one another when they interact often. These feelings include not only friendliness and dislike, but attitudes such as approval or disapproval. A "norm" is an idea, held in common by group members, that specifies how people ought to behave in given circumstances. In lay terms, norms are simply those informal rules individuals abide by in order to get along together in social situations. Finally, "activity" refers to those things persons do with others. In work groups, as an example, many of the activities are cooperative and goal-directed.

"Reflector button signs similar to those used to attract the attention of motorists on the public highways at night are now being used to good advantage by a few mining companies in underground workings for danger, warning, direction, and safety signs and signals. Most safety signs and signals used in underground mining are of the electric light painted-board, or enameled or porcelain metal-plate,type, all of which have good features as well as some disadvantages; among the disadvantages are: The filament of electric incandescent lamps is prone to ""burn out"" occasionally anti usually the lamps are not replaced promptly; painted-board and enameled or porcelain metal-plate signs can be seen only a short distance and often are ""passed up"" unintentionally by employees, consequently these signs do not always serve the purposes intended and may be the cause of injury or death through failure to warn the men of danger.The advantage of using reflector button signs in mines or underground workings is that the cap lamps or headlights with which employees and locomotives generally are equipped, if directed at these buttons will reflect the light back to its source, and if they are arranged to spell words of warning or direction, or if suitable symbols are used, they are discernible and can be read at a distance of several hundred feet. The distance the light is reflected depends largely on the color of the buttons used. The reflector buttons also in many instances can be used to good advantage in conjunction with other methods previously mentioned.Several types of reflector buttons are available, among them the flat-lens type with mirrored metallic foil or plate back, the facet-cut-lens type with a mirrored metallic foil or plate back, and a type with a hemispherical smooth lens with a parabolic mirrored metal back. Lenses for the different types are available in several colors. Crystal, amber, red, and green are the colors of the buttons used to the greatest extent in underground signs up to the present time. These buttons may be had in different sizes, also.It has been observed that crystal-colored buttons reflect light the greatest distance (about 1,000 feet) and red-colored buttons the least (about 500 feet); reflection from green and amber colors ranges somewhere between the red and crystal colors in distance.Reflector buttons for underground use should be designed to reflect light a maximum distance; they should be made of materials that resist oxidation and corrosion, especially of the mirrored backs, and should be relatively free of protruding parts or projections that will collect dust.Reflector buttons approximately 3/14 inch in diameter seem best suited for underground use in general because fewer reflector units are required for a signal of given size."

"A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."

The need of protecting mines from the danger of inflow of natural gas from neighboring wells has become more apparent each year since it was found that oil and gas underlie the productive coal measures of Pennsylvania, West Virginia, Ohio, Indiana, Illinois, Kansas, Oklahoma, Colorado, and Wyoming, and, to some extent, the coal measures of other States. The proximity of the known gas and oil areas in the United States to the coal fields and the manner in which the fields overlap in certain States are shown in the map comprising the frontispiece (Pl. I). As the result of many requests received from various sources a conference to consider the protective measures necessary to insure the safety of mining operations in gas and oil fields was called by the Director of the Bureau of Mines to assemble in Pittsburgh, Pa., Feb- ruary 7 and 8, 1913. To this conference were invited a considerable number of gas-well, oil-well, and coal-mine operators within conven- ient distance from Pittsburgh, as well as State geologists and State mine inspectors from a distance. Gas and oil wells are also found near other kinds of mines, such as shale and limestone mines in western Pennsylvania, but these cases are so few that for this and other reasons it was deemed best to con- fine the present inquiry to the consideration of the questions involved in connection with coal mines. It was also not thought advisable to consider the protection of mines from other kinds of bore holes than those for gas and oil, such as coal-prospecting holes, drilled either with churn or diamond drills, or salt wells and artesian wells, because little trouble has been ex- perienced in mining operations from these classes of wells. There- fore the following papers and discussions concern almost entirely the following relations between coal mines and gas and oil wells: (1) Protection of coal mines froin gas and oil wells penetrating -through: (a) Open workings; (b) inaccessible spaces or goaves; (c) pillars, or coal which may be left as pillars. (2) The manner of drilling gas and oil wells passing through workable coal beds so as to provide protection for future mining. The preliminary inquiries of the engineers of the bureau had dis- closed that there was no uniformity in the methods of protecting mines against the leakage of gas from wells, that thousands of wells in coal fields are abandoned yearly without adequate plugging, and without surveys or records being kept to show the location of the holes, from which the casings are generally pulled. According to the State geologist of Pennsylvania, as many as 3,000 wells are being drilled annually in Pennsylvania, 2,000 of these holes being aban- doned within a single year. It is such unplugged, uncharted wells that are the greatest menace in mining. The quantity of gas that the wells produce, although not sufficient to be commercially avail-

"The U.S. Bureau of Mines established on August 15, 1983, the Generic Mineral Technology Center for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. The Center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . ."" The Center's program is designed to permit an accelerated attack on the fundamental research problems for the control of respirable dust in mines.The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. The Generic Technology Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated. The Center activities involve the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications' in the respirable dust area.The Center is composed of faculty from the four universities/institutes listed above. The personnel, facilities and equipment that are available to the Center from these entities are diverse, complementary and comprehensive. More than fifty scientists, engineers; and medical personnel in the Center are engaged in respirable dust research. Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease Studies are available as a result of the existing relationship between NIOSH and West Virginia University.The breakdown of the dust research program into the five areas mentioned above recognizes the importance of an integrated fundamental research approach to the respirable dust problem compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities. The specific projects in the research areas are a result of a careful evaluation of the past and ongoing research activities, the identification of areas where data and information are scarce, and awareness of the recommendation of the National Academy of Sciences Study on the Measurement and Control of Respirable Dust. Penn State is the administrative unit for the Center. Funding to date is nearly $6.5 million."

