Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

To concentrate coarse mica particles using a dry beneficiation technique. Approach Concentrate coarse, II berated mica particles using a Bureau-designed system of crushers, screens, and a two-stage zigzag air classifier. How It Works Because mica has a flat plate-like crystalline structure, mica particles are significantly lighter than blocky gangue particles of the same size fraction. Thus an air classification technique can separate the flat, light mica particles from the heavier gangue particles. The ore, which Is first run through a standard jaw crusher, a roll crusher, and a hammer mill to liberate the mica, enters the rougher Zig-zag section through a rotating air lock. See photograph and diagram of a 2-stage air classifier. Airflow through the classifier can be varied according to the size of the particles being separated. The gangue material falls through the airstream of the rougher zigzag section and is discarded as tailings. The mica flakes are carried by the air-stream to the cyclone shown on the right side of the diagram, where they are collected. This rougher mica concentrate is fed to the cleaner zigzag section through another rotating air lock. The mica particles are again carried by the airstream but they are now collected In the cyclone on the left side. The cleaner concentrate leaves the left-side cyclone through a third rotating air lock and is rescreened to remove under-size material missed by the first screening. The final product of this pneumatic process is generally a high-grade mica concentrate. A generalized flow diagram for the pneumatic concentration method Is shown In the second diagram.

This report examines the effects of mining height on injury rates in U.S. underground nonlongwall bituminous coal mines, controlling for both the employment size of the mine and the mining methods. Using the mine-level employment and injury data reported to the Mine Safely and Health Administration, mines were stratified by average coal seam height (<43 in, 43-60 in, and >60 in) and by the average number of employees working at the mine (<20 employees, 20-49 employees, 50-99 employees, and >99 employees). To reduce the confounding effects of mining method on injury rates, mines using longwall mining methods were identified and excluded from analysis. The employment data show that as the mine size increases, the proportion of hours worked in low seams decreases substantially. Additionally, miners injured in small, low- scam mines arc, on average, younger and less experienced than those injured in large high-seam mines. Nonfatal disabling and fatal injury rates were computed within each category of employment size and seam height for the major types of accidents (ground falls, powered haulage equipment, machinery, handling materials, slips and falls, and hand tools). Our findings suggest that, regardless of the employment size, as mining height increases, miners are at increasingly higher risk of injury from accidents due to slips or falls and accidents involving shuttle cars and falls of ground. As mining height decreases, miners are at higher risk 01 injury from accidents involving roof bolting machines, load-haul-dump types of powered haulage equipment, personnel carriers, and powered haulage conveyors. On the other hand, regardless of the height of the coal seam, miners working in large underground mines had higher rates of injuries resulting from accidents involving handling materials and nonpowered hand tools, but lower rates of injury from accidents involving continuous mining machines and lower rates of fatal injuries from falls of supported and unsupported mine roof. Finally, miners working at small mines in low or medium seams are at higher risk of being fatally injured by a ljll of unsupported mine roof. These findings suggest the importance of&apos; considering the working height of the mine, as well as the employment size of the mining operation, when developing intervention strategies to reduce injury risk to underground coal miners. Results also identify the need to further explore how mining height contributes to the frequency and severity of injuries.

As part of the U.S. Bureau of Mines (USBM) program to characterize subsidence this combination of software and hardware has been used to remotely monitor overburden response to longwall mining. Background The principle of time domain reflectometry (TDR) is being used by the USBM to monitor strata displacements induced by mining. This capability has been enhanced by the availability of cable testers with serial communication modules that allow users to get TDR records in digital form. Actual field installations involve coaxial cables that arc hundreds of meters long, and the many records obtained when monitoring such long cables on a daily basis motivated development of software to view interactively and compare waveforms and to analyze signature changes. Time domain reflectometry (TDR) was developed in the 1960&apos;s as a method to locate discontinuities in coaxial transmission cables. The concept has been extended to measurement of properties of materials into which probes are embedded, such as water content of soil, and evaluation of coaxial cable dielectric behavior. This technique was adapted by the USBM in 1975 for use in checking the movement of rock during underground mining. Coaxial cables are grouted into a rock mass that is expected to cave, and progressive rock movement causes the cable to deform. Consequently, there is a progressive change in cable electrical properties that produces changes in TDR pulse reflection signatures. TDR technology has been advanced by Northwestern University to the point where it is now possible to distinguish shear deformation from tensile deformation, and to quantify rock mass displacements, by analyzing these changes in TDR signatures.

