"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

This chapter focuses on smoke as it relates to escape from underground mine fires. Among the topics discussed are the measurement of visibility in smoke; smoke-related hazards such as the production of CO, hydrochloric acid (HCI), or other byproducts of combustion; and miners' personal experiences while escaping through smoke. Smoke Measurement and Visibility In general, smoke consists of hundreds of thousands of very small particles. These particles have some "size," usually expressed in terms of their diameters, and they have some concentrations, usually expressed either in the number of these particles per unit volume or the total mass of the particles per unit volume. Humans cannot see individual smoke particles because they are too small. Similarly, "umber concentrations" and "mass concentrations" of smoke particles do not have much meaning to people unless they are trained technically. Still, individuals know that they can see smoke, independent of all the technical jargon used to describe it. Also, they know that when the smoke level gets too high, it is no longer visible. In fact, nothing is visible because the smoke absorbs all of the light in its surroundings. The eye is only sensitive to light in the wavelength region from about 400 nm to about 700 nm. The maximum sensitivity of the human eye is to light that has a wavelength of about 555 nm. It is important to know how the eye responds to light because if its response is known, it is possible to use a light detector that has almost the same response as the eye. Such a detector can then be used to quantify the visible characteristics of smoke because it responds in the same manner as the human eye. Smoke is visible because it either scatters or attenuates (diminishes) light. In some instances, smoke is visible because the smoke particles reflect light which is then detected by the eye. The eye actually "sees" an intensity of light that has been reflected from a cloud of smoke particles. Imagine shining a flashlight into a cloud of smoke. Someone off to the side can actually "see" the beam of light as it traverses the smoke cloud. This is called scattering. Smoke is also visible be¬cause it attenuates light. Imagine having someone shine a flashlight into your eyes. As smoke begins to build up along the beam of the flashlight, the light begins to dim. The smoke is visible because it is now reducing the intensity of light that falls upon the eye. As the smoke level increases, it is said to obscure our visibility. When the beam is no longer visible, the smoke obscuration is said to be 100%. In other words, none of the light energy from the flashlight makes its way through the cloud of smoke. Another way of saying that the obscuration is 100% is to say that the transmission of light through the cloud is zero.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. "Waste Granite in the Barre, Vermont, District: Waste in the great granite center at Barre, Vermont, consists of three types of material, the rough blocks rejected at the quarries on account of imperfections, the chips or spalls resulting from trimming and dressing at the cutting plants, and the granular and pulverized material from the dust collectors. The waste piles at the quarries of are immense proportions and constitute a serious handicap to quarrying in that they cover up good rock deposits, and are also so large that waste disposal becomes more and more expensive. The problem of utilization of such waste material is a topic of keen interest to all granite producers.Barre is not situated on a water route, and thus transportation costs prohibit the shipment of waste blocks for rip rap or ballast. Crushing plants use a small amount of this material for road construction, but aside from this, the waste is practically valueless.Investigators of waste utilization problems are awaiting with interest further information concerning an enterprise undertaken at Montpelier, Vermont, to utilize crushed granite for the production of brick similar to sand-lime brick. Granules of granite are mixed with lime, moulded, and hardened under steam Pressure, The brick produced are said to be of excellent quality for structural Purposes.There seems to be no logical reason why waste granite could not be utilized for the manufacture of building stone, and paving blocks, for many of the defects which condemn a stone for monumental purposes are not at all detrimental for building or street paving. F or the most part, monumental stone workers are not particularly interested in other branches of the granite in-dustry, and a combination of industries such as that suggested"

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

"The Generic Mineral Technology Center for Respirable Dust (GTCRD) was created at The Pennsylvania State University and West Virginia University by a congressional initiative in 1983 responding to recommendations in the 1980 National Academy of Sciences study on the Measurement and Control of Dust in Mines. Many of these recommendations dealt with the need to initiate focused fundamental research for further professional progress in dust control. Long-term, sustained support was emphasized to develop expertise in respirable dust research. In creating this Center, Penn State and West Virginia University were specifically recognized for their expertise in and facilities for research on coal mining and medicine. Today, the Center includes the Massachusetts Institute of Technology, the University of Minnesota, and the Michigan Technology University. The Respirable Dust Center is the only organization that coordinates and integrates the medical, scientific, and engineering aspects of respirable dust disease. The Center works with the U.S. Bureau of Mines (USBM), Mine Safety and Health Administration (MSHA), the National Institute for Occupational Safety and Health (NIOSH), the United Mine Workers of America (UMWA), and the U.S. coal industry in defining the research priorities for the programs of the Center to enhance research synergism.The Center's mission is to enhance the health, safety and productivity of miners by advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs to reduce the incidence and severity of respirable dust disease.All Dust Center activities are focused to be responsive to this mission, which is shared by the several federal agencies closely associated with the GTCRD. While significant progress has made mine atmospheres cleaner and healthier, respirable dust-related disease remains the nation's most pernicious industrial hazard.The goals of the GTCRD were formulated with recognition of the diverse scientific, engineering, and medical aspects of respirable dust, in addition to a need to enhance researcher interaction, as well as education and technology transfer efforts, in the respirable dust area. These goals reflect the needs of the mining industry as determined by the National Academy of Sciences Committee on Measurement and Control of Respirable Dust study done in 1980. The report of this committee encouraged the Bureau of Mines to redirect its research efforts ""...toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust."" The GTCRD's goals, detailed in chapter three of this document, were formulated to mesh with NAS recommendations."