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

Objective To develop a passive, inexpensive technique for monitoring explosion overpressures within sealed areas in underground coalmines. Background From 1994 to 2000, seven explosions of methane and/or coal dust occurred within the worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many seals and caused much damage external to the sealed area. One gob explosion went undetected until the mine operator reopened the sealed area and discovered the damage. Fortunately, these gob explosions did not cause any fatalities or injuries. Because lightning occurs in just about all mining areas, several questions arise. Could gob gas explosions be occurring in other sealed areas and going undetected? If so, what is the magnitude of the resulting explosion overpressures? The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) undertook a study to identify and evaluate passive measuring devices to monitor and quantify the overpressures associated with such explosions. This work was done in parallel with full-scale explosion experiments for evaluating the strength characteristics of seals used for isolating areas in underground coal mines. Approach Evaluation studies were done in PRL's 20-liter explosion test chamber and in the full-scale Experimental Mine at Lake Lynn Laboratory to evaluate the response and accuracy of various commercially available automobile tire pressure gauges to overpressures generated from gas and dust explosions. The first series of tests was done in the 20-liter chamber, which is used to study the explosibility and inerting of fuel dusts and gases. Data from the tire pressure gauge tests were compared to the pressure-time data obtained from the 20-liter chamber 's traditional electronic strain gauge pressure transducer recorded on a high-speed data acquisition system. To evaluate the tire pressure gauges, the valved inlet (tip) of the candidate pressure gauge was removed and the body of the gauge was cemented with epoxy into a 0.25-in pipe elbow and attached to the outside of the test chamber. A second series of tire gauge evaluation tests was done at Lake Lynn during explosion-resistance testing of seals used in underground coal mines. Full-scale seals (20 ft wide by 8 ft high)were constructed as one wall of a 2,000-ft3 chamber and exposed to a series of methane explosions. Average overpressures ranged from20 to 80 psi. The seals were built with various strength materials ranging from 7 to 48 in thick. The modified tire gauges are attached on the outside of the chamber to a 0.25-in NPT pipe that extends into the chamber (figure 1). The axis of the gauge is mounted at a right angle to the plane of the seal to minimize the coupling of any seal movement to the stem of the gauge that may cause inaccurate readings. The internal explosion pressure history is recorded with a strain gauge pressure transducer mounted inside the chamber. Methane is injected into the chamber, mixed with air, and ignited with an electric spark located at the geometric center of the chamber. Maximum explosion overpressures are recorded and compared with the tire gauge pressure.

Among the problems investigated by the Bureau of Mines the coal- dust problem has received much attention. Several of the bureau's publications deal specifically with the subject. Bulletin 20° contains an account of preliminary experiments of the bureau to determine the explosibility of coal dusts as well as a review of pertinent literature. Bulletin 50 is a report of a laboratory study of the inflammability of coal dust. The first series of coal-dust explosion tests in the bureau's experimental mine at Bruceton, Pa., is described in Bulletin 56, and Technical Paper 56 presents notes on the prevention of dust and gas explosions in coal mines, and Technical Paper 84 discusses the causes of such explosions and describes methods and apparatus devised by engineers of the bureau for preventing and checking them. The present paper is a report of a detailed study of the bituminous dusts of Illinois mines, and is a part of the investigations conducted by the bureau in cooperation with the Illinois State Geological Survey and the department of mining engineering of the University of Illinois./ It is well known that bituminous coals like those found in Illinois yield dusts that may give rise to explosions of great violence. In order that proper methods might be devised for preventing dust explosions in Illinois mines it was considered desirable to obtain accu- rate information on the quantity and character of these dusts. Ex- periments and tests of dust explosions in an experimental mine as well as in a large steel gallery comparable in area of cross section to mine entries have been made by the Bureau of Mines. Similar experi- ments have been made in Austria, England, France, and Germany. Experiments under conditions similar to those of actual mining prac- tice are obviously more conclusive than tests made in a laboratory. On account, however, of the expense, time, and quantity of dust re- quired, it is not practicable to conduct large-scale tests in studying a large number of dusts and recourse must be had to laboratory apparatus and methods. Laboratory,devices for the study of coal-dust explosions have been devised by a number of investigators. Most of these were intended for qualitative tests only. Quantitative methods have been devised by investigators of the English and French mining-experiment stations." In the experiments described in this report, laboratory tests of inflam- mability were made with an apparatus devised by Dr. J. C. W. Frazer, formerly a chemist of the Bureau of Mines. Laboratory tests of inflammability have been made on more than 500 samples of dust from 100 representative Illinois mines. As a result of these tests it may be stated that: 1. The coals of Illinois when ground fine enough yield highly inflam- mable dusts which when suspended in air may give rise to violent explosions. 2. In the majority of the mines of the State the dusts adhering to the ribs are inflammable. In about one-fourth of the mines the quantity of rib dusts present in the entries is sufficient to form an explosive mixture with air. 3. Most of the road dusts are inflammable when ground to a suffi- cient degree of fineness.

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). Angled highwalls are routinely employed in many Midwestern surface mines and in some