Provide a machine for economically drilling probe holes in coal mines (required where there&apos;s a possibility of unmapped, abandoned workings) to check for possible water flood or gas hazards ahead of the face. Approach A lightweight air-powered drill, that mounts on a light-weight frame anchored to the face with an expandable packer, is used to drill one or more probe holes. The anchor installs quickly and will lock the drill in any desired position. How It Works The drill is portable and can be broken down to small components for ease of transportation. One man can carry these sections through restricted access routes to the working place. Components that are separable are the anchor assembly, drill frame assembly, and drill motor assembly. The drilling sequence is as follows: A 2-inch-diameter anchor hole is drilled 2 feet deep. The fixed anchor tube is rubber packer is expanded. A second anchor hole is drilled through a bushing in the anchor frame. The removable anchor tube is inserted and its rubber packer expanded. (This anchoring system withstood pulls of up to 14,000 pounds.) Next, the frame is attached to the anchor with two screw knobs, and the motor is attached to inserted in the hole and the rubber packer is expanded. A second anchor hole is drilled through a bushing in the anchor frame. The removable anchor tube is inserted and its rubber packer expanded. (This anchoring system withstood pulls of up to 14,000 pounds.) Next, the frame is attached to the anchor with two screw knobs, and the motor is attached to the frame with a single locking pin. Installing the anchor and drill takes less than 12 minutes.

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

Objective The Roof Monitoring Safety System (RMSS) introduced in late 1997 has been modified to improve durability and simplify the measurement of roof or rib movement. Greater knowledge about the stability of roof and rib rock is expected to result in safer conditions for the mine worker. Developing safety tools and methods is part of NIOSH’s mission to prevent work-related injuries and deaths. A mining operation with a proactive approach to control ground conditions is in a better position to make essential decisions related to mine development and take remedial actions in the event of roof or rib falls. Background Falls of roof and rib rock are responsible for a high number of mining injuries and fatalities. Visual inspections and the sound of breaking or cracking rock are often relied upon to indicate unstable roof conditions. In some mines, roof bolt holes are checked for separations or gaps with a scratch tool; this provides further information about the stability of the roof. Monitors such as the RMSS can confirm roof movement that was surmised only by eye or ear, or potentially detect movement that was missed by these means. An added safety feature of the RMSS is the capability of locating the measurement station at a distance from where the monitor is placed in the roof. Stone and other industrial minerals are the basic raw materials used in construction. Continuing economic growth and highway building in particular have resulted in record demand for stone. This high demand, coupled with increasing constraints on surface mining, have caused many new .stone mines to be developed underground. These new mines in many cases will be employing new and inexperienced miners who may not have the ability to recognize unstable ground conditions using just sight and sound. From the initial introduction of the RMSS, it was anticipated that improvements and modifications would occur. We correctly assumed that, once miners and operators were exposed to the monitor. suggestions would evolve. In one case, the RMSS was used to determine if an impact hammer used on a mechanical scaler was causing or increasing instability of roof rock. The test showed little or no movement resulted from this method of scaling under the particular conditions at this mine. In another instance, an operator needed to monitor the stability of a haulageway in a benched area that had very high ceilings. The RMSS requires a 2-in-diam hole for installation; however, only roof bolt holes of a smaller diameter were available, and it was impossible to drill new holes at that height. The operator attached a 2-in collar at the roof line and was able to install the RMSS. These examples illustrate the potential for further enhancements of this tool. NIOSH continues to seek additional candidate sites for use of the RMSS. As usage increases, we anticipate further refinements and additional applications. How It Works The new RMSS, cable, and read-out box are shown in figure l. The read-out box has a green light that stays lit until battery replacement is needed. The red light is set to conic on to indicate movement. The red light can he adjusted for increments of movement as low as .010 inches. The RMSS red light should not be considered as a primary or only means of determining the stability of roof or rib. It is intended to serve as a supplement to existing methods or procedures for determining stability. An overview of the RMSS components is shown in figure 2. Movement of rock layers within the mine roof is measured relative to a fixed-point calibration at the monitor housing. Lower the respirable dust exposure of longwall shearer operators by isolating and con-fining the dust cloud near the face. Approach Install conveyor belt screens at various locations on the body of the shearer to contain and hold the dust cloud toward the face side of the machine. This approach provides a cleaner air split in the walkway, over the shearer operators. How It Works On most longwall shearer sections, the dust exposure of the shearer operators is primarily attributable to the machine it-self. The dust cloud originates at the face, and the exposure of the operators depends largely on how quickly this dust spreads into the walkway. Conveyor belt screens placed on the gob side of the body of the machine can reduce the amount of dust which spreads out into the walk-way. In addition, belting may be installed over any open spaces between the shearer under-frame and the panline to prevent conveyor dust from boiling out into the operator&apos;s walkway.

The Northwest experiment station of the Federal Bureau of Mines , at Seattle , Wash . , was established in December , 1916 , and is one of 13 mining experiment stations maintained by Act of Congress , under the direction of the bureau , in the various sections of the country . Under the terms of the organic Act (March 3 , 1915 ) , the province and duty of these experiment stations is to cake investigations and disseminate information with a view to decreasing waste and improving the efficiency in the production , treatment , and utilization of mineral substances . The investigations carried on at the Northwest experiment station attempt to cover the needs of the mineral industry of the States of the Pacific Northwest and of the coastal regions of Alaska . The most in ortant needs of this district are for work on coal washing , electrometallurgy , and ceramics . The electrometallurgical investigations are not necessarily limited to the Problems of the Northwest , but may be of general application . Problems other than those specified above are referred to other stations of the Bureau that specialize on the particular type of investigation required . The Northwest station closely cooperates with the State of Washington through the University of Washington and with the State of Oregon through the Oregon Bureau of Mines and Geology . The University of Washington at Seattle has donated the use of an entire building , which houses the station's administrative offices and chemical laboratory , and parts of two other buildings which are usea in conducting the experimental avestigations . Twenty-five thousand dollars is expended annually by the Federal Government , while the State of Washington each biennium appropriates $ 20,000 , and the State of Oregon from time to time appropriates various amounts for the conduct of work along cooperative lines . Also , the station cooperates with private organizations tht have problems similar to those in which the station is interested . For example , the Washington Electrochemical Co. is cooperating in the electrometallurgical research, and furnishes part of the supplies and technical assistance required .

During the last week in March and the first week in April, 1973, the Naval Underwater Systems Center measured the 76 Hz magnetic field strength (in Wisconsin and Texas) produced by both the elevated and (newly installed) buried Wisconsin Test Facility (WTF) north-south (NS) antennas. The principle result obtained from these measurements is that there is no measurable difference in performance between the WTF buried and elevated NS antennas.

The goal of blasting is to get maximum fragmentation of the consolidated material in the overburden with optimum drilling and blasting cost. The amount of fragmentation required is determined by the stripping unit to be used In overburden removal. Many coal seams must also be broken by blasting; this is conducted before coal removal. There are environmental factors as well as due regard for public safety, health, and welfare that must be considered in choosing the blasting plan. The blasting plan should be made during preplanning and is based on data from the overburden cores. Analysis of the data will help In determining the kind of drilling equipment and bit types that will be needed for overburden preparation.

The Bureau of Mines has developed a tracer gas method for measuring leak-age through permanent mine stoppings. In this method, a temporary brattice is erected in the same entry as the leaking permanent stopping. Leakage was evaluated from concentration measurements of a tracer gas introduced into the space between the stopping and brattice. Stopping leakages ranging from 15 cfm to 265 cfm were simulated in an underground coal mine. Leakage values determined by the new method were within 10 pct of the known values.

The Ecuadorean mineral sector and overall economy have retained their traditional dependence upon the production and export of hydrocarbon products. Exports of crude oil and its products accounted for 62% of the country&apos;s export earnings in 1985. Ecuador&apos;s major mineral commodities produced and exported were cement, gold, limestone, liquefied natural gas, liquefied petroleum gas, natural gas, natural gasoline, crude petroleum and condensate, raw steel, semimanufactured steel products, and sulfur.

To cost-effectively reduce noise and vibration in newly manufactured mantrip vehicles. Approach Previous Bureau of Mines research demonstrated that noise controls could be in-stalled on existing mantrip vehicles, thereby substantially lowering noise levels inside the mantrip. Under Bureau sponsorship, a manufacturer of mantrip vehicles agreed to incorporate similar noise controls into a new vehicle during manufacture. Throughout this project, durability, maintainability, and cost were considered to be as important as noise reduction. How It Works The following noise-control features were included in the new mantrip: (a) Suspension Isolation- The suspension components were isolated by inserting elastomeric materials between them and the vehicle frame.

Instrumented cable bolts developed at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health were used in conjunction with existing ground control systems to monitor rock mass loads at Tg Soda Ash’s trona mine, Granger, WY. Axial and shear loads were determined to levels of strain gauge accuracy of ±5 N or ±5 microstrain. These gauges were embedded in a remanufactured king wire that replaced the conventional king wire. Cable bolt performance, quality of grout, and installation techniques were also assessed. By using instrumented cables, a mine operator can determine axial load along the cable at predefined gauge locations. These data provide necessary input for an operator to design a safer working environment for miners.

Efficiently clear ice and frozen materials from ore-handling equipment. Approach Compressed air-propane torches that develop a high energy flame jet were used instead of ordinary propane torches. How it Works A high velocity high temperature stream of gases impinges on the ice and frozen materials to both melt and blast them away. This hot gas jet is at 3,000°F temperature and moving at 3,000 feet per second. In the photograph below, the jet is being used to clear frozen taconite from a grizzly.
